Abstract

Purpose: This study aims to analyze the impact of road infrastructure, health, and education expenditures on Local Own-Source Revenue (PAD) in regencies and cities in East Kalimantan Province. By evaluating these expenditures, this study seeks to determine their effectiveness in increasing local fiscal capacity and supporting sustainable economic growth.. Methodology/Approach: This study employs quantitative methods using panel data regression analysis with data collected from 2018 to 2023. This study applies E-Views software to conduct a regression analysis while performing classical assumption tests and model selection to determine the most appropriate regression model. Results/Findings: The findings indicate that Road infrastructure and education expenditures do not have a significant impact on PAD, whereas health expenditures show a marginal positive effect. The R-squared value of 0.4806 suggests that these variables explain 48% of the PAD variation, while the adjusted R-squared of 0.4206 indicates moderate explanatory power. Conclusion: The study concludes that while infrastructure spending is essential, health sector investments play a more immediate role in increasing PAD by improving workforce productivity. These findings suggest that local governments should prioritize strategic spending allocation in sectors with higher direct fiscal returns. Limitations: This study is limited to five years of data (2018-2023) and focuses solely on three expenditure categories without incorporating other factors such as industrial activity, tourism, and demographic shifts, which may also influence PAD. Contribution: This study provides empirical insights for local governments and policymakers on the effectiveness of infrastructure spending in enhancing local revenue.

Abstract

Purpose: This study aims to analyze the role of the Regional Inflation Control Team (Tim Pengendalian Inflasi Daerah/TPID) in Klungkung Regency in stabilizing the prices of essential commodities and controlling inflation. It also identifies the specific strategies implemented to maintain staple food price stability at the regional level. Methodology/Approach: This study adopts a qualitative descriptive approach. Data were gathered through direct observation, in-depth interviews with stakeholders, and document analysis, focusing on TPID’s activities related to inflation control and food price stabilization. Results/Findings: The findings indicate that TPID Klungkung executed eight strategic measures: (1) market operations, (2) price monitoring, (3) coordination of supply and distribution, (4) promotion of community-based planting, (5) development of regional food reserves, (6) improvement of public communication, (7) encouragement of local product consumption, and (8) logistics system enhancement. These actions have contributed significantly to maintaining price stability and protecting consumer purchasing power, especially among low-income groups. Conclusion : This study concludes that TPID Klungkung plays a critical and proactive role in controlling inflation. The integrated multi-stakeholder approach has strengthened food security and regional economic resilience. This model serves as a best practice for other regions that face similar issues. Limitations: The study was limited by varied respondent interpretations during interviews and constrained access to some key informants, potentially affecting data depth and consistency. Contribution: This study contributes to a deeper understanding of regional inflation control mechanisms and provides practical insights for policymakers and stakeholders in designing effective community-driven economic strategies.

Abstract

Purpose: This study investigates the effect of work environment on nursing performance, with work motivation as a mediating variable. It focuses on nurses working in public health centers (Puskesmas) in Batam, Indonesia. Methodology/approach: A cross-sectional survey was conducted involving 136 nurses using a structured questionnaire. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 3.0. Results/findings: The results revealed that the work environment had no direct effect on nursing performance. However, it showed a significant indirect effect through work motivation. Motivation was found to fully mediate the relationship between the work environment and nurse performance. Conclusions: A supportive work environment contributes to nursing performance only when it enhances work motivation. Motivation serves as the primary driver in translating organizational support into effective job behavior, particularly in the public healthcare context. Limitations: This study emphasizes the psychological mechanism through which work environment affects performance, supporting the integration of motivational strategies in nurse management. It offers practical implications for improving performance in primary care institutions by focusing on internal motivational factors. Contribution: The cross-sectional design limits the ability to draw causal inferences. The reliance on self-reported data may introduce bias, and the findings are specific to Puskesmas in Batam, thus limiting generalizability to other regions or healthcare settings.

Abstract

Purpose: To examine the application of good governance principles in village fund management and their impact on community welfare in Kampung Aikai, Papua Tengah. Methodology/approach: The research employed a descriptive quantitative approach, collecting data through questionnaires, structured interviews, and document analysis. A purposive sampling technique was used to select 52 respondents familiar with village fund planning and implementation. Results/findings: The findings indicate that the implementation of good governance principles in Aikai Village is relatively strong: transparency (75%), accountability (70%), and participation (80%). The impact on community welfare reached 72%, especially through improved basic infrastructure. However, challenges remain in documentation and comprehensive community involvement during program evaluation stages. Conclusions: The study concludes that village fund management in Kampung Aikai generally adheres to good governance standards, contributing positively to community welfare. Improvements are needed in accountability mechanisms and inclusive participation across all phases of program management. Limitations: The study is limited to one village, with a relatively small sample size, which may not fully represent broader patterns in other regions of Papua or Indonesia. Contribution: The study offers insights for improving village fund governance in remote regions through stronger capacity and participatory systems.

Abstract

Purpose: This study aims to evaluate the implementation of the principles of accountability, transparency, and participation in the management of the Village Revenue and Expenditure Budget (APBDes) as an effort to realize good governance in Teluk Bayur District, Berau Regency. Methodology: The research method used is a qualitative approach with data collection techniques including interviews, observations, and documentation. Results/findings: The results show that the four villages studied—Tumbit Melayu, Labanan Jaya, Labanan Makmur, and Labanan Makarti—have made efforts to implement these principles in accordance with the Regulation of the Minister of Home Affairs Number 20 of 2018, although improvements are still needed in several aspects for optimization. Conclusions: The implementation of accountability, transparency, and participation has shown progress, yet it remains suboptimal. Strengthening community involvement and enhancing administrative capacity are essential to achieving better governance outcomes. Limitations: This study is limited to four villages, uses a qualitative approach that is subjective, and only focuses on three principles of good governance. Future research is suggested to cover a wider area, apply a quantitative approach, and explore other principles such as effectiveness and efficiency. Abstract

Purpose: This study examines the effectiveness of civil servant transfer implementation in the Government of City X, identifies the challenges encountered, and explores the efforts undertaken by the Civil Service Agency (BKPSDM) in City X. The analysis focuses on five key aspects: standard criteria, actual needs, staffing formation, objectives of implementation and accountable objectivity. Methodology/approach: The research employed A qualitative approach was employed through semi-structured interviews and document reviews. Data were analyzed using an interactive model and validated through source and technique triangulation to ensure credibility. Results/findings: The results revealed that transfer implementation was not fully effective across the five aspects. Standard criteria are not consistently aligned with regulations, actual needs are not clearly defined, staffing formation often does not correspond with the placement of transferred employees, and objectivity remains largely administrative rather than substantive in nature. Conclusion: The transfer process in City X’s government still faces significant challenges. Improvements are needed through the systematic dissemination of transfer regulations, comprehensive job and workload analyses, the establishment of clear operating procedures and technical guidelines, and the strengthening of Baperjakat’s role in decision-making. Limitations: The study is limited to the scope of the Government of City X; therefore, its findings may not be generalized to other regions. Contribution: This study provides practical recommendations for BKPSDM and other local governments to enhance transfer systems in line with merit-based principles, while also contributing to the broader literature on public sector human resource management.

Abstract

Purpose: This research aims to analyze the implementation of policies to prevent underage marriage in Garut Regency, identify inhibiting factors, and formulate strategic efforts that can be made to strengthen the effectiveness of this prevention. Methodology/approach: This research uses a descriptive qualitative method to analyze the implementation of child marriage prevention policies, and uses the implementation theory of Van Meter and Van Horn. Results/findings: The research results show that policy implementation has not been optimal. This is due to the suboptimal performance of policy implementers, characterized by limited human resources and budget, weak implementation of comprehensive outreach, and minimal public awareness of the negative impacts of child marriage. Conclusions: The implementation of child marriage prevention policies in Garut Regency is still not optimal because it faces various structural, technical, and cultural obstacles, so strategic efforts are needed in the form of sharpening guidelines, increasing the capacity and collaboration of implementers, strengthening accountability, optimizing social communication, and empowering the youth economy so that the policy can run more effectively. Limitations: This research is limited to a qualitative descriptive analysis of policy implementation and the factors influencing it. It does not provide quantitative data on public engagement metrics, behavior change, or comparative analysis with other government agencies. Contribution: This research contributes to the development of public policy implementation studies in the field of child protection and provides strategic recommendations that can be used as a reference for local governments in strengthening the effectiveness of child marriage prevention.

Abstract

Purpose: This research examines how District Heads implement their roles in public administration, with a specific focus on Wanggar District in Nabire Regency, Central Papua Province. The study addresses gaps in understanding local governance dynamics within Papua’s distinctive socio-cultural context. Research Methodology: A qualitative case study was employed, drawing data from ten purposively selected informants through semi-structured interviews and direct field observations at the District Office. Data analysis followed Miles and Huberman’s interactive model, including data reduction, display, and conclusion verification. Results: The findings identified six main functions: (1) national awareness development through seminars with limited community participation, (2) unity promotion via annual meetings with restricted representation, (3) inter-ethnic and interfaith harmony maintenance concentrated on religious festivities, (4) social conflict resolution addressing land disputes, domestic issues, and community disagreements, (5) administrative services considered slow and ineffective by residents, and (6) community economic development hindered by limited financial support. Conclusions: Despite evident commitment across administrative, social, and developmental roles, effectiveness is hampered by resource constraints, low public involvement, and bureaucratic inefficiencies. Strengthening institutional capacity and promoting participatory governance are crucial for improving district-level administration. Limitations: The single-district focus and limited number of respondents restrict the generalizability of findings across Papua’s diverse districts. Contribution: This study enriches local governance scholarship in Papua by highlighting the gap between the formal responsibilities of District Heads and their practical implementation, documenting operational challenges in resource-limited contexts.
