Abstract

The purpose of this study was to determine the role of BUM Desa in improving the economy of rural communities and to determine the supporting and inhibiting factors for the role of BUM Desa in improving the economy of the people of Sekapuk Village, Ujungpangkah District, Gresik Regency. The type of research used in this study is descriptive qualitative. Data collection techniques in this study were carried out by interviews, observation, and documentation. The research results obtained from this study indicate that the Role of Village-Owned Enterprises (BUM Desa) Iso Wiguno in Improving the Economy of Village Communities in Sekapuk Village has played a good role, but there are sub-indicators that have not met community expectations, namely in the aspects of coaching and loan funds, because the community hopes to get other guidance and bigger capital from BUM Desa Iso Wiguno. The supporting factors in this study are that Sekapuk Village has adequate natural and human resources, and has many programs with an easy flow. The inhibiting factors in this study were the type of training and capital. BUM Desa Iso Wiguno Sekapuk Village needs to hold training related to proper business management procedures, BUM Desa Iso Wiguno Sekapuk Village seeks to establish cooperation with other parties related to capital so that people can develop their business without worrying about their initial capital to start a business, BUM parties Iso Wiguno Village needs comparative study activities with other BUM Desa, especially BUM Desa Iso Wiguno in order to be able to carry out program innovations.

Abstract

This research aims to describe the Evaluation of the Election Smart House Program in terms of program objectives and outcomes, namely output and outcome. The research method used is a qualitative descriptive research method. Data collection techniques in this research are observation, interviews, and, documentation. The data analysis techniques used in this research are data reduction, data presentation, and conclusion. The research aspect was adopted from Wayne Parsons' evaluation theory which consists of two factors, namely output and outcome. The results of research conducted by the author show that the Election Smart House Program is not optimal due to 1). Bengkulu people who are reluctant to participate in elections can increase participation and increase public knowledge regarding elections and democracy. 2). Several activities have not been carried out well. 3) only a few activity programs have been implemented so the impact felt by the community is not yet optimal. So the author recommends that the smart home election program in the following year be implemented well and recruit cadres so that there is no shortage of human resources in carrying out smart home election activities.

Abstract

Problems related to messy cables occur because in tourist areas there are many facilities such as shops, hotels, boarding houses and so on. Increased population mobility will also affect, and there are still some providers who carry out their actions to install utility cables secretly without the knowledge and permission of the regional authorities. The government's efforts to handle and prevent messy cables are by accelerating infrastructure development and handling of messy cables in the Badung Regency area by establishing an Integrated Utilities Network Policy which is regulated in Badung Regency Regional Regulation No. 19 of 2016. This study aims to determine how the integrated utility network policy is in realizing community comfort in the South Badung area. This study uses a qualitative research approach method by examining primary and secondary data sources. The technique for determining informants in this study uses purposive sampling. This study uses the theory of policy effectiveness from Riant Nugroho. The results of the study indicate that the integrated utility network policy in realizing community comfort is quite good, which is based on the indicators of policy success that can be measured by the "five right" indicators, namely; right policy; right implementer; right target; right environment; and right process. But in its implementation, it is still not optimal, namely in the right target and right process indicators. There are several areas that have not all been realized through the integrated utility network policy due to several inhibiting factors such as uneven policy socialization and limited budget funds so that the implementation of the integrated utility network policy only focuses on several areas, namely the priority of tourism areas in the South Badung area as has been implemented in Seminyak Basangkasa Village and along Siligita Benoa Street.

Abstract

Emergency situations are conditions that need attention wherever and whenever they occur. The government has issued regulations regarding the Integrated Emergency Response System (SPGDT), but its implementation is not yet uniform. During emergencies, both medical and non-medical services needed by patients must be provided promptly. The Public Safety Center is a service for emergency cases conducted swiftly, accurately, and carefully for the community. Several regions that have implemented this service continue to develop the services provided to have a greater impact, one of which is the Public Safety Center of Tulungagung Regency, which currently implements the hotline service and the Emergency Button Public Safety Center 119 application, and from the developed services, numerous achievements have been obtained. Apart from the achievements of the developed services, the Public Safety Center of Tulungagung Regency is the first of its kind in Indonesia, thus attracting attention to see in detail how the implementation process of these services is carried out. The implementation analysis conducted in this research is based on Merilee S. Grindle's implementation theory, which consists of two major variables: content of policy and context of implementation, using qualitative research methods. The results show that the implementation process is indeed structured and clear or detailed in each of its indicators, but reinforcement is still needed in several indicators to maximize the implementation process.

Abstract

Child protection treatment that has been regulated in the Surabaya City Regional Regulation Policy No. 3 of 2023 concerning child protection. The content of the policy also regulates the protection of children with special needs to get special needs met, equal rights, the same behavior as other children to achieve full social integration and get social assistance. The city of Surabaya which received the award as a Child-Friendly City for five consecutive times. In realizing the protection of children with special needs based on the achievement children's home program which was inaugurated in 2022 on Jl. Nginden Semolo no.23. Qualitative research with a descriptive approach aims to find out how the implementation of child protection policies in the city of Surabaya. The data collection process obtained from interviews, observations and documents is used as research data analysis. The policy implementation model according to Mazmanian and Sabatier is based on three influencing variables. The results of this study show that the implementation of child protection policies based on achievement children's homes in the city of Surabaya is running according to the content of the policy. Participation from implementing officials and commitment to improve service quality.

Abstract

In the context of Indonesia's Total People’s War, the concept of a Smart Military Society emerges as a pivotal element in modern defense practices. This study aims to explore the integration of information technology, artificial intelligence, connectivity, and collaboration within military operations to construct an efficacious Smart Military Society. By harnessing the potential of ICT and smart technology, the Indonesian defense sector can effectively enhance situational awareness, decision-making processes, and response capabilities to address evolving threats. The collaboration with societal stakeholders, academia, and industries fosters innovation, adaptability, and the development of a technologically advanced defense industry. Through joint exercises and information sharing, the interoperability of defense forces improves, leading to coordinated efforts across different military components. Challenges such as cybersecurity measures must be addressed to safeguard sensitive information and critical infrastructure. The implementation of a Smart Military Society not only strengthens Indonesia's defense capabilities but also stimulates economic growth, promotes self-reliance, and enhances national security. This research contributes profound insights into the potential and challenges associated with Smart Military Society, offering valuable implications for adaptive defense strategies in the complexities of modern warfare.

Abstract

The decline in manners and morals among Generation Z and Alpha, largely due to technology dependence and insufficient religious education, necessitates urgent intervention. This research investigates innovative da'wah policies aimed at enhancing the faith and morals of youth, particularly through the Kediri City Great Mosque Youth Organization. Utilizing qualitative methods such as interviews and observations, the study incorporates various philosophical perspectives, including idealism and humanism. Findings indicate that leveraging social media and AI technology, along with positive adult role models, significantly boosts moral understanding among youth. Specifically, the research highlights impressive engagement rates for example online learning, AI applications, and organizational da'wah activities. These results underscore the critical need for a digital approach to faith and moral education, emphasizing collaboration among families, organizations, and communities to cultivate integrity and strong moral character in future generations.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi model kelembagaan berbasis gotong royong dalam pengelolaan desa wisata Hendrosari, Kabupaten Gresik, dengan fokus pada dua aspek utama: implementasi nilai-nilai gotong royong dalam struktur dan praktik kelembagaan, serta dinamika hubungan antar pemangku kepentingan dalam model kelembagaan tersebut. Pendekatan kualitatif digunakan dengan teknik purposive sampling dalam penentuan informan yang terdiri dari aktor pemerintahan, lembaga teknis, dan komunitas lokal. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, yang kemudian dianalisis menggunakan triangulasi data. Hasil penelitian menunjukkan bahwa nilai gotong royong telah hadir dalam praktik sosial masyarakat, namun belum sepenuhnya terintegrasi secara sistematis dalam kebijakan kelembagaan formal. Relasi antar pemangku kepentingan menunjukkan dinamika yang belum sepenuhnya kolaboratif, dengan dominasi aktor formal dan terbatasnya ruang partisipasi komunitas. Model kelembagaan yang berbasis nilai lokal membutuhkan rekonstruksi kelembagaan yang lebih inklusif dan adaptif terhadap nilai-nilai sosial budaya masyarakat. Penelitian ini memberikan kontribusi dalam memperkuat model tata kelola desa wisata berkelanjutan yang berbasis partisipasi, serta membuka ruang kajian lebih lanjut tentang integrasi nilai-nilai lokal dalam sistem kelembagaan desa.

Abstract

The Indo-Pacific region is a critical geopolitical arena, shaped by strategic competition, territorial disputes, and economic interdependence. This research examines the risks and opportunities for maintaining stability in the region, focusing on the implications of major stakeholders' strategies, such as China’s Belt and Road Initiative, the U.S. Indo-Pacific Strategy, and ASEAN’s regional policies. Using a qualitative approach based on secondary data, the study analyzes policy documents, reports, and academic literature to uncover key dynamics influencing regional security. The findings highlight significant risks, including rising tensions between major powers, fragmented ASEAN cohesion, and vulnerabilities to non-traditional threats such as cyberattacks and climate change. Conversely, opportunities exist through multilateral cooperation, economic integration, and technological innovations that enhance maritime security and sustainability. The research concludes that achieving stability requires balancing power dynamics, fostering inclusive dialogue, and addressing shared challenges collaboratively. By leveraging economic and technological tools while promoting transparency and trust, the Indo-Pacific can navigate its complexities to secure a stable and prosperous future. Abstract

The Planning Agency of Bangli Regency plays a role in formulating development plans to realize the New Era of Bangli. However, this institution faces obstacles in the form of limited human resources and insufficient regional funds, which hinder the planning process. Therefore, this study aims to review and analyze human resource performance and budgeting as important factors in supporting the achievement of the New Era of Bangli. This study uses a type of qualitative research using data analysis techniques, namely Data Collection, Data Reduction, Data Display, Conclussion Drawing/Verifying which connects events and describes phenomena in the field that are the topic of research through observation, interviews, and documentation and uses organizational performance theory from Kumorotomo with 4 indicators, namely Efficiency, Effectiveness, Fairness, and Responsiveness. The results of the study show that Human Resources (HR) in the Regional Development Planning Agency cannot be fully said to be in accordance with the Efficiency and Effectiveness indicators because of the inhibition in the development planning process due to the delay in SIPD verification and lack of training in planning. Meanwhile, budgeting has been said to be running quite well because of the allocation of funds used according to needs in the formulation of programs and activities.
