Abstract

This research discusses the implementation of good governance principles in the Integrated Industrial Relations Service (LTHI) at the Manpower and Transmigration Office of East Java Province. The background of this study is the increasing number of industrial relations disputes, which reached 817 cases in 2024, with termination of employment (PHK) disputes being the most prevalent. The aim of this research is to explore the application of good governance in the context of public services involving workers, employers, and the government. The method used is a qualitative approach with semi-structured interviews and document analysis. The results show that LTHI has implemented principles of transparency, accountability, participation, and responsiveness, although challenges remain in terms of infrastructure and coordination among stakeholders. The conclusion of this research highlights the importance of strengthening mediator capacity and technological support to enhance service effectiveness, as well as the need for better collaboration among all related parties. These findings are expected to provide recommendations for the development of better public service policies in the future.

Abstract

The rapid expansion of the Sharia financial industry has intensified the need for graduates who are not only grounded in the epistemological foundations of Islamic Economics but also equipped with professional competencies relevant to contemporary financial practices. Despite significant growth in Islamic finance, a persistent gap remains between academic instruction and industry expectations, particularly in areas of applied analytical skills, curriculum responsiveness, and institutional collaboration. This study explores how learning and teaching in Islamic Economics can more effectively bridge academic knowledge and professional practice. Employing a qualitative exploratory approach, data were gathered through in-depth interviews and document analysis involving academic stakeholders and industry-related informants. Thematic analysis identified six interconnected dimensions influencing educational effectiveness: integration between economic theory and fiqh al-muamalat, competency-oriented curriculum alignment, experiential and practice-based pedagogy, balanced institutional governance, strategic industry partnerships, and data-informed quality enhancement. The findings indicate that fragmented instructional design, limited experiential exposure, and structural workload constraints hinder the preparation of industry-ready graduates. Conversely, coherent epistemological integration and sustained collaboration with industry actors enhance both professional readiness and adherence to Sharia principles. The study underscores the importance of systemic transformation rather than incremental reform, emphasizing the need for adaptive curricula, immersive learning environments, and collaborative knowledge ecosystems. Strengthening these dimensions is essential to ensure that Islamic Economics education remains ethically grounded, professionally relevant, and capable of responding to ongoing innovation within the global Sharia financial landscape.

Abstract

The Online Single Submission (OSS) system was introduced as a strategic instrument of bureaucratic reform aimed at streamlining licensing procedures, enhancing efficiency, and ensuring legal certainty for business actors. However, the operationalization of the Online Single Submission (OSS) system continues to face several structural challenges, including regulatory disharmony across sectors, inadequate technological infrastructure, and low levels of digital literacy among the public. Through a normative juridical approach examining Law Number 11 of 2020 and Government Regulation Number 5 of 2021, this study finds that although the issuance of the Business Identification Number (NIB) has accelerated access to legal status, implementation obstacles remain persistent. Therefore, system optimization necessarily requires precise regulatory harmonization, strengthening of digital infrastructure, and comprehensive educational strategies.

Abstract

This article analyzes the performance of generator set (genset) synchronization systems using the Dead Bus Close Before Excitation (CBE) method compared to the live bus method, and evaluates the dynamic response of gensets through block load testing, PID tuning, and burning tests. The test results show that the Dead Bus CBE synchronization method achieves an average synchronization time of approximately 9 seconds, faster than the live bus method, which requires about 18 seconds, resulting in a time efficiency improvement of ±50%. This improvement directly impacts the reliability of the backup power system and reduces dependence on Uninterruptible Power Supply (UPS) battery capacity. Block load testing shows that the genset can handle 0–50% load with stable voltage and frequency responses, meeting the requirements of ISO 8528-5. In the 0–100% block load test, a voltage drop of up to –19% and a frequency decrease of –9% were observed, with a recovery time of approximately 5.5 seconds, classified as a conditional pass according to the standard. PID tuning results on the Digital Automatic Voltage Regulator (DAVR) and governor were proven to improve transient response, reduce voltage drop magnitude, and enhance system stability during synchronization and sudden load acceptance. Additionally, the burning test results indicate that the genset can operate continuously under high load with stable voltage, frequency, and thermal parameters without triggering protection faults. Overall, this study demonstrates that implementing Dead Bus CBE synchronization supported by proper PID tuning can improve the response speed, stability, and reliability of gensets as backup power sources for critical loads.

Abstract

This study aims to determine: (1) the effect of content marketing on impulse buying of the Jiniso brand in TikTok Shop, (2) the effect of live streaming on impulse buying of the Jiniso brand in TikTok Shop, and (3) the effect of content marketing and live streaming on impulse buying. This study used a quantitative approach by distributing questionnaires to 100 respondents who are Generation Z in Gorontalo City. The sampling technique used purposive sampling. Data were analyzed using multiple linear regression with the help of SPSS. The results of the study indicate that: (1) partially, content marketing has a positive and significant effect on impulse buying with a significance value of 0.042 and a calculated t > t table, namely 2.968 > 1.948, (2) live streaming also has a positive and significant effect on impulse buying with a significance value of 0.000 and a calculated t > t table, namely 5.062 > 1.948; and (3) simultaneously, content marketing and live streaming have a significant effect on impulse buying with a significance value of 0.000 and f count > f table, namely 33.701 > 3.09. The coefficient of determination (R²) value of 0.604 indicates that 60.4% of the variation in impulse buying can be explained by content marketing and live streaming, while 39.6% is influenced by other variables not examined in this study.

Abstract

Decentralization is a fundamental principle in Indonesia’s system of governance, aimed at strengthening the role of local governments in planning and public service delivery. However, in practice, nationally scaled social policies often demonstrate the dominance of a top-down approach. This article seeks to analyze the characteristics of top-down and bottom-up approaches in the planning of the Free Nutritious Meal Program and to identify the potential occurrence of pseudo-decentralization in its policy design. This study employs a qualitative approach using a literature review method, drawing on various academic sources and policy documents relevant to decentralization, development planning, social policy, and food security within the framework of the Sustainable Development Goals formulated by the United Nations. The findings indicate that the program design is predominantly characterized by a top-down approach through national standardization and centralized budget control. Although this ensures policy consistency, such dominance may limit local adaptability and generate indications of pseudo-decentralization. In the context of achieving SDG 2, SDG 3, and SDG 4, the program’s effectiveness is largely determined by the synergy between central strategic direction and local implementation capacity. Therefore, a more balanced integration of top-down and bottom-up approaches is a crucial prerequisite for supporting sustainable development.

Abstract

This study aimed to determine the effect of applying solid organic fertilizer derived from quail waste at different dosages on the growth of Pennisetum purpureum cv. Mott (Odot elephant grass). It also aimed to analyze the macronutrient content (N, P, K) in the soil after treatment and to ensure that the solid organic fertilizer met the quality standards according to SNI (Indonesian National Standard).The study used a Randomized Block Design (RBD) with four treatments and three replications. The treatments consisted of: no quail manure with 100% urea fertilizer (P0), 25% quail manure + 75% urea fertilizer (P1), 50% quail manure + 50% urea fertilizer (P2), and 75% quail manure + 25% urea fertilizer (P3). The observed growth parameters of Odot grass included plant height, number of leaves, leaf length, fresh weight, and dry weight. The observed soil parameters included soil conditions before planting and after planting, namely N, P?O?, and K?O. The parameters of organic fertilizer content observed included N, P?O?, and K?O. Analysis of variance (ANOVA) was used to analyze the research data. The results showed that the application of quail manure fertilizer had a significant effect on the growth of Odot grass in terms of plant height, number of leaves, and leaf length. However, it did not show a significant effect on fresh weight and dry weight. The highest average plant height was found in treatment P2 (615 cm), the highest average number of leaves in P1 (83 leaves), and the highest average leaf length in P2 (67.3 cm). Meanwhile, fresh weight was not significantly affected, with the highest average found in P2 (476.67 g), and dry weight with the highest average in P1 (181.67 g).
