Abstract

The preservation of Balinese Lontar manuscripts requires innovative educational approaches that integrate digital technology, cultural awareness, and community engagement. However, limited research has developed and examined a higher-education learning model that explicitly integrates project-based learning with authentic community-based Lontar digitization, particularly through a university–community partnership, to simultaneously address student learning and traditional knowledge preservation. This study aimed to analyze the implementation and contribution of the Project-Based Lontar Digitization Learning Model in higher education. The study employed a qualitative descriptive research design to examine the implementation and outcomes of the learning model, which served as the pedagogical intervention. The research was conducted at STKIP Agama Hindu Amlapura, Karangasem, Bali, involving eight students from the Bali Language Education Study Program in collaboration with the local Lontar community. Data were collected through classroom and field observations, project documentation, performance assessment, and field activity reports, and were analyzed using thematic analysis and descriptive evaluation. The findings indicate that the learning model guided students through systematic stages of manuscript identification, conservation, digitization, metadata preparation, documentation, and project presentation. Evidence from the project documentation and field activity reports showed that students successfully produced digital archives of two Balinese Lontar manuscripts, Kakawin Arjuna Wiwaha and Kakawin Partha Karma, supported by structured metadata. As an educational outcome, students demonstrated active participation and developed digital, cultural, collaborative, and community-engagement competencies through direct involvement in the digitization process. As a community-development outcome, the partnership produced accessible digital documentation of two traditional manuscripts and strengthened the involvement of the Lontar community in preserving local knowledge. The principal novelty of the study lies in positioning the university–community partnership as an integral component of the learning model, rather than treating community engagement as a supplementary learning activity. The study therefore contributes a specific community-based instructional framework that operationalizes university–community collaboration through authentic Lontar digitization projects, linking student competency development with the sustainable digital preservation of Balinese traditional knowledge.

Abstract

Although critical reading, local wisdom, and artificial intelligence literacy have each drawn increasing scholarly attention, previous studies tend to treat these elements separately within a single institution, leaving their combined implications for teaching-material development largely unexamined; this analysis examines them jointly across more than one institution. This study analyzes the needs for critical reading teaching materials based on Buton maritime local wisdom in the AI era across three universities in the Buton Islands. A convergent mixed-methods design integrated document assessment (n = 9), a student survey (n = 63; 19, 29, and 15 per institution), and interviews with three lecturers. The composite institutional indices were 61.8, 42.9, and 40.7 on a 100-point scale, one above and two at or below the 50-point threshold separating the Moderate and Low categories used in this study, while the semester-lesson-plan and teaching-material sub-indices ranged from 40.0 to 62.4. While 88.9% of the 63 students surveyed reported using ChatGPT and 82.5% relied on it for assignments, only 23.8% could verify its output, a gap lecturers echoed by describing current materials as supporting basic language competence more than systematic critical reading, local wisdom, or ethical AI use. These gaps in critical reading, cultural relevance, and AI-use guidance indicate a need for teaching materials that integrate Buton maritime local wisdom, tiered critical reading activities, multimodal presentation, and AI literacy within a single pedagogical design, offering teaching-material developers and Indonesian-language lecturers an empirical foundation for materials that are contextual, humanistic, and responsive to AI-era learning challenges.

Abstract

Cultural heritage is rich in historical, cultural, scientific and intergenerational values that need to be effectively legally protected. Indonesian Law No. 11 of 2010 on Cultural Heritage, Article 66(1) prohibits destruction and Article 105 provides for criminal liability. The relationship between criminal enforcement, administrative measures and the principle of ultimum remedium still remains to be studied. The article considers the issues of formation of criminal liability for destruction of cultural heritage. The article defines the conditions of criminal enforcement as a last resort. The method used is normative legal research, with statutory, conceptual and case approaches, including the Cirebon railroad bridge case. The results indicate that public and intergenerational interests in cultural heritage should be criminalized, but that criminal sanctions should not automatically follow from every regulatory breach. Enforcement should take into account statutory elements, intent, degree of damage, irreversibility, culpability and effectiveness of noncriminal measures. This paper therefore proposes a tiered enforcement model that combines prevention, administrative control, restoration and criminal intervention when non-criminal means are insufficient to prevent serious or continuing damage.

Abstract

Social security of workers is an important legal protection that requires employers to fulfill their obligations in the social security system in Indonesia. However, corporate violations remain a challenge, especially with respect to worker registration, contribution payments and compliance with statutory obligations. There remain practical and institutional difficulties in using criminal sanctions to enforce these obligations, especially in distinguishing criminal enforcement from administrative compliance actions. This study aims to analyze the implementation and effectiveness of criminal sanctions against corporations that violate workers’ social security obligations, identify enforcement obstacles, and examine the efforts to improve corporate compliance. This study employs empirical legal research with a qualitative approach. Data were collected using semi-structured interviews, observation and document analysis involving ten purposively selected informants from BPJS Ketenagakerjaan Subang Regency and participating companies. Data were analyzed through data reduction, data presentation, and conclusion drawing, with source triangulation used to ensure data validity. The findings indicate that the use of criminal sanctions as the main enforcement mechanism has not been entirely successful, as in practice, enforcement largely depends on guidance, supervision, compliance inspections, and administrative measures before criminal enforcement is considered. Key barriers include difficulties in establishing corporate criminal liability, limited inter-agency coordination and different levels of corporate compliance. The study recommends strengthening institutional coordination and ensuring consistent law enforcement to improve corporate accountability and protect workers’ social security rights.

Abstract

The implementation of digital systems in public administration has become increasingly important in improving the effectiveness, transparency, and accountability of public service delivery. In the agricultural sector, digitalization is expected to support more accurate and efficient distribution of subsidized fertilizers to eligible farmers. This study aims to analyze the effect of i-PUBERS implementation on the effectiveness of subsidized fertilizer distribution at the Agricultural Office of Cirebon Regency, with a focus on the Agricultural Extension Center in Sedong District. This study employs a quantitative approach to examine the relationship between the implementation of i-PUBERS as the independent variable and the effectiveness of subsidized fertilizer distribution as the dependent variable. Data were collected from relevant respondents and analyzed using descriptive and inferential statistical techniques to determine the effect of the system implementation on distribution effectiveness. The results indicate that the implementation of i-PUBERS contributes to the effectiveness of subsidized fertilizer distribution, particularly in supporting administrative processes, data management, monitoring, and distribution accuracy. The findings suggest that strengthening digital system implementation, user capacity, data accuracy, and institutional coordination is important to optimize the distribution of subsidized fertilizers. This study provides empirical evidence on the role of digitalization in improving agricultural public services and offers practical implications for strengthening technology-based fertilizer distribution governance.
