Abstract

The Bangli Regency Government, through Perumda Tirta Danu Arta, manages water resources and implements Regency Regulation No. 66 of 2022 concerning Adjustments to Drinking Water Tariffs to improve clean water services and access. However, even though it has only been in effect for a year, this policy has led to complaints from the community regarding tariffs that are considered expensive and late payment penalties. This study aims to examine the implementation of this policy using qualitative methods and George C. Edward III's policy implementation theory (communication, resources, disposition, and bureaucratic structure). The results indicate that communication between Perumda and the community has not been effective, the budget is sufficient but there are no special funds for human resource training, Perumda only acts as a policy implementer without authority over tariffs, and a good organizational structure does not guarantee the success of policy implementation.

Abstract

This study aims to describe the role of the Ciamis Regency Investment and One-Stop Integrated Service Office (DPMPTSP) as a facilitator of business legality through the implementation of the Online Single Submission (OSS) system, especially in the issuance of Business Identification Numbers (NIB). The background of this study is based on the importance of business legality for MSMEs to increase access to financing, legal protection, and market development. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The results of the study indicate that the Ciamis Regency DPMPTSP has made efforts as a facilitator quite optimally, especially in providing technical assistance, socializing the OSS system, and assisting business actors in the registration process until the issuance of the NIB. However, there are several obstacles such as limited human resources for business actors, lack of digital literacy, and limited network infrastructure in certain areas. The active role of DPMPTSP in bridging central government policies with community needs is the key to the successful implementation of the OSS system in the region. Therefore, it is necessary to strengthen institutional capacity and a more effective communication strategy to increase the participation of business actors in the legalization of their businesses.

Abstract

Sexual violence on campus is gaining more attention, as more people are concerned about the need for a safe and inclusive space for all members of the academic community. The Indonesian government has taken steps by issuing Minister of Education, Culture, Research, and Technology Regulation No. 30 of 2021, which encourages the establishment of a Task Force for the Prevention and Handling of Sexual Violence (Satgas PPKS) in every university. This study aims to examine the extent to which the Satgas PPKS at Nusa Cendana University (UNDANA) has been successful in its duties, namely preventing, handling, and providing assistance to victims of sexual violence. This study uses a descriptive qualitative method based on a literature review, collecting various sources such as regulations, scientific articles, institutional reports, and media news. The results show that although the Satgas PPKS at UNDANA has carried out several initiatives such as socialization and reporting, there are still several obstacles, such as limited resources, a culture of resistance, a lack of ongoing training, and an inadequate reporting and protection system. Therefore, improvements in internal policies, the capabilities of Satgas members, and better financial and material support are needed so that the Satgas PPKS can work more effectively. This study recommends the importance of cooperation from various parties and placing the perspective of victims as the main basis in creating a campus free from sexual violence.

Abstract

Era ketidakpastian telah menjadi tantangan utama dalam penyelenggaraan kebijakan publik, terutama ketika pemerintah dituntut untuk merespons kebutuhan masyarakat secara cepat di tengah kompleksitas sosial, ekonomi, dan politik yang terus berkembang. Salah satu kebijakan strategis di Indonesia pada tahun 2025 adalah Program Makan Bergizi Gratis (MBG), yang bertujuan meningkatkan kualitas gizi masyarakat, menurunkan angka stunting, dan memperkuat pembangunan sumber daya manusia. Meskipun memiliki tujuan yang positif, implementasi program ini memunculkan berbagai perdebatan terkait kesiapan fiskal, kapasitas kelembagaan, tata kelola, serta efektivitas pelaksanaannya yang berimplikasi pada munculnya krisis legitimasi kebijakan. Penelitian ini bertujuan menganalisis dinamika implementasi Program Makan Bergizi Gratis dalam konteks era ketidakpastian serta menjelaskan bagaimana tantangan implementasi berkontribusi terhadap terbentuknya krisis legitimasi kebijakan publik di Indonesia. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui studi dokumentasi terhadap dokumen kebijakan, laporan pemerintah, artikel ilmiah, hasil penelitian terdahulu, dan pemberitaan media massa yang relevan. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldaña yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa tantangan implementasi yang meliputi keterbatasan kapasitas fiskal, kompleksitas tata kelola, koordinasi antar-aktor, dan pengawasan program memengaruhi legitimasi kebijakan pada dimensi input legitimacy, throughput legitimacy, dan output legitimacy. Penelitian ini menemukan bahwa krisis legitimasi tidak semata-mata disebabkan oleh substansi kebijakan, melainkan oleh kesenjangan antara ekspektasi publik dan kapasitas implementasi pemerintah dalam mengelola kebijakan pada situasi yang penuh ketidakpastian. Oleh karena itu, penguatan partisipasi publik, transparansi, akuntabilitas, dan komunikasi kebijakan menjadi faktor penting dalam menjaga kepercayaan masyarakat serta mendukung keberlanjutan kebijakan publik

Abstract

In contemporary world politics non-traditional security is a major concern, which is unlike preceding centuries. Numerous non-state actors such as terrorist networks, drug cartels, civil wars, and maritime piracy networks known as new age threats. Apart from such non-traditional non-state and transnational security threats environmental degradation is a gravest threat to the future existence of the modern sovereign entities. Whereas non-traditional security is closely related to human security i.e. human security is a core component or lens through which (non-traditional security) NTS is understood and addressed. In 2004 Quad were established to coordinate humanitarian assistance and disaster relief in Indian Ocean Tsunami. The Quad’s regional strategy has evolved from a purely strategic-security framework to one that prioritizes human-centric concerns. By addressing health, climate resilience, disaster relief, and digital empowerment, the Quad is aligning its policies with the principles of human security, thus broadening its influence as a multilateral platform committed to inclusive, sustainable development in the Indo-Pacific. Therefore, this study is being conducted through qualitative research method, and the research design are descriptive and analytical based on secondary data, this paper aims to explore the intricate linkages between non-traditional security challenges and the evolving role of the Quad in shaping a human-centric strategy for the Indo-Pacific region.

Abstract

Implementasi pelayanan publik adalah upaya pemenuhan kebutuhan masyarakat yang dilakukan oleh pemerintah. Namun dalam pelaksanaanya, Implementasi Pelayanan Publik masih memiliki beberapa kekurangan. Hal ini termasuk dalam implementasi Zona Integritas Menuju Wilayah Bebas dari Korupsi (WBK) yang masih belum optimal dilaksanakan. Penelitian ini bertujuan menganalisis implementasi program pembangunan Zona Integritas di Kantor Bersama Samsat Surabaya Barat serta kendala - kendala yang dihadapi dalam implementasi program pembangunan Zona Integritas di Kantor Bersama Surabaya Barat. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Informan penelitian adalah Ka UPT PPD Surabaya Barat selaku Pembina Zona Integritas yang memiliki keterlibatan Ka UPT selaku pimpinan sebagai role model pada Pembangunan Zona Integritas. Fokus penelitian menggunakan analisis Grindle untuk mengkaji implementasi Zona Integritas Menuju Wilayah Bebas dari Korupsi (WBK) di Kantor Bersama Samsat Surabaya Barat. Teknik pengumpulan data dilakukan dengan wawancara dan observasi. Teknik analisis data penelitian menggunakan analisis deskriptif. Hasil penelitian membuktikan Implementasi program pembangunan Zona Integritas di Kantor Bersama Samsat Surabaya Barat berdasarkan model kebijakan Grindle secara garis besar bertujuan untuk mengurangi praktik korupsi pada pelayanan kendaraan bermotor sesuai kebutuhan dalam mewujudukan Good Governance yang didukung oleh Sumber Daya Manusia, Pendanaan dan Permenpan RB No. 90 tahun 2021. Sedangkan kendala dalam implementasi pembangunan Zona Integritas di Kantor Bersama Samsat Surabaya Barat adalah Kurangnya Kesadaran dan Komitmen Pegawai, Keterbatasan Sumber Daya, Resistensi dan Perlawanan dari Pihak-pihak yang Tidak Mendukung, Ketidaksiapan Infrastruktur dan Teknologi, Pola Pikir dan Budaya Organisasi Lama dan Kurangnya Pemahaman dan Dukungan Masyarakat.

Abstract

Dynamic records disposition is an important activity in records management to ensure efficiency, reduce records accumulation, and support administrative order. The East Java Provincial Marine and Fisheries Service conducted a Technical Guidance Program on Dynamic Records Disposition to improve the competencies of records managers in divisions, Technical Implementation Units (UPTs), and branch offices. This study aimed to evaluate the implementation of the program using the CIPP (Context, Input, Process, Product) evaluation model. This study employed a qualitative descriptive method. Data were collected through observation, interviews, and document analysis. The informants consisted of archivists and program participants. Data were analyzed through data reduction, data presentation, and conclusion drawing. The results showed that the program was relevant to organizational needs, as differences in understanding and skills among records managers in implementing records disposition still existed. The program was supported by regulations, competent instructors, and relevant materials, although limitations in facilities and human resource readiness remained. The implementation was carried out according to plan through lectures, discussions, and practical sessions, but faced challenges related to limited time and varying participant competencies. The program improved participants’ understanding of dynamic records disposition procedures; however, its implementation in work units was not yet optimal. Overall, the program was considered fairly effective but requires stronger follow-up, monitoring, and mentoring to support sustainable implementation.

Abstract

Public service innovation is a step toward improving the quality of services provided to the public. This study aims to analyze the implementation of the e-government based Seblak Pedes public service innovation at the Ngoro Subdistrict Office in Jombang Regency. The background for this study is the discrepancy between the objectives of the Seblak Pedes innovation and the reality on the ground. This study employs a qualitative approach using a descriptive method. In its implementation, the study draws upon e-government theory grounded in the key elements of successful e-government development, as identified by the Harvard JFK School of Government. This theory encompasses three main elements: Support, Capacity, and Value. Data were collected through interviews, observations, and documentation. Data analysis was conducted through the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of the Seblak Pedes public service innovation has not yet been optimal. Regarding the Support element, outreach was conducted only during the Seblak Pedes launch and was directed solely at village officials rather than the general public, and was subsequently carried out only through social media. Regarding the Capacity element, the availability of forms remains limited, and there is a shortage of human resources. Regarding the Value element, some members of the public still do not fully perceive the benefits of the Seblak Pedes innovation.

Abstract

Indonesia and Nepal are developing countries in Asia with contrasting geographical characteristics that influence infrastructure development and public service distribution. Indonesia is an archipelagic country with vast maritime areas and dispersed islands, while Nepal is a landlocked mountainous country dominated by the Himalayan region. These geographical differences create distinct challenges in ensuring equitable infrastructure development and public service delivery. This study aims to analyze the relationship between geographical conditions, infrastructure development, and public service distribution in Indonesia and Nepal through a comparative literature review. The study employs the perspective of territorial governance, which emphasizes that public policies and infrastructure strategies should be adapted to regional spatial characteristics, demographic conditions, natural resources, and disaster risks. Data were collected from academic literature, international reports, and previous studies concerning infrastructure development and public service governance in both countries. The findings indicate that geographical conditions significantly affect infrastructure accessibility and the distribution of public services. In Indonesia, the archipelagic structure increases transportation and connectivity costs across islands, while in Nepal, mountainous terrain constrains road construction and regional accessibility. Both countries have implemented decentralized governance approaches to address these challenges, supported by local government initiatives and development partners. However, disparities in service accessibility remain evident, particularly in remote and geographically isolated areas. This study concludes that geography is a critical determinant of infrastructure development and public service distribution. Effective territorial governance, adaptive infrastructure planning, and geographically sensitive public policies are essential to reducing regional disparities and improving public service accessibility in developing countries.

Abstract

Penelitian ini bertujuan untuk mengetahui model pembangunan kelembagaan organisasi bisnis CV Trijaya Gemilang yang bergerak dibidang katering di Kota Surabaya, dan menganalisa efektif atau tidaknya implementasi pembangunan kelembagaan tersebut, serta faktor-faktor yang mendukung implementasi. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Dimana dalam kajian pada penelitian ini difokuskan pada variabel-variabel lembaga yang ada pada CV Trijaya Gemilang bedasarkan teori Milton J. Esman meliputi kepemimpinan; doktrin; program; sumber-sumber daya; dan struktur intern. Instrument penelitian yang digunakan pada penelitian ini adalah dengan melakukan wawancara dari beberapa narasumber dan rangkuman pengetahuan dari pengalaman kerja penulis di CV Trijaya Gemilang. Hasil dari penelitian ini menunjukkan bahwa implementasi dari beberapa variabel lembaga yang dijalankan di CV Trijaya Gemilang sudah berjalan efektif, namun masih dibutuhkan pengembangan kapasitas dengan  faktor yang mempengaruhi antara lain faktor sumber daya manusia. Dan saran yang dapat peneliti sampaikan adalah dengan menambah pegawai baru dan memberikan pelatihan untuk memperbaiki kinerja pegawai. Harapannya dari penelitian ini kedepannya dapat memberikan input dalam membangun kelembagaan yang lebih baik.
