Abstract

Administrative judges can apply the AAPPL to examine validity of administrative decisions of state by means of connecting relevance substantive legal norms through deductive reasoning. There are two standards to qualify as to whether an administrative decision is in contradiction with the AAUPPL: written legal norms and unwritten legal norms in form of the AAUPPL. The AAUPPL is an effective means of control to examine administrative policies or decisions that are not touched upon by written laws, and, hence will reduce state policies and decisions that are legally immune. Abstract

Any sort of accident creates a certain amount of psychological stress in anyone, but the stress becomes particularly acute when many people are killed. Varying to some extent with the individual, the immediate reactions to a disaster are shock, fear, sadness, and rage, which may even lead to a denial that the disastrous event occurred. A person’s sense of control over his or her life and many of the things that make it real and predictable are threatened by an unexpected disaster. Death is a part of life about which children and adults need to be familiar with death and understand it. Nevertheless, as with sex educa- tion, introduction of the topic of death in schools and colleges has sometimes been met with cries of alarm about the potentially damaging effects of readings, discussions, and other activities concerning this topic. Abstract

Ibnu Khaldun has been adorable for both Moslem and Western scholars because of its political thought. He has been considered as the world property, whose thought should be conserved and reproduced. This article discusses the concept of political power in accor- dance with Ibnu Khaldun thought. The discussion will be focused on political thought of him in relation to the reality of national leadership of Indonesia, which is now entering the political reform stages. Abstract

Legal problems related to confiscation process of state properties should become a com- mon concern, especially in the era of administrative court. Execution of administrative court decisions is commonly accompanied by an order to pay damages or compensation. Regarding public bodies, such as Central and Regional Governments, together with their staffs, provision of damages and compensation is allocated in the National and Regional Budgets. Therefore, its implementation is relatively easier, and its problem relates only with administrative matters, different from other public bodies, such as state owned com- panies that are also included in executive tasks. This article recommends that a more detail regulation be important in order to implement administrative court decisions easier. Keywords: confiscation, public bodies, administrative court, decision.

Abstract

Seeking the truth, for Javanese people, is not solely based on rational consideration. In many cases, this is also correlated with spiritual one, and even, to some extent, the previ- ous is undermined by the latter. This situation poses Javanese people on a cross-road between religion and culture, and for them it is the best way to practice both. Abstract

The article investigates Islam as revealed religion, because it originates from Allah. The problem is that when Islam is interpreted by Moslems, the pluralism of Islam, including in Indonesia, emerges. This pluralism is caused by the influence of various factors, such as sociological, cultural, and intellectual ones. This can be called as the aesthetics of recep- tion, and Islam itself denotes as poly-interpretable religion. Departing from such pluralism in understanding Islam, Indonesian Moslems should develop the tolerant attitude, not only among Moslems, but also between them and the followers of other religions. Abstract

This paper explains about language function with functionalism approach. In general eth- nic group is known as a tribe or community with the same identity or tradition. Identity of the ethnic group includes patterns of kinship, marital, religion, home architecture, settle- ment, language etc. Language is one of the identity and becomes a collective identity of ethnic. But language can be a nation identity not just an ethnic identity. One of the charac- teristic of Indonesia is Bahasa Indonesia as a national identity or national language. The mass media like television broadcasting (TVRI and private TV) are the important channels to promote the socialization of using Bahasa Indonesia correctly. Abstract

Human rights are universal, granted by God to all humans since their birth, and have been recognized by nations as written in the United Nations Charter and in other multilateral treaties. However, every state has its own characteristics and values in relation to social structures, religions, and geographical condition. Therefore, it is difficult to make the point of view of states about human rights similar, in the sense that human rights problem in a state is impossible to resolve in the same way as that in others. If the problems of human rights are resolved without considering social structures, the society will be detached from their own social structures, and will be difficult to develop values living in the society. Abstract

This article aims to elaborating the results of study on the consciousness of the survivors of the earthquake and tsunami disasters in Aceh. The study, using interview and observa- tion methods, reveals that the survivors have some such consciousnesses as: spiritual conciousness; psychological readiness; self reliance to shoulder any life burden; God forgiveness seeking; life meaning seeking; positive thinking; regretting of the past; sur- rendering to God and seeking God help. The study also shows some factors affecting the consciousness of the survivors, such as: faiths, knowledges, experiences, and family supports. Keywords: Consciousness, disasters, survivors

Abstract

This article proposes to elaborate on the consumer segmentation, especially housewives, in Sleman Region, based on the level of their food safety knowledge and practices. House- wives have been chosen to be samples based on the reason that food shopping activities in most family units have been done by this group. Using cluster analysis, this research has revealed three segments of consumers, namely those having food safety knowledge and practices who are high (37%0), medium (34%), and low (29%). This article recom- mends that relevant institutions be concerned to educate target groups, especially those who are high risk, in order for them to avoid consuming food which are harmful for their health.
