Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Abstract

CSR as a company policy, continues to change over time. CSR as a sustainable commitment from businesses to behave ethically and contribute to economic development while improving the quality of employees and their family life aswell as the communities around the company. CSR has a social purpose –not economic. Obviously, consequence is in the context of ethics. CSR is an investment program for growth and sustainability and the company is no longer seen as a means of cost (cost centers) but rather as a means of making a profit (profit center). CSR program is the company's commitment to support the creation of sustainable development. The field data and the results of interviews and questionnaires given to the state-owned companies in the city of Bandung and Cimahi show that CSR program has aligned with the company's program. The companies are PT PLN, PT. Bio Farma, PT. Indonesia Railway Persero (KAI), PT Pegadaian Cabang Cimahi, PT PINDAD. However, there is no linkage program in coordination with the Regional Development Planning Board (BAPPEDA) at the regency and provincial level so that there is still need to programmatically harmonize performance in realizing the region welfare.

Abstract

ID card, within public administration context, has a lot of functions such as for applying for a job, proposing a loan to a bank, getting licenses, participating in a local vote, and so on. It has become a common administrative requirement for the people to obtain their civic rights. Of course, local government has the responsibility to provide ID card service for the people. Furthermore, the service delivery should always be improved to reach a state of demographic administrative order. In fact, a number of cases show that ID card service quality is still low, including that of Pakpak Bharat district. This article tries to provide recommendations for solving the problem.

Abstract

An organization could increase its employee’s productivities through various approaches. One of them is through the ergonomic approach. In this approach, it is important to harmonize the employees with their working environment so that it may create security and working satisfaction. As a result, it will contribute to increasing productivity. Security and satisfaction in the work place can be achieved through the implementation of 5S concept (Seiri, Seiton, Seiso, Seiketsu and Shitsuke). It is a simple concept. However, putting it into practice needs awareness, discipline and high commitment from every employee.

Abstract

This study aims at identifying the implementation of the Sekretariat Daerah functions based on the suitability formulation of basic tasks and duties. It also analyzes the possibility of work overlapping between Sekretariat Daerah and other local agencies that act as auxiliary units such as Bappeda, BKD, Inspectorate and core units (dinas) as the provider of public service. Thisstudy takes place in Kota Sukabumi. It employs a qualitative approach, where primary data are obtained through questionnaires, in-depth interviews and focused group discussions, while secondary data are obtained through textbooks, regulation and relevant documents. It uses purposive sampling technique in determining the key informant. Those data are analyzed qualitatively with data triangulation technique. The results show that there are overlapping functions among some local agencies in Kota Sukabumi that will lead to expansion of organization size. Another existing problem is the lack of clarity about the responsibilities of the organizations with similar core duties, which eventually leads to confusion at the time of duties execution in the field. The local government (Kota Sukabumi) should consider the needs of organization carefully when formulating core duties that can be obtained through the analysis of workload, job analysis and Standard Operating Procedure (SOP).

Abstract

This study intends to describe the policy performance of the Government Regulation Number 41 Year 2007 on Local Government Agencies through five indicators: effectiveness, efficiency, sufficiency, accuracy, and responsiveness.This is a descriptive case study conducted in the District of Konawe and the Muncipality of Kendari. Primary data are collected through open and closed questions, whereas the secondary ones are collected from some relevant documents. Every head of Local Government Agencies in each locus becomes the respondents of this research. Data are analyzed by triangulation method, and the results are measured by the achievement level of policy implementation based on five indicators above. After that, all results are categorized into three levels: Low Level (ranging from 0 to 1.00), Modest Level (ranging from 1.01 to 2.00),and High Level (ranging from 2.01 to 3.00). This study shows that the achievement level of policy performance in the District of Konawe and Muncipality of Kendari lies at the Modest Level. Furthermore, the study reveals some critical issues in the implementation of the policy: need for surveillanceprogram from central government, political interests, administrative constraints, lack of resources (financial, apparatus, infrastructure), and cultural constrictions. To solve the problems, collaboration among central, provincial and local governments becomes a necessity in aligning the policy.

Abstract

Tax is one of the most potential national income sources for funding the development programs of the country. From economic viewpoint, tax represents the resource transfer from private sector to public sector which is more or less influencing the purchasing power or expense energy of the private sector. For corporate world, tax means expenditure without getting an immediate direct return. In executing taxation, government sees it differently from taxpayers. The government tries to collect as much tax as possible from taxpayers while the tax payers do the opposite. In order to promote better tax obligation to taxpayers,government should strive for improved tax management through tax planning. Tax planning attempts at formulating a suitable type of tax regulation to be implemented by which the burden of taxpayers can be adjusted up to its most proportionate level.

Abstract

Many corporations put high efforts in improving its personnel welfare through a career management by which employees may forecast their career opportunities in the future. Despite implemented merit system, the available job value data gainedfrom job analysis and evaluation have yet to be optimally utilized for determining employees’ career path. This condition leads to weak work spirit and motivation on the part of the employees to provide their hardest efforts for the company due to unclear future career plan. Therefore, attempts need to be done to overcome the problem by using the available job value data for devising personnel career path. This may include two considerations, i.e. relative job value and cluster analysis result, which show proximity of factors and sub-factors among jobs having similarities. The result of this study is a proposition for a career path planfacilitating promotion or rotation from one job to another within or beyond a work unit. It can also be used as a base to post human resources on their right places.

Abstract

This research focuses on the teaching learning process of Level III Pre-service Training among West Java Provincial, Municipal and Regency Boards, Offices and Organization Units of Local Personnel Board. The research identifies the effectiveness of the Level III Pre-service Training Management, both from the input and its impact. The input comprises the components of teaching learning process consisting of raw input (participant characteristics), instrumental and environmental inputs, their influence to the learning effectiveness, and impacts to the alumni performance. This research employs a quantitative method. Thedata are collected through observation, interview, questionnaires and library research. The data are then analyzed and described by using scoring analysis (weight mean score model) and path analysis model. The result shows that the whole components of teaching learning process, the learning effectiveness, and the alumni performance do not reach the ideal condition as expected. Meanwhile, the inductive analysis reveals that partially as well as holistically the participant characteristics and instrumental and environmental inputs have a positive and significant effect to the effectiveness of learning system. In general, the Level III Pre-service Training system does not run effectively so that it does not gives optimal contribution to alumni performance. Thus, measures need to be taken to improve the input, process, output, and outcome of Level III Pre-service Training system conducted by West Java Regional Training Office and other related training institutions.

Abstract

Government plays a prominent role in influencing many fields of life of society. The role is so much related to government’s functions in protecting and supporting people to get welfare in every side of life. Every step and policy considered and enacted by the government is indicated as government’s legal act and it will bind and influence social life vastly. There are two conditions when government’s legal act would be taken: in normal condition and in urgent one. In the first condition, government will take its legal act and policy according to clearer legal base and authority. However, it will be different in the latter condition, in which government has to face a real problem (sometimes) with no legal base and clearer authority but the problem should be solved immediately. In this case, discretionary principle in administrative law confers an authority for government’s officers to handlesuch kind of situation. But in principle too, there are a few legal and moral restrictions to use the power. The main purpose to restrict the use of power is not only to protect the people’s life from the arbitrariness of government but also to keep the principle of legal certainty.

Abstract

Each organization has its own characteristics, depending on its goals. This research tries to find out how the job characteristics of local government, local state owned enterprises, and military organizations differ based on their services. Data are collected through STIA LAN Bandung students who work for those organizations. The indicators for job characteristic are job variety, autonomy, feedback, task identity, interaction with others, and friendship. The result shows that both friendship and feedback within local government organizations are significantly different from those within local state owned enterprises whereas autonomy within local state owned enterprises is significantly different from those within military organizations.
