Abstract

Tuna fisheries in North Sulawesi play a significant role in supporting coastal economies and contributing to national fishery exports. A common practice in this fishery is the use of anchored fish aggregating devices (AFADs) to assist fishers in locating and catching migratory pelagic species such as tuna, skipjack, and mackerel. However, a social phenomenon that lacks clear legal recognition persists, namely the presence of FAD guards who monitor and manage these fishing grounds. This study aims to examine governance risks, social aspects, and stakeholder perceptions related to the involvement of FAD guards in fishing practices in North Sulawesi. The research employed a literature review of policy documents which is complemented by in-depth interviews with five stakeholder groups: (1) central government agencies, (2) local government institutions, (3) academics, (4) non-governmental organizations (NGOs) and (5) FAD guard representative. The findings reveal two major perspectives: (1) the FAD guard profession should be legalized as it provides livelihoods for marginalized coastal communities and supports investment and security of fishing devices, although it may encourage similar practices in other regions; and (2) the prohibition of FAD guards, as this occupation is considered high-risk and currently unregulated. These findings underscore the need for adaptive regulations, continuous stakeholder dialogue, and participatory monitoring mechanisms to ensure legal certainty and promote equitable fisheries governance.

Abstract

Mukomuko Regency has a coastline of ± 98,218 km. There are several coastal zone districts as centers of capture fisheries, including Air Rami district. Nearly 70% of the population in Air Rami Sub-district are fishermen. One of the fishing gears used by fishermen in Air Rami District is a gill net. The purpose of this study is to describe the financial and technical aspects of gill net fishing by fishermen in Air Rami District, Mukomuko Regency, Bengkulu Province. The purpose of this study was to describe the financial and technical aspects of gillnet fishing by fishermen in Air Rami District, Mukomuko Regency, Bengkulu Province. The study was conducted from May to June 2025 using a survey method. Respondents were 10 gillnet fishing units. Data were collected using interviews. Data analysis was conducted using descriptive methods. The feasibility of gillnet fishing is assessed using four investment criteria : Net Benefit-Cost Ratio (Net B/C), Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP). Gillnet fishing units in Air Rami District typically use outboard motorboats (PMT) measuring 2.28 GT with a 15 HP engine, and gillnets with a mesh size of 2–2.5 inches. The average total investment of fishermen is Rp. 45,900,000, resulting in an annual income of Rp. 144,192,000 from 60 fishing trips. Financially, the gillnet fishing business is feasible based on a Net B/C value of 1.044 (>1), a positive NPV of Rp. 22,086,079, an IRR of 50%, and a PP of 4,867 years.

Abstract

Yellowfin tuna is a valuable fishery resource in WPP-715, North Maluku, Indonesia, contributing significantly to both local economies and global tuna markets. However, overfishing and unsustainable practices threaten the long-term viability of this resource. This study aims to assess the current level of fish exploitation and analyze appropriate management strategies for yellowfin tuna fisheries in WPP-715. The Cost-Yield-Profit (CYP) model was used to evaluate optimal fisheries from both input and output perspectives. The result in this study shows that bioeconomic assessment shows that under (Maximum Sustainable Yield) MSY conditions, biomass reached 2,617,152 kg with a catch of 577,292 kg and 20,353 fishing trips. Under (Maximum Economic Yield) MEY conditions, biomass was higher at 3,226,476.00 kg with a catch of 546,000 kg and 15,614 fishing trips, yielding a maximum economic benefit of Rp 18,008,031,386. Bioeconomic analysis revealed that the current state of the fishery is overfished, exceeding both MSY and MEY levels. This study underscores the urgent need for sustainable management strategies to prevent further stock depletion and economic losses.

Abstract

Jayapura City is a coastal area that has the potential of marine resources, making it the center of economic activity for fishermen. The fishermen who live in Dock IX consist of two tribes, namely Serui and Buton, who have long been fishing in the waters of Jayapura. The culture of fishermen from both tribes is closely related to an orientation towards the sea. However, this needs to be balanced with the use of environmentally friendly fishing gear so that in the future, the sustainability of fishery resources, especially Yellowfin Tuna (Thunnus albacares), can be maintained. Therefore, it is necessary to understand the fishing gear used in the fishing process and the socio-cultural conditions of traditional fishermen in fishing using handlines. Primary and secondary data collection was conducted from March to May 2025 at Dock IX, Tanjung Ria Village, Jayapura City. The social conditions of fishermen were observed in terms of age, education, length of time working as fishermen, and number of dependents in Dok IX, Tanjung Ria Village, Jayapura City. From a cultural perspective, the Buton tribe does not catch fish (as it is not fishing season), so they offer sacrifices by feeding the sea. They believe that by feeding the sea, they will catch a lot of fish. In contrast, the Serui community does not perform rituals (customs) to make offerings in the process of catching fish. They use fiberglass boats, Yamaha engines with a capacity of 15 horsepower, and fish in the waters of Jayapura City, Pasir 6, Papua New Guinea, and even the waters of Sarmi Regency.

Abstract

This study aims to examine the construction and spatial distribution of fish aggregating devices (FADs) and to identify fishing gears and catch composition associated with their utilization in the Tanimbar Islands waters. The research was conducted from June to August 2025 in Lamdesar Timur and Selaru Island within Fisheries Management Area (FMA) 718, using a quantitative descriptive approach. Data were collected through field surveys, measurements of FAD components, fisher interviews, GPS-based recording of FAD locations, and direct observations of fishing gears and catches. The results show that the FADs used by local fishers are predominantly anchored FADs with simple constructions relying on traditional materials. A total of 34 FADs were distributed in clustered patterns across three main locations, influenced by water depth, oceanographic conditions, and fishers’ local ecological knowledge. FAD utilization involved multiple fishing gears within a single fishing unit, mainly trolling lines, handlines, and kite lines. The catch composition was dominated by yellowfin tuna (Thunnus albacares) and skipjack tuna (Katsuwonus pelamis), with size structures ranging from juvenile to adult individuals. These findings provide a scientific basis for spatial planning of FAD deployment and for regulating their utilization as part of sustainable pelagic fisheries management in archipelagic waters.

Abstract

Fish traps (bubu) are passive fishing gears that can be operated across a variety of habitats. However, the deployment of bubu around floating net cages (FNCs) has received limited scientific attention. This study aimed to examine the species composition and productivity of bubu traps using different bait characteristics. Two types of traps—those baited with Decapterus sp. (momar) and those equipped with lights—were operated around FNCs during morning and afternoon periods. Four light colors—red, yellow, blue, and white—were tested, each yielding distinct results. A total of 150 individuals were captured, comprising 26 fish species and several benthic organisms such as crabs, sea cucumbers, and sea urchins. The highest productivity was recorded in baited traps, averaging 5.8 catches per trip, predominantly composed of crabs. Traps with blue light produced an average of 5.0 fish per trip, exclusively capturing fish species. White, yellow and red light traps, in contrast, were dominated by sea urchins alongside fish catches. Based on economic value, the catches from baited traps consisted of commercially important carnivorous species such as groupers (5.2%), scads (5.2%), and emperors (10.3%). In comparison, light-baited traps tended to attract planktivorous fish. The use of bubu with various bait characteristics may serve not only for fishing purposes but also as a tool for ecological observation as anthropogenic impact, such as areas surrounding FNCs.
