Abstract

This study aims to determine the effectiveness of Sumedang Integrated ASN Information System (SIPANTES) in the Personnel and Human Resource Development Agency of Sumedang Regency. It is an information system built to meet the needs of personnel management in effective and efficient local government. The research method used is descriptive research using the qualitative analysis study approach. As for the data collection techniques used are librarianship studies and field studies (observation, interviews and documentation studies). Data analysis techniques use Sugiyono theory, data reduction, data display and conclusion drwing/verification. Informants in this study were determined using the purposive sampling method, which is 4 people. From the results of this study, SIPANTES in BKPSDM of Sumedang Regency has not reached the desired level of effectiveness. The main obstacles related to the management of personnel data that are still manual and the complexity of adding features to SIPANTES, which gave rise to complaints from some SKPD. To increase effectiveness, it is necessary to optimize the preparation for changes and the use of SIPANTES, with careful planning, involving all relevant parties, as well as the implementation of more intensive socialization and education. Thus, the positive potential of SIPANTES can be optimized to support more efficient personnel management in Sumedang Regency.

Abstract

Evaluation of the sub-district integrated administrative service program (PATEN) is very important for government agencies, because it is to assess the extent of the goals and targets in the sub-district integrated administrative service program (PATEN) in Tanjungsiang sub-district, Subang district. The problem in this research is that the facilities and infrastructure are not yet optimal and there is a lack of socialization regarding integrated sub-district administrative services (PATEN). This research aims to evaluate the sub-district integrated administrative services program (PATEN) at the Tanjungsiang sub-district office, Subang district. According to Anderson in Winarno, the instruments used in this research are implementation and impact. The method used in this research is a qualitative research method. Based on the results of research regarding the evaluation of the sub-district integrated administrative service program (PATEN) at the Tanjungsiang sub-district office, Subang district, the implementation dimension of the sub-district integrated administrative service program (PATEN) can be said to be good, although there are still shortcomings such as inadequate supporting facilities and infrastructure and socialization. which is minimal so that there are still people who do not understand about this integrated sub-district administrative services program (PATEN). Meanwhile, in terms of the impact dimension of the sub-district integrated administrative services program (PATEN), it can be said to be good. Because with the integrated sub-district administrative service program (PATEN) we can provide easy and affordable services for the people of Tanjungsiang sub-district. and all sub-district integrated administrative services (PATEN) provided by Tanjungsiang sub-district are free without any charges for services for the people of Tanjungsiang sub-district, Subang district.

Abstract

Every local government strives to optimize the potential within its respective region, and one of the efforts is to develop the tourism sector. Responsible for the tourism development program is the Department of Tourism, Culture, Youth, and Sports. The Tourism Department itself has programs aimed at developing existing tourist attractions; each program's effectiveness must be measured. Program effectiveness refers to the extent to which a program achieves its predetermined goals and delivers expected outcomes in the social, economic, or environmental contexts targeted. Therefore, this research aims to investigate the Effectiveness of the Tourism Destination Development Program by the Department of Tourism, Culture, Youth, and Sports of Sumedang Regency. This study employs a qualitative method, utilizing data collection techniques through literature review, field study, and triangulation. Informants are selected using purposive sampling, resulting in four informants. Data processing procedures include data reduction, data presentation, and drawing conclusions. Based on the research findings, it can be concluded that the Effectiveness of the Tourism Destination Development Program by the Department of Tourism, Culture, Youth, and Sports of Sumedang Regency is still hindered in its implementation. This includes challenges such as inadequate staffing and the lack of tourism knowledge among employees, insufficient information availability for the public, and various obstacles both internal and external to the tourism department. Additionally, several recommendations are proposed that could be prioritized for development considerations.

Abstract

n up to date and accurate population data base will support the planning of government, development, and correctional activities, thus requiring a population data validation system as a form of updating by improving service quality optimally. The purpose of this study is to determine the extent to which the quality of service of the data validation system as a support for population administration in the village government in Cimalaka District, Sumedang Regency can be achieved and what are the inhibiting factors and efforts to improve the quality of these services. This research uses qualitative methods with descriptive analysis. Informants were determined using purposive sampling technique. With research informants, namely the general service section of Cimalaka Subdistrict, general service heads of licin village, nyalindung village, cibereum kulon village, and community leaders in the three villages. The data collection techniques used were observation, interview, documentation, and triangulation. While the data processing procedure in this study uses data reduction, data display, data conclution drawing/verification.Based on the results of the study, it is concluded that the quality of service of the validation system in Cimalaka District, Sumedang Regency can be said to be quite good, but there are still factors inhibiting the quality of service, namely there is no special socialization program because it is related to the budget, in terms of service facilities, namely slow internet networks and poor server conditions, and low work standards to achieve data updating targets. There are efforts to overcome obstacles, namely the need to design and prepare the amount of costs incurred to create a special socialization program, the need to increase the accuracy of internet access from 20 mbps to 100 mbps and increase server hosting capacity to minimize errors The suggestions in this study include budgeting to improve supporting facilities and facilities, making information boards related to service requirements and procedures, need to increase public awareness of the importance of one NIK one name personal identification data.

Abstract

In this case, zakat has a role as an economic instrument that can contribute significantly to the economic empowerment of underprivileged communities. Undang-Undang number 23 of 2011 concerning zakat management, which then gave rise to several other regulations until Presidential Instruction Number 3 of 2014 emerged. Through this instruction, several regional governments began to issue regulations to support zakat management regulations. In this regard, the zakat paid is in the form of professional zakat or income. The purpose of this study was to determine the history and implementation of professional zakat for civil servants in Sumedang Regency. The research method used was descriptive analysis with primary data sources from interviews and secondary data from books and related journal articles. The results of this study are that professional zakat for civil servants in Sumedang Regency is implemented with reference to Perda Number 2 of 2016 concerning Zakat Management and for nisab refers to the Baznas Decree. The implementation of professional zakat for civil servants has been carried out in accordance with applicable regulations, however, to optimize collection, consistent reporting is needed so that it can increase the collection and trust of muzaki to pay zakat.

Abstract

This study aims to identify, process data, analyze, and measure the performance of regional disaster management agencies (BPBD) in forest and land fire disaster emergencies in Sumedang Regency. The method used in this study is a qualitative method with a descriptive type. The research informants consisted of: Chief Executive, Secretary, Head of the Emergency and Logistics Section, and Operation Logistics Data Center. The data collection technique is literature study, and field study consisting of observation, interview, and documentation. Meanwhile, data processing techniques are data reduction, data display, data conclution drawing/verification and triangulation. Based on the results of the study, it was concluded that to measure organizational performance in terms of productivity, service quality, responsiveness, responsability and accountability are good. The inhibiting factors lie in individual abilities and the work environment, namely the lack of human resources who are geologists, hydrometologists and other experts, lack of employee concentration and lack of supporting facilities and infrastructure so that efforts are made to improve the work ability of employees through training, adding supporting infrastructure. Suggestions in this study include being more active in conducting socialization, counseling, and simulation to the community, completing the necessary facilities and infrastructure, improving the quality of resources in accordance with the competence of experts in the field of geology, hydrometheologists and other experts.

Abstract

The aim of the research carried out by the researchers was to find out how community participation in the Women's Medical and Surgical Family Planning Program was in Sumedang Regency, what factors hindered it, and how to overcome the obstacles. This research uses qualitative methods with descriptive analysis. Informants were determined using purposive sampling techniques. With informants, Head of Family Planning, Family Planning and Functional/PKB Division Staff. Data collection techniques were carried out using literature study, field study (observation, interviews and documentation) and triangulation. After that, data processing uses data reduction, data display, data conclusion drawing/verification. The results of the research concluded that community participation in the family planning program, medical surgery for women in Sumedang Regency has run optimally in accordance with planning related to the dimensions of community participation, but has not been maximized in the dimension of willingness to take responsibility because there are still many people who have not maximized it. in terms of knowledge about the program. Based on the results of this research, it is recommended to hold discussions/workshops with the community about the Medical Surgery Program, provide information about Medical Surgery for Women (MOW) by utilizing social media and provide special education about the benefits of the MOW program to prospective MOW participants face to face so that have more detailed and in-depth knowledge.

Abstract

The effectiveness of the BLT-DD program is important to ensure that the expected goals are achieved as planned, namely easing the burden of living expenses of the extreme poor. This study aims to determine the effectiveness of the BLT-DD program in overcoming extreme poverty in Cisitu District, Sumedang Regency. The instruments used in this study are measuring the accuracy of program goals, program socialization, program objectives, and program monitoring. This research uses a qualitative method. The data collection techniques used are literature studies and field studies consisting of observation, interviews, and documentation. Meanwhile, the data processing procedures in this study are data reduction, data display, conclucion drawing/verification and triangulation. The technique for determining research informants, namely purposive sampling with 5 research informants. Based on the results of the study, it was concluded that the effectiveness of the BLT-DD Program in overcoming extreme poverty in Cisitu District, Sumedang Regency as a whole has not been effective enough. There are obstacles faced in the implementation of the program, including uneven targets due to lack of administrative completeness and inaccurate data, uneven distribution of information that causes a lack of public understanding, lack of understanding and education about program objectives that cause dependence so that there is ineffectiveness of program objectives, as well as in-depth and unresponsive supervision and evaluation. There are efforts to overcome these obstacles including comprehensive data collection and verification, equitable distribution of information, increased community participation, education and coaching regarding the use of assistance, as well as continuous monitoring and evaluation of programs.

Abstract

This research aims to find out how the Disaster Education Program is implemented in order to increase public awareness in Sumedang Regency, what factors hinder it and how to overcome the obstacles. The research method used in the research is qualitative methodology. With research informants, namely five informants. The data collection techniques used were literature study and field study consisting of observation, interviews and documentation. Meanwhile, the processing procedures in this research are data reduction, data presentation, data verification and triangulation. Based on the research results, it was concluded that the Disaster Outreach Program in the Context of Developing the Basic Capabilities of Poor Communities in Sumedang Regency can be said to be quite good, but there are still several obstacles. This occurs because of obstacles such as the lack of public understanding of the disaster education program, internal human resources are still small, the budget is limited, facilities and infrastructure are still lacking and there is a lack of expert staff. At the end of writing this research, the researcher provides suggestions, namely that BPBD is more active in conducting outreach, counseling and simulations to the community.

Abstract

The purpose of this research is to determine the effectiveness of the Poverty-Free Village Program in Supporting the Sustainable Development Goals (SDGs) in Bangbayang Village, Situraja District, Sumedang Regency. The SDGs are an integrated effort to realize a poverty-free village. The method used in this study is a qualitative method with a descriptive type. The informants were determined using the purposive sampling technique, so that five research informants were obtained, namely: Village Government Administration, Development Implementation, Community Empowerment, Community Development and Disaster Management. Data collection techniques are literature studies and field studies consisting of observation, interviews, and documentation. Meanwhile, data processing is carried out using data reduction, data display, and data conclusion drawing/verification. Based on the results of the study, it was concluded that measuring program effectiveness was seen from the accuracy of program goals, program socialization, program objectives, program monitoring has been running effectively but not optimally, because it is hampered by limited budgets so that it hinders to achieve program goals effectively. The inhibiting factors lie in budget mapping, human resources, support provided is not holistic, lack of understanding of SOPs, so efforts are made to increase the capacity of implementers through training and coordination with related parties to ensure holistic policies. Suggestions in this study include strengthening mechanisms to verify program goals, developing UMKM businesses, and strengthening collaboration to support more effective and sustainable empowerment.
