Abstract

This study aims to analyze the strategies implemented by the Education Office of Sumedang Regency in an effort to increase the Average Length of Schooling (RLS) in the region. RLS is an important indicator that reflects the accessibility and quality of education and has a direct impact on the socio-economic development of the community. The study employs a qualitative approach with a descriptive method, involving policy analysis, in-depth interviews with stakeholders, and a review of relevant literature. The analysis methods used are SWOT to formulate alternative strategies and QSPM to determine priority strategies. The results of the analysis show that the strategies implemented by the Education Office of Sumedang Regency play a crucial role in efforts to increase the Average Length of Schooling (RLS). Various policies and programs focused on improving access to education, developing infrastructure, and enhancing the quality of educators have had a positive impact, although challenges remain to be addressed. The SWOT and QSPM analyses of internal and external environmental factors indicate that the priority strategies for increasing RLS are integrated interventions to raise educational awareness, optimization of educational investment and operations, and improving the quality of educational facilities, infrastructure, and human resources.

Abstract

The SP4N-LAPOR program was created to provide and provide public complaint service media to the public in making online complaints This study aims to find out how good is the quality of service provided when using the application the National Public Service Complaint Management System program through the People's Online Complaint Aspiration Service (SP4N-LAPOR) at the Sumedang Regency Communication and Informatics, Cryptography and Statistics Office has been implemented The method used in this research is a qualitative method with a type of descriptive analysis in which to determine the information using a purposive sampling technique with the informant, secretary, Head of Information and Public Communications, and 2 staff in the field of Information and Public Communications, namely First Expert - Computer Officer and Journalist. The techniques used in collecting data were literature study, field study and triangulation. The results of the study show that the National Public Service Complaint Management System The People's Online Complaint Aspiration Service (SP4N- LAPOR) at the Sumedang Regency Communication and Informatics, Encryption and Statistics Office is still not running well. There are still obstacles in it such as the lack of accuracy of program targets, lack of response from SKPD, and less optimal coordination between DISKOMINFOSANDITIK and SKPD. Based on the results of the research, there are several suggestions, including the need for Improvement of Socialization, for example collaborating with the sub-district SKPD to hold socialization, the need for SKPD performance assessment, improvement of human resources such as guidance and training.

Abstract

In the context of the 2024 elections, Bawaslu is expeted to increase community participation in campaign supervision. This is important because high community participation can prevent fraudulent practices and violations that often occur in the campaign process. This study uses the role theory of Jim Ife and Frank Tesoriero (2014) with the dimensions of facilitation, educational role, technical role and representation role. The purpose of this study was to determine the role of Bawaslu increasing community participation in the supervision of the 2024 election campaign in Sukabumi City and to find out what obstacles Bawaslu faced in increasing community participation in the supervision of the 2024 campaign in Sukabumi City. In this study, the author used a descriptive qualitative approach to gain a comprehensive understanding of Bawaslu’s role in increasing community participation I the supervision of the 2024 Election Campaign in Sukabumi City. Based on the results of the research conducted, there is a need for further socialization that is more active and in-depth related in increasing community participation in election campaign supervision.

Abstract

This study aims to examine the effectiveness of social conflict management programs in creating regional conduciveness in the National Unity and Political Agency of Sumedang Regency, which is an inhibiting factor and an effort to overcome obstacles to social conflict management programs. The method used in the preparation of this research report is the Qualitative Research method. The sampling technique used is Purposive Sampling, which is a sampling technique for data sources with certain considerations. There are 4 people who are used as data sources, namely: Head of National Vigilance, General Administration, Office Administration, Letter or Recap. Meanwhile, in analyzing data, the Miles and Huberman model (sugiyono, 2017:246) is used with step steps: data reduction, data presentation, conclution drawing/verification, and triangulation, as well as data validation. Based on the results of the study, it was concluded that the effectiveness of the social conflict management program in creating regional conduciveness in the National Unity and Political Agency of Sumedang Regency has not been maximized, because there are things that affect so that it becomes an obstacle such as lack of special skills, uneven workload, suggestions and facilities have not been accommodated as a whole. To overcome various things that exist as inhibiting factors, efforts that can be made are to conduct exercises, technical guidance and comparative studies to improve the quality of human resources and improve recommendations and facilities in accordance with the set budget.

Abstract

This study aims to find out how bureauratic ehtics are in public services in South Sumedang District, Sumedang Regency, what factorss hinder them, and how to overcome these obstacles. This Study used a qualitative research meethod with a descriptive analysis type. Informants were determined using a purposive sampling technique. With informants from the District Secretary, Head of the public service section, and Public Service Staff. Data collections techniques were carried out using literature studies, field studies (observations, interviews, and documentation) and triangulation. After that, data processing uses data collection, data reduction, data display, and conclusion or verification. The result of the study concluded that bureauratic ehtics are in public services at the South Sumedang District office, Sumedang Regency, had been crried out properly. This can be seen from Responsibility that there is still a lack of employee responsibility especially in internsnof supervision of procedures and thoroughness in cheking files. There are several obstacles regarding bureauratic ehtics are in public services, namely employees who pay less attention to the principles of professeionalism such as employees who are less copable in conveying directions to people who do not understand public services without paying attention to flow and rules that aplly. While the effort are the competence of employees is encouraged by participating in regular training and ecncouraged by the imposition of strict sanctions and services to the community by means of direcrion and understanding which is ussualy done once every 3 months.Based on the result of this study, it is suggested that socializations should be held regarding standart service rules for the community and service flow on social media such as instragram. The need to increase the implementation of activities such as training, guidance and other activities in improving both technichal and non- technical abilities

Abstract

The purpose of this study was to determine the effectiveness of the productive assistance program for micro businesses (BPUM) for MSMEs in DiskoperindagSumedang Regency. The research method used in this study was purposive sampling. With research informants, namely the Secretary of the Service, Head of the MSME Division, Functional Section of Entrepreneurship Development, Functional Section. Data collection techniques used were literature studies and field studies consisting of observation, interviews, and documentation. While the data processing procedures in this study were data reduction, data display, data conclusion drawing/verification and triangulation. Based on the results of the study, it was concluded that the effectiveness of the BPUM UMKM program in the Sumedang Regency Trade and Industry Office has been implemented well, seen from the groups that have been successfully reached, data collection of target groups has been carried out according to what is expected, the time for program socialization has been considered good. However, there are still obstacles faced in the implementation of Micro-Business Productive Assistance in Sumedang Regency, namely, from the program organizers so that there are still deviations, at the time of socialization there is unclear information conveyed, the program targets are not quite right and from the economic aspect the targets run effectively. There are efforts to overcome obstacles in the effectiveness of the Micro-Business Productive Assistance program, namely by conducting socialization carried out by program organizers so that understanding of BPUM UMKM runs optimally, and as much as possible by providing and improving what is inhibiting it.

Abstract

The aim of the research conducted by the researchers was to analyze how cultural organizations in Sumedang Regency are fostered by Disparbudpora, what factors hinder it, and how to overcome the obstacles. The research method used in this research is a qualitative research method. With research informants, namely the Head of Culture, Functional Position in the Cultural Sector, Regional Arts and Culture Expert Staff. The data collection techniques used were literature study and field study consisting of observation, interviews and documentation. Meanwhile, the processing procedures in this research are data reduction, data presentation, data verification and triangulation. Based on the research results, it was concluded that the development of cultural organizations carried out by the Sumedang Disparbudpora showed that the Cultural Organization at the Sumedang Regency Tourism, Culture, Youth and Sports Department was effective. This was reviewed from the preparation of guidance guidelines carried out by Disparbudpora and then by determining the methods carried out directly into the field. The inhibiting factor in developing cultural organizations is the budget factor, which currently the government, especially the government departments, is still trying to maximize the development of cultural organizations. Disparbudpora's efforts to overcome factors inhibiting the development of organizational groups include efforts to increase training and development as well as improving facilities and infrastructure.

Abstract

The era of reform and democracy is currently sweeping through social, national, and state life. However, the format for democratic maturity or a truly democratic society has yet to be realized. Attitudes and behaviors that deviate from the norms of a democratic society still often emerge. To achieve a democratic society, various efforts are required, including the implementation of citizenship education. The aim of citizenship education is to form democratic, civilized, intelligent, and responsible citizens for the sustainability of their nation and state. The success of democracy is reflected in how far democratic principles are practiced and mutually agreed upon by citizens and the state. Becoming democratic requires norms that serve as a reference for a democratic social order. These norms include awareness of pluralism, deliberation, freedom of conscience, equality of rights and obligations, and honesty in decision-making processes

Abstract

This study aims to analyze the optimization strategies of the Rapid Response Unit (URC) of the Environmental and Forestry Agency of Sumedang Regency in tackling illegal waste problems. The research design employed a qualitative method with data collected through observation, interviews, and documentation, while data analysis was carried out using data reduction, presentation, and conclusion drawing. The findings reveal that performance optimization is carried out through two main aspects: individual improvement and organizational environment enhancement. Individual improvement is realized through regular coaching, technical training, pre-work briefings, and recreational activities to maintain employee motivation and integrity. Meanwhile, organizational environment enhancement is achieved by providing adequate infrastructure, safety-standard work facilities, and strengthening work relations through coordination, communication, and consistent motivation. This study emphasizes that the integration of individual capacity building and organizational environment improvement significantly contributes to the effectiveness of the URC in handling illegal waste.
