Abstract

The purpose of this research was to look at the development of the creative economy and to determine the priorities of the creative economy development strategy in the city of Semarang. This research uses descriptive analysis method. Data collection methods used are documentation and interviews. While the data analysis method used in this research is the analysis of overlay and analytic hierarchy process (AHP) to determine the policy strategy and development of the creative economy in the city of Semarang. The results of the research based on the overlay analysis show that the creative economy sector in the city of Semarang which is included in the leading sectors includes culinary, fashion and craft. Then for potential sectors are photography, videography, tv and radio, advertising, architects, music, applications, and games. From the results of interviews with creative industry players, it can be seen that the needs of creative economic actors in the city of Semarang include ease of business permits, moral support, especially embrace from the government, free space for work and expression and a marketing place for creative economic products. Based on AHP analysis, the results that the first priority aspect to be developed as an effort to progress in the creative economy in Semarang is an institutional aspect with a weight value of 70.9%. Then the second priority aspect is infrastructure with a weight value of 21.2%, and the last or third priority aspect is the policy aspect with a weighting value of 7.9%.

Abstract

High urban population growth that are followed by prominent urbanization phenomena is a global issue. It raises challenges and problems in various aspects, such as a decrease in environmental quality due to reduced green space, and the need for adequate and quality food availability for the growing urban population. Accordingly, as has been implementing in most advanced urban areas worldwide, urban farming activities appears as a promising solution to supply a sustaingood quality agricultural products. The Semarang City Government has designated urban farming program to promote food resilience as one of the priority development issues stated in the RPJMD 2016-2021. Following the commitment, this study aims to elaborate potentials and co-benefits to further develop the urban farming activities within the city. Descriptive and spatial analyses supported by secondary and primary data were applied to assess the findings. There are two types of urban farming activities, those are (a) located in the outskirt of the city mostly using conventional approach, and (b) urban farming mostly in the city center applying hydroponic or other approaches those are suitable for limited space.The potentials are various including many kinds of vegetables, cassava, sugar cane, durian, and mushrooms. The co-benefits include different aspects (i.e. environmental, economic, social, health, education and tourism). Proper top-down and bottom-up policy instruments are very critical to ensure that the urban farming activity brings optimize benefit to the people as well as to the city.

Abstract

During this time someone's happiness is identical with the material. In other words, the level of welfare is measured by the level of income. Actually, The level of community welfare can actually be measured in two ways, first, using the same standard (objective indicators)and second, unequal standards (subjective indicators). One of welfare indicators that measures achievement based on standards that are not the same for each individual is the Happiness Index. The research objective is to (1) find out how the Semarang City happiness index is in 2018; (2) to see how big is the difference of Happiness Index between people in Semarang City based on their level of education, gender, marital status, income, and length of stay. The main variables used in this study include material and immaterial aspects which include: (1) Household Income that represents individual work & income, (2) Condition of Houses and Assets, (3) Education, (4) Health, (5 ) Family Harmony, (6) Social Relations, (7) Availability of Leisure Time, (8) Environmental & Security Conditions, (9) Affection representing indicators of Achieved Desires/ Expectations & Life Satisfaction, (10) Life Happiness. The results showed that Semarang City Happiness Index in 2018 is 73.50. By gender, men are happier than women. From the level of education, the level of education of S2 and S3 is a group of citizens whose happiness index scores are always the highest. Citizens with married status are the happiest group. From the Income Level category, the happiest people are people with income of more than Rp. 7,200,000.00. The happiest groups of people are those who have lived for 21-30 years. This community group has an index value of 75.15. It turns out that the size of happiness in the city of Semarang is not only seen from a material size, but also obtained from the synergy with aspects of calm and tranquility of life. Therefore, the most important values in the determination of policies (regulation, planning policies, budgeting and finance or even development human resources and infrastructures policies) and The Government should concern on how to gain sustainability and conducive climate in formulating development programs, that can make community feel safe, comfortable, calm and peaceful.

Abstract

As population growth increases due to rapid urbanization in the City of Semarang, domestic solid waste generated by households is also increasing. As a consequence, Semarang City is required to be able to manage domestic and non-domestic waste systems more effectively. Technically, domestic waste management in the city of Semarang is carried out by taking and storing garbage in a garbage collection site (TPS) and transfering it into the Jatibarang landfill for final processing. While there is only one system at city level, solid waste management at community level has various forms. The variety of solid waste management at community scale has potentially led to unsustainable outcome because the knowledge and ability of the community to manage waste varies among subdistricts in the city. This study aims to identify variations and characteristics of solid waste management at community scale in the city of Semarang. The research applied quantitative method with descriptive statistical analysis techniques as the main analytical tool. This research was conducted at the household scale as part of the community. The study was carried out in three geographically different locations that represent the distinctive characteristic of Semarang City. The results showed that there were four general forms of solid waste management, namely individual-city management, individual-recycling-city management, communal-city management, and pure individual management. The findings of this study can be used for further research related to the development of solid waste management models at the community scale in Semarang City.

Abstract

As a centre of settlement and distribution of government services, social and economic, Semarang attract the residents from outside the urban area to do a migration. This has led to an increase in the growth of the urban population as well as various urban problems, such as the low quality of public service facilities and the emergence of the informal sector and slum settlements. In slum area, there is an inadequate sanitation, poor hygiene practices, excessive population density, and contaminated water that have potential to create unhealthy conditions. The purpose of this study is to assessthe performance of sanitation services in Semarang. The research method is scoring analysis techniques supported by Geographic Information System as a sculling up method based on sanitation indicators withdrawn from a case study in Bullu Lor Sub district. The results of the study revealed that Semarang has 3 typesof sanitation performance, namely under standard (basic need), with standard and beyond standard. However, Semarang need a policy framework which determine a mile stone of sanitation services improvement achievements. Education through either enhancement on community awareness, lesson learned from sanitation services improvement in public facility orsanitation governance base on community empowerment become effective corrective actions.

Abstract

The rapid development of information technology including internet bringsgreat impacts in many aspects such as business and sales. Many companies andindividuals use internet as amedia for their sales and business. This will affectsocienty’s behavior in shopping to fulfill theirneeds. This study was aimed to identify the profile of Semarang’s society who are involved in e-commerce andfigure out the effects of e-commerce towards the Semarang’s people behavior.This study is a descriptive research with people in Semarang as thepopulation. Thesamples were determined by using purposive method samplingnamely judgement sampling and quota sampling. The data were gathered throughquestionnaires and interviews. Thus, thedata collected were analyzed descriptive-quantitatively and descriptive-qualitatively.The studyshowed that 70% of Semarang people has done transactionsonline, and were dominated bywomen (58%). They are mostly high schooleducated (60%) under the age of 30 years old. Based on the type of the productsbought, people mostly bought goods (90%) specifically,fashion clothes (63%)and electronics (24%). E-commerce sites that are used to shop online were variedacross various sites (8 sites). Most of all, Shoope (25%) and company websites(21%) were the most two used sites for doing e-commerce. In addition, people inSemarangstill rarely to conduct online transactions with safety factor (42%), Considered as being less secure, as their main reason.

Abstract

This research aims to describe the peoples opinion especially elderly towards WHO indicator for an elderly friendly city. The other purposes is giving a recommendation for local government to achieve a goal “elderly friendly city in 2030”. Therefore, the government could arrange a policy and programs to achieve that purpose. The recommendation obtained from KRL indicator description who never been seen before by the government. The research methods is quantitative descriptive with primary data base and purpossive sampling method. The research result show the first indicator of open space and building belongs to the category "very convenience and convenience" with the percentage is 27% which means included in the range of 25% -49% that is "orange". The second indicator is transportation of 22% which means below the range value <25%, it is belongs to "red". Third indicator is Housing, which is the percentage value is 30%. It is belongs to 25% -49%. that is "orange". Fourth indicator is Social Participation at 10% which means below 25% that is "red". Fifth indicator is reverence and inclusion / social involvement. Which the percentage is 11% and below the <25% is "red". Sixth indicator is civil participation and employment of 25%, which means it falls within the 25% -49% range of "orange". Seventh indicator is communication and information equal to 15% which means to enter in range value <25% that is "red". Eighth indicator is "community support and health services" of 18% which means it is included in the <25% value range that is "red". The description of Semarang City assessment of 8 indicators of elderly friendly city in accordance with WHO standards are 8 indicators / dimensions containing 95 variables are 5 indicators, namely the indicator 2,4,5,7 and 8 entered in "red" category that is 62,5% and entered in the category of "orange" ie indicators 1, 3 and 6 that is 37. 5%.

Abstract

To maintain the existence of traditional markets, one of the efforts that can be done is to make traditional markets become thematic markets. The purpose of this study is to identify the potential development of thematic markets in Semarang City and to find out the thematic market development strategies in Semarang City. This research method is secondary data and primary data. Determination of samples in this study was carried out by purposive sampling method, that is judgment sampling. The analytical method uses description analysis, and SWOT analysis. The results of the study show that the potential of thematic market development in Semarang City is directed at two things, (a) thematic-based products, (b) themati-based village (c) based on creative economy. The potential of thematic / tourism village based thematic market development is directed at thematic villages that have been formed and developed by each Subdistrict according to their characteristics, potential and superiority. Some thematic market development strategies based on SWOT Analysis are facilitation of funds and bureaucracy in the development of thematic markets, conducting marketing promotions on thematic markets on a regular basis to the community, and empowering the market community. Efforts should be made to integrate tourism villages, thematic products, industrial centers and people's markets in maximizing the development of thematic markets in the city of Semarang so that there is no need to build new thematic markets that spend a lot of budget.

Abstract

City as a province that has embraced the regional autonomy sistem must be able to finance regional expenditures without relying on the central government. Locally-generated revenue, local tax, is a source of government revenue. Locally-generated revenue is reflecting of the economic independence of a region. Researchers are interested in testing the contribution and effectiveness of Local Taxes for locally-generated revenue for 2012-2016. The purpose of this study is to evaluate the contribution and effectiveness of local taxes on locally-generated revenue in Semarang. The steps taken in this study are : Calculating the percentage (%) growth rate of local taxes, Calculating and interpreting the level of effectiveness of local tax management. The data used in this study is secondary data obtained from the Semarang City Revenue Agency. Evaluation using effectiveness and contribution evaluation. The level of effectiveness of the Semarang City Local Tax is in the criteria of being very effective while the contribution of Local Taxes in the category is very less to less. For Effectiveness and contribution of Local Levies every year has decreased. Contributions for each Semarang city taxes post fall into the category of very less to less, ranging from less than 1% to above 15% of locally-generated revenue. The effectiveness of each Semarang city taxes post are in the very effective category (which ranges from more than 100). With the highest effectiveness 135.15% (2014) on BPHTB and the lowest 0% (2013) on Swallow Bird Nest Taxes. The contribution and effectiveness of local levies each year has decreased. For the local revenue of the Semarang City revenue agency, it cannot optimize because it only manages each agency.

Abstract

Youth is the backbone of the future of development. Indonesia's youth potential spread from Sabang to Merauke needs integrated management. This is what underlies the Government, through the Ministry of Youth and Sports (Kemenpora), proclaiming a program of Regency /City Fit for Yotuh which is outlined in the Regulation of the Minister of Youth and Sports No. 11 of 2017. The city of Semarang as one of the major cities in Central Java is still in the progress of development, is expected to participate in becoming one of the Cities fit for Youth in Indonesia. Therefore this research was conducted to study the feasibility of Semarang as a City Fit for Youth. This study uses a mixed method, which combines quantitative and qualitative methods. Data sources used are primary data and secondary data. Primary data is obtained by field surveys using data collection methods directly on data sources, through field surveys and interviews. While secondary data is obtained from documents or data from an institution or agency. The results showed that youth activities in Semarang City consisting of youth awareness activities, youth empowerment and youth development were carried out in Semarang City. These activities are the result of the organization agencies (OPD), educational institutions and private companies that target youth, high school students, students and santri and involve various related institutions and are supported by funding from the APBN, APBD, BUMN, Foundation, Private and Communities. From the conditions of the implementation of activities and the availability of youth infrastructure, the City of Semarang was considered quite feasible to become one of the Youthful Cities in Indonesia.x
