Abstract

West Sumatra is one of the regions in Indonesia with a high level of disaster vulnerability based on data from the 2024 Indonesian Disaster Risk Index (IRBI). Its geographical location within the Ring of Fire makes it vulnerable to earthquakes, tsunamis, floods, landslides, and flash floods of cold lava flows. The high intensity of disasters demands effective, integrated, and responsive disaster management. However, the implementation of disaster management policies in West Sumatra still faces obstacles, such as sectoral egos between agencies, weak integration of disaster information, limited resources, and suboptimal cross-sectoral coordination at every stage of the disaster. These conditions have resulted in suboptimal mitigation, preparedness, emergency response, and post-disaster rehabilitation processes. This article aims to analyze the effectiveness and multi-actor coordination in disaster management in West Sumatra through a collaborative governance perspective. The research uses a literature review method with a descriptive and thematic analysis approach to scientific journals, books, policy documents, and regulations related to disaster governance. The analysis was conducted by identifying the relationship between policy effectiveness, inter-institutional communication, community participation, and the quality of collaboration within the disaster management system. The study results indicate that disaster management effectiveness is influenced by the quality of inter-institutional coordination, policy communication, clarity of role allocation, and community participation. A collaborative governance approach through the Pentahelix model and the Disaster Risk Reduction Forum (FPRB) can strengthen synergy between actors and increase community resilience to disaster risks. Furthermore, strengthening coordination forums is necessary to improve the effectiveness of regional disaster management policies.

Abstract

Public services in Indonesia currently face various challenges, such as complex bureaucratic processes, low service efficiency, and the suboptimal use of digital technology to support governance. These conditions drive the need for innovation through the application of Artificial Intelligence (AI) in e-government systems to improve the quality of public services. This study aims to analyze the role of AI in transforming the orientation of public services from an administrative and reactive system to a more predictive, responsive, and data-driven one. The study employed a literature review method, examining relevant literature on AI, e-government, and public services published between 2020 and 2026. Data were collected through a literature review and analyzed using descriptive-qualitative analysis techniques by identifying, comparing, and synthesizing findings from previous research. The results show that the application of AI in e-government-based public services can improve the effectiveness, efficiency, transparency, and responsiveness of services through process automation, faster data management, and support for data-driven decision-making. However, its implementation still faces various challenges, such as limited digital infrastructure, human resource quality, data security, and regulations that do not fully support the use of AI. Therefore, it is necessary to strengthen infrastructure, increase the capacity of the apparatus, and adopt adaptive policies so that the use of AI can support the realization of more modern and quality public services.

Abstract

Stunting remains one of the most serious global public health and human development problems, particularly in low- and middle-income countries. The complexity of stunting's causes suggests that it cannot be addressed solely through health sector interventions but requires multisectoral collaboration involving nutrition, sanitation, education, social protection, economic development, and governance. This study aims to analyze multisectoral approaches to stunting reduction across countries through a literature review. The study used 20 academic journals indexed by Scopus and SINTA published between 2020 and 2026. Data were analyzed using a thematic synthesis focusing on governance, collaborative policies, institutional synergies, and integrated intervention models. Findings indicate that countries that successfully reduce stunting generally implement strong collaborative governance, integrated policy implementation, institutional coordination, and nutrition-sensitive interventions. Furthermore, political commitment, local governance, and institutional capacity are identified as important determinants in accelerating stunting reduction. This study contributes to the public administration perspective by emphasizing the importance of multisectoral governance and collaborative public policies in addressing stunting globally.

Abstract

Government digital transformation has become a global strategic agenda that fundamentally reshapes the public service paradigm. However, a critical question remains inadequately addressed: to what extent does digital transformation genuinely create public value for citizens? This article aims to analyze the concept of public value creation within the context of government digital transformation through a literature review of twenty scientific articles published between 2022 and 2026. The findings indicate that government digital transformation holds significant potential for creating public value through enhanced service efficiency, transparency, accountability, and citizen participation. Mark Moore’s Strategic Triangle theory serves as the dominant analytical framework linking digital innovation to public value creation. Nevertheless, the digital divide, low digital capacity among government officials, and data system fragmentation remain major barriers limiting inclusive public value realization. This study recommends digital-based co-production approaches, strengthening digital literacy for citizens and officials, and integrating national service platforms (INA Digital, SPBE) as instruments for sustainable public value creation.

Abstract

The era of digital disruption has fundamentally transformed the landscape of organizational leadership. Leaders are now confronted with a dual complexity: managing internal technological transformation while simultaneously responding to intensifying public opinion pressure driven by social media penetration. This article presents a literature review of leadership dynamics within the context of digital disruption and public opinion pressure. By examining and synthesizing various internationally reputed academic literature from Scopus and Web of Science databases (2023-2025), this study identifies dominant themes, research gaps, and future research agendas. Thematic analysis reveals that: (1) digital leadership remains in a maturing phase as a scholarly field; (2) the integration of external pressure factors  including public opinion dynamics into leadership models represents a critical unresolved gap; and (3) adaptive leadership grounded in emotional intelligence and transparency proves effective in crisis conditions. This study contributes a comprehensive synthesis and research roadmap for developing leadership models that are responsive to digital and social dynamics.

Abstract

Digital transformation has become a central agenda of bureaucratic reform in Indonesia. This study aims to analyze the role of digitalization in improving public administration performance through a literature review approach covering twenty academic articles published between 2020 and 2025. Using a thematic analysis framework based on Good Governance dimensions, the study finds that digitalization consistently contributes to improvements in efficiency, transparency, accountability, and responsiveness of public administration. However, the effectiveness of this contribution is conditional and moderated by digital human resource capacity, technology infrastructure quality, leadership commitment, and regulatory conduciveness. The study also identifies three major research gaps: the scarcity of multidimensional studies, the lack of inter-regional comparative research, and the absence of integrative frameworks. This article contributes to the development of a conceptual model of the digitalization-public administration performance relationship.

Abstract

Smart city implementation in developing countries has expanded rapidly over the last decade; however, its success remains constrained by challenges that differ significantly from those faced by developed countries. This article aims to analyze the patterns of smart city implementation, identify the determinants of success and failure, examine existing research gaps, and propose an integrative analytical framework for the context of developing countries. The study employs a literature review method with a narrative-thematic approach, drawing on twenty scientific articles published between 2020 and 2025. The findings indicate that smart city implementation in developing countries is still largely dominated by technology-driven and digital governance approaches, with research heavily concentrated in more developed urban areas while paying limited attention to archipelagic regions and vulnerable groups. The key determinants influencing implementation include digital infrastructure inequality, fragmented governance and regulatory frameworks, limited human resource capacity, and low levels of social inclusivity and public participation. The review also identifies six major research gaps: gender inclusivity, smart city development in archipelagic and disadvantaged regions, long-term impact assessment, perspectives of non-digital citizens, comparative studies across ASEAN countries, and integrated evaluation frameworks. Based on the synthesis of these findings, this study proposes the “Tri-Nexus Smart City” framework, consisting of the Infrastructure Nexus, Governance Nexus, and Social Inclusivity Nexus as simultaneous prerequisites for successful smart city implementation in developing countries. These findings provide both theoretical contributions and policy implications for the development of more adaptive, inclusive, and sustainable smart city initiatives.

Abstract

The digitalization of public services has become a strategic agenda for governance development in the Industry 4.0 era. In Indonesia, implementation of the Electronic-Based Government System (SPBE) through Presidential Regulation No. 95/2018 has driven significant bureaucratic digital transformation, evidenced by a 43-rank improvement in the UN E-Government Development Index from 107th (2018) to 64th (2024). However, the relationship between digitalization and citizen satisfaction still reveals gaps requiring deeper examination. This article narratively reviews key findings from 16 Scopus and SINTA academic articles (2019–2024) as the primary review corpus, using a narrative literature review approach that relies on thematic synthesis and critical analysis of 16 purposively selected articles. Five major themes were identified: (1) conceptualization of digital transformation, (2) e-government service quality and citizen satisfaction, (3) digital governance and co-production, (4) the Indonesian and developing country context, and (5) digital infrastructure impacts. Findings consistently demonstrate that digitalization positively influences citizen satisfaction through improved accessibility, efficiency, information quality, and system trust. The digital divide, low digital literacy, and bureaucratic resistance are critical moderators that weaken these positive effects. Four research gap dimensions are identified: contextual, methodological, thematic, and temporal, indicating the urgency of quantitative empirical research in the Indonesian context.
