Abstract

Public participation is a fundamental principle in the administration of democratic governance, including in regional development planning. However, the participation of vulnerable groups, particularly persons with disabilities, has not been fully guaranteed operationally in local policies. This article aims to analyze the regulation of the participation of persons with disabilities in regional development planning in Tasikmalaya City from the perspective of Government Administrative Law. This study employs a normative juridical method with statutory and conceptual approaches. Legal materials are analyzed using qualitative normative analysis to assess the adequacy and consistency of norms governing the obligations of local governments to ensure the participatory rights of persons with disabilities. The findings indicate that although regional regulations and mayoral regulations have normatively recognized the rights of persons with disabilities, the regulation of their participation in development planning particularly through the Development Planning Deliberation (Musrenbang) remains general and declarative. From the perspective of Government Administrative Law, this condition reflects an operational normative gap that may weaken the protection of participatory rights of persons with disabilities, thereby necessitating the strengthening of more inclusive and equitable local regulations.

Abstract

The development of information technology is driving the transformation of public service systems from manual to digital systems to improve the quality of public services. The Banjar City Investment and One-Stop Integrated Services Agency (DPMPTSP), as the agency that administers licensing services, is required to adapt to these changes. This study aims to compare the manual and digital service systems at the DPMPTSP in Banjar City in terms of effectiveness, efficiency, ease of access, transparency, and public satisfaction. The research method used is a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results show that the digital service system has advantages over the manual system, particularly in accelerating the service process, reducing direct face-to-face interactions, increasing data accuracy, and expanding public access to services. However, the manual system still has a specific role, especially for communities with limited digital literacy and technological access. Therefore, an integration strategy and assistance are needed in the implementation of the digital service system so that the transformation of public services at the DPMPTSP in Banjar City can be inclusive, effective, and sustainable.

Abstract

This study examines the implementation of the academic selection policy in village head elections and its implications for local democratic practices. The academic selection policy is implemented as an additional mechanism to improve the quality of village leadership, particularly when the number of prospective candidates exceeds the stipulated limit. This research employs a qualitative approach with a descriptive-analytical design and is grounded in the policy implementation model of Van Meter and Van Horn, which emphasizes key variables including policy communication, resources, implementers’ disposition, bureaucratic structure, and the socio-political environment. Data were collected through in-depth interviews, observation, and document analysis in Indramayu Regency and were analyzed using an interactive data analysis model consisting of data reduction, data display, and conclusion drawing. The findings indicate that, procedurally, the implementation of academic selection has complied with existing regulations; however, substantively, it has not been fully effective. The main challenges of the policy lie in weak policy communication, disparities in candidates’ educational backgrounds, and the conditional application of academic selection, which has generated perceptions of injustice and reduced democratic acceptance among village communities. The novelty of this study lies in positioning academic selection as a dilemma between policy rationality and local democracy, emphasizing that the success of policy implementation at the village level should be assessed not only through procedural compliance but also through the degree of democratic acceptance within society.

Abstract

Child marriage remains a significant problem in Brebes Regency and is a contributing factor to the annual population increase. The Children's Forum program, managed by the DP3KB (Children's Forum), is a local government effort to reduce child marriage cases. It utilizes George C. Edwards III's policy implementation theory, which encompasses factors such as communication, resources, disposition, and bureaucratic structure. Qualitative descriptive methods were used in the study through observation and interviews. The results show that the Children's Forum serves as an example by conducting outreach activities in schools, educating students about the risks of child marriage, and collaborating with the DP3KB. Over the past five years, the program has helped reduce the percentage of early marriages under the age of 17. However, issues such as cultural factors, a lack of parental digital literacy, and a short-term mindset persist. Therefore, the Children's Forum has demonstrated successful policy implementation; however, to improve prevention outcomes, programs such as parenting classes should be implemented to make child marriage prevention more effective.

Abstract

The existence of child protection in Indonesia still faces major challenges in harmonizing constitutional mandates with policy implementation at the regional level. Empirical evidence shows that although legal instruments are available, the synchronization of integrated child rights fulfillment systems is often hampered by bureaucratic complexity and cross-sectoral coordination. Although previous studies have extensively discussed Child Friendly District/City (KLA) policies, there is still a lack of analysis on policy evaluation mechanisms specifically carried out by central government units, particularly the Ministry of Women's Empowerment and Child Protection (KemenPPPA). This study seeks to explore the KLA policy evaluation process through a review of indicators of relevance, impact, effectiveness, efficiency, and productive economy at the Ministry of Women's Empowerment and Child Protection (KemenPPPA). Using a qualitative method based on field observations and in-depth interviews at the Deputy for Special Child Protection unit, this study explores the process from administrative verification to hybrid field verification (VLH). The findings show that the effectiveness of the 2025 KLA evaluation is highly dependent on the integration of quantitative and qualitative data on 24 indicators in 5 clusters of children's rights to ensure local government accountability. The implications of this research are expected to provide critical reflection for policymakers in strengthening a more adaptive and comprehensive child protection system.

Abstract

This study aims to analyze the quality of village government apparatus in supporting the performance of the Tanjungjaya Village Government, Cihampelas Subdistrict, West Bandung Regency. The analysis is grounded in a theoretical framework of apparatus quality encompassing human resource quality, service quality, and performance quality. This research adopts a qualitative method with an inductive descriptive approach. Data were collected through in-depth interviews with village officials and community members, direct observation of public service practices, and analysis of official village documents. Unlike previous studies, this research explicitly links apparatus quality to the stagnation of the Village Development Index (IDM) status of Tanjungjaya Village during the 2020–2024 period. The novelty of this study lies in identifying a gap between relatively adequate formal educational qualifications of village officials and suboptimal public service performance. This finding contributes to the literature by emphasizing that formal education alone is insufficient to ensure effective village governance without technical competence, work discipline, and professional service orientation. The results indicate that apparatus quality is moderately satisfactory, reflected in administrative knowledge, work experience, service reliability, and responsiveness to community needs. However, limited personnel capacity, inadequate infrastructure, and weak adaptation to digital-based public services remain significant constraints. Therefore, strengthening apparatus capacity through applied technical training, service innovation, and performance-based governance is essential to accelerate improvements in village development status as measured by the IDM.

Abstract

The waste management problem in Bandung City has reached a critical level, marked by daily waste volume exceeding the capacity of the Sarimukti Final Disposal Site (TPA). This condition has prompted the Bandung City Government to implement a series of policies aimed at reducing waste at its source. This study aims to analyze the implementation of waste management program policies in Bandung City, focusing on the "Kang Pisman" (Reduce, Separate, Utilize) program using the analytical framework of the George C. Edwards III Policy Implementation Model which includes four key variables: communication, resources, disposition, and bureaucratic structure. The method used is a qualitative approach with literature studies and document analysis to collect relevant secondary data. This methodological limitation implies that the analysis focuses more on regulatory and structural aspects, while the dimensions of community behavior and implementation dynamics at the field level are examined through policy documents and official reports, rather than direct observation. The results of the study indicate that although implementation is supported by a strong legal basis such as Regional Regulation No. 9 of 2018 and various mayoral regulations, their effectiveness is hampered by unequal communication down to the household level, limited infrastructure and budget, and varying dispositions of implementers and the community. The theoretical contribution of this research lies in the systematic application of the Edwards III Model in the context of decentralized urban waste management in Indonesia, which enriches the public policy implementation literature by identifying that the success of innovative, community-based programs requires the simultaneous alignment of all four implementation variables. The practical implications are the need to strengthen locality-based communication, more proportional resource allocation, and the establishment of cross-sectoral coordination mechanisms to improve the effectiveness of sustainable waste management programs in Indonesian metropolitan cities.

Abstract

Public pressure is an inherent feature of modern democratic governance and represents a managerial challenge for state institutions. This article analyzes the public management responses of the government and the House of Representatives (DPR) to the 17+8 demands following the major demonstrations of August 2025 in Indonesia. The study employs a qualitative approach with a document-based case study design, drawing on demand documents, official government and parliamentary statements, and national media reports. The findings reveal three main patterns of state response: communication response, policy response, and coordinative response. Communication responses dominated the initial phase, aiming to maintain stability and legitimacy, yet tended to be normative and defensive. Policy responses were selective and short-term, reflecting crisis management rather than structural reform. Meanwhile, coordinative responses remained ad hoc and lacked institutional consolidation. Analysis through the lenses of public responsiveness, accountability, and policy management indicates that the state was procedurally responsive in the early phase, but not yet optimal in integrating public pressure into a coherent and sustainable policy management cycle. Theoretically, this study contributes to public management scholarship by positioning public demonstrations as managerial challenges within democratic governance. Practically, it offers insights for policymakers to design more integrated, substantive, and sustainable responses to public pressure.

Abstract

This study examines the political strategy of the United Development Party (PPP) in mobilizing female voters in West Java during the 2024 Legislative Election. The research applies Pierre Bourdieu’s theory of social and cultural capital combined with contemporary political strategy and political marketing frameworks. Using a qualitative case study approach, data were collected through in-depth interviews, party documents, and campaign materials. The findings demonstrate that PPP integrates women not merely as quota fulfillment but as central actors in electoral mobilization through pesantren networks, religious communities, women’s wings organizations, and digital platforms. The party implements offensive expansion strategies, defensive ideological consolidation, and adaptive digital communication strategies. This study contributes to the literature on Islamic political parties, gender representation, and local democracy in Indonesia.
