Abstract

Poverty is a condition in which basic human needs, such as food, health, education, and employment, are not adequately met, thus hindering an individual's ability to survive and develop their lives. In Majalengka Regency, the problem of poverty has been identified with a percentage reaching 11.21%, while the total population is around 1.35 million people. This study aims to explore the characteristics of poverty in more depth and to verify and validate data on the poor population, especially in Lemahsugih District. The research method used is the qualitative descriptive method. In addition, field observations and interviews were also carried out using the BANGKIT application as a means to determine the final poverty score based on certain indicators. This application allows researchers to analyze the dimensions of poverty comprehensively and obtain a deeper picture of the socio-economic conditions of the local community. The results show that Lemahsugih District has 3,934 Heads of Families (KK) who have been recorded as poor families and are the main targets of verification and validation. Through this process, it is hoped that a more accurate understanding will be obtained regarding the causes, dynamics, and distribution of poverty in the area. Thus, the findings of this study are expected to be the basis for formulating more targeted public policies, increasing the effectiveness of poverty alleviation programs, and strengthening collaboration between local governments, social institutions, and communities in poverty alleviation efforts in Majalengka Regency, especially in Lemahsugih District.

Abstract

MSMEs (Micro, Small, and Medium Enterprises) play a significant role in economic development in Mataram City, West Nusa Tenggara Province. Data shows that there are 22,473 micro, small, and medium enterprises operating in this area, reflecting the major contribution of MSMEs to local economic growth. This phenomenon has encouraged the Mataram City Government to develop various empowerment programs, including entrepreneurship training, providing capital through People's Business Credit (KUR), and facilitating product marketing. These efforts are in line with Law Number 20 of 2008 concerning MSMEs which emphasizes the importance of the role of MSMEs in encouraging equality and economic growth. This study aims to analyze the extent to which local government policies influence MSME empowerment in Mataram City. The research method used is a comprehensive literature study, supported by regional administrative data and previous scientific research results. This analysis focuses on the policy implementation process, the effectiveness of the programs implemented, and their direct impact on the local economy. The results of the study indicate that government initiatives in the fields of training, financing, and marketing have a positive impact on MSME growth. In particular, increasing entrepreneurial capacity and easy access to capital contribute to reducing unemployment rates and improving community welfare. In addition, MSME participation in marketing support programs has been proven to strengthen the competitiveness of local products in regional markets. Thus, targeted MSME empowerment programs are key to building a more inclusive and sustainable regional economy. These findings are expected to be a reference for stakeholders in formulating strategies and policies for local economic development in the future.

Abstract

This study aims to analyze the readiness of ASN in facing the era of digital transformation, which includes mastery of technology and the ability to adapt to changes in the organization and an increasingly collaborative work culture. One interesting aspect raised is the difference in the level of readiness between millennial generation ASN and senior ASN, a topic that has rarely been discussed in previous studies. A deeper study of the gap in technological literacy between ASN generations and its influence on the implementation of the Smart ASN concept is expected to provide new insights to support the development of ASN policies. This study uses a qualitative descriptive method with informant selection through purposive sampling techniques. Informants were selected based on their relevance to the research topic, including millennial ASN (under 40 years old), senior ASN (over 40 years old), echelon officials who lead work units, IT or digital transformation teams, as well as academics and practitioners in the field of public policy and digital transformation. The results of the study indicate that the development of Smart ASN in North Sulawesi Province is a strategic step in strengthening the digital bureaucratic transformation that is being promoted by the central government. As part of the effort to create a more modern and efficient bureaucracy, Smart ASN plays a significant role in supporting the implementation of e-Government, improving the quality of public services, and accelerating administrative processes in various government sectors. The main finding of this study is an integrative approach to bridging the gap in technological literacy between generations of ASN through a collaborative mentoring program between millennial and senior ASN in North Sulawesi Province.

Abstract

Kebijakan publik merupakan salah satu upaya pemerintah dalam melaksanakan tugas dan fungsinya untuk memenuhi kebutuhan masyarakat. Proses perencanaan, penyusunan, pengundangan, penyebarluasan, implementasi, dan evaluasi kebijakan pemerintah daerah merupakan bagian penting dalam siklus kebijakan publik. Penelitian ini bertujuan untuk mengkaji secara komprehensif proses tersebut dan memberikan pemahaman yang lebih baik tentang peran dan tantangan yang dihadapi dalam pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah studi pustaka dengan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa perencanaan kebijakan pemerintah daerah dimulai dari identifikasi masalah, penetapan tujuan, analisis kebijakan, hingga pengambilan keputusan. Setelah perencanaan selesai, kebijakan disusun dan diundangkan agar dapat diketahui oleh publik. Selanjutnya, kebijakan disebarluaskan agar dapat diimplementasikan oleh semua pihak yang terkait. Implementasi kebijakan meliputi tahapan sosialisasi, persiapan, pelaksanaan, dan monitoring serta evaluasi. Evaluasi dilakukan untuk menilai efektivitas dan efisiensi kebijakan serta mengidentifikasi permasalahan yang muncul selama proses implementasi. Dalam proses perencanaan, penyusunan, pengundangan, penyebarluasan, implementasi, dan evaluasi kebijakan pemerintah daerah, terdapat beberapa landasan teori yang dapat digunakan sebagai acuan. Teori pengambilan keputusan dan teori perencanaan strategis merupakan landasan teori yang penting dalam proses perencanaan kebijakan. Sementara itu, teori implementasi kebijakan dan teori evaluasi kebijakan dapat digunakan dalam proses implementasi dan evaluasi kebijakan. Kesimpulannya, proses perencanaan, penyusunan, pengundangan, penyebarluasan, implementasi, dan evaluasi kebijakan pemerintah daerah merupakan proses yang kompleks dan memerlukan dukungan yang kuat dari semua pihak terkait. Penerapan teori-teori yang relevan dapat membantu dalam memperbaiki kualitas kebijakan yang dihasilkan. Oleh karena itu, penelitian dan pengembangan kebijakan publik harus terus dilakukan untuk mencapai tujuan yang diharapkan.

Abstract

Stunting is a serious public health problem with high prevalence in developing countries, including Indonesia, which has a significant impact on child development. This study aims to analyze global and local trends in stunting reduction, by identifying factors that influence the effectiveness of policies and programs in reducing stunting prevalence. Bibliometric analysis methods were used to review and evaluate relevant literature, identifying successes and challenges in implementing stunting interventions. The findings suggest that effective management of stunting requires a multi-sectoral approach involving health, nutrition, sanitation, and education. The analysis emphasizes the importance of coordinated policies and specifically designed intervention programs, as well as community engagement. This study provides important insights for policymakers and health practitioners in designing more effective strategies to address stunting in the future.

Abstract

Various issues in regional financial management that remain suboptimal hinder the effectiveness, efficiency, transparency, and accountability of public service delivery. Therefore, the objective of this research is to analyze how digital transformation in regional financial management can support the creation of agile government within the context of bureaucratic reform 4.0. The research employs a descriptive method with a literature study design, utilizing descriptive analysis techniques. The findings indicate that the digital transformation of regional finances is not yet optimal, still hampered by a lack of understanding and training for officials, as well as disparities in technological infrastructure and challenges such as resistance to change and insufficient infrastructure. Overall, digital transformation and agile government mutually reinforce efforts toward bureaucratic reform and the enhancement of public service quality in Indonesia. A strategic approach to optimizing the digital transformation of regional financial management to achieve agile government in bureaucratic reform 4.0 emphasizes the creation of a new bureaucratic culture that is responsive, agile, and intelligent, along with competent human resources, effective work programs, and the rapid achievement of maximum results supported by the integration of technology. This approach is represented through technological innovation, collaboration, a focus on public service quality, training, sustainability and adaptation, as well as regular monitoring and evaluation. It is recommended that local governments collaboratively establish a forum for accelerating the digital transformation of regional financial management across stakeholders, involving the participation of various community elements.

Abstract

Globalization has become a major driver of innovation in the Indonesian government sector, especially in the digitalization of public services, institutional restructuring, and the implementation of technology-based policies. This article aims to examine the relationship between government innovation and government restructuring in Indonesia, with a focus on the application of digital technology, public budget management, and increasing human resource (HR) capacity. This study uses qualitative analysis with descriptive research methods. related to the condition of government innovation and institutional restructuring in Indonesia by accurately describing the nature of symptoms or signs of further development in the relationship between the research object and other social phenomena using online data on innovation and institutions in Indonesia. The results of the study show that the Indonesian government has made various efforts such as the development of e-government, e-budgeting, and the Smart City program to improve transparency, efficiency, and effectiveness of public services. Bureaucratic reform also plays an important role in driving innovation, especially through institutional restructuring that allows adaptation to local needs and global demands. However, the main challenges in implementing this innovation include the inequality of access to technology between developed and disadvantaged regions, especially in eastern Indonesia, and the gap in HR competency. The novelty of this article emphasizes the importance of cross-sector collaboration, both at the central and regional levels, to ensure the success of innovation in government. Policy support, infrastructure investment, and human resource development in disadvantaged areas are needed so that innovation can drive inclusive and equitable economic growth throughout Indonesia.

Abstract

Development planning is a crucial aspect in the implementation of the regional government, but the developments carried out so far tend to be planned centrally was dominated by the regional government. The collaborative governance approach to development planning is believed to be able to improve the quality of development planning that is oriented towards regional progress and community welfare. The study aims to examine collaborative governance in regional development planning along with supporting and inhibiting factors for collaborative governance in regional development planning in Bekasi Regency. The study uses a qualitative descriptive research design, where research data is obtained through data collection techniques of interviews, observations, and documentation studies. The analysis technique uses descriptive techniques including data collection, data condensation, data presentation, and drawing conclusions. The results of the study are as follows: 1) Collaborative governance in regional development planning is not optimal in terms of the weak implementation of face-to-face dialogue, low mutual trust built between collaboration actors, and lack of public trust in the regional development planning process, as well as lack of mutual understanding with the dynamics of differences in interests in the process of preparing regional development planning; 2) Collaborative governance in development planning is supported by the existence of basic rules in the form of regulations at the central and regional levels as references in regional development planning, the availability of adequate human resources in regional development planning, and the facilitative leadership of the Acting Regional Head who is quite proactive in regional development planning. Meanwhile, the inhibiting factors are the absence of a mechanism to increase community participation and the dynamics of differences in interests in regional development planning. Research suggestions require regional governments to initiate joint cross-sectoral forums and community elements that hold intensive dialogues, as well as increasing socialization and education of the community so that they can be proactively involved in providing input and criticism of regional development planning. Abstract

This study aims to analyze the role of work ethics and digital work culture in improving the quality of information technology-based public services in Marga Punduh District, Pesawaran Regency. In the midst of the digital transformation of the public sector, challenges arise not only from technical aspects such as infrastructure and applications, but also from the readiness of human resources, especially in internalizing ethical values ​​and work patterns that are adaptive to technology. This study uses a qualitative descriptive approach with a case study strategy. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed using thematic methods. The results of the study show that although the adoption of digital channels such as SIPDeskel and WhatsApp have been officially implemented, there are no clear internal regulations regarding digital ethics, personal data protection, and online service standards. The digital literacy of the apparatus is still limited and most employees have not received formal training related to the use of information systems. Digital work culture has also not been formed systematically; online collaboration and responsiveness are still individual and not standardized. This study offers novelty in emphasizing the importance of a value approach in the digital transformation of the public sector. Digital work ethics and technology-based work culture are not just complements, but the main foundations for ensuring the success and sustainability of digital public services. Therefore, digital public service reform needs to start from strengthening the values ​​and behavior of the apparatus, so that technology can be utilized optimally, ethically, and oriented towards the interests of the community.
