Abstract

Traffic accidents involving cyclists remain a pressing urban safety issue in Indonesia, where mixed traffic patterns increase risks for non-motorized road users. The growing number of cyclists in Surabaya underscores the need for proper infrastructure planning that ensures both safety and mobility efficiency. This research aims to analyze the factors contributing to bicycle accidents and propose appropriate bicycle lane design recommendations based on road function, geometric characteristics, and traffic performance. The study employs a quantitative-descriptive method, combining accident data analysis, road geometry assessment, and Level of Service (LOS) evaluation. Findings reveal that cyclist accidents are predominantly influenced by socioeconomic factors, low safety awareness, lack of protective equipment, and insufficient road space allocation. Young cyclists with minimal safety discipline are particularly vulnerable, especially during morning hours on arterial roads with high traffic volumes. Based on the LOS and road classification, arterial roads such as Ahmad Yani, Darmo, and Ngagel require Type C (bike road) lanes with full physical separation from motorized traffic, while collector roads such as Ir. H. Soekarno, Kedung Cowek, and Mastrip are suitable for Type A (bike lane) configurations located alongside vehicle lanes. These results highlight that context-sensitive bicycle lane design—tailored to traffic characteristics and road capacity—is essential for promoting cyclist safety, reducing accident rates, and supporting sustainable urban mobility in Surabaya.

Abstract

This systematic literature review evaluates the relationship between CA-125 immunohistochemical expression in ovarian epithelial tumors and serum CA-125 levels as diagnostic indicators. Five studies meeting inclusion criteria from 20,500 initially identified articles consistently demonstrated significant positive correlations between tissue expression intensity and serum concentrations. Key findings reveal that elevated preoperative serum levels correspond directly with increased tissue expression intensity, while combined assessment improves diagnostic accuracy. Both parameters effectively predict early recurrence in advanced-stage (III/IV) disease and show distinct variation across histological subtypes, with mucinous carcinomas exhibiting the lowest expression levels. However, methodological limitations, including heterogeneous study designs, varying immunohistochemical techniques, and restricted sample sizes, affect generalizability. Clinical implications support integrating tissue immunohistochemistry with serum measurements and complementary biomarkers like HE4 for enhanced subtype differentiation. Future multicenter prospective studies with standardized protocols are recommended to establish definitive cut-off values and long-term prognostic significance. These findings underscore CA-125’s enduring clinical value while emphasizing that optimal diagnostic performance requires contextual interpretation alongside other markers, histological classification, and comprehensive patient assessment. The systematic PRISMA-guided approach ensured rigorous evidence synthesis, highlighting CA-125’s crucial role in addressing ovarian cancer’s significant global burden through improved early detection strategies.

Abstract

Indonesia's transportation infrastructure faces challenges due to rapid urbanization and economic growth, especially in Majalengka. To address this, alternative road planning on the Panjalin–Palasah road in Majalengka Regency aims to improve vehicle flow. This study designs an optimal geometric road alignment following Indonesian Road Geometric Design Guidelines (PDGJI 2021) and evaluates route efficiency. The methodology combines quantitative and qualitative approaches using field surveys and secondary data. Geometric road planning focuses on the physical design to ensure the road performs its main function: facilitating smooth traffic flow. The analysis identified Route 2 as optimal, with a length of 6.1 km and an average gradient of 1.9%. Horizontally, the route features Spiral–Circle–Spiral (S-C-S) bends with three such corners. Vertically, the alignment includes two curve types, convex and concave. The excavation volume is 1,642.22 m³, fill volume is 2,190.61 m³, yielding a remaining volume of 548.39 m³. This road design offers a technically feasible and economically efficient solution to improve regional connectivity and support local economic growth in Majalengka Regency.

Abstract

This article presents a review of the narrative literature to analyze and synthesize the evolution of crisis communication management, from fundamental theories to contemporary practice in the digital age. The method used is a narrative literature review that comprehensively reviews academic literature, industry reports, and relevant case studies. The results of the analysis show that the effectiveness of modern crisis communication depends on the strategic integration between diagnostic theories such as Situational Crisis Communication Theory (SCCT) and the tactical repertoire of Image Restoration Theory (IRT). Digital transformation has created a paradox, where organizations have more direct communication channels but less control over the overall narrative, thus demanding transparency, speed, and dialogue. Future trends are leading to symbiotic collaboration between humans and Artificial Intelligence (AI) for predictive analysis and response, as well as increasing complexity in dealing with overlapping crises (polycrises). These findings confirm that crisis communication has shifted from a reactive function to a strategic management competency that is essential for organizational resilience.

Abstract

Notaries as public officials who are authorized to make authentic deeds have an important position in the Indonesian legal system. However, in practice, notaries often face legal problems that arise due to the implementation of their duties, both in the criminal, civil, and professional ethical realms. This paper aims to analyze the regulation of legal protection for the duties of the notary position and provide ideas for normative reconstruction to be in line with the principles of legal certainty and justice. The research method used is a normative approach with analysis of laws and regulations, legal doctrine, and case studies. The results of the study show that the regulation of legal protection for notaries in Law Number 2 of 2014 concerning Amendments to Law Number 30 of 2004 concerning the Notary Position is still partial and has not provided comprehensive protection. Policy reconstruction is needed through strengthening legal protection norms that include aspects of office responsibility, fair supervision mechanisms, and limits on the intervention of law enforcement officials. Thus, legal protection for notaries will further ensure legal certainty and justice for the parties and the community.

Abstract

Indonesia is one of the countries that ratified the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which is the main international instrument to regulate trade in endangered animals and plants. Therefore, as a consequence of the ratification, Indonesia is obliged to adjust its legal system which is currently contained in Law Number 32 of 2024 concerning Amendments to Law Number 5 of 1990 concerning the Conservation of Biological Natural Resources and Their Ecosystems to be in line with the principles of animal protection regulated by CITES. This article analyzes the application of CITES in Indonesia in the context of protected wildlife trafficking cases, identifies enforcement constraints, and offers policy recommendations to strengthen biodiversity protection. The methods used are literature studies, regulatory analysis, and representative case studies. The results of the study show that despite the existence of an adequate legal framework, operational obstacles, inter-agency coordination, lack of forensic capacity, and socio-economic aspects still reduce the effectiveness of CITES implementation. Recommendations include strengthening law enforcement capacity, harmonizing regulations, increasing international cooperation, and public education campaigns.

Abstract

Banking companies have a strategic role in maintaining economic stability, but banking companies face challenges in increasing corporate value amid regulatory changes, economic uncertainty, and accelerating digital transformation. This study aims to analyze the influence of financial performance on the value of companies with financial technology (fintech) as a moderation variable in banking companies listed on the IDX for the 2019–2023 period. Financial performance was measured using ROA, NPL, LDR, and BOPO, while company value was proxied by Tobin's Q. The research sample consisted of 43 banking companies with a total of 215 observations, and the analysis was conducted using Moderated Regression Analysis (MRA), using SPSS V 22 as an analysis tool. The results of the study showed that ROA, NPL, LDR, BOPO, financial technology, firm size, and firm age did not have a significant effect on the company's value. However, fintech has been shown to be able to moderate the relationship between ROA, LDR, and BOPO to the company's value significantly, while fintech's moderation in the relationship of NPLs to the company's value shows a significant but negative influence. These findings confirm that fintech adoption plays an important role in strengthening or weakening the influence of financial performance indicators on company value in the banking industry.

Abstract

Development or construction activities are one of the sectors with the largest and very massive use of materials, especially cement and concrete. One of the efforts to reduce the negative impact of the use of excess materials and for the long-term sustainability of construction is the choice of recycled materials, in this case concrete waste as a cement substitution in the mortar aggregate mixture. Mortar is a non-structural building material component is a mixture consisting of cement, fine aggregate, and water that functions as a binding agent. The selection of concrete waste as a substitute material for cement in mortar mixtures is because concrete waste is a material that is very easy to find in the construction industry and has a high potential for repeated use. The research method used was a laboratory experiment by testing mortar samples measuring 5cm x 5cm x 5cm with a mixed portion of 1PC:3PS. The mixture design is calculated and measured with each mixture of water, cement and fine aggregate or sand, then substitution is carried out by reducing the volume in the cement by a percentage of 0%, 5%, 10%, 15%, 25% and 30% respectively. Mortar compressive strength testing is carried out at the age of the mortar test piece reaching 7, 14,21, and 28 days with maintenance. The results of the study on the compressive strength of mortar with a reference of normal/control test pieces (0%) with a value of 30.67Mpa with a treatment age of 28 days, a significant decrease was obtained in the proportion of the substitution mixture of 25% and 30% respectively 24.67Mpa (19.56% decrease) and 25.33Mpa (17.41% decrease), the decrease was still within normal limits in the substitution mixture of 5%, 10%, 15% and 20%, with values of 28Mpa, 28.67Mpa, 29.33Mpa and 29.33Mpa. The values closest to the baseline were a mixture of 15% and 20%, respectively 29.33Mpa or 4.37% decrease with the same treatment age of 28 days.

Abstract

Confiscation has consistently been a contentious issue in legal discourse, particularly concerning the jurisdictional overlap between general confiscation and criminal confiscation. This study employs a normative legal research methodology, utilizing primary and secondary legal materials analyzed through statutory and analytical-conceptual approaches. The research examines the juridical framework of confiscation authority within Indonesian criminal law, specifically addressing corruption cases. The findings reveal that criminal confiscation, grounded in public law principles, takes precedence over general confiscation due to its function in protecting public interests and facilitating criminal investigations. However, this prioritization does not negate the rights protected by general confiscation; rather, criminal confiscation serves evidentiary purposes, after which confiscated assets must be returned to legitimate claimants. The study concludes that Article 39(2) of the Criminal Procedure Code provides legal legitimacy for prioritizing criminal confiscation, while simultaneously requiring investigators to maintain confiscated objects under court supervision rather than direct investigator control. This research contributes to resolving the normative conflict between criminal and civil confiscation procedures, offering practical guidance for law enforcement and judicial authorities.
