JILS (Journal of International and Local Studies) is a peer-reviewed and open access journal published by International Relations Department, Universitas Bosowa in 2016. Journal is designed to covers various topics and perspective of politics, economy, law, history, social, culture, and much more and to disseminate excellent articles that present new insights, ideas, and concepts that result from contemporary research projects in local and international studies. JILS published twice a year every January and July, always places local issues in global perspective and vice versa. JILS as a part of efforts to reach the Department vision and mission to integrate the study of international relations with global value and local value and as an effort to develop the capacity of its researchers.

Panggung sosial yang pete`-pete` hadirkan bersifat stategis karena perjumpaan antar warga kota yang difasilitasinya, diarahkannya, didevaluasinya dan ditundanya berlangsung massif, baik secara durasional maupun secara geografis; pada hampir semua belahan tubuh Kota Makassar hadir pete`-pete` di hampir semua waktu, bukan sekadar ketika pete`-pete` jalan on the road namun juga ketika pete`-pete` terparkir. Nilai inilah yang membuat pete`-pete` bisa dikaitkan secara konseptual dan praktis dengan wacana ruang publik di Kota Makassar, yang saya sebut sebagai Makassarisme; pete`-pete` adalah sejenis mode melintasi ruang Kota Makassar bersama orang lain. Kebersamaan ini memiliki ciri khusus yakni terjadi di atas/di dalam sebuah entitas mekanik yang bergerak, dalam situasi psikologi sosial yang temporer namun intens. Kebersamaan ini, secara sosial eksistensial, banyak menyumbang kepada definisi ke-kita-an yang dihidupi oleh warga Kota Makassar, terkhusus bagaimana mendefinisikan diri sendiri di hadapan orang lain, bagaimana mendefinisikan orang lain dalam suatu perjumpaan yang berhimpitan, dan bagaimana status serta nilai kekuasaan yang hadir di dalam, di antara dan di luar pete`-pete`. Tulisan ini dibangun dalam kerangka penelitian lapangan (field research) yang menggunakan pendekatan fenomenologis etnografis. Metode pengumpulan data yang digunakan adalah etnografi panggung (stagial ethnography) dalam bentuk mengendarai, memakai, memaknai (verstehen) pete`-pete` dan wawancara mendalam (deep interview) dengan subjek yang berkepentingan dengan pete`-pete`. Metode analisis data yang digunakan adalah outcroppings terhadap data lapangan dan materi wawancara untuk memperoleh data kualitatif tentang relasi pete`-pete` dengan wacana & praksis social Makassarisme. Penyelidikan yang lebih detail terhadap hal ini diharapkan mampu membantu warga Kota Makassar untuk memahami pete`-pete`nya dan konsekuensi yang dibawanya.

This paper attempts to answer the question whether globalization that blurs the state’s boundaries can unite feminist movement to be a global feminism. The goal is to eliminate all the differences and diversities that obstruct women in the West and women in the South, such as the wealth issue, the western women perspective, the commonality and the colonialism in the third/ south/ countries. Used post-colonialism feminism approach, this paper argues the attempt to unite all the differences and diversities that lie between women in the West and women in the South obstructed by the sharp of live differentiations and history that influenced them.

This paper explores the management of waste and strategies in dealing with environmental problems. The increasing tourism activities and the weakness of garbage management in traditional markets are the challenges of waste management in Batu City. While, the industrial waste of Malang Regency generates social protest and bring the disadvantages on the quality of water of Brantas River. The practice on sustainable development model required the roles of state to achieve society welfare by considering economic, social, and ecological dimensions. This study examine the policy making and institutional coordination as the efforts to perform good governance principles. The government of Batu City invest on sewage treatment plant in Tlekung dump landfill (Tempat Penampungan Akhir-TPA) to produce liquid fertilizer and methane gas as the end of its process. Monitoring and evaluation on industrial waste management system (IPAL) becomes the policy of Malang Regency to preserve the quality of water. The parliament members gain the manufacture industry owner’s attention on waste responsibility through visiting and socialization programs.

The role of the International Committee of the Red Cross (ICRC) in addressing the humanitarian crisis in Syria since the conflict between the government and the rebels who disagree with the leadership of President Bashar al-Assad, the conflict that caused more hundred thousands victims lost their lives, and millions of people in Syria became refugees and IDPs (Internal Displaces Person). Prolonged conflict caught the attention of the international community to demonstrate the ICRC’s commitment in providing humanitarian assistance to the Syrian people who affected. Furthermore, it is expected to encourage the ICRC to carry out its duties and responsibilities as a humanitarian organization in Syria and instrumental help Syria overcome the problems of humanity. The ICRC as a humanitarian NGO engaged primarily in armed conflict are not able tomove freely and engage in armed conflict everywhere to make humanitarian intervention. Although ICRC’s activities have already got legal mandate and strong right in international law, this undeniable that they are struggling to face he barriers in performing their duties, especially in Syria.

Permasalahan dari konflik ini dalam hal stabilitas keamanan adalah pengungsi Myanmar melempar tanggungjawab dengan mengharapkan kepada negara-negara lain untuk dapat bisa menerima imigranimigran etnis Rohingya. Tujuan dari penelitain ini adalah untuk menganalisis dan membahas permasalahan kemanusiaan terkait Pengaruh Konflik Rohingya Myanmar terhadap Stabilitas Keamanan Asia Tenggara. Penelitian ini menggunakan metode deskriptif kualitatif yang bersifat menganalisa dan mendeskripsikan suatu permasalahan. Hasil penelitian menunjukkan bahwa Negara-negara ASEAN membuat kebijakan bahwa keputusan yang diambil dalam menghadapi konflik Rohingnya Myanmar berpegang teguh pada Masyarakat yang mengacu pada peraturan dengan kesamaan nilai dan norma, Kawasan yang kohesif, damai dan berdaya tahan tinggi dengan tanggung jawab bersama untuk menciptakan keamanan komprehensif, dan Kawasan yang dinamis dan berpandangan keluar. Semua negara anggota ASEAN memberikan bantuan penuh kepada penyelesaian konflik Rohingya tanpa membedakan SARA dengan melakukan diplomasi-diplomasi internasional. Tidak salah jika ASEAN sebagai organisasi regional diharapkan mampu untuk menyelesaiakan krisis tersebut dalam pencapaian stabilitas keamanan karena untuk mencapai suatu negara yang stabil diperlukan suatu kawasan yang stabil.

Penelitian ini bertujuan untuk mengetahui strategi diplomasi dalam Faith Based Diplomacy yang dijalankan oleh Faith Based Diplomat yaitu Paus Paulus Johanes II, Paus Benedictus, dan Paus Fransiscus, penelitian ini juga bertujuan untuk mengetahui dan menjelaskan dampak dari diplomasi tersebut terhadap normalisasi hubungan Amerika Serikat – Kuba. Metode penelitian yang digunakan adalah deskriptif analitik. Teknik pengumpulan data diperoleh melalui hasil wawancara, telaah pus- taka dan berbagai sumber valid lainnya. Seluruh data dianalisa secara kulitatif. Hasil penelitian ini menunjukan bahwa Vatikan menggunakan pendekatan Faith Based Diplomacy melalui strategi head to head dalam upaya pelonggaran sanksi embargo ekonomi Amerika Serikat terhadap Kuba hingga strategi the secret head to head dalam tahap normalisasi hubungan Amerika Serikat – Kuba. Dampak yang dihasilkan dari diplomasi Vatikan adalah dalam skala domestik maupun global. Se- dangkan, fokus normalisasi hubungan kedua negara pada bidang ekonomi ditandai dengan peng- hapusan embargo ekonomi dan pada bidang politik ditandai dengan pembukaan kembali kantor kedutaan di kedua negara.

In the research of this thesis, the authors conducted a study aimed at determining the relationship between the South China Sea conflict and trade relations between South Korea and China. The types of studies used are descriptive qualitative as well as quantitative. This type of writing is used to provide a clear picture of what is happening in the South China Sea that could affect international trade. While the data collection technique used was literature study, by searching for data relevant to the case study through national and international journals, statistical data, online news, and internet sources. The data obtained are primary data. Data analysis techniques used are qualitative and quantitative analysis techniques. The results of the study obtained by the authors, that is, there are two effects of the South China Sea conflict on trade relations between South Korea and China. First, trade instability in the South China Sea resulting in a decline in trade figures due to escalating conflict. Second, China's dominance in the South China Sea, which as a major player plays an important role, especially controlling the South China Sea and putting pressure on other countries. It often acts as a trigger for conflict even as China benefits from the South China Sea conflict. For South Korea-China trade relations that are more disadvantaged by South Korea, although an indirect influence, there are other dynamics that affect the relationship between the two such as THAAD

The global phenomenon of large-scale land acquisition is currently taking place massively in various countries, especially in Global South. The practice of land acquisition is driven by various economic and political interests by global actors which later give rise to the term global land grabbing. This paper aims to describe the stage and political economy context of global land grabbing in Indonesia which is processed from various studies and reports, particularly the dynamics of the context and model of global land grabbing in Indonesia. The results of the study showed that the phenomenon of land grabbing is a global phenomenon that has taken place in various countries, including Indonesia. The history of land grabbing is very close to the colonialization era and the development of global capitalism. Also, it links to the changes in food patterns and the need for an extensive land area to do the transformation of renewable energy and climate change. Historically, the practice of land grabbing in Indonesia has been occurring since the era of colonialism through various methods and policies of large-scale land acquisition using a violent approach

In Joko Widodo's regime, several efforts have been made by the government in developing Indonesian gastrodiplomacy, namely product marketing and culinary festivals through collaboration with Wonderful Indonesia partners, Bekraf, Diaspora, Indonesian Chef Association and the food product industry. However, these efforts have not been able to achieve a brand image of Indonesian culinary on the international scene. The method that the researcher uses in this research is a qualitative method. The data collection technique used was Literature Study and conducted interviews with several resource persons who were experts in their fields. The author uses the concept of gastrodiplomacy. There are several factors that hinder the development of gastrodiplomacy in the era of Joko Widodo's administration, including product marketing that has not been maximized, festival plan that has not been strategic, certification constraints, use of media, and the application of culinary education that has not been maximized. In this case, the government does not yet have a strategic plan for sustainable and long-term gastrodiplomacy policies.

This paper aims to assess the democratizing and decentralising effect of digitalisation towards the media industries. Throughout the history, the relationship between the media industries and technology is a form of an intertwined relationship. A series of developments in the technologies have been affected the production as well as distribution system of the media industries where it brings new opportunities in cultural production making and distribution. The study uses qualitative methodology, particularly study literature to analys in what way digitalisation can be seen as having a democratizing and decentralizing effect on the media industries. The finding in this research demonstrates that (1) digitalisation opens a greater opportunity for the consumer to be an independent content creator (2) digitalisation changes the distribution pattern in media industries where it heavily relies on online platforms (3) Digitalisation still has some limitations, hence, the decentralizing and democratizing effect at some points do not fully achieve.
