Abstract

This research raises the issue of the importance of empowering Kelurahan in improving community services. On this occasion, the researcher used a qualitative design with a literature study method using theories and existing journals as reference materials. Empowerment is the strengthening of the development process, independence, self-empowerment, and the negotiating position of the lower classes against the oppressed forces of all levels of society. According to Law Number 25 of 2009 concerning Public Services, public services are defined as activities or series of activities in the context of meeting service needs in accordance with the laws and regulations for every citizen and resident for goods, services and / or administrative services provided by service providers. public. To improve services at the kelurahan level, the Kelurahan needs to be empowered by referring to aspects, in the form of; freedom of mobility, the ability to buy small commodities, the ability to buy large commodities, to be involved in making household decisions, the relative freedom from family domination, legal and political awareness, involvement in campaigns and protests, economic security and contributions to the family.

Abstract

Elections in Indonesia, have been held periodically since 1955, then in 1971 After that, elections are held every 5 years, starting in 1977, 1982, 1987, 1992, and 1997. The democratization process carried out with the Elections above, especially during the New Order have not been able to produce the expected democratic values. During the Reformation period, Indonesia had begun elections in 1999, then in 2004, 2009, 2014 and 2019.There is something interesting about the dynamics of the development of democracy in this country since the reformation began in 1998. One thing that stands out is the impact of democracy on people's welfare. In the midst of public space, various discussions emerged about whether democracy is still an appropriate system for answering the concept of a better state and being able to provide welfare for all the people of Indonesia. Through elections, voters can channel their chosen aspirations. The hope, of course, is choosing leaders who can realize programs that can improve people's welfare.

Abstract

This research was conducted due to several problems including: the absence of efforts to transfer land rights according to clear procedures and conditions, the absence of legal certainty and protection for holders of land rights grants. This research was conducted on 20 people involved in the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency Bungo Regency of Bungo Regency using a survey method with a descriptive qualitative approach. The results of the research show the procedures for administering the transfer of rights to land grants at the Ministry of Agrarian Affairs and Spatial Planning. Procedures for administering the transfer of land rights to the grant, for land that has been certified by the grantee and the grantee before the official land deed maker (PPAT) to sign the grant deed. In the process of making a grant deed, the grant giver must complete land data and data on the grantee and recipient of the grant. Obstacles to the Office of the Ministry of Agrarian Affairs in the Transfer of Rights to Land Grants is the high number of people who do not understand about the transfer of rights to land grants, underutilized office facilities and infrastructure, lack of employee discipline.

Abstract

Poverty is a complex issue in Indonesia. Both the central and regional governments are making various efforts to address the issue of poverty. According to Regional Autonomy Law No. 32 of 2004, the Central Government delegated authority to regional governments to control affairs in the regions in accordance with the conditions of their individual areas. This study focused on Kulon Progo Regency, which had the highest poverty rate in the Special Region of Yogyakarta when compared to other districts. Because Kulon Progo Regency has favorable geographical circumstances in the agricultural and plantation sectors, the majority of the population is employed in these industries. To address the issue of poverty, the Kulon Progo Regency Government employs an alternative development paradigm. The implementation of the alternative development paradigm program necessitates interactive engagement among the parties involved, necessitating the use of a collaborative governance approach. State actors as well as non-state actors are involved. The purpose of this research is to identify the concept of collaborative governance in poverty alleviation in Kulon Progo Regency. According to the findings of this study, the community as a subject and object/actor is critical in the concept of collaborative governance in poverty alleviation. In order to promote social resilience, the community is meant to be able to produce money on its own through community empowerment

Abstract

The purpose of this study is to see/review how the implementation of the procurement of Public Goods Electronically (E-Procurement) considers E-procurement as an instrument that can prevent corruption in the budget for procurement of goods and services in terms of regulatory policies and leadership related to institutions. The type of research used in this research is narrative with a qualitative approach. The results of this study indicate that regulations still have weaknesses. Various regulations at the institutional and government levels often lead to different implementations. Actors who do not have different interests in the field have weak interpretations so that leadership tends to be intervened by several parties, thus triggering institutions.

Abstract

This research aimed to examine the efforts made by the Galang District government in providing administrative services, especially for people living on the island. The geographical condition of the sub-district, which consists of four urban villages located on the island at varying distances, certainly has its own challenges. Type of research used in this article is descriptive qualitative approach. Data sources derived from primary and secondary sources. Data was collected through documentation and interviews. The results showed that to fulfill the community service on the surrounding islands, several efforts had been made, namely coordinating with the ward, collaborating with pompong drivers, providing official housing in the sub-district office complex, and socializing the available administrative services. The pattern of administrative services is made flexible with the principle of fulfilling the rights of the community in obtaining the best possible service. The experience of implementing administrative services for the community showed that the importance role of the sub-district as a regional apparatus. Districts, as regional apparatus, are required to be spearheading of services that need to carry out a series of strategies and improvements to serve the community. The sub-district apparatus was required to find ways to provide and distribute services to the community according to their needs, even with geographical challenges.

Abstract

The goal of this research is to look into the role of local governments in lobbying for and carrying out any federal policy or program. Concerning the flow of communication from the government to the community, the research that was undertaken explored in great detail the communication that occurred between regional government workers. The descriptive method with a qualitative approach was employed as the research methodology in this study. Furthermore, Edward III's theory was used to investigate the stages of communication and their role in socializing the policy of the Government of South Tangerang City. This data was gathered through interviews, observations, and written documentation. The study's findings revealed that policy socialization is progressing very well through various communication channels such as internet media, printed media, and electronic media. The study also demonstrated that this socialization is going quite nicely. These numerous sorts of socialization media were the principal tools used by the South Tangerang regional government to socialize its varied policies. Another way to socialize was to distribute direct media or socialization to each neighborhood. It is advised that the South Tangerang City Government continue to work to improve their performance in socializing policies so that they will achieve the goals of the policies established in order to build a society that is lawful and orderly in relation to the policies that were made.

This study aims to analyze the criticism of local government public services in Indonesia. Complex problems with public services that often occur in services at the local government level. This is because the local government is an extension of the central government to provide rights and obligations in meeting the needs of the community as citizens. This study uses descriptive qualitative research methods to analyze in depth related to criticism of public services in local governments. The data obtained through 25 local and national online news and 25 national journal articles. The results of the analysis of this study indicate that the causes of criticism of public services are; 1) Undeveloped Performance Culture; 2) Incompetent human resources for apparatus, 3) Overlapping tasks, 4) Rule-based or bureaucratic mindset, 5) lack of understanding of standards. Abstract

The purpose of this study is an effort to apply the blue economy concept to optimize the potential of mangrove resources in improving the economy of coastal communities in the District of Back Padang. This research is motivated by the problem of misunderstanding for the community in utilizing the existing potential so that there is no looting of mangrove forests. The theory used in this discussion refers to the concept of the blue economy because it is oriented to the principle of strength and potential in the region as well as empowerment in strengthening the economy of coastal communities, this study also uses qualitative methods with descriptive research types. The results of this study indicate that the existence of the blue economy concept is able to answer in increasing knowledge and empowerment of coastal communities that the potential in mangrove forests can be processed into processed products such as syrup and crackers. In addition, it can create a central area for aquatic biotic cultivation, which can encourage the wheels of the economy for communities in coastal areas. The development of coastal areas must depart from its ecological and economic functions and the concept of Blue economy is a model in the field of economic strategy that isimplemented in coastal areas.
