Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

This study attempts to estimate the effect of rural slum upgrading on reducing the probability of flood and landslide disasters in the rural slum areas in Indonesia. By using a difference-in-differences (DID) approach with the logit regression model, this study analyzes the effect of the village funds in 24,343 villages in Indonesia within the period of 2006-2018. The results show that, after the implementation of the village fund policy in the rural slum areas, the probability of the occurrence of flood and landslide disasters in the treatment group, i.e. villages with high-density slums, is 0.761 times lower than the control group, i.e., villages with low-density slums, with 1% level of significance. These results show that the development and / or improvement of infrastructure’s quality, at the high-density rural slum areas, have effectively lessened the probability of the occurrence of disaster events.

Abstract

This study views how road infrastructure development affects crime in rural Indonesia. The issuance of Law No. 6 of 2014 concerning Villages create massive road infrastructure development to develop villages economy. However, it also create negative externality, which is crime. Using logistic regression model, this study analyzes Village Potential data for 2006-2018 in Indonesia. The results show that road infrastructure development’s accompanied by crime opportunity increase of 1.3-1.5 times higher in rural Indonesia. After massive development, it indicates economic increase and crime decrease in remote villages. This finding supports literatures about road infrastructure and accessibility can provide opportunities for crime.

Abstract

This study aims to analyze the effect of welfare levels on the number of Indonesian Migrant Workers (PMI) in districts/cities in 2015-2019. The variables in this study were measured using the Random Effect Model (REM) regression. The fact that has a high level of elasticity is the number of PMIs in the previous year, and in the previous 2 years, the area, and the total population. The variables in this study include: the level of community welfare as measured by the level of poverty, education indicators, and GRDP per capita with the control variables being population, area (land and sea), Java-outer Java, and district/city. The conclusion of the study is that the government has at least 2 (two) policy options, first, if you view the sending of PMI as a manifestation of poverty/poverty in the district/city, the government must issue a policy that focuses on poverty reduction programs in PMI enclaves, increasing GRDP per capita. and Expectations for Old Schools (HLS), especially in high-population districts, especially in Java, and having a small area, and policies that the government will take at least start from the previous 2 years. Second, if the government sees PMI delivery as an asset that must be handled, then the focus of government policy is focused on regions, especially districts with high poverty rates, low HLS, high population, in Java, with a narrow area.

Abstract

Based on extended Indonesia’s Social Accounting Matrix (SAM) 2015 and using the micro-simulation method, this study shows how sectoral growth affects income inequality and poverty in Indonesia and the contribution of the Small and Medium Enterprises (SMEs) manufacturing sector in reducing income inequality. Of the 24 sectors in Indonesia, only the growth in 10 sectors can reduce income inequality, with the largest reduction being growth in other agricultural crop sector. On the other hand, SMEs have no notable effect on reducing income inequality. Although the impact depends on which sector the SME is in. This study also shows that growth in all economic sectors has an impact on poverty alleviation in different contributions. Growth in other agriculture crop sector contributed the largest to poverty alleviation in Indonesia.

Abstract

Macroprudential policies are increasingly being used in various countries after the global financial crisis in 2008. One of the macroprudential policies in Indonesia is the motor vehicle loan down payment policy. This study discusses the impact of the down payment policy on the growth of banking motor vehicle loans in Q1 2011 to Q4 2019. Using the fixed effect model method, the study was conducted on all banks that provided motor vehicle loans during the study period. The results indicate that down payment policy has significant impact on the growth of banking motor vehicle loans. The growth of motor vehicle loans decreases when the down payment policy is tightened and increases when the down payment policy is eased.

Abstract

This study was conducted to analyze the intentions of the Muslim community regarding to their using of the Islamic banks in Indonesia. The study was structured by an integrative approach, where the Technology Acceptance Model (TAM) and Theory of Planned Behavior (TPB) were integrated by adding the religiosity variable to see its effect on the intentions of the Muslim community in Indonesia to use Islamic banks. The variables used in this study include perceived ease of use, perception of benefits, attitude, subjective norms, control over behavior, and religiosity. The research data used is primary data collected using a questionnaire in the period of March – July 2021. The respondents consist of the Indonesian Muslim community who are also sharia bank customers with a total of 500 respondents spread across 34 provinces throughout Indonesia. Furthermore, data analysis was performed using the Partial Least Square Structural Equation Modeling (PLS-SEM) method. The results showed that perceived ease of use and perceived usefulness had a positive and significant effect on attitude. Then, attitude, subjective norms, perceived behavioral control, and religiosity have a positive and significant effect on intentions. This means that the intentions of the Muslim community in Indonesia can be influenced by the proposed research variables. The results of this study are expected to provide input to industry players and regulators to increase the growth and market share of Islamic banking.

Abstract

The Hand Arrest Operation (OTT) is an activity by the KPK in the field of cracking down on corruption that is well-known among the Indonesian people. The activity was also marked by a press conference which outlines the profile of the suspect and the chronology of the arrests. In carrying out its duties, the KPK cannot work alone. The active participation of the community is certainly very helpful for the KPK in carrying out its duties more effectively and efficiently, one form of which is by reporting suspected corruption crimes. The study was conducted to see how the OTT activities of the KPK affect public participation in reporting suspected corruption crimes. The data used are OTT activity data and KPK public complaints reports from 2017 to 2021. By using panel data regression ‘fixed effect model’, this study finds: every OTT activity followed by news dissemination through press conferences, becomes a signal in increasing the number public complaints to the KPK; OTT conducted on the island of Java has a significant contribution in increasing the number of public complaints compared to OTT outside Java; Annual data analysis shows that from 2019 to 2021, there is a downward trend in public complaints, especially in 2020 and 2021. This is in line with the very sharp decline in OTT compared to previous years. OTT that conducted in the political year did not affect the increase in public complaints, but on the contrary, outside the political year, the OTT had a significant effect on the increase in public complaints; The OTT that was carried out both in the year the Covid-19 pandemic occurred and the year before the pandemic, both had no effect on the increase in the number of public complaints.

Abstract

Regional autonomy aims to improve the regional economy in order to create a just and prosperous society. However, the reality is that until now the local government still depends on transfer funds from the Central Government. KPK, through the Monitoring Center for Prevention (MCP) program, known as the corruption prevention system, seeks to enable local governments to increase local taxes. The method used is multiple linear regression with a fixed effect. The results of the study show that the Corruption Prevention System, which is represented by the MCP score, has a positive and significant relationship with local tax revenues. This shows the importance of a corruption prevention system in all local governments by implementing good corporate governance

Abstract

The purpose of this research is to analyze the impact of Conditional Social Assistance of Program Keluarga Harapan (PKH) on School Age Educational Participation in Indonesia. Population in this research were all household (HH) with children aged 7 to 18 years. Data was obtained from the National Socio-Economic Survey in 2018 and 2018 Village Potential. Data refers to the use of Net Enrollment Rate (NER). Data was clustered into the group of ES, ES-JHS, and ES-SHS. Technical analysis used is binary logistic regression. The results indicate that PKH has an effect in increasing the School Age Educational Participation in Indonesia.

Abstract

This research aims to know the short-term impact of the One Price Fuel program implemented in 2017 on transportation cost in underdeveloped areas of Indonesia. Observation is conducted to 585 villages since 2006, 2014 and 2018 with a total observation unit of 1,755 villages. With Difference-in-Difference analysis method, this study shows the program has a significant impact on reducing transportation costs in villages that are a radius of 15 km from the gas stations (SPBU). On the other hand, villages that are more than 15 km from distribution gas stations, do not experience a significant impact on reducing transportation cost.
