In studies of siyâsah fiqh, shura (consultation) is an obligatory constitutional principle to be implemented in an Islamic government as a means to reach consensus in politics and to control executive power. Such roles prevent dictatorship and unfair acts of a ruler. Nevertheless, in its conceptual and praxis levels, shura crosses path with modern democracy, a western product. This meeting point gives birth to discourses and speculations that are diversely appreciated by Islamic scholars represented by this question: are the two notions identical? This issue requires analysis by elaborating boundaries of similarities and differences in the principles of the two concepts in order to obtain a holistic and proportional account. Analysis reveals that shura and democracy are distinctive concepts. Such a conclusion is drawn due to differences in terms of both principles and implementation. On the other hand, both concepts are not conflicting since democracy can be part of Islamic political system as long as it is oriented towards and its system of values are based upon religious and morality values.

Before the integration of Islamic education into the national education system in Indonesia in 1975 occurred the dichotomy of Islamic education and general education. In order to eliminate the dichotomy of education is done by following the tendency that occurs. The trend is from pesantren to Madrasah, and from Madrasah to school; from a dichotomy to a uniform and integrated system of education is realized and controlled in one hand of government, with one common policy for all. Recognition of the existence of Madrasah education is then followed adjustments to the school system in general. The initial process will be followed by the release of the Joint Ministerial Decree of the Minister of Religion, the Minister of Education and Culture, and the Minister of Home Affairs in 1975 which has implications for Islamic education and education within the framework of the national education system of Indonesia.

In order for the student to achieve the objectives of the subject (which consists of the domain of knowledge, skills, and attitudes) they must have literacy skills. Therefore, it appears that literacy ability is not limited to cognitive ability, but the ability is more complex because it includes social aspects, linguistic aspects, and psychological aspects. The competencies developed in Islamic educational institutions based on alliteration focused on the cognitive and knowledge aspects and affective or behavioral aspects. Which includes 1) Knowledge of students about Islam 2) Implementation of the practice of worship and amaliyah. 3) Observing the soul of religion or good morals everyday or their personality. 4) Writing and public speaking skills.

The skill of writing scientific papers (abbreviated MKI) among students is very less. Writing learning model used today is still conventional with the support of handbook (hand-out) is still thick with textbook style. The steps, including the giving of theory, practice or assignment, and the presentation of papers. Judging from the newly achieved target types, the acquisition of new students' knowledge reaches the declarative level (to know what) and procedural knowledge (to know how). However, the contextual knowledge (when and how) has not been touched. Similarly, when viewed from the side of learning objectives, the ability of students seems to be limited to knowledge of verbal information and intellectual skills. Based on this background, this study aims to develop alternative models of learning to write scientific papers that are more creative, innovative, interesting, and fun for students. The model in question is a Quantum Writing Model with Vocational-Based PAILKEM Strategy. Furthermore, this model is applied and developed in Islamic High School (STAI) Siliwangi Bandung. The indicator of the success of the process appears in the activity and diligence of students in carrying out the stages of the activities of writing scientific papers with this model. The indicator of the success of the results appears in improving the quality of students' scientific papers, both on the content aspect/substance and mechanical aspects (spelling and grammar).

So be prepared to continue in a state of stupid (ill) and sick (soul) if you do not want to get close / come to both. "Prophet Muhammad is a Mu'allim and also Thabib.'lama is the greatest medicine to nourish this nation. There is no other way except this generation should give birth 'Ulama who is a doctor or a doctor who is also' Ulama.
