Journal Ilmu Pemerintahan Majapahit Policy diterbitkan oleh Prodi Ilmu Pemerintahan fakultas Ilmu Sosial dan Ilmu Politik Universitas Islam Majapahit (UNIM) Mojokerto, sebagai media komunikasi serta sumber informasi bagi akademisi, pengamat sosial, isu tata kelola pemerintahan, kebijakan publik dan kearifan lokal. Artikel yang diterbitkan merupakan hasil penelitian, refleksi, dan studi kritis aktual dengan memperhatikan tema sosial, ilmu politik, tata kelola pemerintahan dan kebijakan publik. Publikasi jurnal ini meliputi artikel, catatan penelitian, pengumuman konferensi, lokakarya dan seminar, serta ulasan buku. Majapahit policy diterbitkan pada bulan Desember dan juni setiap tahun dan pertama kali diterbitkan pada bulan Desember 2020. Jurnal ini berfokus pada studi tentang: 1. Kebijakan Publik, 2. Abstract

This research discusses the implementation of the RPJMDES in the field of development and empowerment in DeesaWatesumpak, Trowulan District, Mojokerto Regency. There is a problem formulation, namely regarding the process of preparing the RPJMDES,factors inhibiting and supporting the implementation of the RPJMDES and the implementation of the RPJMDES in the field of development andempowerment. This research uses 2 theories, namely development and empowerment theory by Edi Suharto. Deep goalsThis research is to find out how the written RPJMDES conforms to the immediate conditions found in itfield and inhibiting and supporting factors in the realization of RPJMDES in Watesumpak village.The method used is a qualitative case study method. This data collection technique uses observation, interviews, anddocumentation. Based on the results of this research, it is revealed that First, the process of preparing the RPJMDes was formulated bycommunity in MUSDES, then deposited with BPD to be determined by SEKDES, village officials carry out alignmentvillage data or comparing Watesumpak Village data with current village conditions. Village Secretary. Second, the inhibiting factor is the budgetand unexpected conditions, and the supporting factor is community involvement in conveying aspirations and participationsociety in development. Third, implementation in the development sector, there are 9 programs that have been agreed upon and have been implementedThere are programs underway and there is 1 development program that has not been implemented, namely in every rainy season through normalizationflood control channels in every rainy season through normalization of village irrigation channels, and in the field of empowermentthere are 13 programs that have been mutually agreed upon, there are 12 programs that have been implemented and there is 1 program that has not been implementednamely in empowering the conservation of underground water sources

Abstract

Government human resources (HR) have enormous potential for economic growth and prosperity. The competitiveness and capacity of a village can be increased with the help of highly educated and superior quality personnel. The role of local government in planning and managing development programs to optimize village potential is very important. To optimize development, collaboration and coordination of government human resources is required. The purpose of monitoring and evaluating development programs is to ensure alignment with established goals. Human resource management which focuses on planning and utilizing human resources is very important for achieving the organization's vision and mission. Sarirejo Village, Mojosari District has quite large potential for developing human resources (HR). This recognition cannot be separated from the productive efforts of Sarirejo residents in improving educational achievement. Sarirejo Subdistrict has the potential for MSME growth. Sarirejo Subdistrict has held various skills development training activities for the community, including socialization on making halal certificates to develop existing MSMEs so that they can transition into the medium business category. In the digital era, human resource development also requires collaboration between management, employees and digital platform service providers. Collaboration is critical to the successful implementation of digital HR administration.

Abstract

ABSTRACT : In providing services to the public, the government is expected to be able to carry out its duties and authorities properly and not abuse its position and is expected to uphold the values ??and norms that exist in the community, which is commonly referred to as ethics. Discipline of the apparatus/employees is a benchmark in the realization of a good bureaucracy (Good Gavernance), because the main function of the apparatus/employees is to serve the public and is also more concerned with the public interest than their own interests. With the ethics and code of ethics for Civil Servants, it can make the apparatus/employees more efficient and responsible for the duties and authorities given to them, the government administration process will also be able to run smoothly if the behavior of the apparatus follows ethical values.Based on the results of research that has been obtained through several informants that government ethics can be seen in the implementation of the code of ethics for Civil Servants (PNS) with program efforts that can create good conditions. The results of the study prove that the quality and quantity of human resources of the apparatus/employees is still low and is also hampered by several other factors. With the programs that are run, it is expected to provide an increase in the quality of human resources in the future so that the services provided will be able to run well and the community can feel satisfied with the services provided.

Abstract

The market is a mechanism that brings together buyers (consumers with sellers) and producers so that both can interact to form an agreement. The role of the Village Government in structuring traditional markets in Dlanggu Village, Dlanggu District, Mojokerto Regency is very important because the village market is a meeting place for sellers and buyers to conduct transactions or buying and selling goods and services, so that village markets can be crowded and develop, village market arrangements are needed. With governance by the village, it is hoped that later it will improve the welfare of the people in the village.This study uses a qualitative method, the data collection method used is using interviews, observations or observations with references to previous research and journal references to analyze research results. This research is descriptive analysisThis research is analyzed with George's Organizational Management Theory. R. Abstract

The dynamics of the voting process during the COVID-19 pandemic, during the election in Mojokerto Regency, had an impact on the psychology of voters. Therefore, socialization is often done to increase voter participation. The election process which is quite strict with rules accompanied by the application of health protocols, in order to avoid high crowd levels, is a new method applied by the KPUD, but these rules can affect the level of voter participation. The formulation of the problem in this study is what factors affect the high voter turnout in elections in the midst of a pandemic. The purpose of this research is to determine the factors that influence the high participation. This study uses a theoretical approach to political participation as an activity intended to choose good government either directly or indirectly.This research method uses mixed research including library research methods by reviewing library and information sources including scientific articles, books, research reports, and news related to the theme of political volunteers and elections. The analyzed data relates to voter participation in elections; factors that influence voters during the pandemic in the 2020 Mojokerto Regency election, recap data manually and recap data online. The results of this study resulted in several findings including: 1) supporting factors and inhibiting factors. The supporting factors are dominated by the use of KPU social media and each candidate pair. 2) data on the number of voters, users of the right to vote including disabilities, and the votes acquired by pairs of candidates show: a) the comparison of the number of voters with users of voting rights: 78.66%; b) the ratio of the number of voters to users of the right to vote with disabilities: 41.82%; c) Comparison of votes between candidates, namely pair 1: 65.2%; b) couple 2: 15.4%; and c) partner 3: 19.4%.

Abstract

The biggest challenge in implementing simultaneous local elections during a pandemic is the level of compliance with health protocols. Candidate participantsPilkada that has a mass basis is certainly an important spotlight for compliance with the implementation of health protocols. Commitment of election participants in various regionsRegions including Mojokerto Regency will certainly be very significant in suppressing the spread of Covid-19. This research aims todescribes the level of compliance of the Mojokerto Regent candidate pair for the 2020-2025 period in implementing health protocols at the time of registration at the KPU.By considering various regulations related to health protocols during a pandemic, the description in this study covers the general pictureregent candidate registration activities, the stages of registration, as well as the compliance of regent candidate pairs in carrying out health protocols. Research Typewhich is used in this study is to use a qualitative descriptive type of research where the basis of this research is interviews, namelyconducting dialogues (interviews) with informants with questions related to research.The results of the study show that from the entire registration process, all candidate pairs have carried out various stages by implementing the protocolhealth in a disciplined manner. Likewise with the organizers, all the rules given to the candidate pairs are designed so that there are no loopholesCovid-19 transmission. The Mojokerto Regency KPU was successful in carefully socializing the health protocol regulations to each candidate pair.However, there are dynamics in the nomination process, especially at the registration stage, including delays in collecting resultsswab and the procession before the registration process

Abstract

This study aims to describe how the implementation of village government policies in increasing Original IncomePacet Village (PADes). Increasing village independence is closely related to the village's ability to manage Village Original Income (PADes).Pacet Village is a village dubbed as a tourist area of ??Pacet District, with its natural assets and potential that can beused as a field to improve the economy. The theory used in this study uses two studies, namely Talcott's AGIL TheoryParsons and the Concept of Public Policy. In this research, the method used is descriptive qualitative method. This data collection techniqueusing observation, interviews, and documentation. Based on the research, the writer can conclude that the success or failure ofThis increase in village original income cannot be separated from the role of the village government to properly manage the assets and potential of the village they ownhave. In addition, to increase economic growth and village performance for the Pacet BUMDES village, it can be measured from the results of the incoming budget fromvillage assets per year viewed from the short and medium term village government policies in advancing village performance for BUMDESThe village economy is also the key to the village's success in managing the village's potential. So in this case between the village governmentand the community contribute to each other in an effort to increase the village's original income.

Abstract

This study aims to determine the extent to which Good Governance in public services is implemented by the government in the Office ofGede District. The research method used is descriptive qualitative. Data collection techniques used include observation,interviews and written documents. The concept used in this study is to use the Ideal Type of Bureaucracy according to MaxWeber by linking the 8 principles of good governance according to the UNDP (United Nation Development Program). The results showed thatthe implementation of good governance in Mojokerto Regency, especially in public services at the Gedeg District Office, it can be said thatgovernment apparatus in Gedeg sub-district has implemented 6 (six) of the 8 (eight) principles of good governance that apply in accordance with UNDP(United Nations Development Program). However, it still requires an evaluation. The principles of good governance that have been successfully applied byThe Gedeg sub-district government includes the following principles of participation, rule of law, transparency, responsiveness, effectiveness and efficiency, andaccountability. This success can also be driven by a commitment from leaders to be able to reform the bureaucracy for the better,awareness of the employee apparatus to change for the better and the existence of rules that can support the implementation of good governance.

Abstract

Jetak village is a village known as a tourist village because of its natural resources that can be managed into tourism. The purpose of this study is to formulate the role of the village government in tourism management and what are the supporting and inhibiting factors for tourism in Jetak village. This type of research is a qualitative research used to examine the condition of natural objects. The results of this study indicate that the role of the village government is to form village regulations on tourism, form Bumdes and channel funds. The supporting and inhibiting factors for tourism include the existence of natural resources that can be utilized, namely Pidakan and Watubale beaches, which can improve the community's economy. In addition to supporting factors, there are inhibiting factors in the form of limited funds in tourism development and management, because the village budget funds are not focused on tourism but are distributed to other needs such as assistance to the community. There is a decrease in the number of visitors.

Abstract

In social life, if humans never communicate with other people, they will be isolated from the environmentPublic. The influence of this isolation will certainly bring up mental stress which in the end brings people out of balance(mental disorders). Sara Wijayanto's mystical genre content with the title "Sara's Mystery Diary" explains several stories that sometimes havesimilarities with the stories and experiences (depressed, depressed, hopeless) experienced by Saradicts so that they feel close to the charactersthe media even though they have never met at all. This is then referred to as parasocial interaction. The purpose of this research is todetermine the magnitude of the influence of Parasocial Interaction on Sara's Mystery Diary content on the Mental Health of Saraddicts Surabaya. Parasocial interactionseen based on indicators of similarity of experience (empathy) and admiration (work, life, how to explain) Sara Wijayanto. MethodThis study uses quantitative methods. To test the hypothesis, the data analysis technique used is path analysis with the equationfirst (simple linear regression) and the second equation (multiple linear regression). The results of this study indicate that this research provesthe influence of Parasocial Interaction on mental health Saraddicts Surabaya. However, the effect is small and is more towards communicationempathy. Meanwhile, the influence of parasocial interaction through the variables of viewing frequency and age has no effect on mental health. InteractionThe parasocial events that occur in Sara's Mystery Diary have more influence on empathic communication, which means effective communicationshows a sense of mutual understanding between the communicator (Sara Wijayanto) and the communicant (Saraddicts Surabaya)
