Abstract

Poverty as One of the Causes of Crime. This article aims to analyze more deeply the effect of poverty on criminal acts that occur in the city of Batam. This study uses a qualitative descriptive method. Data obtained from secondary data, namely using literature studies, collecting information from various journals, and the latest news to be used as data sources The results of the study show that the poverty line is increasing because the prices of necessities continue to soar, which has an impact on the difficulty of the community to survive. Criminal acts such as theft, mugging, robbery, and beheading are some crimes influenced by economic factors.

Abstract

The government's main task is to provide public services to service recipients. Public services are service providers by the government, both private and public, using financing or free use to meet the needs or interests of the community. The purpose of this study was to determine the Quality of Service in Making Identity Cards (KTP) at the Population and Civil Registration Office of Batu City, as well as to determine the supporting and inhibiting factors of Service Quality in Making Identity Cards (KTP) at the Population and Civil Registration Office of Batu City. The type of research used is qualitative research. Source of data obtained from primary and secondary data. Data collection techniques using observation, interviews, and documentation. The informant's technique is Snowball sampling using a key informant who is the Head of the Population Identity Section at the Population and Civil Registration Office of Batu City. The data analysis technique uses reduction, presentation, and conclusion drawing. The validity of the data used is technical triangulation. The results of the study find out that the quality of service in making identity cards (KTP) can be said to be good in terms of dimensions, meaning that the dimensions of tangible, reliability, responsiveness, assurance, and empathy are by service standards. Thus, those who support the service of making Identity Cards at the Population and Civil Registration Office of Batu City are from the dimensions of Reliability, Responsiveness, Assurance, and Empathy because of the availability of adequate facilities such as the presence of mobile cars, ball pick-ups, and PKK Peak to facilitate the community in managing population documents and the service process provided quickly and quickly as well as the courtesy of employees. The sign of the obstacle is the Tangible dimension because there are still several problems in making Identity Cards, such as the network that often occurs in errors, the unavailability of special waiting room facilities for the disabled and the elderly, and the lack of identity cards

Abstract

The training was a proposal from Tanjungpinang City based on the potential and conditions in each kelurahan and selected based on the results of the musrenbang. In 2019 entrepreneurship training was held for novice workers, a proposal from the Kp. Bugis. This study aimed to determine the effectiveness of entrepreneurship training for novice workers carried out by the Department of Manpower, Cooperatives and Micro Enterprises, Tanjungpinang City. The type of research used is descriptive with mixed methods using quantitative and qualitative data. The strategy used is a concurrent embedded, so one method is more dominant than the other methods. In this study, quantitative methods are more prevalent than qualitative methods.The population in this study is all parties whose characteristics can be observed to be drawn as a sample. The model in the quantitative method is the entrepreneurship training participants, as many as 19 people who were selected using saturated sampling, and the example in the qualitative form or informants are the Head of Placement and Training at the Manpower Office 1 person, one person entrepreneurship training instructor, one person from the Bugis Village Village, and five trainees. Based on the results of quantitative data research, the effectiveness of entrepreneurship training programs for the workforce of Cooperatives and Micro Enterprises in Tanjungpinang City has been very effective. However, the qualitative data still found obstacles such as the delivery of training information was not widely spread by the Bugis village community, interviews had not been carried out strictly, and there were still participants who had not applied the knowledge gained from the training. Therefore, it is suggested to the stakeholders, namely the workforce office and the kelurahan to work together in disseminating and selecting participants so that they are chosen fairly. As well as for the community is expected to maximize the knowledge gained from entrepreneurship training.

Abstract

With the enactment of Law Number 6 of 2014 concerning villages, it is hoped that all interests and village development can be better managed. Village residents and government have full authority and village managers plus assets and potential and are responsible for the activities carried out in village government development. In this type of qualitative research, with primary data sources and secondary data sources, data collection techniques are observation, interviews, and documentation, sampling technique using purposive sampling, systematically data obtained from interviews and documentation by describing into units, choosing which one will be studied and make conclusions, as well as data validity techniques with triangulation techniques. The study results prove that from the planning aspect, the village government is increasing community participation in village development, and the function of the bundle's program, which can be called, is still lacking. From the aspect of accountability, the bundles' story is still lacking. The supporting and inhibiting factors for bundles development planning and community participation in developing the bundle's management program in Tawangargo village are the inactive capacity of community resources,information problems, and institutions that have not been utilized optimally

Abstract

Homeless people and beggars on the streets are troubling the people of Batam City. In addition, it also violates the public order of Batam City because Batam is a homeless and beggar-free area. Homeless and beggars are often found at red lights and the control of homeless people has been carried out by the Batam city government. The control was carried out through the Batam City Social and Community Empowerment Service or known as UPTD Nilam Suri, but there were still homeless people roaming around. The purpose of this study is to analyze the evaluation of social service policies in dealing with homeless people and beggars as well as the factors that become obstacles to policy evaluation. This research needs to be carried out so that the Batam City government provides a new breakthrough to overcome the problem of homeless people and beggars who still roam the streets and provide a deterrent effect. This aims to make Batam City free of homeless people and beggars. The type of research used is descriptive qualitative, to provide an understanding of the problem under study. The results of the study show that the Policy Evaluation of the Social Service in dealing with homeless and beggars in Batam City has been going well but not optimal. This is due to budget constraints so that the number of human resources or HR qualifications, and supervision is inadequate.

Abstract

The reason for making this research is to find out how the performance of employees from public service malls in Batam City in the current era of Regional Autonomy. The mission of the Public Service Mall is to provide convenience, speed, affordability, security and convenience for the community to improve services. In expansion, to strive for the Indonesian state and improve world competitiveness. This research can be a descriptive qualitative research with clear information from observations and social media or the Public Service Mall website. The results of the study indicate that the quality of administration from aspects, among others: system, requirements, specifications of the type of service, and time to prove quite satisfied with the services provided by the Batam City Public Service Mall.

Abstract

Kemiskinan dipandang sebagai ketidakmampuan untuk memenuhi kebutuhan ekonomi dasar. Artikel ini menjelaskan tentang kemiskinan yang masih ada di Batam dan strategi yang dapat dilakukan pemerintah. Tujuan dari penelitian ini adalah untuk mendeskripsikan strategi pemerintah dalam mengatasi kemiskinan di kota Batam. Strategi ini dilaksanakan oleh pemerintah daerah dan pusat. Strategi anti-kemiskinan yang berdedikasi berarti bahwa pemerintah dapat mengurangi kemiskinan dengan menciptakan lapangan kerja di sektor-sektor padat karya, misalnya. Melalui mandatnya, DPR-RI berperan penting dalam pengalokasian anggaran dan pengawasan pelaksanaan program pemerintah terkait pengentasan kemiskinan. Kota Batam telah menerapkan strategi pelayanan sosial anti kemiskinan dan pemberdayaan masyarakat, namun sejauh ini belum berhasil menurunkan angka kemiskinan saat ini. Salah satu program yang dilaksanakan pemerintah kota Batam adalah bantuan sembako dan renovasi rumah tidak layak huni. Mengenai masalah yang diteliti yaitu apa yang dapat digunakan oleh pemerintah untuk mengatasi kemiskinan di kota Batam. Cari strategi alternatif. Sebagai Penyiar, Direktur Fakir Miskin, Jaminan Sosial dan Pemberdayaan Kelembagaan. Hasil penelitian ini menunjukkan bahwa strategi pengentasan kemiskinan yang diterapkan oleh Badan Pemberdayaan Sosial dan Masyarakat belum berhasil dalam mengurangi kemiskinan. Metode yang digunakan dalam penelitian ini adalah deskriptif. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Pengumpulan data dijelaskan dengan menggunakan konsep, variabel, dimensi dan metrik. Data dianalisis menggunakan analisis SWOT untuk mengidentifikasi kekuatan, kelemahan dan tantangan untuk mengatasi masalah. Hasil kajian menunjukkan bahwa upaya pemerintah untuk mendobrak sekat-sekat kemiskinan meliputi penguatan pemerintah daerah melalui perekonomian nasional, implementasi kebijakan dan program anti kemiskinan baik di pemerintah daerah maupun pusat

Abstract

Abstract Cases of sexual violence or sexual abuse against children are increasingly shocking and increasing in the city of Tanjungpinang. With the increase in cases of sexual abuse of children in Tanjung Pinang, parents are increasingly anxious. To overcome this, the Government of Tanjungpinang City established a Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) to carry out their duties of carrying out service functions, public complaints, outreach to victims, case management, victim assistance and victim recovery. The purpose of this research is to find out the role of UPTD PPA Tanjungpinang City in handling cases of sexual abuse of children. This research is a descriptive research using a qualitative approach. Based on the scope of the problems examined, the population in this study were staff working at UPTD PPA Tanjungpinang City. Informants in this study were determined by purposive sampling, namely UPTD PPA staff who played a role in handling cases of sexual abuse in children, namely psychologists and lawyers, members of the Police, employees of the Ahmad Tabib Hospital and employees of the Tanjungpinang City Social Service. Data collection techniques are carried out through observation, interviews, and documentary studies. Data analysis was carried out qualitatively. The results of this study are that the UPTD PPA has carried out its role well in handling cases of sexual abuse of children in accordance with their duties and functions even though the UPTD PPA does not have appropriate fields to deal with victims and there are obstacles in handling victim cases. Abstrak Kasus Kekerasan seksual atau pelecehan seksual terhadap anak semakin menggemparkan dan meningkat di kota Tanjungpinang. Dengan meningkatnya kasus pelecehan seksual terhadap anak di tanjungpinang maka semakin besar keresahan para orangtua. Untuk mengatasi hal tersebut, Pemerintah Kota Tanjungpinang membentuk Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) untuk melaksanakan tugasnya menyelenggarakan fungsi layanan, pengaduan masyarakat, penjangkauan korban, pengelolaan kasus, pendampingan korban dan pemulihan korban. Tujuan penelitian ini ialah unutk mengetahui Peran UPTD PPA Kota Tanjungpinang Dalam Menangani Kasus Pelecehan Seksual Terhadap Anak. Penelitian ini ialah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Berdasarkan ruang lingkup permasalahan yang di teliti, maka yang menjadi populasi dalam penelitian ini ialah para staf yang bekerja di UPTD PPA Kota Tanjungpinang. Informan dalam penelitian ini ditentukan secara pusposive sampling yaitu staf UPTD PPA yang berperan dalam menangani kasus pelecehan seksual pada anak, yaitu Psikolog dan Pengacara, anggota Polres, pegawai RSUD Ahmad Tabib dan pegawai Dinas Sosial Kota Tanjungpinang. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentatif. Analisa data dilakukan secara kualitatif. Hasil penelitian ini adalah bahwa UPTD PPA telah menjalankan perannya dengan baik dalam menangani kasus pelecehan seksual terhadap anak sesuai dengan tupoksi mereka meskipun UPTD PPA tidak memiliki bidang-bidang yang sesuai untuk menangani korban serta terdapat kendala-kendala dalam menangani kasus korban.

Abstract

This study aims to describe the implementation of waste management policies by the Batam city government and waste management by establishing Regional Regulation No. 11 of 2013, as well as the impacts resulting from the implementation of plastic waste management and control policies in Batam city. The research method used is qualitative research method. Qualitative research is a research approach to study the state of natural objects based on post-positivist concepts, with the researcher as the main tool. Data collection techniques were carried out by observation, interviews, documentation. Other supporting data are taken from journals, literature, websites, and previous research.The results of the study show that the implementation and impact of government policies in the management and management of plastic waste in the city of Batam has been maximally implemented by the city government of Batam in providing the facilities required for waste management, such as pick-up cars, TPA, TPS, AND trash cans. Meanwhile, judging from public awareness related to the policy of managing and handling plastic waste in Batam City, public awareness is still minimal, which can be seen from the household waste that is transported at the TPA, there is no separation of various types of waste. As for the impact of the implementation of plastic waste management and recycling policies in the city of Batam, if implemented by the community, it will have an impact on environmental hygiene, public health, increase performance, and reduce environmental damage.
