Abstract

Purpose: This study investigates the extent to which clearer and more structured fiscal decentralization regulations can reduce overlapping functions between government agencies, enhance the clarity of monitoring and evaluation mechanisms, and ultimately improve budget accountability at the regional level. In particular, the study assesses the influence of these regulatory improvements on the performance of Regional Apparatus Organizations (Organisasi Perangkat Daerah/OPD) and their institutional readiness to adapt to evolving decentralization policies and governance standards. Methodology/approach: This research adopts a literature review method, analyzing 15 previous research articles from Google Scholar and ResearchGate. The selected studies evaluate the performance of OPDs in Indonesia during the publication period from 2014 to 2024. Results/findings: Fiscal decentralization involves fund distribution and delegated authority to regions. Effective decentralization not only distributes power but also improves service quality and public participation. Evaluations should prioritize these aspects. Conlusion: Clear decentralization policies improve OPD performance and accountability but face challenges like regional disparities and limited capacity. Strengthening institutional readiness and coordination is essential. Limitations: Future research should examine specific impacts of decentralization on OPD performance and compare regions to identify influencing factors. Contribution: This study highlights trends, innovations, and challenges in fiscal decentralization, offering insights for policy reform and institutional development.

Abstract

Purpose: This study investigates the effect of work environment on nursing performance, with work motivation as a mediating variable. It focuses on nurses working in public health centers (Puskesmas) in Batam, Indonesia. Methodology/approach: A cross-sectional survey was conducted involving 136 nurses using a structured questionnaire. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 3.0. Results/findings: The results revealed that the work environment had no direct effect on nursing performance. However, it showed a significant indirect effect through work motivation. Motivation was found to fully mediate the relationship between the work environment and nurse performance. Conclusions: A supportive work environment contributes to nursing performance only when it enhances work motivation. Motivation serves as the primary driver in translating organizational support into effective job behavior, particularly in the public healthcare context. Limitations: This study emphasizes the psychological mechanism through which work environment affects performance, supporting the integration of motivational strategies in nurse management. It offers practical implications for improving performance in primary care institutions by focusing on internal motivational factors. Contribution: The cross-sectional design limits the ability to draw causal inferences. The reliance on self-reported data may introduce bias, and the findings are specific to Puskesmas in Batam, thus limiting generalizability to other regions or healthcare settings.

Abstract

Purpose: This study explores the effect of Adversity Quotient (AQ) on nurse job performance, with motivation as a mediating factor, especially during the COVID-19 crisis. Methodology: Employing a quantitative, explanatory research design, the study collected data from 137 nurses at community health centers (Puskesmas) in Batam, Indonesia. Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) to examine both direct and indirect effects. Results: AQ significantly boosts motivation but does not directly affect performance. Motivation has a strong positive impact on performance and fully mediates the AQ–performance link, showing that resilience must be channeled through motivation to influence behavior. Conclusions: The research concludes that AQ alone is insufficient to enhance performance it requires the presence of motivation to translate resilience into tangible outcomes. This highlights the importance of fostering motivational support in healthcare environments Limitations: The study’s generalizability is limited to nurses in Batam and is constrained by its cross-sectional design and self-reported data, which may introduce bias. Contribution: This study strengthens the integration of adversity quotient theory with self-determination theory by validating the mediating role of intrinsic motivation. It contributes a psychological model where motivation serves as a catalyst for transforming resilience into effective job behavior.

Abstract

Purpose: This study aims to improve the understanding and skills of village officials in systematically preparing administrative reports on village fund allocations (Bandes) through a participatory training program held in Karanganyar Village, Pesawaran Regency. Methodology/approach: This study employed a qualitative descriptive approach with educational-participatory methods. The one-day training included administrative theory, interactive discussions, and practical report writing. Participants were village officials and staff, with data collected through observation, documentation, and post-training evaluation. Results/findings: The training results showed a significant improvement in participants’ understanding of administrative principles and their ability to prepare Bandes reports. There was a notable increase in the accuracy and completeness of the reports produced during the practical session. Participants also demonstrated high enthusiasm during discussions, indicating the relevance and necessity of such training for improving village governance performance. Conclutions: This training effectively equipped village officials with essential administrative skills for managing village funds. The activity also demonstrated that participatory training approaches can successfully bridge the gap between administrative theory and practical implementation in local governance. Limitations: This study contributes to capacity-building efforts for village apparatuses and promotes transparent and accountable village governance. The training model can be replicated in other villages with similar administrative development needs. Contribution: The limitation of this study lies in the narrow scope of participants, which was limited to a single village, and the short duration of the training, which did not allow for long-term evaluation of its impact on field implementation.

Purpose: This program aims to enhance the entrepreneurial skills of housewives in Tegineneng District, Pesawaran Regency, through bread-making training as an alternative source of additional income, while fostering entrepreneurship based on local potential. Methodology/approach: The program was carried out using a participatory training approach, consisting of lectures, counseling, demonstrations of bread-making, packaging, and marketing strategies. Participants were provided with recipe modules and hands-on practice assistance. Evaluation data were collected through skill observations, interviews, and group discussions. Results/findings: The training successfully improved participants’ knowledge of proper bread production techniques, from raw material selection, fermentation processes, to packaging. In addition, participants’ skills in marketing products also increased. They demonstrated a mindset shift toward being more open to business opportunities, with some starting to produce and sell bread independently. Conclutions: The bread-making training program effectively equipped housewives with practical skills and entrepreneurial motivation. The combination of improved knowledge, production skills, and marketing abilities has created new business opportunities at the household level. Limitations: This activity was limited to participants within a single district and did not yet fully utilize digital technology for marketing. Moreover, long-term evaluation of post-training business performance has not been conducted. Contribution: The program makes a tangible contribution to local economic empowerment by utilizing the potential of housewives as human resources. This training model can be replicated in other regions to increase household income while strengthening the food-based MSME sector.

Abstract

Purpose: This study aims to examine the influence of financial management (FM) and marketing technology (MT) on the performance of micro, small, and medium enterprises (MSMEs) in Kotabumi, North Lampung, Indonesia. It specifically investigates whether FM and MT individually and jointly affect MSME performance in a resource-constrained setting. Methodology: A quantitative survey was conducted with 100 MSME owners as respondents. Data were analyzed using SmartPLS 3 and the partial least squares structural equation modeling (PLS-SEM) technique. This approach was selected because it is well suited for relatively small samples and complex causal models. Results: The findings indicate that FM did not have a significant direct effect on MSME performance, reflecting limited formal financial practices and constrained access to financial resources among local MSMEs. In contrast, MT showed a strong positive effect, highlighting its role in expanding market reach, improving competitiveness, and strengthening customer engagement. Furthermore, the combined effect of FM and MT explained 48.7% of performance variance, suggesting that FM supports the sustainability of MT adoption even if its individual effect is weak. Conclusion: Marketing technology significantly enhances MSME performance, while financial management plays a complementary enabling role. The findings suggest prioritizing digital adoption alongside progressive financial capability building in resource-constrained contexts. Limitations: The study was limited to one region with a relatively small sample, and it adopted a cross-sectional design. Other performance-related factors, such as innovation capability or entrepreneurial orientation, were not included. Contribution: This research contributes to the literature on MSME development and the resource-based view (RBV) by showing how marketing technology dominates short-term performance, while financial management plays a supportive role.
