Abstract

This study explores the influence of Government Employee with Work Agreement (P3K) employment status on the independence, loyalty, and accountability of state apparatus in Indonesia. In the context of public reform administration, the presence of P3K personnel—who differ fundamentally from permanent civil servants (PNS) in terms of employment tenure, legal protection, and career development pathways—raises critical questions regarding their behavioral orientation and institutional commitment. This research aims to analyze whether the contractual nature of P3K employment affects the integrity of public service delivery, particularly in terms of the independence of decision-making, the depth of loyalty to the state and government institutions, and the degree of personal and institutional accountability. Using a mixed-methods approach, this study combines quantitative data from structured questionnaires distributed to P3K and PNS personnel across various government agencies with qualitative interviews involving supervisors and policy makers. The findings reveal that while P3K employees tend to demonstrate high task performance due to probationary pressures and evaluation-based renewals, there are measurable concerns about their independence, especially when faced with politically sensitive decisions. Loyalty patterns among P3K employees appear to be more transactional and career-driven compared to PNS, who show stronger affective and normative commitment. In terms of accountability, the contractual framework of P3K employment creates a paradox: while performance metrics are closely monitored, a sense of moral responsibility and long-term institutional attachment may be weak. This paper concludes that the integration of P3K personnel into the bureaucratic system necessitates a reconsideration of employment policy frameworks to balance efficiency, flexibility, and the core values ​​of public service. Strengthening institutional culture and ethical training may help mitigate the limitations associated with non-permanent employment status.

Abstract

The construction of large-diameter pipeline bridges plays a strategic role in ensuring the reliability of clean water distribution systems. Nevertheless, such infrastructure projects frequently experience cost overruns and schedule deviations caused by fragmented scope definition, limited integration between planning and cost control, and conventional quantity take-off practices that rely heavily on two-dimensional drawings. These limitations reduce the effectiveness of project monitoring and delay corrective decision-making during construction. This study develops an integrated time and cost control system by embedding a standardized Work Breakdown Structure (WBS) into a 3D and 5D Building Information Modeling (BIM) environment for a Ø1000 mm pipeline bridge project. A mixed-method research approach was adopted, combining expert validation, project document analysis, and quantitative assessment. Project performance was evaluated using Earned Value Management (EVM), while Partial Least Squares–Structural Equation Modeling (PLS-SEM) was applied to examine the causal relationships between WBS integration, 3D modeling, BIM implementation, the time and cost control system, and schedule and cost performance. The results demonstrate that BIM-derived quantities and costs are more consistent and traceable than those obtained from conventional Bill of Quantities (BOQ) calculations, particularly for steel structural and support components that exhibit the highest cost deviations. The integration of WBS with BIM 3D and BIM 5D significantly strengthens activity-level monitoring, improves cost control accuracy, and enables earlier detection of schedule and cost deviations. The proposed framework provides practical decision support for proactive time and cost management in infrastructure construction projects.

Abstract

The leather tanning industry is a sector that processes raw hides into tanned leather using specific tanning agents and has the potential to degrade water quality due to the high concentration of organic substances, indicating that organic compounds in tannery wastewater are difficult to degrade and that heavy metal contamination is present in the effluent, particularly chromium (Cr). This study aims to determine the capability of sugarcane bagasse activated carbon in reducing COD and total chromium concentrations and to evaluate the effectiveness of adsorbent mass and contact time in reducing COD and total chromium in tannery wastewater using pre-sedimentation and adsorption methods. The study employed adsorbent mass variations of 10 g and 15 g and contact times of 90 and 150 minutes. The results showed that the sedimentation and adsorption processes reduced COD concentration by 579 mg/L (82.13%) and total chromium by 20.02% (81.74%); however, these reductions did not meet the established wastewater quality standards.

Abstract

This study addresses the challenge of translating regulatory accreditation requirements into executable and secure information system workflows for public procurement training providers (LPPBJ). Current accreditation practices often rely on manual procedures and fragmented digital tools, resulting in limited traceability and increased information security risks. To address these issues, an LPPBJ accreditation system is developed using a business process–driven system development approach in accordance with the Decree of the Head of the National Public Procurement Agency (LKPP) Number 201 of 2024. Regulatory provisions are analyzed and modeled using Business Process Model and Notation (BPMN) and subsequently implemented into an integrated information system that enforces workflow constraints across accreditation submission, document management, assessment, scoring, and result determination. The system integrates the assessment process directly within the application, enabling controlled, system-based evaluation by assessors. Role-based access control and audit trail mechanisms are applied to enhance document security, confidentiality, and process traceability. The results show that the proposed system improves regulatory compliance, process integration, and accountability, demonstrating the effectiveness of BPMN-based development for compliance-oriented digital governance systems.

Abstract

The chicken intestine chips factory UD Ratna in Mojosari, Mojokerto generates wastewater and has been operating a wastewater treatment plant (WWTP) using sedimentation and aeration processes powered by solar panels. However, the performance of the WWTP, which was constructed in 2023, has not yet met the effluent quality standards. The initial sedimentation process is often disrupted by floating oil and grease, which obstruct the flow and cause agglomeration of solid and suspended particles, making them difficult to settle.. This study is a laboratory-scale experimental research designed to evaluate the effectiveness of a laboratory-scale grease trap reactor in reducing oil and grease as well as total suspended solids (TSS) concentrations at flow velocity variations of 2 m/h, 4 m/h, and 6 m/h. The research stages began with sample collection followed by the operation of the grease trap reactor conducted at the Chicken Intestine Chips Factory UD Ratna. The results showed that the grease trap reactor was able to remove oil and grease and TSS concentrations. The highest removal of oil grease and TSS was obtained at a flow velocity of 2 m/h, with effluent concentrations of 10 mg/L and 323.33 mg/L, and removal efficiencies of 88.68% and 71.47%, respectively. At a flow velocity of 2 m/h, the oil and grease concentration met the wastewater quality standard, while the TSS concentration remained above the permitted standard according to Peraturan Menteri Lingkungan Hidup Republik Indonesia Nomor 5 Tahun 2014 tentang Quality standards Air Limbah.

Abstract

Healthcare workers in disaster-prone areas face unique occupational challenges that affect their resilience and workload. This study aimed to analyze the relationship between resilience levels and workload among healthcare workers at Puskesmas Peusangan, Bireuen Regency, Aceh Province, Indonesia. A mixed-methods approach with explanatory sequential design was employed, combining quantitative cross-sectional survey (n=87) with qualitative in-depth interviews (n=15). Resilience was measured using the Connor-Davidson Resilience Scale (CD-RISC-25) Indonesian version, while workload was assessed using the NASA Task Load Index (NASA-TLX). Quantitative data were analyzed using Spearman correlation and multiple linear regression, while qualitative data underwent thematic analysis. Results showed that 43.7% of respondents had moderate resilience levels, while 51.7% experienced high workload. A significant negative correlation was found between resilience and workload (r=-0.486, p<0.001). Regression analysis revealed that disaster experience, years of service, and social support significantly predicted resilience (R²=0.412, p<0.001). Qualitative findings identified four main themes: adaptive coping strategies, community bonding, resource constraints, and institutional support gaps. The study concludes that healthcare workers in disaster-prone areas require targeted interventions to enhance resilience and optimize workload management. Policy recommendations include implementing resilience training programs, improving staffing ratios, and establishing peer support systems.

Abstract

The offense of obstruction of justice (OJ) functions to safeguard the integrity of the administration of justice from acts that intentionally interfere with law enforcement processes. In the context of corruption eradication in Indonesia, the regulation of OJ under Article 21 of the Anti-Corruption Law is designed as a protective instrument for the judicial system. However, the elastic formulation of the norm—particularly the phrase “directly or indirectly”—creates significant legal problems when applied to advocates, who are doctrinally positioned as independent officers of the court. This article examines the boundary between legitimate adversarial defense and obstruction of justice committed by advocates in the legal representation of corruption cases by analyzing the structure of the offense, the relationship between actus reus and mens rea, and its implications for professional independence and the principle of fair trial. This research employs a normative juridical method using statutory, conceptual, and doctrinal approaches, supported by national and international literature review. The findings demonstrate that the lack of precision in defining the elements of conduct, causality, and the threshold of intent in Article 21 of the Anti-Corruption Law has the potential to obscure the boundary between lawful defense actions and criminal obstruction, thereby increasing the risk of overcriminalization and creating a chilling effect on advocacy practices. This article proposes a framework for normative reform through rule-sharpening and role-based screening liability approaches to ensure that the criminalization of obstruction of justice continues to function as a safeguard for the judicial system without undermining the independence of the legal profession and the right to effective legal representation.

Abstract

Global agriculture faces significant threats from climate change and soil degradation, with approximately 66.49% of Indonesian agricultural land currently categorized as unsustainable. This study analyzes the impact of regenerative agriculture practices on soil health indicators and agribusiness profitability within Indonesian farming systems. Using a mixed-methods research design, data were collected from smallholder farmers in Deli Serdang Regency, North Sumatra Province, Indonesia, comparing those adopting regenerative techniques against those using conventional methods. The study concludes that regenerative agriculture serves as a viable win-win strategy for Indonesian smallholders, offering a pathway to restore degraded ecosystems while enhancing economic resilience through cost-efficiency. Policymakers are encouraged to integrate these practices into national development strategies to support Indonesia’s 2045 food self-sufficiency targets.

Abstract

The escalating frequency of deforestation-induced disasters in the Anthropocene has exposed a significant gap in global ecological governance, where scientific causality often fails to translate into judicial liability. This research explores the integration of eco-jurisprudence and forensic ecology to establish a robust legal nexus between forest clearance and environmental crimes. Using a normative juridical methodology supported by a comparative legal approach, the study analyzes how hydrological modeling and spatial data can be transformed into admissible legal evidence. The results demonstrate that by utilizing the "Causality-Nexus Protocol," the judiciary can apply the doctrine of strict liability for environmental negligence, bypassing the traditional hurdles of proving subjective intent (mens rea). By citing international human rights standards and recent advancements in attribution science (2021–2025), the study argues that catastrophic floods and landslides resulting from canopy loss constitute a violation of the non-derogable right to life. The novelty of this research lies in the conceptualization of the ecosystem as a "silent witness," providing a standardized framework for "Scientific Jurisprudence." This paper concludes that establishing a definitive legal nexus is essential for shifting environmental law from reactive administrative oversight to proactive criminal accountability, thereby strengthening global ecological governance.

Abstract

Technological advancements have given rise to new crime modalities, including online gambling. Law enforcement against these practices often utilizes provisions in the Indonesian Criminal Code (KUHP), which does not explicitly regulate online gambling. This research analyzes the application of Article 303 Paragraph (1) point 1 of the KUHP in the Decision of the Rokan Hilir District Court Number 283/PID.B/2024/PN Rokan Hilir. The research method used is normative juridical with a case study approach. The results indicate that the application of the aforementioned article to the online gambling perpetrator was appropriate, even though the formulation of the article does not specifically mention online gambling. The judge argued that the substance of the defendant's actions, namely acting as a bookie, had fulfilled the elements of Article 303 Paragraph (1) point 1 of the KUHP. This decision sets an important precedent that Indonesian positive law can reach conventional crimes that migrate into the digital space.
