This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

Comparing the recent condition of bureaucracy between Indonesia Japan reveals a normative similarity, concerning the independency of civil service. This has just started in Indonesia since the beginning the reformation era in 1999, while in Japan such condition has long happened since 1970-ies. However, in terms of the institutional existence and management patterns, the implementation of such neutrality is rather difficult to realize since the top management of bureaucracy in general relies on the political official, namely the State Minister of Apparatus Management (Menpan). Rather, there should be an evaluation and reform towards the implementation of bureaucracy. In the institutional system, a centralized management might be more effective if carried out by an independent institution than four institutions (Menpan, LAN, BKN, and BPKP). Besides easing coordination, it will also impact on the cost and resource efficiency. The independence of civil service should also be realized, not only in the form of normative regulations but also in its implementation by considering the existing authoritative and institutional condition.

Abstract

Indonesian civil servants work under the principle of being “servants of the state and servants of the community”. However, there is a long tradition of convoluted bureaucracy, poor public service deliveries, and inefficient government. The demand for better performance from civil service personnel comes both from national pressure and also from the need to be efficient as dictated by international trade and commerce. As with other developing countries, the government of Indonesia has had difficulty improving the quality of human resources, especially within the public sector. This difficulty does not stem onlyfrom the human factor, but also from within the system itself. This article is a review of the Indonesian Civil Servants’ Performance Evaluation Program which is currently being used all over Indonesia as a means of evaluating civil servants’ performance. The main feature of the review will be analyzing the DP3 structure and its implementation. The review will also examine the strengths and weaknesses of the DP3 system followed by a series of practical recommendations for consideration by officials to modify the existing system.

Abstract

Decentralization is widely believed to be an effective tool for promoting democratic local governance as well as a cure for bureaucratic pathology. Based on literature studies and,cross-country evidence, policy on regional autonomy promises many significant improvements in varying sectors of development. In the case of Law 22/1999, however, it does not produce expected results yet, both at local and national levels. This paper examines the correlation between decentralization framework and socio-economic development in Bandung, with special reference to the six development fields, i.e. budget management, investment, physical infrastructure, education and human development, environmental protection, and people participation and community development. The general conclusion is that there are many significant changes but only little progress. This might be caused either by incorrect implementation or insufficient time to implement the law. Whatever the causes are, this paper supports the idea of revising some parts of the law in order to create a better atmosphere of local politics.

Abstract

Organization is the arrangement of personnel for facilitating the accomplishment some agreed purpose through the allocation of functions and responsibilitie (Selznik in Ndraha, 1997). Considering an organization as a system, components of personnel, purpose, functions and responsibilities constitute to be sub-systems limited by a boundary functioning sequentially to achieve a committed common goal or set of goals (see also Robbins, 1990:4) The School of Public Administration, the National Agency for Public Administration (Sekolah Tinggi Ilmu Administrasi Lembaga Administrasi Negara or STIA LAN) is anorganization of functional higher education for civil service, National and Local Corporate employees, and army or police members aiming at improving apparatus competency in the fields of theory and practice of public administration. On the basis of President Decree Number 100 year 1999, STIA constitutes to be a technical operation unit or income-generating unit (Unit Pelaksana Teknis or Lembaga Swadana) under LAN. As a functional school, STIA LAN has specific characteristics both its academic components (curriculum, programs, learning materials, learning techniques and methodology) and structure of organization (components, system and sub-system). As an organization STIA LAN might be considered as a semi-open system. In this context, the components of its system are open for any information concerning the development of public administration from its environment. The information is then processed and modified to be learning materials. However, as a functional institution for apparatus STIA LAN is also closed for external interaction, especially concerning the students and other information related to general higher education. This paper tries to analyze STIA LAN from the spectrum of organization as a system. Through this point of view, some concepts expectedly emerge and develop to be the alternative solution of the recent organization problems.

Abstract

Indonesia is still in the process of searching the most appropriate and ideal format and model of Local Government that can fulfill the needs of the nation. During the process, the changes carried out are often inconsistent and unstructured. Rather, they move from far left directly to far right, from decentralized to centralized and return to decentralized. The changes performed are not a revision, but rather it is remade and reformulated from the beginning. The most ironical situation is the change of national leader followed by the change of implementation concept of Local Government .

Abstract

Several dimensions of public service performance appraisal carried out in Indonesia, such as the Performance Accountability Report of Government Institution (LAKIP), Index of Human Resource Development, are still oriented to the internal and partial paradigm of parties and using a good governance paradigm is unavailable. Therefore, this paper is aimed at an approach of public service performance appraisal that can fulfill the requirements of good governance paradigm by using the systems thinking and system dynamics. This approach is generally used to solve argumentative problems. Compared with other mentioned approaches, systems thinking and system dynamics are more comprehensive in dealing the problems in the following ways: (1) the model resulted can cover all fundamental variables in terms of government and people perspectives used to solve a problem of detail complexity, (2) the approach can explain the involvement the essential variables to solve a problem of dynamic complexity, (3) Variables used are transformed into a model at the same time through soft variables, hard variables and performance variables. Therefore, the process can result in a comprehensive model of performance appraisal of which its success can be detected

Abstract

Public expenditure policy is one of fiscal policies wich, directly or indirectly, influences economic growth and equity. The indirect influence happens, for example, when an expenditure policy can cause the increase or decrease of private investment through crowdout or crowd-in effects. If government expenditure is allocated to infrastructure, such as communication and transportation, this policy stimulates the growth of private investment. Expenditure policy allocated to consumptive sector will raise the cost of capital, which in turn makes the private investment crowd-out. Indeed, theoretical and empirical studies show that the variety of impacts depends upon the condition of society, degree of wellbeing, andother factors represented by developed and developing countries. Therefore, government has to consider the condition and patterns of allocation in formulating and implementing such policy.

Abstract

The performance of institutional arrangement policy for central and local governments is said to be stagnant, or even tends to degrade from time to time. This condition is mainly because the design of organizational arrangement between central and local governments is not perceived as an immediate, basic need. This can be shown in the organizational arrangement that focuses merely on the organization shape, which is also considered insufficient. The emphasis on the organization formation is only related to the strategic organizational design, meanwhile the other important aspect, the operational design, is neglected. Another fundamental aspect neglected is the design of transformation process after the organization is formed. So far, the policy on formal arrangements ofgovernment organization, both for central and local governments, is not available yet. Therefore, the institutional transformation both central and local has never been route-mapped well, strategically unfocused, and often poorly performed. To overcome these problems, the institutional arrangement policy for central and local governments should be directed to the framework of 'organization as open system' in comprehensive and integrated way.

Abstract

In line with the current socio-economical dynamic, grass-root organizations become more and more important. The formation of grass-root organizations should be complemented by the process of building their capacity so that the grass-root organizations positively bring in horizontal and vertical impacts. Among other elements of village government apparatus, which holds important roles, are Neighborhood and Hamlet Associations. Their existence and functions as grass-root organizations represent one main component of community-centered local government. The associations constitute the front-liners in giving services to community due to their closeness to the community. Therefore, capacity development for these grass-root organizations becomes an immediate necessity that needs positive response. A concrete policy should be formulated to leverage their existence and and functions so that they can contribute to the socio-economicdevelopment. Although structurally they are not part of local government institutions, their roles are embedded with the main functions of local government

Abstract

Hospital represent one of effort institution which active in service of health. Hospital represent Income Tax (PPh) subject and of Value Added Tax (PPN) subject if delivering Goods which is PPN Object than Rp.600.000.000,-. RSU Bhakti Yudha Depok represent hospital which located in town region of Depok representingregion of Dati II. As Subjek of Tax, RSU Bhakti Yudha Depok do obligation of its taxation, among others PPh, PPN and PPh Section 21 to all its employees.From strategic planning approach, use SWOT analysis, get result that strengths, Weaknesses, Opportunities and Threats from this hospital. With combine these factors can be formulated Vision, Missions and Goals obligation of taxation of RSU Bhakti Yudha and some strategies to reach them.
