Abstract

This research was conducted to contribute ideas regarding maritime countries. How regions within a maritime state must implement certain instruments in order to be said to be part of a maritime state. This research aims to provide a description of the transformation of Cilacap district into a region based on its character as a maritime country. The type of research used is descriptive qualitative with the type of data including secondary data and the collection technique used is library research. The data analysis technique used is the qualitative content analysis data analysis technique, namely which is the author analyzes secondary data, then uses theory to explain a phenomenon or event that the author is researching. This research concludes that based on six important sources of instruments related to transformation into a region that has the character of being part of a maritime country, Cilacap, with its potential and optimal utilization, has taken steps to become a region that has a maritime character. This research recommends that more in-depth research can be carried out regarding areas that actually already have potential or have implemented certain instruments as part of a maritime country.

Abstract

Industrial growth is one of the consequences of national development. Industrialization certainly has both positive and negative impacts. Environmental concerns, especially environmental damage that occurs due to industrialization, are currently still massive in Sukoharjo Regency. The case of environmental pollution in Sukoharjo has caused serious attention from policy makers to create environmentally based policies such as the application of the concept of environmental governance. This research will discuss the application of robust principles in environmental governance which consists of four aspects, namely Legitimate, Connected, Nested and Polycentric in Sukoharjo Regency Regional Regulation Number 5 of 2023 concerning environmental protection and management. The research method is normative legal research with a descriptive presentation and using a statutory approach. The results of this research show that the Sukoharjo Regency Regional Regulation Number 5 of 2023 concerning environmental protection and management has met the three aspects of the Robust Principle, namely the Legitimate, Connected and Polycentric aspects and has not fulfilled the Nested element.

Abstract

In Indonesia, poverty continues to be a major issue. According to Statistics Indonesia, there were 9.78% of the population living in poverty in 2020, with Java Island accounting for 50% of the nation’s total poor people. Furthermore, poverty reduction is the primary concern due to Central Java’s high poverty rate, which is still higher than the national average, so it has become a shared challenge. This study measured poverty by clusters based on a variety of deprivations that residents of 35 regencies or municipalities in Central Java Province experienced. Additionally, 16 poverty indicators based on the criteria and income of the poor and underprivileged from the Ministry of Social Affairs comprised the variables used in this study. Moreover, by selecting the optimal cluster, characteristic poverty was obtained employing fuzzy C-means (FCM) as cluster analysis. In addition, each municipality/regency that shares a similarity indicator with another municipality/regency was categorized into one cluster. The clusters were fundamental to understanding the determinants of poverty and poverty alleviation programs. According to the clustering results, there were four clusters considered the best cluster, and it demonstrated that the indicators most associated with poverty were non-food expenditure, drinking water adequacy, access to sanitation facilities, the open unemployment rate, and television ownership.

Abstract

The application of Evidence-Based in policy formulation and development planning in Indonesia is still new and important to be implemented to reduce the dominance of political interests and prioritize public interests in the policy-making process. The implementation of evidence-based policy is an urgency in the regional development planning agenda, especially in Tuban Regency. This study aims to understand the evidence-based policies that have been implemented in the RPJMD of Tuban Regency for 2021-2026. This type of research is descriptive qualitative research with a secondary data analysis method. The results showed that this planning document has implemented evidence-based planning development in Tuban Regency. However, the quality of evidence still needs to be improved, especially at the top level, which are the use of research and scientific articles to be considered in determining regional development policies. Evidence-based development can improve the accuracy of development programs and increase the effectiveness of policy implementation in implementing public services. With the awareness and willingness to implement evidence-based policy, stakeholders can use data and information as evidence that is more focused, concrete, grounded, and sensitive to society issues.

Abstract

In an effort to encourage good governance, strong commitment and consistency are needed in efforts to improve sustainable development. In the context of decentralization and regional autonomy, the ability to develop innovation is needed in various aspects, especially public services, development, empowerment and improving community welfare at the regional level. One of the important steps that regional governments need to take at this time is to accelerate regional development through the implementation of regional innovation. Strengthening Regional Innovation is the main strategy within the National Innovation System framework, which facilitates integration between elements of strengthening the innovation system at the macro level and industrial sectors in the local context. The development of this innovation system is in line with the national agenda, through innovation that is directed with the right strategy and strong commitment. However, efforts to develop innovation in government organizations still face obstacles. Therefore, this research aims to identify potential obstacles that the Cilacap Regency Regional Government may face in its efforts to develop innovation. Through this research, it is hoped that it can help identifying effective solutions to increase regional government innovation capabilities, improve services to the community, and support regional economic growth. This research was carried out in Cilacap Regency with the Cilacap Regency Government as the research subject. This research uses a quantitative approach with data collected through survey techniques. The research results show that the potential for innovation and innovation policies already exists, as well as encouragement to motivate, but the formation of optimal Work Teams and improving the innovation ecosystem which has not yet reached the optimal level are the main obstacles.

Abstract

The well excavation or drainage process often results in casualties due to the presence of poison gas at the bottom of the well. Workplace accidents caused by toxic gases in mining locations also frequently loss of life. This research aims to create a smart safety helmet, a project helmet for personal protection equipped with an MQ-2 sensor to detect toxic gases, connected to a smartphone application using IoT (Internet of Things) technology. Data collection involves calibration tests and simulation tests. Data analysis employs descriptive statistical analysis in the form of numbers and tables. The creation of the smart safety helmet involves integrating Arduino devices with an MQ-2 sensor, LCD, buzzer, power bank, and IoT technology connected to the mobile phones of operators or project supervisors. This integration enables the helmet to detect and relay information about CO gas and its safety status. Based on the performance test results and calibration tests using Automotive Diagnostic Solutions owned by the Cilacap District Transportation Agency, the smart safety helmet has been proven effective in detecting the presence of carbon monoxide by being worn by mining workers and well diggers, thus detecting CO levels and its safety status. If the CO level reaches 1500 ppm or more, the operator or project manager can immediately prepare rescue measures.

Abstract

Bureaucratic Reform has become a crucial issue in facing challenges and changes in the modern government order. Every government entity, both ministries, institutions, and regions, is required to implement the bureaucratic reform agenda to improve the competence of ASN with a professional work culture that has high integrity, effective performance, free and protected from various bureaucratic pathologies and avoid harmful practices. This study aims to analyze the implementation of bureaucratic reform in Tulungagung Regency. This research applies qualitative methods using in-depth interviews, observation, and document analysis as data collection techniques. The focus of this research is to use the theory of policy implementation from Edward III, which sees policy implementation from four indicators: communication, resources, disposition and bureaucratic structure. The results showed that there was a positive development in the implementation of RB based on the Bureaucratic Reform Index and the ASN professionalism index in Tulungagung Regency. However, there are still many obstacles encountered such as policies that have not been integrated, the low quality of human resources, and administrative problems in public services so that acceleration of RB transformation is needed. This research is expected to provide relevant and evidence-based policy recommendations to support the government's efforts to improve the efficiency and quality of public services through bureaucratic reform.

Abstract

Segara Anakan is a lagoon surrounded by swamp forest with a mud substrate. Several biota live in it, one of which is Gastropods. This biota has slow movements and is relatively sedentary. The aim of research on gastropod biodiversity is to describe the diversity and dominance of their species. The research was conducted in July-September 2021. The research method used was a survey with a purposive random sampling technique at three stations taking into account differences in vegetation community structure. Station 1 (St 1) is in the eastern part of Segara Anakan with vegetation that dominates Aegiceras corniculatum; Station 2 (St 2) is in the middle of Segara Anakan with vegetation that dominates Nypa fruticans; Station 3 (St 3) is in the western part of Segara Anakan with vegetation dominating Sonneratia alba. Each station is determined by nine different sampling points once every month. The results showed that the Potamididae and Neritidae families were most commonly found at all stations during the study. The highest abundance is found in St 3, namely 1433 ind/m2, the lowest in St 1, namely 545 ind/m2. The diversity index in the medium category is at St 1 (1.05) and St 3 (1.59), while the low category is at St 2 (0.85). The dominance index in the medium category is at St 2 (0.55), and in the low category at St 1 (0.47) and St 3 (0.28). Factors that influence differences in abundance, diversity and dominance are adaptation, food and environmental conditions in which they live.

Abstract

Water is one of the most important natural resources for human life. However, there are some problems that cause water to get polluted and not be used properly, one of which is the liquid waste of the hydrocarbon industry. Fly ash is a residue from coal combustion. Fly ash can be used as an adsorbent to reduce the content of hazardous fluid waste that could threaten human life. The study aims to find out the best NaOH concentration ratio between 1 M and 3 M added to activate fly ash against COD decrease, BOD, TSS, pH, and color change in Kutawaru Cilacap battery waste. The study passes through several stages, namely the first phase of activation of fly ash with NaOH at concentration ratios of 1M and 3M with a ratio of 1:5 for 3 hours. Then, in the adsorption process, the activated fly ash is mixed with battery liquid waste. The final phase is the testing of batik waste at the DLH Cilacap. The results obtained are at the concentration of 1M NaOH because it can reduce COD, BOD, and TSS up to 76%. With the result of COD of 3286 mg/L, BOD of 4921 mg/L, and TSS of 115 mg/L, whereas the results of concentration 3M, with COD of 3615 mg/L, COD 5397 mg/L, and TSS of 36 mg/L, PH for both these concentrations of 8 and the change in color of waste batik that remains black concentrated.

Abstract

Waste management is an innovation that needs to be developed. With good management, waste will be transformed into a source of income. Waste management with a technological touch will result in optimal economic improvement. One of the efforts made is the utilization of Refused Derived Fuel (RDF) as an alternative energy source. In this context, waste management becomes very important not only as a technical issue but also as a key to unlocking new potential in a sustainable economy. The research method used in this study is qualitative, with data collection from literature review, field observation, and interviews. SWOT Analysis technique is carried out to formulate optimal strategies. The results of this study indicate that the acceleration of RDF in Cilacap Regency as a driver of the circular economy in Indonesia can be done by implementing the main strategies that have been formulated, namely the development of RDF in Integrated Waste Management Sites (TPST) by optimizing technology and local resources.
