Abstract

The maritime domain has become an area of increasing importance for global security and defense strategies. Maritime trade accounts for over 90% of global trade, and more than half of the world’s population lives within 60 kilometers of the sea. As such, the maritime domain has significant implications for national defense strategies, including potential threats, prioritizing defense programs, and maintaining a balance between defense and economic interests. The aim of this research is to examine the implications of maritime policy on national defense strategies. The research will address factors including assessing and prioritizing potential maritime threats, coordination and communication between various agencies and governments involved in maritime defense, maintaining a balance between defense and economic interests in maritime policy, the allocation of resources and investment in maritime defense programs, and the effectiveness of maritime defense strategies in achieving their intended outcomes. The research will also explore the changing nature of maritime threats and challenges, the relevance of a strong naval fleet in implementing a country's national defense strategy, the impact of maritime disputes, and the role of new technologies. A qualitative methods approach will be utilized, including a literature review, analysis of government policies and strategies, and interviews with government officials and experts in the field of maritime security. The study will focus on a range of countries with varying levels of maritime interests, including the United States, China, Japan, and Australia. The research findings will provide insights into the implications of maritime policy on national defense strategies and highlight key considerations for policymakers in assessing and prioritizing potential maritime threats, coordinating and communicating between various agencies and governments involved in maritime defense, and maintaining a balance between defense and economic interests in the maritime policy. The research will contribute to the understanding of the changing nature of maritime threats and the role of new technologies in national defense strategies. The limitations of this study are the limited scope of available data on maritime policy and the potential challenges to accurately measure and apply these policies to national defense strategies. In addition, the various interpretations and applications of maritime policy in different countries can further complicate the analysis and generalization of the findings.

Abstract

The zoning system is part of school reform in improving the quality of education in Indonesia. One of the government's efforts in examining education is issuing new policies for the acceptance of new students through Minister of Education and Culture Regulation No. 44 of 2019 concerning Acceptance of New Students in Kindergartens, Primary Schools, Junior High Schools, High Schools, Vocational High Schools. The purpose of this study is to describe the Implementation of New Student Admission Zoning Policy as an Effort to Check the Quality of Education at the State Primary Schools and  Junior High School Level in Kapas Madya Baru, Tambak Sari District Surabaya City. The author uses qualitative considerations with the literature study method. The focus of the study uses 6 variables according to Van Meter and Van Horn in Subarsono (2013: 99), namely the size and objectives of the policy, resources, characteristics of implementing agents, propensity/tendencies of  implementers, communication between organizations and activities, and economic environment, social and political .Technical data uses  technical data. The results of this study indicate that the Implementation of New Student Admission Zoning Policy as an Effort to Study Quality in Education (Study of Primary Schools and Junior High Schools Level in Kapas Madya Baru, Tambak Sari District Surabaya City) has held policies that are in line with the expected policies. Although it requires zoning policies, there are still some challenges. There are still obstacles to the implementation of the resource variable and the social, political and economic environment.

Abstract

The flood disaster due to high rainfall and the overflow of the Lamong River which could not accommodate the incoming water discharge resulted in waterlogging in parts of Gresik Regency, especially those that occurred in Balongpanggang, Benjeng, Cerme, Menganti, and Driyorejo Districts. district. Knowing this, the Gresik Regency Government through the BPBD has made various efforts to minimize the impact that will be caused and optimize disaster management. The purpose of this research is to find out how the function of the Gresik Regency Regional Disaster Management Agency is implemented in flood emergency response. The method used in this research is descriptive qualitative with an in-depth approach. In this research using Policy Implementation Theory according to Edward III. The data used in this study were obtained from primary data and secondary data. The results showed that according to Edward III's theory, the implementation of the functions of the Gresik Regency Disaster Management Agency in disaster emergency response had been carried out properly and was also guided by Regional Regulation Number 7 of 2012 concerning Disaster Management.

Abstract

Tourism management is an effort to develop tourism villages that have valuable natural potential. This research concerns the development of tourism in Banraas Village, Gili Island, which is based on Community Based Tourism. This management is expected to have a positive impact on Pokdarwis and the people of Banraas Village who contribute directly to its development. Researchers are interested in taking the location of Giliyang Island which is known to have the 2nd highest oxygen levels in the world, especially in Banraas Village. This research aims to describe and analyze community-based tourism development Community Based Tourism in Banraas Village, Giliyang Island, Dungkek District, Sumenep Regency. At the same time describing and analyzing the inhibiting or supporting factors for community-based tourism development Community Based Tourism in Banraas Village, Giliyang Island, Dungkek District, Sumenep Regency. This research method is qualitative which refers to the Community Based Tourism theory approach Suansri (2003), namely the approach of economic principles, social principles, cultural principles, environmental principles and political principles. Data collection techniques from this study are the results of interviews with informants, observation, and documentation. The results of this study are that tourism management in Banraas Village applies a Community Based Tourism approach that refers to the Suansri theory, namely the economic principle as evidenced by the role of Pokdarwis in tourism management in Banraas Village by empowering local communities. On social principles, Banraas Village tourism is crowded with visitors supported by facilities. The principle of culture, a society that still adheres to social and religious norms. The principle of the environment, there is the use of trash cans. Political principle, society as a whole is not involved in planning and decision-making processes.

Abstract

Social rehabilitation of uninhabitable houses is a construction program for uninhabitable houses that need community participation. The construction program of social rehabilitation for the uninhabitable house is conducted by Social services in Surabaya and the Poor family Development unit. The study aims to describe and analyze institution coordination in the implementation of construction programs for uninhabitable houses. The theoretical framework uses coordination theory in Inu Kencana (2011) i.e. arrangement, synchronization, common interest, and common goals. This is a qualitative descriptive method and population sampling techniques are applied through observation, interview, and documentation. The results indicate that the indicators of arrangement, synchronization, and common goals are well applied in the implementation of social rehabilitation of the uninhabitable house program in North Perak. Whereas, the indicator of common interest is not well applied. For this reason, the program should be evaluated regarding the disbursement of funds in the implementation of social rehabilitation of uninhabitable houses.

Abstract

E-government demonstrates the strategic and coordinated use of information and communication technology (political ICT) in public administration and decision-making. Since the enactment of Presidential Decree No. 3 of 2003 concerning Political Strategy for the development of e-government and government capabilities, it is necessary to take advantage of advances in information and communication technology. The development of e-government-based public services. at the national level, many local governments have initiatives to do this by implementing E-Government. The city of Surabaya, which is the largest city in Indonesia, has not escaped the influence of these times, the Surabaya city government has begun to launch digital-based programs from various fields, one of which is in the field of government, through the Surabaya City Population and Civil Registration Service, the government innovates a system digital-based services by utilizing application platforms and websites which are used as the main window between residents who apply for Population Administration services and the Surabaya City Population and Civil Registration Service. One of the programs that has become the output of this digital-based government is the Surabaya City KALIMASADA program which has been implemented in almost all urban villages in Surabaya City.

Abstract

Education in Indonesia has experienced several curriculum changes. The curriculum is used as a tool to achieve educational goals. The curriculum plays an important role in education by preparing learning plans which include subjects, teaching methods, and teaching materials prepared for students' learning process in acquiring knowledge. Basically, the Independent Curriculum requires educational units in schools to provide full support to students, not only in learning methods but also by providing adequate resources. This research aims to determine the implementation of the Independent Curriculum. The research method used is descriptive qualitative. The data used in this research is primary data obtained from direct observation in the field, while secondary data was collected from reference source for journal articles. The research results show that the Independent Curriculum policy has been determined clearly and in detail by policy makers. However, in its implementation, there are resource challenges in implementing the Independent Curriculum policy at SMP Negeri 11 Surabaya. Policy implementers have the responsibility to provide the necessary resources to ensure the smooth implementation of established policies. In this way, policy implementation can be carried out well.

Abstract

Not all schools around us have a high level of sanitation and enviromental awareness, it can be seen from school conditions that are not very clean; garbage is scattered and not sorted, smelly and dirty bathrooms, also dry and unkempt plants. Therefore, since 2006 Ministry of Environment carried out Adiwiyata Program which aims to intensify the concern of schools and enviromental culture. So as with SDN Tembok Dukuh IV/86 Surabaya endeavor to always intensify the awareness about the schools concern, so the participation of all school residents is needed to embody Adiwiyata Program. The purpose of this research is to find out what programs are running and does all the school residents involve in running the programs. This research uses qualitative descriptive method with interview, observation, and documentation study as the data collection techniques. The result of this research is a lot of programs are carried out to support Adiwiyata Program and not all school residents participate in the programs at one time due to teachers and school staff have their own bustles, but there are several students don't participate because of the lack of enviromental awareness.

Abstract

In the process of changing the order of society's life towards a better one through development. The development process involves many factors and is interconnected, so organized planning is needed from administrative readiness to plans or concepts for development. In preparing development plans to determine policy direction and goals, accurate and accountable population data is needed, so that the use of population data can achieve the planned goals. Population data contains population registration and other important events summarized in the Population Administration Information System. This research discusses using population data to achieve state goals, namely community welfare. However, population data does not completely match the reality of local residents, so it is supported by survey results by local government officials. The research uses a descriptive method with a qualitative approach to obtain information to complete this research

Abstract

Consistency between Regional Development Planning policies is carried out through verification of Development Plan Documents at the Regional Apparatus level. Verification of the documents in question is carried out on the Preliminary Draft and Final Draft of the Regional Apparatus Work Plan which is integrated with the RKPD preparation stages. This research aims to describe and analyze the level of suitability of the substance of the Regional Apparatus Work Plan based on Minister of Home Affairs Regulation Number 86 of 2017 as well as the formulation of strategies to improve the suitability of the Regional Apparatus Work Plan. The research method used was a qualitative approach, by conducting observations and interviews with the Head of Division and Functional Planners at Bappeda R&D as well as Functional Planners at Regional Apparatus within the Economic Sector. The results of the analysis of the qualitative data that have been collected show that of the 5 (five) Regional Apparatuses in the Economic Sector scope of the Probolinggo City R&D Bappeda, there is only 1 (one) Regional Apparatus that has a high level of conformity, namely DKPPP of 85.71%, while 4 ( four) Other Regional Apparatus have low compliance levels below 50%. This cannot be separated from several obstacles/problems faced by Regional Apparatus in preparing Renja PD, including the lack of commitment from Regional Apparatus, limited time in preparing Renja PD, lack of understanding by Regional Apparatus regarding the substance of preparing Renja PD in accordance with Permendagri Number 86 2017 and the lack of communication and coordination within the regional apparatus.
