Jurnal Ilmu Administrasi: Media Pengembangan Ilmu dan Praktek Administrasi is a scientific journal in administration field which publish papers based on research result, analysis, and critical assessment of administration issues. With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

The concept of managing a good governmental bureaucracy for achieving good governance is not a new thing in Indonesia. Many scholars have analyzed and found determinant factors from different disciplines to generate bureaucratic changes. Thisarticle tries to investigate bureaucratic changes towards good governance from public administration science (a shift of paradigm). The shift of paradigm is then associated to the practical conditions in which corruption cases have been flourishing these days. This elaboration is aimed at developing bureaucratic capacity as one important element of governance, that is to create a goodgovernance.

Abstract

This research examines the disclosure level of local government’s financial report based on Government Accounting Standard (SAP), as dependent variable, and its relation to management incentives and audit finding and classification of localgovernment, as independent variable. Total samples for this research are 100 financial reports of municipality/regency (LKPD) for budgeting year of 2006. The criteria of samples are: (1) audited LKPDs for fiscal year 2006, (2) four components of financial report such as Budget Realization Report, Ballance Sheet, Cash Flow Reports and Budget Realization Notes. The checklist of notes to the financial statement based on SAP is used for scoring the level of disclosure. Multiple regression is used for testing the model. Statistically, the result shows that the intergovermental revenue and classification of local government does notsiginificantly influence the disclosure level based on SAP. However, wealth, government complexity, number of audit finding and level of departure does significantly influence the disclosure level based on SAP.

Abstract

Self assessment system stipulated by tax policy has given taxpayers full trust in presenting data to perform their tax obligations. This means that as long as tax officers agree and accept taxpayer’s report, this can be assumed that the reportprovided is true. In order to examine tax compliance level, tax officer(s) will do tax audit. The scope of tax audit includes providing the audit strategic planning; reviewing the tax implementation; and providing recommendations from tax evaluation. The compliance to the provision of tax regulations represents the effort from taxpayer(s) and tax officer(s) in tax administrationframework.

Abstract

The West Java Regional Board of Education and Training (Badiklatda) is responsible to improve the quality of continuous operation of its education and training programs. Despite Badiklatda’s policy in adopting ISO 9001:2000 since 2004, it has not shown any significant quality improvement yet in its education and training programs. The objective of this study is to identify, hence to comprehend constraints that may obstruct accelerated quality development of Diklkat’s programs as reflected by the poor learning process and disproportionate transfer of knowledge. The other objective is to create models using the seven criterias of Baldrige National Quality Program. Diklat’s model based on quality target becomes significantly strategic.

Abstract

The design and structure of government organization become very important in picturing sorts of needed government institutions, their roles and responsibilities, authorities, and interaction among institutions. They also function as a formalinstrument for implementing public policy within the state. Therefore, a review on government organization design and structure in this context is considered very crucial. The writer recognizes the fact that design and structure of government organization cannot be apart from certain political interest in the name of people’s will. The members of Ministerial Board formed by the elected president of General Election 2009 stem from political parties or a group of political parties backing the candidates of president and vice president. Without disregarding the important dimension of political interest, this writing focuses more on the view point of public administration. This review employs Law No 39 Year 2008 and Presidential Regulation No 47 Year 2009 about State Ministry as the main formal-normative reference.

Abstract

Demand of woven bamboo handicraft in big cities, especially in Surabaya, increases from time to time. At the same time, based on the researcher’s observation over some years on woven bamboo cluster at Kemiren village, Banyuwangi regency, East Java, the cluster tends to have undergone insignificant development and innovation. The home industries are usually run by low-income families and produce the products like capil (sun hat) and ilir (traditional tool to cool the heat by wagging it). The producers have little knowledge about product innovation so that they can take part in the market competition. Therefore, to improve the quality as well as the variety of the products so that producers are able to increase their income, some measures need to be taken through training programs on the field of creative arts. In this research, the writer uses a qualitative, descriptive method. The result shows that: 1) the producers were enthusiastic and actively participated in the program; 2) they initiated and established an association of woven bamboo handicraft producers;and 3) they were able to create a sample product as exemplified by instructors but the quality has yet to be improved. For this purpose, further trainings should be conducted on regular basis.

Abstract

So far, local governments have not managed their region-owned assets effectively and efficiently so that that they have not proportionally contributed to local revenue and local public services. This condition is mainly due to structural hindrances in theforms of: the indistinctness of job descriptions and functions, the lack of lucid managerial mechanism and standard operating procedures, and inadequacy of resources (human resource, facilities, and finance). The writer recommends that local government should endorse the structure of institution in charge of managing regionowned assets with translucent job descriptions and functions, clear and integrated authority transfer, comprehensible managerial mechanism and standard operating procedures, and sufficient resources comprising human resource, facilities, and financial resource.

Abstract

A capacity building is a serious attempt of an organization to develop its performance capability — the ability to apply skills and resources successfully in order to accomplish the objectives and satisfy stakeholders’ expectations.Studies by UNDP found out that the concept of capacity building is considered to be the right choice of local government to support the implementation of autonomy policy. This paper will discuss deeply the nine strategies of developing capacity building to be implemented in the local government level.

Abstract

Bureaucracy revitalization and reform have been carried out for years. However, the result of this effort especially in improving public service has not been optimal yet. This paper attempts to clarify two aspects from the effort. First, it is important to explicate the revitalization and reform of bureaucracy from public administration point of view in the globalization context. It is assumed, for instance, that the efforts to revitalize and restructure the bureaucracy has only benefited the exclusive group of businessmen (conglomerates) in Jakarta, not the grassroot economy of people in the regions. Secondly, the paper tries to propose an effective public service as the indicator of the successful revitalization and bureaucracy reform. One of the crucial steps to improve public service is to downsize and simplify the structure of departments both in the central and local governments.
