Journal Ilmu Pemerintahan Majapahit Policy diterbitkan oleh Prodi Ilmu Pemerintahan fakultas Ilmu Sosial dan Ilmu Politik Universitas Islam Majapahit (UNIM) Mojokerto, sebagai media komunikasi serta sumber informasi bagi akademisi, pengamat sosial, isu tata kelola pemerintahan, kebijakan publik dan kearifan lokal. Artikel yang diterbitkan merupakan hasil penelitian, refleksi, dan studi kritis aktual dengan memperhatikan tema sosial, ilmu politik, tata kelola pemerintahan dan kebijakan publik. Publikasi jurnal ini meliputi artikel, catatan penelitian, pengumuman konferensi, lokakarya dan seminar, serta ulasan buku. Majapahit policy diterbitkan pada bulan Desember dan juni setiap tahun dan pertama kali diterbitkan pada bulan Desember 2020. Jurnal ini berfokus pada studi tentang: 1. Kebijakan Publik, 2. Abstract

This study aims to determine how economic strengthening based on community empowerment through innovation of sacred market in Warugunung village, Pacet District, Mojokerto Regency and the causes of obstacles/conflicts that occur. This study uses a descriptive method with a qualitative approach. Data were analyzed through interview techniques, direct observation in the field, and documentation. The results of this study reveal that the Pasar Keramat administrators, with assistance from the Yayasan Bambu Lingkungan Lestari (YBLL), PT. Multi Bintang Indonesia, and the Warugunung Village Government, Pacet District, Mojokerto Regency, have made various efforts to empower the community in Warugunung Village, Pacet District, Mojokerto Regency. These efforts are realized through innovation by building the Pasar Keramat, accommodation facilities, and UMKM galleries. In addition, community empowerment is carried out through various trainings, such as bamboo schools, weaving schools, dance schools, visits to the Papringan Market in Central Java, and training in cooking and serving healthy food in Dlanggu Village. These initiatives are expected to provide a significant contribution to strengthening the economy of the Warugunung Village community, Pacet District, Mojokerto Regency

Abstract

Community empowerment is a strategy carried out to achieve long-term socio-economic independence of the community. Community empowerment through Micro, Small, and Medium Enterprises (MSMEs) is the main agenda. In the midst of economic challenges and global developments. This study aims to determine the Government's Strategy in Encouraging Community Empowerment Through Klepon MSMEs in Bulang Village, Prambon District, Sidoarjo Regency. The method in this study is to use a quasi-qualitative approach (qualitative research) using a case study used in this study. The strategy for empowering Klepon MSMEs in Bulang Village shows that the integration between local initiatives and village government support can have a significant positive impact on the local economy, that the Bulang Village Government, Prambon District, Sidoarjo Regency, is actively involved in supporting the empowerment of Klepon MSMEs. In this case, the five empowerment approaches are enabling, empowering, protecting, supporting, and sustaining. Overall, these approaches are used as a basis for designing a comprehensive strategy to improve the performance and sustainability of Klepon MSMEs. Through the application of these approaches

Abstract

This research effort aims to examine the implementation of Mojokerto Mayor Regulation Number 28 of 2022 and to determine the impact of the implementation of the Mojokerto City Social Service P3A in implementing Mojokerto City Mayor Regulation Number 28 of 2022. This study uses a qualitative descriptive methodology, combining interview techniques, documentation, data validity assessment, extended observation, continuous observational involvement, and triangulation. Primary data were obtained through interviews with informants from the Mojokerto City Social Service P3A and recipients of disability assistance, while secondary data were obtained from literature studies related to the implementation of Mojokerto City Mayor Regulation No. 28 of 2022. The results of the study indicate that the implementation of the mayor's regulation No. 28 of 2022 concerning Disability Protection by the Mojokerto City Social Service P3A has shown effectiveness and success in achieving policy objectives. The integration of this policy with programs such as "Bhaksos Bareng Mas PJ" and "Mas PJ Antusias Kemaslahatan" demonstrates the city government's commitment to building an inclusive and equitable environment for all members of society, with a special emphasis on individuals with disabilities. Abstract

This study aims to analyze the optimization of human resource governance in the provision of public services in Gembongan Village, Gedeg District, Mojokerto Regency, using a qualitative approach through observation, interviews, and documentation. Primary data were obtained from interviews with village officials and local communities, while secondary data came from journals and relevant documents. The results of the study indicate that the recruitment process for village officials is in accordance with regulations, and training organized by the district government focuses on increasing the capacity of officials, especially in technology-based financial management. Performance assessments are carried out by the Village Consultative Body (BPD) with indicators of attendance, participation, and quality of service. However, there are several obstacles in optimizing human resource governance, such as low motivation, work ethic, and differences in technological capabilities. These obstacles hinder adaptation to technological changes and the implementation of public services, including night services, which have not been running optimally. This study emphasizes the importance of ongoing training and technical support to improve the quality of public services that are appropriate according to applicable provisions, so that the community can feel the maximum benefits.

Abstract

This study aims to understand the implementation of Law Number 16 of 2019 concerning Amendments to Law Number 1 of 1974 concerning Marriage, especially in the context of early marriage in Torjun Village, Torjun District, Sampang Regency. Although there have been strict regulations to regulate the age limit for marriage, the phenomenon of early marriage still often occurs in the area. This study uses a descriptive qualitative approach to describe reality accurately through words, using relevant data collection and analysis techniques and obtained from scientific situations to dig deeper into the culture, norms, and social dynamics that influence the sustainability of this practice. This study uses Edward III's Policy Implementation Theory where policy implementation includes four key variables that influence the implementation of public policy, namely communication, resources, disposition and bureaucratic structure. This study is included in the category of descriptive qualitative research because the researcher aims to understand a phenomenon that is part of the culture in Torjun Village, Torjun District, Sampang Regency. Data collection techniques are carried out through observation, interviews, and documentation. The informants interviewed were the Head of the KUA of Torjun District with staff, the Religious Court of Sampang Regency, and the Community. Based on the results of the research that has been carried out, namely in the application or implementation of Law Number 16 of 2019 concerning amendments to Law Number 1 of 1974 concerning marriage which requires men and women to be 19 years old, which in practice the community still carries out many early marriages or under the age of 19 years with several background reasons but the most basic factor is because in the Torjun community the practice of early marriage has been customary and has become a tradition there and in the legal basis itself there is indeed no legal basis for perpetrators of early marriage practices.

Abstract

Village development is a process that involves various parties to improve the quality of life of the community through the development of physical, social, economic, and environmental infrastructure. Synergy is needed to achieve common goals, with collaboration producing greater effects. Although it offers benefits, there are challenges that must be faced, but in Cinandang Village, Dawarblandong District, the implementation of synergy between the village government and the community is very significant. In village development, it is important to involve all elements of society, including women's groups, youth, and the elderly. The qualitative descriptive approach is a research method often used in the social sciences and humanities, focusing on understanding social phenomena through the collection of data that is not quantitatively measurable. This method aims to describe and understand certain phenomena through the subjective views of participants using data collection techniques such as in-depth interviews, observations, and document analysis. For example, in a partnership, one party may focus more on short-term profits, while the other is more concerned with long-term sustainability. Abstract

Conflicts related to the construction of houses of worship have given rise to various misunderstandings in society, such as accusations of a lack of interfaith tolerance and prohibitions on worship. To resolve this conflict, strategic steps are taken through regulative, normative, and cultural cognitive approaches. This study uses a qualitative case study approach. Data were collected based on observations, interviews, and documentation of the conflict resolution process carried out through an 11-cycle strategy that includes conflict management based on dialogue, negotiation, and mediation. An institutional approach integrated with these three main aspects has succeeded in creating social stability and encouraging reconciliation. The results show that the implementation of holistic conflict management is able to resolve problems peacefully and strengthen the values ??of tolerance in society. This study is an important reference for community-based conflict management, emphasizing the importance of synergy between regulative, normative, and cultural cognitive approaches in building a harmonious social life.

Abstract

Independent Prosperous Village (DSM) aims to achieve community welfare. Efforts made are reducing the number of poor people and providing skills/soft skills. DSM seeks to resolve the number of poor people and welfare efforts in 4 villages (Gajahrejo, Sidodadi, Pamotan, and Lebakjabung). This study aims to focus on the planning, implementation and targets of the DSM program. The approach in this study is participatory policy research. The data sources in this study are LP2M UM, TKSK, Village Apparatus, some program recipients, Village Youth, and Pokdarwis/LMDH. Data collection was carried out through observation, interviews, focus group discussions (FGD), and documentation studies. The results of this study indicate that the DSM programs that have been implemented are the Uninhabitable House (RTLH) program, Joint Business Groups (KUBE), and tourism development. With program targets in accordance with the recipient criteria according to the data on People with Social Welfare Problems (PMKS). 30 RTLH have been built and 2 (two) KUBEs have been formed per village. So from the DSM target, there are still 2 (two) programs implemented from 9 (nine) program achievements. In the field of tourism development, it has been running according to the established tourism concept.

Abstract

This study aims to describe how to optimize the role of the village consultative body in supervising village funds in Sumuragung Village, Sumberrejo District, Bojonegoro Regency. The Village Consultative Body is an institution that carries out government functions whose members are representatives of the village population based on regional representation and are determined democratically. The implementation of village fund supervision by the BPD has the aim of making the village clean without any fraudulent practices of corruption, collusion, and nepotism. The theory used in this study is to use the eight principles of Good Governance by UNDP (United National Development Programs). In this study, the method used is a qualitative descriptive method. Data collection techniques in this study used observation, interviews, and documentation. Based on the results of the study, the author can conclude that the BPD in Sumuragung Village has carried out its role quite optimally in accordance with the mandate of the Law and Regional Regulations of Bojonegoro Regency, although of the eight indicators of the principles of Good Governance by UNDP, the Sumuragung BPD can only carry out seven indicators for that it is necessary to conduct another evaluation by the Sumuragung Village BPD

Abstract

This study aims to determine and analyze the implementation of PKPU Number 65 of 2009 by the Mojokerto Regency KPU in the 2024 election in Mojokerto Regency, to determine the inhibiting and supporting factors of the Mojokerto Regency KPU in implementing PKPU Number 65 of 2009 in the election with face-to-face activities including socialization, parades, smart election houses. This study uses Anthony Giddens' Structuration theory as an analytical tool in a structural perspective. The method used is a case study, with data collection techniques through observation, documentation, and interviews.
