Abstract

This study aims to examine the representation of women in the novel Cantik Itu Luka by Eka Kurniawan through a feminist perspective. The novel portrays various experiences of women related to gender inequality, including violence, bodily exploitation, and social marginalization. This research employs a qualitative method with a descriptive-analytical approach. The data consist of selected excerpts that reflect the representation of female characters in the novel. The findings reveal that women in Cantik Itu Luka are often positioned as victims within a patriarchal system; however, they also demonstrate forms of resistance, both explicit and implicit. This representation highlights the complexity of women’s roles, not only as oppressed figures but also as individuals who possess the agency to survive and resist. Therefore, the novel serves not only as a reflection of social reality but also as a critique of persistent gender inequality in society.

Abstract

The rapid growth of Instagram news production has created a journalistic problem: news must be delivered in concise, visual, and sequential formats while still maintaining accuracy, context, and editorial coherence. This study aims to analyze how carousel posts function as a visual narrative format in digital journalism and how the format changes the structure of news delivery. This research uses a qualitative approach with qualitative content analysis of 15 carousel news posts uploaded from January to March 2026 by five Indonesian Instagram news accounts: @malakaproject.id, @tempodotco, @cnnindonesia, @ussfeeds, and @totalpolitikcom. The analysis examines the function of opening slides, core slides, closing slides, the relationship between visual elements and short text, and transitions between slides. The findings show that carousel posts do not merely visualize news, but organize information into connected narrative units. Opening slides function as attention hooks, core slides build context and chronology, while closing slides provide summary or interpretive emphasis. The swipe mechanism shapes rhythm, suspense, and continuity. These findings indicate a shift in digital journalism from linear text-based narration toward sequential visual narration that requires active audience movement, careful editorial selection, and stronger control over context so that news remains coherent, complete, and accountable within platform-based communication.

Abstract

The implementation of study assignments for State Civil Apparatus (ASN) at the Regional Personnel Agency of West Sumatra Province still faces various administrative obstacles and regulatory dynamics that influence the decision-making process. Frequently occurring problems include incomplete documents, administrative delays, and policy changes that require rapid procedural adjustments. These conditions cause the process of determining study assignments to require more complex coordination and organizational considerations. Furthermore, ASN are still found to begin education before the study assignment decision letter is issued, thus affecting the effectiveness of the administrative and verification processes within the BKD. This study aims to analyze the decision-making process for ASN study assignments at the BKD of West Sumatra Province, identify the administrative obstacles faced, and explain the organization's strategies in supporting ASN competency development. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Research informants were selected using purposive sampling. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña through data reduction, data presentation, and conclusion drawing. The results show that the study assignment decision-making process is carried out through systematic administrative stages based on regulations and organizational needs. The Regional Civil Service Agency (BKD) plays a crucial role in administrative verification, inter-agency coordination, and ASN competency development through the Human Capital Development Plan (HCDP) and administrative digitization using the SRIKANDI application. Research findings also indicate that an organization's ability to adapt to regulatory changes is a crucial factor in maintaining effective administrative services and ASN competency development within local governments

Abstract

West Sumatra is one of the regions in Indonesia with a high level of disaster vulnerability based on data from the 2024 Indonesian Disaster Risk Index (IRBI). Its geographical location within the Ring of Fire makes it vulnerable to earthquakes, tsunamis, floods, landslides, and flash floods of cold lava flows. The high intensity of disasters demands effective, integrated, and responsive disaster management. However, the implementation of disaster management policies in West Sumatra still faces obstacles, such as sectoral egos between agencies, weak integration of disaster information, limited resources, and suboptimal cross-sectoral coordination at every stage of the disaster. These conditions have resulted in suboptimal mitigation, preparedness, emergency response, and post-disaster rehabilitation processes. This article aims to analyze the effectiveness and multi-actor coordination in disaster management in West Sumatra through a collaborative governance perspective. The research uses a literature review method with a descriptive and thematic analysis approach to scientific journals, books, policy documents, and regulations related to disaster governance. The analysis was conducted by identifying the relationship between policy effectiveness, inter-institutional communication, community participation, and the quality of collaboration within the disaster management system. The study results indicate that disaster management effectiveness is influenced by the quality of inter-institutional coordination, policy communication, clarity of role allocation, and community participation. A collaborative governance approach through the Pentahelix model and the Disaster Risk Reduction Forum (FPRB) can strengthen synergy between actors and increase community resilience to disaster risks. Furthermore, strengthening coordination forums is necessary to improve the effectiveness of regional disaster management policies.
