Abstract

This study aims to understand the implementation of Samarinda Mayor Regulation No. 4 of 2022, which amends Mayor Regulation No. 11 of 2022 regarding Guidelines for the Implementation of Community Development and Empowerment Programs (Pro-Bebaya) in Tenun Village, Samarinda Seberang District, Samarinda City. Additionally, the study analyzes the supporting and inhibiting factors related to this implementation. A qualitative descriptive research method was employed, focusing on Edward III's policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. Primary data were obtained through interviews with the Head of Tenun Village as the key informant, along with other informants such as the Village Secretary, the Head of Welfare and Community Empowerment, the Chairman of the Community Group (POKMAS), and local residents. Data collection techniques included observation, interviews, and documentation, with data analysis conducted using the interactive model of Miles and Huberman. The study's findings reveal that communication in the Pro-Bebaya implementation was carried out through community meetings and socialization efforts, while human resources and supporting facilities were adequately available. However, there was a weakness in disposition, specifically the lack of involvement of the Village Community Empowerment Institution (LPM) in the selection of POKMAS members. The bureaucratic structure adhered to the established regulations. Supporting factors for the implementation included high community participation, whereas inhibiting factors were the limited time for program management and insufficient budget allocation compared to community demands. These findings highlight the need for more effective time and budget management in the implementation of the Pro-Bebaya program.

Abstract

This study aims to explore and explain the strengths of social capital elements as reinforcers of local wisdom identity among the fishing community in Muara Badak Ulu Village, Muara Badak District, Kutai Kartanegara Regency. Fishermen, particularly traditional ones, face high risks at sea, with no guarantee of a catch to support their socio-economic needs. The local wisdom, deeply rooted in the fishing culture, is a key component of the social capital within this community. Social capital functions to enhance societal efficiency by facilitating coordinated actions through trust, norms, and networks. This research adopts a qualitative exploratory method, focusing on the core concepts of social capital: trust, norms, and networks. Data analysis is conducted using the interactive model of Miles, Huberman, and Saldana (2014), which involves data collection, data display, and drawing and verifying conclusions. The findings reveal that social capital is crucial in strengthening the local wisdom identity of the fishing community in Muara Badak Ulu. Trust among fishermen is vital, especially when at sea, and extends to local institutions, which provide necessary support such as funding, safety equipment, and boat engines, thereby forming networks. These networks, in turn, help preserve local wisdom traditions. Social norms also play a significant role by imposing social sanctions that prevent deviant behavior within the fishing groups and the broader community, thus reinforcing values like family, cooperation, and mutual aid.

Abstract

An Analysis of Food Geopolitical Threats to Food Sustainability in East Kalimantan reveals the significant impact of global geopolitical dynamics on food availability and market prices at the local level. The Russia-Ukraine war and the U.S.-China trade war are decisive factors affecting the dependence of Indonesia, especially East Kalimantan, on food imports from certain countries such as India, Thailand, Vietnam and Pakistan. Vulnerability to fluctuations in global food markets creates serious challenges to food stability at the local level. Challenges and constraints to food security in East Kalimantan Province include climate change, land conversion, extreme weather variability, deforestation, river pollution and social conflict. These factors threaten agricultural productivity and point to the need for mitigation efforts. Lack of agricultural infrastructure, poor transportation access, and farmers' limited access to modern agricultural technology and knowledge are also major obstacles that need to be overcome. In an effort to maintain food security, the local government has taken strategic steps, including a commitment to suppress land conversion and strengthen agricultural areas. The 2021-2026 Regional Medium-Term Development Plan (RPJMD) shows the government's commitment to achieving these goals. However, this sustainability must be implemented seriously, as failure could trigger conflicts between stakeholders such as local farmers, mining companies and local governments. The importance of sustainability in the context of food security in East Kalimantan is illustrated by the government's efforts in preparing the archipelago's capital region as a place for massive food production. Conventional and urban farming approaches utilizing modern agricultural technology show the seriousness in finding sustainable solutions. To overcome challenges and prevent conflicts, serious and comprehensive cooperation between the government, local farmers and the industrial sector is needed. Sustainability of food security requires sustainable policy implementation, investment in agricultural infrastructure, and empowerment of farmers. This will have a positive impact on the socio-economic stability of the community and minimize the potential for conflict at the local level such as East Kaliamantan and ensure political and economic stability at the local level.

Abstract

The hotel accommodation service industry in Medan City has witnessed significant growth following the pandemic, driven by increased business and tourism activities. With over 200 hotels in the city, there is a notable presence of middle-class hotels offering affordable prices. This study aims to determine consumer preferences in choosing low-budget accommodation services using Choice-Based Conjoint (CBC) analysis. The CBC method presents consumers with a series of menus featuring different hotel attributes, such as location, facilities, and price, to identify which attributes most influence their preferences. A sample of 40 respondents was analyzed to identify key factors influencing their hotel choices. The results revealed that consumers prioritize hotels located outside the central city area, with free internet service, basic room amenities, availability of a café or lounge, breakfast services, and non-smoking rooms. The study found that breakfast service is the most important attribute, followed by the availability of non-smoking rooms. These insights can help low budget hotel or managers in Medan City to modify their services to better meet consumer demands and improve market positioning.

Abstract

The application of the death penalty as a punishment for severe crimes has long been a controversial topic in legal and criminological discourse. This article explores the impact of the death penalty's application on reducing crime rates from two main perspectives: law and criminology. This study uses a qualitative approach with in-depth literature analysis of death penalty policies in various countries, as well as empirical data on crime trends before and after the implementation of the death penalty. From a legal perspective, this article examines how the death penalty is justified as the most extreme tool of law enforcement and how it is integrated within the existing legal framework in several jurisdictions. From a criminological point of view, this article examines theories and research that evaluate the effectiveness of the death penalty as a determinant against crime. The analysis includes a study of the psychological effects of the death penalty on potential offenders, as well as a statistical evaluation of the correlation between the death penalty and a decrease in crime rates. The results of the analysis show that although there is some evidence to support the effectiveness of the death penalty as a crime deterrent, this evidence is often inconclusive and influenced by many contextual factors. In addition, we found that the application of the death penalty usually carries significant ethical and social implications, which can limit its effectiveness and acceptance in society. This article concludes with a discussion of the policy implications of these findings. It provides recommendations for law enforcement and policymakers in balancing crime prevention goals with the principles of justice and human rights. We also call for the need for more holistic research to fully understand the impact of the death penalty on crime levels.
