Journal Ilmu Pemerintahan Majapahit Policy diterbitkan oleh Prodi Ilmu Pemerintahan fakultas Ilmu Sosial dan Ilmu Politik Universitas Islam Majapahit (UNIM) Mojokerto, sebagai media komunikasi serta sumber informasi bagi akademisi, pengamat sosial, isu tata kelola pemerintahan, kebijakan publik dan kearifan lokal. Artikel yang diterbitkan merupakan hasil penelitian, refleksi, dan studi kritis aktual dengan memperhatikan tema sosial, ilmu politik, tata kelola pemerintahan dan kebijakan publik. Publikasi jurnal ini meliputi artikel, catatan penelitian, pengumuman konferensi, lokakarya dan seminar, serta ulasan buku. Majapahit policy diterbitkan pada bulan Desember dan juni setiap tahun dan pertama kali diterbitkan pada bulan Desember 2020. Jurnal ini berfokus pada studi tentang: 1. Kebijakan Publik, 2. Abstract

The division of roles in society has historically remained faithful to gender, namely male and female.Although the basis of this division still stands, it always causes debate from time to time. DebateThese appear related to the expressions "worthy" and "appropriate". What jobs are appropriate and appropriate for men andappropriate and appropriate for women. Along with the development of society, especially from an agrarian society towardsindustrial society, the appropriate and appropriate measure is constantly changing. Demands for family needs, job opportunities for womenand the high skills and knowledge of women are the reasons why women's roles shift from the domestic sphereinto the public domain. However, because domestic work is considered to have no economic value, women who have beendoing domestic work is less valued than men doing work for a living. StudyThis study aims to see if the shift of women working in the public sphere also has an impact on the same awardagainst men. The research was conducted with qualitative methods. From the first research, it was found that the condition of the community was no longerin accordance with the initial division of roles, that is, men work in the public sphere and women in the domestic sphere. Second,It is true that earning a living is more valued than domestic work. Second, nurture theory is more provennamely the division of roles is not natural but the foam is changed. Third, society really appreciates the role of making a livingcompared to domestic roles.

Abstract

According to the Big Indonesian Dictionary, the meaning of prosperous is peaceful, happy, and healthy. So that a prosperous society is a society that is healthy, peaceful, and happy. A prosperous life is marked by a reduction in dangerous and infectious diseases, people live in a more friendly and green environmental area. In addition, it has healthy environmental and housing facilities, and always has partners in maintaining sustainability. A prosperous society can be realized if the population is able to participate in development. So development strategies and efforts should aim to improve society. The Healthy Village program is a movement to empower potential residents and village community groups to create a healthy family and environment. Village community empowerment is an effort to develop community independence and welfare by increasing knowledge, attitudes, skills, behavior, and utilizing resources through the establishment of policies, programs, activities, and assistance in accordance with the essence of the problem and priority needs of the village community. Realizing a "Healthy Village" requires total community participation, while health service institutions or institutions are only a motivator or guide in public health efforts. The role of rural communities in the health sector must be realized in an effort to encourage every individual, family and/or community institution including the private sector to take responsibility for the health of themselves, their families and communities.

Abstract

This study aims to determine and analyze the Regional Government Strategy in Ordering the Administration of Moving PopulationsCome, to find out and analyze the supporting and inhibiting factors of the Regional Government Strategy in Ordering Population AdministrationMoving and Coming, as well as to find out and analyze the efforts made in overcoming the inhibiting factors of the Regional Government Strategy inControlling the Administration of Migratory Residents in Palu City, Central Sulawesi Province. This research uses Strategy Theory from Hunger DanWhelen (2003) as an analytical knife where in the theory of Hunger and Whelen Strategy includes 4 (four) indicators namely Environmental Observation,Strategy Formulation, Strategy Implementation, and Evaluation and Control. The research method used is descriptive qualitative methodwith an inductive approach. Data collection techniques were carried out by means of interviews, observation, and documentation. Interviewed informantsnamely the Head of the Population and Civil Registration Service, the Head of the Population Registration Service Division, the Head of the Population Migration Section,Head of Mantikulore sub-district, Tawaeli sub-district head, and the community which includes community leaders and youth leaders. Based on the results of research that hascarried out, in overcoming the problem of relocating residents, the local government through the Department of Population and Civil Registration of the City of Paluimplementing strategies that are already quite good, but public awareness still needs to be improved.

Abstract

Procrastination is the act of delaying starting or completing a task and tends to become a habit, occurring due to a lack of reinforcement, thereby inhibiting performance which can lead to less than optimal performance effectiveness. From the results of the hypothesis test, which states that the value of tcount < ttable, then H0 is accepted and Ha is rejected, with a value of tcount (0.650) > ttable (1.660), using an error level of 5%, with a significance level of 0.88 > 0.05. From these data it can be stated that carrying out procrastination does not reduce the effectiveness of the Pacet District Village Government's performance in administrative services.

Every election law enforcement is handled by state institutions depending on the type of violation committed. Bawaslu is wrongan institution that obtains attribution of authority to enforce election laws related to election process disputes. And this research usesQualitative research methods have the meaning of being a scientific way to obtain valid data, and with the aim of finding,developed, or proven, a certain knowledge or object so that it can be used or understood to solve, and anticipateproblems in a particular field or object. With Bawaslu's review as a very important role in overseeing electionsgeneral in accordance with what is mandated in the Law on Election Management, which states that the supervisory function ofgeneral elections which are described or explained in the duties, authority, obligations of election supervisors, and resolution of problems or disputescontained in it which includes general elections.

This research aims to describe the role of the BKD education and training sub-sector in increasing apparatus resourcesMojokerto city government. role is a form of behavior expected from someone in a particular social situation, while roleis a dynamic aspect of position, for example if someone carries out their rights and obligations in accordance with their position, then pThis means carrying out a role. concept from Max Weber, namely the Ideal Type of Rational Bureaucracy using descriptive research methodsQualitative research results explain that in carrying out its role, the Education and Training Sub-Sector has the role of compiling a List of NeedsAdvanced Training and Functional Technical Training, Inventory data on prospective participants in Advanced Training and Functional Technical Training, Proposeparticipants in Advanced Training and Functional Technical Training, Proposing certification participants according to their field of expertise and functional technical participants,coordinating and collaborating in the implementation of training. The Education and Training Sub Bid has an output of 63 participants who took part in the PBJ Training, after the participants took partThe training, Training Sub Sector, had an outcome of 23 participants who successfully passed according to their abilities and expertise. 23 participantsbecome an ASN who is ready to fill the positions needed by the government. Looking at the percentage, 23 participants out of 63 participants is definitely still far fromexpectations of the Education and Training Sub Sector. Abstract

Quality public services are something that society needs. In order to create public services thatquality, the government issued Domestic Regulation Number 4 of 2010 concerning Guidelines for Integrated District Administration Services(PATENT). PATEN aims to improve service quality and bring services closer to the community. This research aims tounderstand the implementation of PATENTS in Gondang District and the factors that influence the implementation of PATENTS in Gondang District.This research uses descriptive qualitative research methods. The data in this research were obtained from interviews with informants, observations anddocument. This research uses a qualitative approach. The results of this research show that the implementation of PATEN in Gondang Districthas been running well but still has shortcomings in resource factors, namely the quantity and quality of staff and facilities. On factorscommunication, Gondang District has carried out transmission and provided understanding regarding PATENTS. From the disposition factors it can be seen thatThe staff understands their duties, has no resistance and behaves well when serving the community. So, it can be concluded thatThe inhibiting factor in PATENT implementation in Gondang District is resources. Abstract

In the Covid-19 pandemic in Indonesia, many aspects have changed, especially the government aspect. Governmentrequired to issue the latest policy regarding handling the Covid-19 pandemic itself. In the village ministry, village ministryissued the latest policy, namely Village Minister Regulation No. 6 of 2020, which was not followed up by the village government, in this case the village governmentJambeyan issued several policies. The benefit of this research is that it provides information for knowing and analyzingImplementation of Village Ministerial Decree no. 6 of 2020 in Priority Use of Village Funds in 2020 in Jambeyan Village, Sedan District, RegencyRembang. If we relate it to Merilee S Grindle's theory of policy implementation, there are six aspects that need to be looked at, from the six aspects:conveyed that the theory of policy implementation is very related.Based on research results obtained through several informants, the implementation of Village Minister Regulation No. 6 of 2020 is a priorityuse of village funds in 2020 in Jambeyan village with program efforts that can create good conditions. Results from researchproves that the people of Jambeyan village are satisfied with the efforts of the Jambeyan village government in issuing policiesrelated to village regulation number 6 of 2020.

Abstract

Community participation really determines the success of planning or programs around the communityThe program also cannot be separated from community participation so that it can run well, community participation will be very much neededplanning or program, so that an activity can be carried out well and of course runs smoothly. This research aims tofind out the extent of community participation in development at the planning, implementation and monitoring stages of (physical) infrastructure inWatesprojo Village, Kemlagi District, Mojokerto Regency. The theory used is Yadav's Participation Theory which contains 1.) participationin Decision Making, 2.) Participation in Implementation of Activities, 3.) Participation in Monitoring and Evaluation, 4.) Participation inUtilization of Results. This research was conducted in a qualitative descriptive manner by collecting primary and secondary data. Selection of research informantsThis was done using purposive sampling, namely 6 people. The results of this research are 1.) The level of community participation seen from decision makingclassified as Low, because the community is only included in the Community Aspiration planning stage which is part of the Hamlet deliberation.Furthermore, at the Village Deliberation, the community is not involved, only the proposals come from the community. 2.) Level of community participationJudging from the implementation of development activities, it is considered good, because the community also took part in implementing the development welldonated in the form of skilled craftsmen or in the form of property (food consumption). 3.) The level of community participation can be seen from monitoringinfrastructure development is classified as Medium, because the community only criticizes verbally, not in writing to the Village LPM in the VillageWatersprojo.
