Abstract

Political transformation in Indonesia in 1998, have an impact on the local administration, the whole society can participate to determine the direction of local development. Local political upheaval in Bangka Belitung province can not be separated from the natural resources of Tin became one of the sources of income of local communities and also Local revenue sources and also can not be separated from Chinese ethnic who is an ethnic with the second largest population after Malay ethnic who live and interact in the region of Bangka Belitung. This study illustrates how natural resources of Tin and Ethnic Thionghoa dyeing conditions local politics.

Abstract

Study on the accountability of the budget policy area is an important issue in the development of the science of government. It concerns the relationship between the governing and the governed in countries that embrace democratic framework. Analysis of budgetary policy accountability with regard to the ability of the government in the answer and explain to the people how the government's performance is done, which is manifested in the form of government activities that costs of the money that comes from the people, carried out fairly and based on the ethics. Based on the identification of issues, there are research problems of accountability in budget policy area in South Tangerang City, Banten Province. The purpose of this study was to analyze the accountability of budget policy in South Tangerang City, Banten Province. This study was a qualitative study. The research data is limited to data related to the expenditure in 2011-2016. Data were collected through interviews to informants in relation to problems of research and collection of secondary data that support this research. The analysis focused on the performance of the local government, the achievement of accountability of budgetary policy and strategies in achieving accountability.  Based on the analysis, the study found The Local Governance Scorecard Model (LGSC), the importance of improving the elements related to the achievement of budgetary policy accountability, as well as the strategies are needed to improve accountability in South Tangerang City, Banten Province. The theoretical implications of the research findings in the development of the science of governance are the importance of developing a balanced of the local government performance concept, upholding ethical governance as a guideline in behaving and acting for apparatus, as well as openness in governance.

Abstract

This research aims to analyzing adequacy policy of delegating in part of authority deeply and also developing the relevant model. This research is using descriptive design with qualitative approach. Research informant are cleanliness and landscaping agency head, Sub-district head of Cikupa, Sub-district head of Kelapa Dua, Indonesia Clerical Council head and society. Data collecting technique are observation, interview, and documentation. Data is analyzed in descriptive method. Research result shows that adequacy policy of delegating in part of authority to sub-district head in improving the service quality of waste management in Tangerang regency as shows that decreasing of policy cost and increasing of policy effectiveness. Based on these research, developed adequacy model of delegation in part of authority in improving the service quality of waste management at Tangerang regency. These model is theoretical enrichment of Dunn’s adequacy policy theory especially in the third quadrant namely the changing of policy effectiveness and the changing of policy cost. It is different with Dunn’s adequacy policy model which is not focusing in the third quadrant as adequacy policy, this model shows that adequacy policy in the third quadrant namely the changing of policy cost and the changing of policy effectiveness.

Abstract

This research analyzes the implementation of rice absorption policy of farmers in 2015 conducted by BULOG. Background of this research, there is an increase of rice production that happened in east java but can not improve farmer's prosperity. BULOG as an implementing agency of presidential policy for the purchase of farmers' rice crops, where this perpres determines the purchase price of the government to maintain the welfare of farmers. The purpose of this research is to analyze the implementation of policy of agricultural absorption of paddy farmer 2015 in East Java and To know the role that dilakuakan by BULOG East Java Regional Division in increasing the absorption of agricultural products. This research uses post positivist approach with qualitative method. The results of this study indicate that as a policy operator, BULOG has done an implementation that is still not good and can do improvement which will have a lot of influence on the welfare of farmers. In the absorption of yield from rice farming itself does not reach the target and proclaimed in BULOG purchased is seen dominated through partners BULOG which this much reduce the income of small farmers. The presence of BULOG is also not timely and much information about absorption by BULOG does not reach the farmers.

Abstract

This study is designed to investigate how far the local urban governments of Valencia City and Malaybalay City have developed community support for the care and treatment of HIV/AIDS, done interventions and actions for community understanding, execute mobilization and allocation of funds to combat HIV/AIDS and provide facilities capable of providing interventions for prevention and medical treatment for HIV/AIDS patients. The LGUs of Malaybalay and Valencia have adopted steps to moderate the spread of HIV and AIDS in their localities. These urban governments of Bukidnon had created each an HIV Council that is guided by the principles of mainstreaming HIV responses in the local government plans and multi-sector involvement in the planning, execution and monitoring of the response. This local response is a key element of the country's program for combating HIV. The two local governments (LGUs), along with Cagayan De Oro City, are the core of the program in Region ten. They had committed to reduce HIV infection through the Millennium Development Goal (MDG) and the HIV and AIDS Medium-Term Plan (AMTP).

Abstract

Development and aplication of e-govt is an attempt to hold government to improve the quality of public service by the utilization of technology (based on electronic). One of the many forms the application of e-govt that had taken in the greater bandung is the application of e-kelurahan, the administration system based village the internet used to make public services. The purpose of this research is analyzing the application of e-government to government (trusted trustworthy government) (study at the sadang attack bandung west java). This research using the methodology descriptive with a qualitative approach as for the techniques of data collection, observation and triangulation. Data analysis steps if data reduction data presentation, and conclusion. Performance e village formulate implementation strategies, the authors use the technique SWOT analysis. Based on the research done, obtained conclusions as follows: 1. The aplication of e-government to government (trusted trustworthy government) (at the sadang attack bandung west java) is work however less than optimal so should be developed further, 2. Models in aplication of e-government to government (trusted trustworthy government) is a model model g2c the government to citizens, 3. Strategy to the application of e-government to government (trusted trustworthy government): analysis is preparing for employees at the; setting the legislation or regional leaders; develop and add service feature application e-kelurahan; increase  the facility and speed; provides a facility it at rws pavilion independent of service e-kelurahan; realize making aplication service to organizations electronic device the city bandung, and the development of security system on the application e-kelurahan service.

Abstract

The purpose of this study was to analyze and describe about the implementation, determine the obstacles and determine the strategies to face the obstacles from policy implementation of PATEN in improving of service quality in Balubur Limbangan district. For this study, the author uses qualitative method with case study approach. To collect the data, the author implements the method of interview, documentation, and passive participation observation. Besides that, analyzing data technique with triangulation and Strengths, Weakness, Opportunities and Threads Analysis as well as Litmus Test is also used.     This study resulted several important findings such as 1) Standard and objective, there are still have shortcomings in the fulfillment of administrative requirements. It is all because the absent of Regent Regulations which concern about service standard and Regent Regulations about description of personal district assignment in order of PATEN implementation; 2) Resources the existing funds are still inadequate for the fulfillment of quality facilities and infrastructure, as well as inadequate quality and quantity of district personnel; 3) Economic, social and political condition, there are public awareness still low in the management of licensing services; 4) The disposition of implementers, showed the community still complains about the attitude of the district official and the information on the timeliness of completion of service files. Therefore, beside the broad authority according to its portion, district also needs to be supported by the funding, facilities and infrastructure, and the adequate of both quality and quantity of district official.

Abstract

Ciwidey is one of tourism object in South Bandung that has various tourism products. Some are have similar product offerings, such as hot springs in Ciwalini amd Cimanggu. In practice, there is a competition among the similar attraction, so there are some attractions tend to lag behind compared to other attractions, and vice versa. Furthermore, it indicates there is no integrated strategy to develop Ciwidey as a tourism area. Existing strategies were only partial of each attraction. This leads to the benefits received by the community, administrators, and local governments have not optimal. There have been many studies about the tourism development strategy of Ciwidey made by various parties including the private sector would also academics. But until now integrated strategy for developing tourism area of Ciwidey is still relatively inconsiderable. One approach that can show the relationship among business actors are integrated industrial cluster approach. Industry cluster is basically not an entirely new concept. However, in line with the changing times, the study of the concept/theory of empirical experience various parties evolve over time. Various definitions and concepts of industrial clusters can be found in the literature. The definition of industrial clusters in brief is: "Industry Cluster is a specific business group connected by the chain of creation/increase in value added, either through business or non-business relationship". This study aims: (1) To map the tourism industry cluster of Ciwidey tourism area, (2) To formulate the role of local government in the tourism industry cluster in the tourism area of Ciwidey. After conducting interviews with stakeholders, the study documentation, and observations at the study site, it can be done mapping stakeholders that can be grouped in core industries, industrial suppliers, supporting industries, related industries, and buyers, as well as supporting institutions ("non-industry "). The most prominent role of each stakeholder is to create innovation and coordination. For innovation and coordination needed integrator in the tourism industry cluster of Ciwidey, and the role as the integrator can be done by the Department of Tourism, Youth and Sports Bandung Regency.

Abstract

Public budgeting in the context of fiscal decentralization has many problems in Indonesia. The problems can be traced from its contributions to the development such as budget effectiveness, budget impact, budget efficiency, facing big corruption, and also on poverty reduction becomes a serious problem that must be resolved by the Government of Indonesia.  In the area of implementation, public hope that the National and Local budget can improve the welfare of society as a whole. In terms of spending, national spending quality has declined. The budget itself absorbs big portions budget for the personnel expenditure, while capital expenditure is very much limited. Personnel expenditure, capital expenditure, and Social expenditure reflect the Government understanding of the needs of the public at large.  From the perspective of budget policy, public expenditure in Indonesia has still weak in reflected the public needs. There are many interests to intervene budget process and configuration both politically and bureaucratically. The budget policy was not in line with democratic principles that public policy must be based on public consent. When it comes to public consent then should the public budget to accommodate the public interest-oriented public service for the welfare of the public.

Abstract

This study focuses on a specific indigenous community in Mindanao, Philippines – the Bukidnon Tribe. The Bukidnon Tribe is one of the well-documented and well-researched tribes in the region and is also a recipient of various projects in the past. This paper primarily aims to answer the question, whether the Bukidnon Tribe have mainstreamed their presence in local politics. With the implementation of the Indigenous Peoples’ Rights Act (IPRA), the traditional political institutions of the different tribes are now nationally recognized. With that in place, this study has the following specific questions: a) how engaged is the Bukidnon tribe in local politics, b) how are the traditional political institutions of the Bukidnon tribe survive in relation to engagement to mainstream politics, and c) what are the political influences and effects of the past projects given to the tribe. Results show that through the IPRA, which mandated an IP representative for every local government unit (LGU) in areas with IP population, the indigenous communities are assured of representation. Because of presence of the IP representatives in LGUs, the other members of the tribe are encouraged to further recognize and participate in mainstream political activities such as voting in elections and consultation with regards to policy formulation. The results also indicated that the tribe recognizes the value and importance of their traditional political institutions, thus, they themselves strive hard for its preservation despite all the external factors brought by the projects. From the results, it is suggested that educating the mainstream society about the rich political culture of the tribe as a method to ease the penetration of the IPs to local politics as there will be greater respect for cultural diversity.
