Abstract

Coastal waste management in Ambon City as a follow-up to Law Number 18 of 2008 and Ambon City Regional Regulation Number 11 of 2015 concerning Waste Management aims to make Ambon City as a waste-free city in 2025. Ambon City's environmental and solid waste department as the implementer of Ambon Government’s affairs in sanitation and environment sector is responsible for the realization of a good and comprehensive coastal waste management. But in the management implementation, the amount of coastal waste in Ambon still not showing any significant changes, so there’s still high possibility of obstacles in its implementation. This study aims to find out and analyze the implemented coastal waste management, to know and analyze the obstacles encountered in the implementation and to know and analyze the appropriate ideal strategies / concepts in coastal waste management.           The theory used is the waste management theory proposed by Wilson, namely the aspects of regulation, institutions, funding, community participation and technology and strategy theory proposed by Wheelen and Hunger namely formulation, implementation and evaluation and supervision. This study used qualitative research methods. Data collection techniques used was interviews, observation, and documentation.           The results showed that the environmental and solid waste department’s strategy in coastal waste management were not effective, this was evident from several aspects, namely the absence of regulating laws, institutional aspects that were not owned by the department, the aspect of technology which still conventional and the low rate of community participation. Therefore, in this study the authors convey several strategies or concepts in waste management, such as establishing strict laws and forming law enforcement officers, forming a special division to handle coastal waste, and increasing community participation through the establishment of yellow troops and the tourism ambassadors.

Abstract

This study aims to determine the Public Perception of Building Construction Permit (IMB) in the Cimalaka District, Sumedang Regency. This research is a descriptive research with qualitative method. The theory used to analyzing data is Service Quality Theory (Servqual) from Zeithaml, Parasuraman and Berry. It has five dimensions; those dimensions are physical proof, reliability, responsiveness, assurance and empathy.The result of this study indicates that public perceptions of the quality of IMB services in Cimalaka District in Sumedang Regency is good enough. It could be seen from the physical dimension, reliability dimension, responsiveness dimension, assurance dimension, and empathy. The things that need to be improved by the Cimalaka District in providing IMB services are improvement of facilities and equipment used, increasing accuracy and competency of officers, certainty of time in completing services, enhancing credibility and security, as well as improving the ability in effective communication between officers and the community.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh lingkungan kerja, motivasi kerja dan pelatihan terhadap kinerja pegawai dengan studi kasus di Kantor Distrik Bintuni Kabupaten Teluk Bintuni Provinsi Papua Barat.Hasil penelitian ini menunjukkan bahwa terdapat pengaruh positif dari lingkungan kerja, motivasi kerja dan pelatihan secara bersama-sama terhadap kinerja pegawai di Kantor Distrik Bintuni Kabupaten Teluk Bintuni. Akan tetapi pemerintah diharapkan dapat lebih menyediakan lingkungan kerja yang kondusif, disertai dengan peningkatan motivasi kerja pegawai dan peningkatan kemampuan pegawai melalui pelatihan sehingga kinerja pegawai semakin meningkat.

Abstract

The results showed vertical and horizontal conflict. There are some factors that causethese conflict such as history, cultures, religion, and education factor. Conflictcompletion effort that made by the government through some forms that put forwardby Huug Miall in Alimudin (2006: 49-54) namely negotiation, mediation, conciliation,problem-solving, and reconciliation. However, these efforts could not find an exactway out yet in terms of conflict resolution. Regarding to SWOT analysis results andLitmus Test, researcher obtained several strategies such as find out the roots fromterritorial boundaries conflict completion and resolve with tradition/culturesapproaches and religion, gives guarantee and prioritize in terms of societyadministration services, implementing The Ministry of Home Affairs Regulation No.45/2016 concerning Guidelines for Affirmation and Determination of VillageBoundaries. This territorial boundaries conflict affirmation has occurred since 2016,that is why the government should pay more attention with this issue and it is crucialto conduct an effort with minimizing factors that cause this conflict so that it could notgrowing widely. In terms of the strategies to solve territorial boundaries conflictcompletion, the continuing effort is important in order to solve territorial boundariesconflict completion through deeper approaches and persuasive with society. Asanother effort of conflict completion of territorial boundaries, through this study,researcher offering some strategies that can be used to find out the main problem thatcausing the occurrence of this conflict and resolving with social approaches andreligion. Moreover, the government should give guarantee towards theimplementation about the administration services of society after the determinationabout territorial boundaries, implementing decisive regulation about territorialboundaries namely The Ministry of Home Affairs Regulation No. 45/2016 concerningGuidelines for Affirmation and Determination of Village Boundaries.

Abstract

This research aims to examine and analyze the effect of implementing guidance andcontrolling policies on the effectiveness of the implementation of local autonomy inIndonesia. The research method used is the two stages mixed method with a quantitativeapproach first followed by a qualitative approach. At the quantitative method stage, thisstudy uses regression analysis, and the qualitative approach utilizes ASOCA methodanalysis (Ability, Strength, Opportunities, Culture, and Agility). The population used inthis study is all autonomous regions in Indonesia as many as 542 regions. The studysample was 85 regions using simple random sampling technique and grouped in 5 regionsbased on geographical approach and stratified random sampling, which consisted of 5provinces, 65 regencies and 15 cities. Quantitative data collection is done throughquestionnaires with respondents as many as 10 people while qualitative data is collectedthrough interviews and focus group discussions (FGD). This study obtained severalimportant findings. Firstly, implementation of policy showed a significant influence on theeffectiveness of the implementation of local autonomy. Thus, better policy implementtionwill generate the local autonomy more effective. Secondly, guidance and controllingshows a significant influence on the effectiveness of the implementation of localautonomy. Thus, enhanced the guidance and controlling will cause the local autonomymore effective. Thirdly, the implementation of guidance and controlling policies togethershows a significant influence on the effectiveness of the implementation of local autonomy.Thus, better implementation of guidance and controlling policies will make localautonomy more effective. And lastly, based on qualitative analysis, it was obtainedreinforcement of the results of quantitative analysis that proved the influence of variableX1, variable X2 with variable Y, and even found a new model for implementation ofguidance and controlling policies on the effectiveness of implementing local autonomy byapplying the HADI model (Human resources, Acceptance, Development, and Innovation)as an alternative model of fostering and monitoring the implementation of localgovernment.

Abstract

This research was conducted in Lingga Regency using qualitative research methods,and with informants as many as 107 people consisting of; people who are dealing withservice providers, community leaders, entrepreneurs and important people in theadministration of government in Lingga Regency. This research explores dimensionssuch as; structuring the human resources system of the Regional Governmentapparatus, HR competencies of the Regional Government Apparatus, Strengtheningthe Supervision System in the administration of public services, strengthening theapparatus performance accountability, Operational Accountability in the ASNProfessionalism Perspective Before and After Reformation in Lingga Regency, FactorsThat Role Towards Accountability Implementation public service delivery, Factors thathamper Accountability of public service delivery, Performance of Public Service Unitsin Lingga Regency. The results showed that the structuring of the human resourcessystem of the Regional Government apparatus, the competency of the HR of theRegional Government Apparatus, Strengthening the Supervision System, strengtheningthe apparatus performance accountability, Operational Accountability Before andAfter the Reformation had improved, but still needed to be improved to meet the hopesand or desires of the Regency community Phallus.

Abstract

The results of the research show that the arrangement of Task and Function of thePopulation Service Institution in charge of and responsibility of providing populationadministration services in Jatinangor sub-district has been in accordance with itsduties and functions based on Local Regulation No. 11 of 2016. Structuring humanresources apparatus has been implemented in the hope that the human resourcesapparatus to be better in carrying out the task of service to the community. As for thecompetence of tbsp apparatus is better so as for the administration of populationadministration to be better. While the commitment to strengthening the performanceaccountability of the apparatus has succeeded in realizing quality service, so that theadministrative services of population become better.

Abstract

ASN in Pontianak since 2016 until now, the provision of public services very rarely inthe District various utilizes have been used e-government applications. However,people who want to apply for services must still use conventional methods. The purposeof this study to analyze and find out the things that led not to achieving the objectivesof the implementation of e-government in the district agencies in Pontianak. It find outand analyze the factors that influence about the innovation e-Government applicationin the District agencies in Pontianak. The type of research used descriptive qualitativeresearch. Determination of informant to get source of data on the results of this studywas determined through purposive sampling technique. Data collection techniquesused by interviews, document review and observation. The results of this study indicatethat the implementation of e-government in sub-district agencies in Pontianak is less.The factors that influence about the implementation of e-government innovation in theDistrict agencies in Pontianak, there is no clarity of the specific objectives to beachieved. In this case the purpose of implementing e-government is unclear. There areunclear and measurable targets, so that it causes bias in the implementation of egovernment.The ambiguity of the priority target groups. Unclear policy instrumentsas terms of reference in the form of technical procedures (operational / technicalguidelines) both administratively and technically with clear boundaries for articulatingthe policy program for implementing e-government.

Abstract

Amendment to the law on Regional Government namely law number 23 of 2014 causea significant change, village organizations become sub-district device. The problemthat arises is the working relationship between the village head and the sub-districthead, performance of the village organization after changing regulations, andperformance of sub-district organization in supervising village. Research wasconducted in Bungo Dani sub-district Bungo Regency, Jambi Province. Purpose of thisStudy is to know implementation of changes the village become a sub-district device.Research method is qualitative research, because qualitative research is able tocapture phenomena in detail and can provide an overview for researchers. Techniqueof data collection is done by conducting interviews, observation and documentation.Result of the study generally went well, but there are several problems and obstaclesthat is, poor communication between village heads and sub-district heads, the causedoes not understand the applicable regulations, late disbursement of funds for villagefrom sub-district, and regulation of present data on urban village officials in the subdistrict.Conclusions and suggestions are that the process of implementing governmentactivities in general runs well, with some obstacles and problems. Suggestions, localgovernment must be more active in providing education and knowledge to theapparatus in the sub-district and village to the applicable regulations.

Abstract

The purpose of this research is to Analyze the implementation of the simultaneousVillage Head election policy in realizing a participatory, transparent and accountableelection process in Bogor Regency and Arrange a new model of implementing theVillage Head Election policy simultaneously in realizing a participatory, transparentand accountable election process in Bogor Regency. This study uses a qualitativeresearch approach with 21 (twenty-one) informants as a snowball technique.Secondary data collection using literature study techniques, and primary data usinginterview and observation techniques. Implementation of Pilkades policysimultaneously in realizing the process of participatory selection, transparency, andaccountability. The implementation of the village head election policy simultaneouslyin realizing the participatory, transparent and accountable election process in BogorRegency is not optimal because there are still many problems found. The new modelarranged is called the Sultaa Model, this model consists of elements of participation,transparency, and accountability. The model can be applicable if it meets severalrequirements, namely qualified human resources, adequate facilitation, adequatefunding, and effective supervision.
