Abstract

Hermeneutics is an art of interpretation or a philosophical study of understanding. It has widerrange of understanding; not only canonical texts, but also all texts, from teaching manuals toliterary classics. Human acts and products, such as the act of teaching and the institution ofschool or university are interpreted. Here, we can see that the formulation of vision, mission,and the goal of any school and university is a result of interpretation or dialogue. Not only in thiseducational aspect hermeneutics plays its role, but also in teaching-learning aspect. Accordingto hermeneutics, teaching is an art, not a science or technology. Teaching-learning processis like a dialogue or game in which participants are carried by something larger than themselvestoward an insight they have not anticipated. Dialogue presupposes a subject and adesire to understand it. Openness on both sides is essential. No one must come with his mindmade up. In a give and take, each participant arrives at a new understanding. Finally, genuinedialogue makes fusion of each participant’s mental horizon.Keywords: hermeneutics, interpretation, philosophy, understanding, education.

Abstract

The concepts of taklik talak and/or marital agreement have been recognized in Indonesiafor long time. However, those who are knowledgeable of them are still limited to certainpeople. Since the first time until their appearance in the Marriage Law and regulations, thetaklik talak and/or marital agreement have been intended to guarantee the rights of wivesand to protect them from discriminative and arbitrary actions of husbands. Despite theirlong existence, the concepts have not been fully conceived by society in general. Thislack of understanding of the concepts has been caused by lack of socialization, andtherefore, the socialization should be continuously and substantially done.Keywords: marital agreement, wives, discriminative and arbitrary, socialization.

Abstract

The research and study cover a theoretical discussion and empirical study on factorsaffecting the Indonesian Government’s foreign debt and their impact on the State Revenuesand Expenditures Budget (APBN) based on annual data from 1970 to 2008. Theresearch employs the Error Correction Model (ECM) approach by applying the OrdinaryLeast Square (OLS) method. The research results indicate that within a long-term period,there was a balance between changes in the Indonesian Government’s foreign debts andmacro-economic variables, i.e. budget deficit, exchange rate, export, GNP level, and dummyvariables for the 1997 economic crisis, despite the fact that the budget deficit variable didnot significantly affect the Indonesian Government’s foreign debts within the observedperiod. On the other hand, within a short-term period changes in the Indonesian Government’sforeign debts were affected significantly by dummy variables for the 1997 economic crisisand the ECT variable. Within such a period, the budget deficit, exchange rate, export, andGNP level variables did not significantly affect by the Indonesian Government’s foreigndebts. Thus, it could be concluded that the Indonesian Government’s foreign debts tendedto respond to changes occurring in macro-economic variables, especially export, exchangerate, economic growth, and condition of foreign debts post-1997 economic crisis.Keywords: foreign debt, budget, balance, macro-economic.

Abstract

2009 is the second period of Direct Presidential Election after the first election in 2004.The Presidential Election of 2004 was considered as the eve of the new constitutionalhistory of Indonesia, because by the direct election would strengthen pure presidentialsystem based on the Constitution of 1945 post amendment, and at the same time wouldalso consolidate democracy. In fact, however, during his tenure, the Elect President andhis presidential institution have been facing strong current resistance in the Parliament,and this has been weakening consolidation of democracy. The main cause is the presenceof multiparty which is not compatible with the pure system of presidential, in whichpresident should be stronger or at least balanced with the position of parliament. Thus,Indonesian practice of constitutionalism since 2004 has been reflecting a parliamentarysystem. The Presidential Election of 2009 should synergetic with the pure presidential,and at once end the transition of democracy toward the consolidation of democracy.Keywords: direct election, presidential, consolidate, democracy.

Abstract

Economically, after the social unrest in 1998, Surakarta City has been well-known as anunlivable city. No investors are interested to invest, unless otherwise the condition changes.This research article tries to explore economic policies by Surakarta Government after theriot. Specifically, this article proposes to analyze economic condition of Surakarta Citybefore and after riot; public policies taken by Surakarta government to run economicrecovery; and recovery policies using perspective of economic education. Using qualitativeresearch, this research reveals that, there have been economic significant changes inthree to five years after riot; Surakarta government policies for economic recovery havebeen matched with public policy decision models; and the perspective of economic educationhas been applied effectively to recover Surakarta economic condition.Keywords: policy analysis, economic recovery, economic education perspective.

Abstract

Kajang community is one of traditional communities in South Sulawesi. The community, ledby Ammatoa, has philosophy of life in the form of oral narrative called as pasang ri Kajang(holy messages from Kajang), inherited from generation to generation. In daily life the communitymembers strongly hold pasang ri Kajang, and consider it as the teaching of theirancestors. However, the tradition and values of pasang ri Kajang have changed. This is seenfrom the fact that many Kajang people frequently show deviant behavior, including lying,nepotism, stabbing from the back, short cutting, and ‘deceitful’. Political intrigue, patronclient,fraudulent, and political deceitful conducts between Ammatoa and ‘Pak Dewan’ havestrengthened the above fact. As a consequence, pasang ri Kajang has not been consideredas rules existing in the plural values of Kajang community. The elements of pasang ri Kajanghave sunk in the complexity of modernization, and in the politization of Kajang elites. Thisfurther leads to the presumption that the tradition of Kajang people cannot be used anymoreto answer challenges from new values that are relevant and rationale.Keywords: Kajang community, Ammatoa, pasang ri Kajang, deviant behavior, deceitful.

Abstract

A boycott plan of American products should consider national economy. The Americanproducts have contributed to the increase of national economic growth, because humanand natural resource managements of Indonesia have depended on the American products.The boycott action would decrease economic growth, because it would decreasedemands and increase unemployment. Besides, the action, on one side, would not beeffective since economic relation between Indonesia and United States has been legitimizedby both regional and international trade organization. On the other side, the dependencyof Indonesia on American products have been relatively high, as seen from thevolume of non oil and gas export-import between the two countries. Government economicpolicy is affected by cooperation with other countries, and therefore, the boycott actionwould not affect the decrease of consumption of American products.Keywords: boycott, economy, legitimacy, trade.

Abstract

Regency Kepulauan Yapen is a new regency as a result of regional separation and islocated in the area which is very closely to the neck of the bird head of Papua Province. Aneconomic development strategy of a region must be able to identify all economic potenciesof the region. Using analyses of MRP, Shift Share, LQ, Overlay and Klassen Typology,this research explores the economic potencies of Regency Kepulauan Yapen. This researchreveals that the Regency has economic advantages in most sectors, except thoseof mining and manufacturing industries. The most advantageous sectors are those ofservices, finance, service companies, and construction. Other advantageous sectors arethose supporting tourist industries, such as trade, hotel and restaurants.Keywords: economic development, economic potencies, advantages.

Abstract

Qualified bureaucracy public services are very much needed in the new global trend. Everylocal government has to respond it and take necessary actions innovatively. This researchexplores about how to create qualified bureaucracy public services, and how is the bestpractices of bureaucracy public services in accordance with regional society. To elaborateon the issues this research maps out bureaucracy reform which has to be done by regionalgovernment, and asserts an example about the process of qualified bureaucracy publicservices in a smallest unit in the government structure. This research reveals that tocreate qualified bureaucracy public services need strong commitment of regional leadersand their stakeholders through among others: reorientation of service mission; changingservice culture; creation of service based education; choosing service culture based politicalleaders; strengthening civil society control.Keywords: bureaucracy, qualified public services, reform, strong commitment.

Abstract

The following article tries to investigate the plurality and dinamicity of Islamic thought intwentieth century in Indonesia from the positive effect of muslim education in history. Theeducation in this sense, is modern education - university. The characteristics of universitygraduation is mastering the methodology. The mastering methodology influences towardhow to understand or intepret Islam in term of the reality of Indonesia. Because of this,there are several differences of islamic thought that emerge in Indonesia.The classificationof Indonesian Islamic thought can be classified into exlusive Islamic thought, inclusiveIslamic thought, pluralistic Islamic thought, humanist Islamic thought, etc. The positiveimpact of pluralities in Islamic thought that appearing in Indonesia is preparing manychoices for muslim in Indonesia especially in term of how to response the challenging oflife, either in the field of politics, economics, culture or that of other sphere of life.Keywords: Indonesia, pemikiran, Islam, pendidikan, dan metodologi
