Abstract

The enactment of Law Number 1 of 2023 on the Criminal Code marks a significant shift in Indonesia’s criminal law reform, including the implicit recognition of restorative justice within sentencing policy. This condition reflects the absence of a coherent legal policy framework that positions restorative justice as an integral component of national criminal law policy; instead, it continues to be treated primarily as an alternative or administrative practice rather than a formally institutionalized legal mechanism. This study employs a normative juridical research method, utilizing both statutory and conceptual approaches to examine the implementation of restorative justice in the treatment of minor offences under the newly enacted Criminal Code. The analysis is grounded in the legal system theory framework, encompassing legal substance, legal structure, and legal culture, to identify structural factors contributing to the suboptimal effectiveness of restorative justice in Indonesia. The findings demonstrate that restorative justice has not been explicitly institutionalized within the Criminal Code, resulting in legal uncertainty, fragmented institutional practices, and continued reliance on the discretionary authority of law enforcement officials. Furthermore, this study challenges the conventional assumption that restorative justice undermines the deterrent function of criminal law. It argues that, when properly designed and subject to adequate oversight, restorative justice can generate moral, social, and psychological deterrent effects that are more proportionate and effective in addressing minor offences than fear-based punitive sanctions.

Abstract

This study aims to analyze the effect of digital media—specifically webinars and online training—on the capacity development of agricultural extension workers. A quantitative approach was employed using a survey method, with data analyzed through multiple linear regression using IBM SPSS. Digital media were measured through seven sub-variables: accessibility, content quality, interactivity, utilization, ease of use, effectiveness, and information reach and distribution. The results indicate that all digital media variables simultaneously have a significant effect on the capacity development of extension workers. However, partial analysis reveals that only interactivity, ease of use, and effectiveness have a positive and significant influence, while the other variables show no significant effect. These findings suggest that the effectiveness of digital media in enhancing extension capacity is determined not merely by access or information availability but by the quality of learning processes and the practical relevance of materials. The study concludes that digital media should be designed as interactive, user-friendly, and effective learning tools. The implications of this study provide a basis for improving digital training policies and strategies within agricultural extension systems.

Abstract

This study is motivated by the need to enhance the effectiveness of agricultural extension activities through accurate spatial data utilization. The objective of this research is to examine the influence of polygon-based Geographic Information Systems (GIS) on agricultural extension activities in Cirebon Regency. A quantitative descriptive approach was employed using a survey method involving 64 agricultural extension officers selected through stratified random sampling. The data were analyzed using validity and reliability tests, classical assumption tests, and multiple linear regression analysis. The results indicate that polygon-based GIS usage simultaneously has a significant effect on agricultural extension activities, with an R² value of 0.629. Partially, the analytical aspect of GIS shows a positive and significant effect, while the technical, functional, and perceived benefit aspects exhibit positive but insignificant effects. These findings suggest that spatial analytical capability is the most critical factor in improving extension effectiveness. The study concludes that the successful implementation of polygon-based GIS depends not merely on the availability of technology but also on the analytical capacity of extension officers. The implications of this study highlight the importance of strengthening spatial analysis competencies to support data-driven, targeted, and sustainable agricultural extension planning.

Abstract

This study aims to analyze the effect of digitalized reporting on the performance evaluation of agricultural extension workers at the Department of Agriculture of Cirebon Regency. A quantitative explanatory research design with a survey approach was employed, involving 64 extension workers selected through purposive sampling. Data were collected using structured questionnaires measuring six dimensions of digitalized reporting, including system usability, data accessibility, data accuracy and completeness, time and labor efficiency, technical support and training, and user satisfaction, with performance evaluation as the dependent variable. Multiple linear regression analysis revealed that digitalized reporting significantly influences performance evaluation collectively, explaining 61.7 percent of its variation. Among the dimensions, system ease of use and user satisfaction showed positive and significant effects, indicating that user-friendly and widely accepted systems are crucial for effective performance assessments. In contrast, data accessibility, data accuracy and completeness, time and labor efficiency, and technical support and training did not have significant impacts, although technical support and training approached significance, suggesting potential for improvement. These findings highlight that the practical effect of digitalized reporting is mediated by user adoption and satisfaction, emphasizing the importance of human–system interaction in agricultural service delivery. Based on the results, recommendations include enhancing system usability and user satisfaction, optimizing technical support and training programs, and encouraging extension workers to improve their digital competencies. The study provides empirical evidence for policymakers and practitioners to develop effective digital performance management in the agricultural sector.

Abstract

Fear of Missing Out (FOMO) is one of the phenomena driving Generation Z's participation in social media, particularly in the S Line Trend on TikTok. This trend is sensitive and contrary to norms, thus causing controversy. Using a descriptive qualitative approach based on the Fear of Missing Out (FOMO) theory, this study aims to analyze how FOMO drives Generation Z's participation in the S Line Trend on TikTok, identify the factors that cause FOMO, and identify its impact on moral values and digital behavior. Primary data were obtained through interviews with eight Generation Z TikTok users aged 19–28 who followed the S Line Trend, while secondary data were obtained through observation of S Line Trend content on TikTok and documentation. The results show that Generation Z's experience of FOMO manifests itself in the form of fear of being left behind, concern about social judgment, and anxiety about remaining relevant in their social circle. Exposure to the TikTok algorithm, coupled with entertainment motives, social pressure in social circles, and the need for validation and self-existence, are the contributing factors. This superficial participation has the effect of creating negative perceptions from the surrounding environment, which makes Generation Z more cautious in following trends. FOMO not only acts as a motivator but also shapes the consequences, so Generation Z needs to be more critical in using social media.

Abstract

The societal transformation currently taking place in the world is highly complex, driven primarily by advances in digital technology, globalization, and demographic change. Islam, with the second-largest religious following — comprising approximately 25% of the world's population, or roughly 2 billion people — can play a significant role in this transformation and become a moral and spiritual force in creating a just, noble, solidary, and ethical society through the application of values such as honesty, responsibility, justice, and transformative education and leadership, encouraging positive innovation while maintaining the noble values of religion amidst changing times, especially in the digital era. In a global context, Islam has proven to be a catalyst for transformation throughout its history, such as during the golden age of Islamic civilization in the Middle Ages, which combined science, philosophy, and spirituality for social progress. This study aims to identify and promote the role of Islamic education in social transformation and to contribute positively to the advancement of society while remaining relevant to changing times through a dynamic and transformative approach. This study uses the Systematic Literature Review (SLR) method with data drawn from Scopus and visualized using VOSviewer software to analyze previous research related to this research topic and identify research gaps in prior research. This study also uses a qualitative literature review method that critically examines, analyzes, and synthesizes knowledge or findings from various academic literature and is enriched with thematic analysis to identify key patterns from primary and secondary sources to ensure accuracy.

Abstract

Kuningan District, as an agricultural area, still faces problems of price stability and food affordability, especially ahead of religious holidays when food prices surge. To address these issues, the local government, through the Kuningan District Food Security and Agriculture Agency, has implemented the Cheap Food Movement program as part of the national policy to control inflation and strengthen food security. This study aims to analyze the effectiveness of the implementation of the Cheap Food Movement in improving food security, with a focus on accessibility, price affordability, and public perception. Data analysis refers to J.P. Campbell's (1970) theory of effectiveness, which includes five indicators: program success, target success, program satisfaction, input-output suitability, and overall goal achievement. This study uses a qualitative descriptive method with data collection through direct observation, interviews, and documentation, as well as applying source and method triangulation to test data validity. The results of the study indicate that the Cheap Food Movement program contributes to improving food access and affordability and encourages an increase in the Food Security Index (IKP), although there are several aspects that need improvement, such as target data integration, funding consistency, and budget sustainability to optimize program effectiveness.

Abstract

Digitalization of the performance management of the State Civil Apparatus (ASN) is an important need to increase the effectiveness, transparency, and accountability of performance in the public sector. However, the implementation of digital innovation is often faced with user acceptance challenges and technical constraints. This study aims to analyze the development and implementation process of the SIJAPATI application developed by the Kuningan Regency Personnel and Human Resources Development Agency (BKPSDM), identify the factors that affect its acceptance and utilization, and examine the obstacles faced in its implementation. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation, and uses the theory of Diffusion of Innovation by Rogers (1983), which includes five characteristics of innovation, namely relative advantage, compatibility, complexity, trialability, and observability. The results of the study show that the development and implementation of SIJAPATI is carried out in stages through trials, socialization, and continuous evaluation. SIJAPATI acceptance is influenced by relative advantage in the form of ease of performance reporting, system conformity with ASN regulations and work needs, trial opportunities before full implementation, and visibility of performance results that can be monitored directly. Implementation obstacles mainly arise in the early stages in the form of technical obstacles and user adaptation processes, but they are temporary. This study concludes that SIJAPATI is effective as a digital innovation in supporting the management of ASN performance within the Kuningan Regency government.
