Abstract

Domestic homicide has become a serious social problem because violence within the household often ends in the loss of life. This study examines the murder case committed by a husband against his wife in Ganet, Tanjungpinang, which attracted public attention due to the element of mutilation carried out by the perpetrator. The purpose of this study is to analyze the factors causing domestic homicide and to examine the case through Travis Hirschi’s social control theory. This study uses a descriptive qualitative method with secondary data sources obtained from online news reports, journal articles, and relevant literature related to the case. The analysis technique was carried out through literature review and interpretation of social phenomena related to domestic violence and criminal behavior. The results show that the murder was not a spontaneous act, but rather the accumulation of prolonged domestic conflict, psychological pressure, weak emotional attachment, and the failure of social reintegration after imprisonment. The perpetrator’s status as a recidivist also contributed to the emergence of extreme violence. Based on social control theory, the weakening of attachment, commitment, involvement, and belief encouraged deviant behavior. In addition, the incident caused social fear, reduced public trust, and created stigma toward the victim’s and perpetrator’s families. Therefore, strengthening social control, family communication, and community participation are important efforts to prevent domestic violence

Abstract

Regional development constitutes a strategic agenda within the decentralization framework that demands good governance as its primary prerequisite. This article aims to analyze the role of good governance principles in improving the quality of regional development in West Sumatra Province, identify the obstacles encountered in its implementation, and formulate relevant policy recommendations. This study employs a literature review method by collecting, examining, and analyzing various sources, including national and international scientific journals, books, research reports, official regional government documents, and legislation related to good governance and regional development. The findings indicate that the implementation of good governance in West Sumatra possesses a distinctive characteristic, namely the synergization of good governance principles with the Minangkabau customary philosophy in the management of Nagari governance. The regional government plays strategic roles as an entrepreneur, coordinator, facilitator, and stimulator in promoting sustainable development. Nevertheless, the implementation of good governance still faces several structural challenges, such as low levels of public participation, weak partnership between the legislative and executive branches, and tension between central and regional interests. Consistent strengthening of the principles of transparency, accountability, participation, and the rule of law is key to achieving effective, equitable, and sustainable regional development in West Sumatra.

Abstract

This study is motivated by the phenomenon of the documentary film Dirty Vote II O3, which has a four-hour duration yet remains capable of maintaining audience retention on YouTube amid the growing tendency of digital audiences to prefer short-form video content. This research aims to analyze the narrative patterns used in the film to sustain active audience retention. The study employed Robert K. Yin’s case study method with a pattern matching technique to compare the film’s narrative structure with YouTube’s Most Replayed audience retention graph. The research data were obtained through audiovisual documentation of the film, narrative transcripts, YouTube audience retention graphs, and literature studies relevant to Sheila Curran Bernard’s Documentary Storytelling theory. The findings reveal that audience retention is influenced by three primary narrative elements: train of thought, sequence of evidence, and narrative tension. The highest retention occurs when narrative conflicts are immediately reinforced by authentic evidence such as video footage, audio recordings, and visual documentation, while retention declines during overly conceptual segments lacking strong visual support. In addition, the division of the film into three main chapters proved effective in maintaining narrative pacing and audience engagement throughout the film’s duration. This study concludes that a systematically constructed narrative structure plays a significant role in sustaining digital audience retention in long-form political documentaries.

Abstract

The Head of the Office of Religious Affairs (KUA) as a leader of a public service institution is expected to improve the quality of religious services amid various constraints, including limited human resources and inadequate facilities. Without an appropriate leadership style, the quality of public services is difficult to improve optimally. This study aims to analyze the leadership style of the Head of KUA in Padang Utara District in efforts to improve the quality of religious services for the community. This study employs a qualitative approach with a descriptive method. Data were collected through in-depth interviews, direct observation, and documentation studies. The analysis technique used is data reduction, data presentation, and conclusion drawing based on the Miles and Huberman interactive analysis model. The findings indicate that the Head of KUA in Padang Utara District applies a combination of transformational and participative leadership styles. This approach has proven effective in improving employee discipline and responsiveness in service delivery. Service quality is also supported by effective communication between the leader and employees, as well as well-maintained work motivation. However, services still face challenges in the form of limited staff and inadequate facilities. As improvement measures, the leader strengthens internal coordination, conducts routine employee development, provides training, and utilizes information technology in the service process. Thus, effective leadership is proven to be a key factor in improving the quality of religious services at KUA Padang Utara District.

Abstract

This study analyzes the public communication strategy carried out by the Padang City Samsat in socializing the 2025 tax amnesty program. The tax amnesty program is a regional government policy that aims to increase taxpayer compliance and local revenue through the elimination of late vehicle tax payment fines. This study uses a descriptive qualitative research method with a case study approach. Data collection was conducted through in-depth interviews with key informants from the Padang Samsat and supporting informants from the community. The results of this study indicate that the Padang City Samsat has implemented a comprehensive public communication strategy using various media channels. The effectiveness of the communication strategy can be seen from the enthusiasm of the community when participating in this tax amnesty program. However, there are several obstacles for the Padang Samsat in socializing this program so that the community can comply with taxes. There are several obstacles faced by the Padang Samsat in implementing socialization, including difficulties in reaching communities in remote areas with very minimal internet access, low taxpayer awareness and the lack of optimal management for service queues that impact the comfort of the community when participating in this program.

Abstract

The food estate policy has been promoted as a state intervention to strengthen Indonesia’s national food security; however, its implementation reveals complex and multidimensional challenges encompassing ecological, social, epistemic, and governance dimensions. This literature study aims to comprehensively analyze how the food estate policy operates as an instrument of state intervention in addressing national food security challenges by examining its conceptual, ecological, social, epistemic, and legal dimensions. This study employs a literature review approach, systematically analyzing scholarly articles, institutional reports, and policy documents through data reduction, presentation, and interpretive conclusion drawing. The findings reveal that the program faces major structural obstacles: peatland degradation and hydrological damage, low land suitability leading to repeated harvest failures, limited community participation, threats to Indigenous land rights and traditional food systems, domination of technocratic knowledge that marginalizes local agroecological practices, and regulatory gaps that undermine transparency and social justice. From legal and governance perspectives, existing regulations — including Perpres 109/2020 — have not fully ensured environmental sustainability or agrarian justice. Cumulatively, these structural barriers severely limit the food estate program’s effectiveness as a long-term solution for national food security.

Abstract

This article examines the problems of handling domestic violence reports within Indonesian police institutions from the perspective of victim protection, with an empirical focus on reporting practices in Semarang City. The study responds to the gap between Law Number 23 of 2004 on the Elimination of Domestic Violence and victims' experiences when entering the criminal justice process. It employs an empirical juridical method with a qualitative descriptive approach. Data were obtained from legal documents, academic literature, official reports from Komnas Perempuan and the Ministry of Women Empowerment and Child Protection, victim-assistance records, and semi-structured interviews with victim advocates and police officers. The findings show that the reporting stage is still influenced by a legal culture that treats domestic violence as a private family conflict; limited victim-friendly facilities, female investigators, and referral mechanisms increase the risk of secondary victimization; and the practice of shifting evidentiary burdens to victims weakens access to justice. The discussion connects these findings with previous studies in Semarang, Palu, Yogyakarta, Bogor, Kepulauan Aru, and normative studies on the Domestic Violence Law. This article proposes a victim-protection model based on standardized initial response, risk assessment, proactive evidence-gathering, and integrated services connecting the police, local protection units, health services, and legal aid institutions.

Abstract

This study aims to describe the dialectic of persona and self in the Re character's personality structure in the novel Re, by Maman Suherman. Perempuan by Maman Suherman, from the perspective of analytical psychology as developed by Carl Gustav Jung. A qualitative descriptive method with a literary psychology approach was employed. Data were collected by reading and taking notes on Re's narration, dialogue and monologue, which represent personality dynamics. These were analysed using a text-interpretive analysis model. The results show that the interplay between persona and self in Re does not result in identity fragmentation or radical transformation, but instead creates a stable structural balance. The persona of a lesbian sex worker coexists with an active personal value system, ensuring that the self is not diminished by the socially stigmatised role. Tension between the two is evident in the character's emotional fluctuations but does not result in personality disintegration. Re can be said to represent the complexity of the human condition by maintaining continuity of central personality amidst social identity paradoxes, which makes a structural reading of the relationship between persona and self relevant in literary psychological studies.

Abstract

Risk management is a critical element in the governance of development projects, particularly within the framework of public governance that emphasizes accountability, transparency, and the efficient use of resources. This article aims to examine the theoretical foundations of risk management, identify the key challenges in its implementation, and formulate effective mitigation strategies in the context of development projects. A qualitative approach with a descriptive-analytical literature review method was employed, drawing on international journals, reports from global institutions such as the World Bank, IPCC, and UNDRR, as well as policy documents from both developing and developed countries. The findings indicate that risks in development projects can be categorized into seven main groups: technical, financial, regulatory, environmental, socio-political, institutional, and informational risks. The most significant challenges identified include project environment complexity, information asymmetry, limited institutional capacity, corruption, and escalating climate-related risks. Effective mitigation strategies encompass the application of an integrated risk management framework based on ISO 31000:2018, institutional capacity building, enhancement of transparency and accountability, collaborative governance approaches, and the utilization of technologies such as AI, GIS, BIM, and blockchain. This study concludes that the effectiveness of risk management is fundamentally determined by governance quality and must be integrated with institutional reform agendas and the principles of sustainable development.

Abstract

Flooding is a perennial environmental and spatial problem in Dadok Tunggul Hitam Village, Padang City, triggered by high rainfall, low topography, and poor drainage. The complexity of this problem cannot be resolved by the government alone but requires multi-stakeholder collaboration, which has not yet been optimally implemented. This study aims to analyze the effectiveness of intersectoral collaboration and assess local community participation through the Disaster Preparedness Village (KSB) Program in flood preparedness. The research method used is descriptive qualitative. Data were collected through field observations in five affected neighborhood units (RW) (Parak Jambu, Maransi, DPR Ujung, Rawang, and Anyelir Ujung) and in-depth interviews with KSB village and sub-district administrators. Data analysis techniques were carried out through data reduction, data presentation, and drawing conclusions based on theme grouping (thematic analysis). The results show that community involvement is at a moderate level (65% actively involved), which is influenced by minimal disaster education and limited budget allocation. Nevertheless, this intersectoral collaboration has successfully promoted inclusive decision-making mechanisms through deliberation, accurate validation of victim data, the establishment of a responsive early warning system, and the strengthening of collective community resilience at the grassroots level.
