Abstract

ABSTRACTEducation is an aspect that needs to be improved because quality human resources (HR) are born from quality education. Teachers have an important role in improving human resources, and teacher welfare also needs to be considered, one of which is by paying attention to the compensation system for teachers to match the regional minimum wage, compensable factors, and job qualifications. The purpose of this study was to evaluate compensation, especially teacher salaries, in West Java against the UMP and UMK, analyze the compensable factors of the teaching profession based on the Hay System, analyze the qualifications of teacher positions needed based on compensable factors, and compile recommendations for teacher job qualifications based on compensable factors and realization of the needs of the teaching profession in available job vacancies. This research is a quantitative descriptive study with a sample of 150 teachers from six schools in West Java, especially in the areas of Depok, Bandung, Bogor, Pangandaran, and Cirebon. The sources of data are secondary data in the form of surveys on teacher salaries in West Java and literature studies. The data analysis method used the descriptive analysis method and the hay system to determine compensable factors. The results show that the average salary of teachers in West Java is already above the regional minimum wage. There are ten compensable factors needed in determining the teacher compensation system in West Java, and education is the most important aspect with the highest weight. Several job qualifications are in accordance with the compensable factors needed in determining the teacher's compensation system, namely education, experience, communication, conceptual thinking, initiative, freedom of action, and physical effort. However, the compensable factors, complexity, decision-making, and impact are not included in the teacher's job qualifications so that these three factors can be taken into consideration to be used as job qualifications for teachers in the future. Keywords: compensable factors; compensation; Provincial Minimum Wage (UMP) and Minimum Wage of City and Districts (UMK); school

Abstract

Kata Kunci : Covid-19, Perilaku Konsumen, Kota Bogor ABSTRACTThe development of the retail business in Indonesia has begun rapidly in several big cities, including the city of Bogor. The development of modern retail in the city of Bogor is influenced by population, number of households and per capita income. The population growth rate in 2018 reached 1.53% (BPS city of Bogor, 2018). To find out changes in consumer behavior towards traditional and modern retail during the Covid-19 pandemi in this study, a descriptive analysis method was used. From the results of a survey conducted on 45 respondents in the city of Bogor, it can be concluded that there is a change in consumer spending behavior in shopping at traditional and modern markets. Before the Covid-19 pandemi occurred, the majority of respondents chose to shop directly, both at vegetable vendors, stalls, as well as minimarkets and supermarkets around the house. the proportion of consumer spending through e-commerce is still low. However, after the Covid-19 pandemi hit, the trend of online shopping began to increase. In addition to changes in consumer preferences in shopping, there are also changes in consumer spending frequency. It can be seen that the frequency of consumer shopping tends to decrease after the Covid-19 outbreak. Important factors that might influence this are the safety factor, where after the outbreak of Covid-19, people will be more vigilant in choosing to shop without direct contact between sellers and buyers so that the risk of exposure to the Covid-19 virus can be minimized. Abstract

ABSTRACTSince the outbreak of the Covid-19 virus in Indonesia, which began in March 2020, began to spread. The Covid-19 virus has had a significant impact on global conditions, not only in terms of the number of people who have died as a result of contracting the virus but also on the global economy. One of the affected nations, especially economically, is Indonesia. The Large-Scale Social Restrictions (PSBB) policy is one of the government's efforts to reduce the number of people who have become infected with the Covid-19 virus, and its effects are already being felt. The MSME sector of traditional market traders is included in the issued policies. In order to get input and evaluate the government's PSBB policy program or strategy in improving quality and sustainable PSBB regulatory policies, this study aims to analyze the implementation of the PSBB policy that is enforced on Traditional Market traders, including UMKM, during the Covid-19 pandemic. The SWOT (Strength, Weakness, Opportunity, Threat) matrix analysis was used in this study. In Surakarta, the SWOT matrix analysis is used to evaluate opportunities and threats as well as the advantages and disadvantages of government policies toward traditional markets. The research results show the impact that has occurred from the PSBB policy in Traditional Markets during Covid-19 is the decreased purchasing power of consumers resulting in traditional market traders closing their businesses, many are confused about policies that have not been consistent so that the income of traditional market traders has decreased. In overcoming this, the government is working on consistency, better dissemination of Government Policy (PSBB) so that traditional market traders do not experience many losses due to decreased income, as well as training human resources in the field of digital marketing so they are able to work to meet needs. The government is also trying to keep open access to traditional market sales for the economic stability of traditional market traders in the city of Surakarta. Keywords: PSBB, Traditional Market, Human Resources
