Economic Military and Geographically Business Review (EMAGRAP) is an international reference journal published articles once every six months a year January - June (online and print editions), and July - December (online and print) by the OJS EMAGRAP website. It aims to be a leading place for authors to share their work on interesting and emerging topics in political-geography, political-economics, ideological-economics and related disciplines with a global community of academics, researchers, students, civil society, policy makers, and development specialist. EMAGRAP accepts economics and geographical analysis papers (research articles and research summaries) on topics that lie in or with implications for international areas that use sound methodology and adopt comparative, and inter, multi, and transdisciplinary approaches. EMAGRAP is also Humanities research friendly and will consider submissions in defense politics, military, and economics involving topics and issues related to military strength and geographic distance of countries.

Abstract

Background: Urban-focused development can lead to disparities in infrastructure and transportation development. The lack of adequate infrastructure causes many people to live isolated in remote areas, hindering their access to resources and basic services. Methods: This contributes to high poverty levels and low human development in those regions. The absence of infrastructure results in many communities being trapped in impoverished, remote areas, making it essential to open access to facilitate development. Findings: The Human Development Index (HDI) is an important indicator to ensure the achievement of the goal that people have a good quality of life, including the ability to live healthily and for a long time, access education, gain knowledge, and have access to employment opportunities, social protection programs, and other resources needed to achieve a decent life. The acceleration of HDI growth in 2023 is partly driven by the standard of living dimension, represented by real per capita expenditure, health (life expectancy at birth), and knowledge (average years of schooling and expected years of schooling). Conclusion: To achieve sustainable and just development, infrastructure is needed to improve accessibility and connectivity between regions to encourage economic growth and community well-being. Novelty/Originality of this article: This study highlights the critical role of infrastructure in reducing regional disparities and accelerating human development, emphasizing its impact on HDI growth—an aspect often overlooked in previous research.

Abstract

This research analyzes the relationship between human capital and its influence on circular economic development using the Environmental Quality Index (EQI) indicator in the Province of Indonesia for 2018-2021. Human capital factor analysis includes the Human Development Index (HDI), Government Expenditures, Remittances, Technology, and the Information and Communication Development Index (ICD). The method used in this research is a quantitative approach using panel data regression analysis with the Fixed Effect Model (FEM). The results of this research show that simultaneously, the human capital factor variable significantly influences the Environmental Quality Index in Indonesia. In contrast, the variables of the Human Development Index, Government Expenditure, and Technology, Information and Communication Development Index significantly influence the Environmental Quality Index. This is different from the Remittance variable, which does not significantly influence the Environmental Quality Index in Indonesia.

Abstract

The flow of globalization is one form of contemporary development. Globalization provides many benefits for human life globally. One perceived benefit of globalization is the ease of information and technology that is widely spread on the global stage. Sophisticated technology is in the spotlight in connecting the international community easily without restrictions. Traveling from one country to another has become a trend in the current era. Foreign tourists take advantage of easy access to information and technology when visiting various parts of the country. However, with the benefits of globalization, it is not uncommon to find violations committed by international tourists when visiting a country. One of them occurred in Indonesia, especially in Bali, where Non-Procedural Workers (Illegal Workers) were found to be abusing residence permits in 2022-2023. This research aims to analyze the development of globalization with the emergence of non-traditional threats through policies formed to maintain a country's national security using descriptive qualitative methods. In analyzing the case, the author uses international security theory. In the case of violations committed by foreigners, they threaten the stability of a country's national security, which can lead to non-traditional threats to international security. In handling violations, actors within the country provide strict sanctions given by a country's immigration authorities in the form of deportation. The role of immigration in carrying out its duties in monitoring the inflow and outflow of foreigners cannot be separated from the role of the actors involved, such as the implementation of TIMPORA, the police, and the role of the community.

Abstract

In 2022, Indonesia will have the honor of holding the Presidency of the Group of 20. As the holder of the 2022 Presidency, Indonesia plays an important role in setting the priority agenda and organizing the series of G20 meetings, in which the meeting discusses challenges and issues at the world level. Of course, this momentum was used by Indonesia to show Indonesia's ability to lead global forums, in this case security is one of the priorities in order to create conduciveness for the implementation of these activities. The Directorate General of Immigration as the executor of the task of guarding the gate of the country, which means that immigration is at the forefront in accepting the entry of foreigners into Indonesia by carrying out their duties and functions based on the laws and regulations in force. The research method used by the author is a qualitative method with a literature review approach. The author utilizes optional information to dissect the outcomes, to be specific essential, auxiliary and tertiary materials. The consequences of the review expressed that: The Directorate General of Immigration was available as agent of obligations and capabilities in the field of migration in keeping up with the security of the execution of the G20. The migration capability is the reason for completing the obligations and capabilities did by the Directorate General of Movement. This paper is intended to explain the role of immigration in the aspect of state security; immigration has a vital role in maintaining national sovereignty, especially during the implementation of the G20 Presidency. Abstract

Watersheds can be viewed as natural systems where complex hydrological biophysical processes as well as socio-economic and cultural activities of the community take place. Changes in watershed hydrological conditions as a result of uncontrolled expansion of cultivation areas without regard to soil and water conservation principles often lead to conditions of increased erosion and sedimentation, decreased land productivity, and accelerated land degradation. The purpose of this research was to determine the level of erosion’s danger and critical level of land in the watershed Pakerisan. Determination of the critical level of land is done by evaluating the parameter determining critical areas, such as the closure and land productivity, slope, erosion, and land management with the scoring method. The level of erosion’s danger is calculated using the Universal Soil Loss Equation (USLE). The results shows that the level of the erosion’s danger in the watershed Pakerisan is very light of 38 covering 4654.69 ha (51.19%), light as many as 44 units of land area of 3243.54 (35.68% ), medium 15 units of land area of 1022.29 ha (11.24%) and weight 3 units of land area of 171.97 ha (1.89%). Critical level of land area in Watershed Pakerisan consists of a non-critical area of 5653.99 ha (62.19%), potential critical area of 1951.67 ha (21.47%) and rather critical area of 1486.23 ha (16.35% ). Avoid further escalation of the critical level of land in the watershed Pakerisan, the real efforts of stakeholders including government, private, and community is needed

Abstract

Background: The Palapa Ring project, as one of the largest telecommunications infrastructure initiatives in Indonesia, uses a Public Private Partnership (PPP) scheme to support the construction of a national fiber optic network in 57 districts/cities in order to build internet accessibility, especially in the 3T area which is divided into western, central and east packages. However, there are differences in the implementation of the three packages. This research aims to analyze the comparison, the use of funds, and challenges. Methods: This research uses a qualitative descriptive approach with a literature study method and uses secondary data from various relevant sources. Findings: The impact of implementing this project shows that it has generally had a positive impact. The Eastern region has a more unequal average change in internet users while the west is more evenly distributed and more developed. Among the three packages, the Central region has a higher growth rate among the three packages. The Use of Funds shows that the Western Package has the highest efficiency with a utilization of 69% while the Central Package and Eastern Package are lower at 37.67% and 37.38% respectively due to significant geographical and operational challenges. The Availability Payment (AP) scheme supports the sustainability of the project. Conclusion: In conclusion, the Palapa Ring project positively impacts internet access, but regional differences in user growth and fund efficiency highlight the Western package as the most efficient compared to the more challenged Central and Eastern packages. Novelty/Originality of this article: This research recommends optimizing network utilization and operational cost efficiency to support the success of digital transformation in Indonesia.

Abstract

Background: The phenomenon of Donald Trump raising tariffs on several trading partner countries is causing conflicting political and economic situations internationally. This has put several developing countries under pressure, including Indonesia itself. The focus of this research is to understand how Indonesian Micro, Small, and Medium Enterprises (MSMEs) maintain their price competitiveness amid these tariff policy changes, as well as to analyse the political communication strategies implemented by Indonesia in addressing these challenges on the international stage. Methods: This research uses a qualitative method based on literature review, as well as analysis techniques that use literature review and discourse analysis of official statements, policies, and public responses. Findings: The results of the analysis lead to the conclusion that this research focuses on key political communication strategies that not only involve negotiations at the government level but also build positive narratives in the international public sphere to attract sympathy and cooperation from other countries. The analysis shows that Indonesia, through its political communication strategy, seeks to strengthen the image of MSMEs in the global market, build new economic alliances, and expand its economic diplomacy network to reduce dependence on markets that impose high tariffs. Maintaining economic balance depends on cooperation that involves strategic and collaborative communication. Conclusions: Thus, this study concludes that in the era of new protectionism, the success of developing countries in maintaining their economic position depends heavily on their ability to conduct strong economic diplomacy, supported by effective and adaptive political communication strategies in response to global dynamics. This strategy not only involves negotiations at the government level but also building a positive narrative in the international public sphere to attract sympathy and cooperation from other countries. Novelty/Originality of this article: The novelty of this article lies in its analysis of political communication and economic diplomacy in understanding the impact of international tariff policies on developing countries, particularly in the context of global power imbalances.

Abstract

Background: When global conditions are unstable, policy-making driven by urgency and efficiency is necessary to maintain national stability, particularly in Indonesia. In the context of a trade war, the key threats to address are declining investment and weakening economic activity. One of the instruments that can be utilized is fiscal policy. Nevertheless, fiscal resources are limited. Hence, the main questions to be answered in this article are: (1) What’s the most significant sector that affects economic growth and investment performance? (2) What’s the strategy and solution that can be implemented to achieve the fiscal efficiency point? Methods: To answer the first main question, use a literature review. All literature used in this article is from the Scopus index database. On the other hand, the authors also apply the adaptation of the National Supply Chain Resilience Roadmap (NSCRR) method while combining it with a literature review to formulate a fiscal policy strategy that ensures efficient implementation. Findings: Supported by existing literature, the authors identifies infrastructure as the sector with the highest significance in boosting economic growth and investment in Indonesia. Additionally, authors propose three complementary technical strategies to ensure the efficient implementation of fiscal policy. These three strategies include the Fiscal Deficit Reduction and Accountability Reform System (FIDARS), the National Integrated Smart Government System (NISGS), National Infrastructure Technology Transfer Scheme (NITTS) Conclusion: To attract FDI, investment in public goods such as infrastructure is empirically proven to have a more massive impact and is more efficient due to the vast fiscal multiplier that is greater than in other sectors. Yet, the fiscal allocation needs to be implemented strategically and efficiently by using the three strategies mentioned above. Novelty/Originality of this article: The new adaptation of NSCRR to create fiscal strategies has not been written before.

Abstract

Background: The structure of the goods and services market in Indonesia cannot be separated from tobacco or cigarette commodities. In everyday life, households as consumers often include cigarettes—tobacco’s primary output—among their essential utilities, alongside food, clothing, and shelter, all of which are closely linked to household income. This situation gives rise to a paradox, particularly in light of the fiscal allocation to sectors other than health. Therefore, this study aims to analyze the literature and provide a descriptive review of the use of big data and the structure of the tobacco commodity market in order to identify effective fiscal policies for tobacco products.  Methods: This study utilizes secondary data, including: (i) literature articles and legal or regulatory documents; (ii) data from Statistics Indonesia/Badan Pusat Statistik (BPS); (iii) the national and regional government budgets; (iv) World Development Indicators; and (v) our world in data by Oxford University. The research design focuses on Indonesia as the primary unit of analysis at the national level, which is then compared with other countries to generate a research synthesis through a literature review. This is further supported by descriptive analysis that serves as the basis for policy recommendations. Findings: The study reveals three main findings. First, there is a critical need to improve education, financial literacy, and digital literacy among the population. Second, strengthening public trust in government institutions is essential in order to increase state revenue. Lastly, the government’s utilization of digital technologies and big data plays a significant role in enhancing governance and policy effectiveness.  Conclusion: The core issue identified in this study can be summarized as the need to address cross-budgeting challenges through innovations such as the use of facial recognition technology powered by big data to identify smokers. Novelty/Originality of this article: This study employs both theoretical and empirical literature, supported by descriptive analysis.

Abstract

Background: This study aims to explore and analyze the implementation of a green economy in the context of sustainable development, with a focus on the development of an inclusive society. Methods: The approach used is a literature review with a descriptive-analytical method, involving various secondary sources, such as scientific journals, reports from international institutions, and government policies. Findings: The results show that the transition to a green economy requires the integration of sustainability principles in development policies at various levels. In addition to resource efficiency and carbon emission reduction, the green economy must also encompass social justice and protection for vulnerable groups. Key challenges in implementing a green economy include weak institutional capacity, resistance to policy changes, and financing gaps, particularly in developing countries. Furthermore, the importance of an interdisciplinary approach, collaboration between the public and private sectors, and community participation in decision-making are key factors in the success of the green transition. Novelty/Originality of this article: This study also highlights the importance of education and technological innovation to support sustainability and economic resilience. Overall, the findings provide valuable insights into the need for a fair and inclusive green economy as part of the sustainable development agenda.
