Abstract

This research aims to find out how the optimization of employee performance in the Bina Marga field at the Sumedang Regency Public Works and Spatial Planning Office, obstacles in optimizing employee performance, and efforts to improve performance optimization. The method used in preparing this research report is descriptive qualitative method. The sampling technique used was purposive sampling, with 3 research informants: Head of Division, Functional Officer, and General Functional. Data collection techniques through literature studies and field studies. In analyzing the data used the Miles and Huberman model with steps: data reduction, data presentation, conclution drawing/verification, and triangulation. Based on the results of the study, it shows that the optimization of work in the Highways Division is quite good as seen from the optimal 4 dimensions that have found the results, namely, work quality, ability, initiative, and communication but there is one dimension that is less than optimal, namely accuracy of work. The results show that in the dimension of work accuracy in improving the optimization of employee performance, several indicators of research findings are not optimal, namely the timeliness of work is not optimal, the accuracy of completing tasks is not optimal, and working hours are over time where work in one day is not completed properly so that overtime is needed. The obstacles in optimizing performance based on the results of the study include in terms of individual factors, namely the high workload of employees. Organizational factors are the removal of sections in the organizational structure in the Bina Marga field. Environmental factors that hinder are the lack of facilities and infrastructure and the use of technology that is not optimal. The efforts made are by planning starting from employee development, providing training to employees to improve performance. provide motivation, clarify the objectives of the work given. facilitate communication within the organization and individually with employees such as optimizing communication tools that support work.

Abstract

This study aims to determine the Quality of Service of UPTD Public Street Lighting in Implementing the SIPUJAAN Application in Sumedang Regency. The research method used in this research is qualitative research method. The technique of determining research informants is purposive sampling, with research informants, namely the Head of the Sumedang Regency Public Street Lighting UPTD, SIPPUJAAN Application Program Administrator, Street Lighting Maintenance Technician. Data collection techniques used, namely literature study and field studies consisting of observation, interviews, and documentation. While the data processing procedures in this study, namely data reduction, data display, data conclusion drawing / verification and triangulation Service Mechanism, the service process through the SIPUJAAN application has provided convenience for the community in reporting PJU damage. This mechanism replaces manual methods with a more effective digital system. Service Suitability, the services provided are in accordance with the needs of the community. Incoming complaints are handled based on the level of damage and availability of resources. Technical Capability and Competence, the service manager has competence in accordance with their duties, from administrators to technicians, so that damage, especially of a technical nature, can be handled professionally. Ability Feasibility, the technical capabilities possessed, especially in the electrical field, are sufficient to handle various levels of damage, both minor and severe. However, although the service quality of the SIPUJAAN application is quite good, continuous improvement is still needed to optimize the service. This improvement will have an impact on public satisfaction as the main indicator of public organization performance. With maximum service, it is expected that the quality and public trust in public services in Sumedang Regency will increase.

Abstract

Studi ini melihat ekologi administrasi sebagai pendekatan kontekstual dan holistik untuk meningkatkan efisiensi birokrasi pemerintahan di tengahdinamika politik, ekonomi, dan sosial budaya lingkungannya. Untukmenyediakan pelayanan publik yang akomodatif, model ekologi administrasiberusaha mendekatkan epicentrum birokrasi ke masyarakat. Ini dilakukanberdasarkan teori utilitarianisme. Untuk menemukan indikator baru yang relevan dengan masalah saat ini, faktor ekologis, baik internal maupuneksternal, seperti kearifan lokal dan kultur organisasi, dipelajari secaramenyeluruh. Penulis menekankan betapa pentingnya pengetahuan administrasisebagai alat untuk mencapai tujuan organisasi melalui kolaborasi antaraadministrasi dan lingkungan Selain itu, pendekatan ini menggabungkan konsepseperti interdependensi, perubahan, dan evolusi. Tujuan dari pendekatan iniadalah untuk membangun tata kelola pemerintahan yang didasarkan pada nilailokal dan keberlanjutan. Perspektif ini menunjukkan bahwa penelitianmemberikan kontribusi signifikan dalam pembentukan strategi pengembanganekologi administrasi yang sesuai untuk situasi Indonesia. Untuk memastikanbahwa metode ini efektif dalam membangun sistem administrasi yang memenuhi kebutuhan masyarakat, diperlukan pengujian empiris lebih lanjut. Studi ini berharap dapat membantu akademisi, praktisi, dan pembuat kebijakanmeningkatkan kualitas pelayanan publik secara berkelanjutan.

Abstract

This research aims to examine the role of employee performance management in improving organizational profitability through a literature study approach. Various studies in Indonesia during 2019-2024 showed that factors such as work motivation, leadership, organizational climate, work culture, and work discipline significantly affect employee performance. Low motivation and job satisfaction, weak organizational culture, and less innovative leadership are the main obstacles in performance management. To overcome these obstacles, strategies such as providing incentives, developing leadership, and improving the performance appraisal system are needed. The results show that employee performance management directly contributes to increased profitability through increased productivity, employee engagement, and effective management of intellectual capital. Investment in training, implementation of measurable KPIs, and a supportive work environment are proven to drive optimal performance. In addition, transformational leadership style and spirituality-based organizational culture also play an important role in shaping employee loyalty and commitment to the organization. Thus, performance management strategies that include competency development, fair compensation, adaptive leadership, and the creation of a positive work environment are very important to implement. The implementation of these strategies not only improves individual performance, but also positively impacts the profitability of the organization as a whole.

Abstract

This study aims to determine the Implementation of the Healthy Kitchen Program Policy to Overcome Stunting in Cimalaka District, Sumedang Regency. The method used is a qualitative method with a descriptive type. Data collection techniques were carried out through literature studies and field studies which included: observation, interviews, documentation and triangulation. The final results of this study conclude that the Implementation of the Healthy Kitchen Program Policy to Overcome Stunting in Cimalaka District, Sumedang Regency has been running well and provides significant benefits to the community, the government and stakeholders have responded positively to this program, but not yet fully maximized. This is indicated by the following findings: (1) lack of socialization to the community which should be carried out in each sub-district in each village (2) lack of resources, the budget for the program can be implemented optimally. The efforts made are to carry out comprehensive outreach to implementers and the community. The policy implementation of the Healthy Kitchen Program to Overcome Stunting in Cimalaka District has been running by involving various parties, including the local government, posyandu cadres, and the community. This program focuses on providing balanced nutrition education, managing healthy kitchens, and providing additional food for children at risk of stunting. Based on the results of the study, there are several suggestions, namely for this study, namely that it can increase socialization activities on a regular basis to help provide understanding to the target of socialization about the purpose and objectives of this atasi stunting program.

Abstract

To find out the Promotion Strategy of Village Tourism “Site Geological Museum Cisaar Valley” in Jembarwangi Village, Tomo Subdistrict, Sumedang Regency, to find out the inhibiting factors of “Site Geological Museum Cisaar Valley” in Jembarwangi Village, Tomo Subdistrict, Sumedang Regency in the management of village tourism, to find out efforts to overcome these factors in “Site Geological Museum Cisaar Valley” in Jembarwangi Village, Tomo Subdistrict, Sumedang Regency in the management of village tourism. Where the method that researchers use is qualitative research methods. Qualitative research methods are often referred to as naturalistic methods because the research is conducted in natural conditions (natural settings) The results of qualitative research emphasize meaning rather than generalization. Qualitative research methods are defined as the means used by researchers to solve problems and find answers to their research questions. The Cisaar Valley Geological Museum site still faces challenges in image marketing because it does not yet have a slogan or tagline. Natural attractions are available, but the tracking path is not yet organized. Accessibility infrastructure is still inadequate, although basic facilities are available. In people marketing, there are no well-known figures directly involved, but support comes from researchers and students. The main obstacle to the promotion strategy is the lack of human resources in POKDARWIS and the lack of official training, which has an impact on social media management and tour guiding. The solution is to increase competence through training and technical coaching for managers and tour guides.

Abstract

Media transfer is the transfer of documents from physical form (hard files) to digital form (soft files) so that they can be managed with information technology. Archives stored in digital format are called electronic archives. To ensure its authenticity, authentication is carried out, namely giving a sign or written statement that the archive is original or according to the original. This research aims to find out how the implementation of Regent Regulation Number 70 of 2022 concerning Archive Media Transfer at the Sumedang Regency Archives and Library Office. The method used is qualitative, with informants consisting of the Head of the Office, the Head of the Archives Division, and two functional staff archivists. Data collection techniques include literature study and field study (observation, interviews, and documentation). The data analysis process includes data reduction, data presentation, verification, and triangulation.The results showed that the policy implementation has been running quite well with the support of communication, resources, disposition, and bureaucratic structure. However, there are obstacles in the form of limited facilities, competency gaps due to employee rotation, and suboptimal coordination between fields. Improvement efforts are made through training, resource utilisation, and credit-based evaluation. It is recommended that there be an increase in facilities, training before rotation, acceleration of SOPs, and periodic socialisation.

Abstract

Empowerment of Micro, Small, and Medium Enterprises (MSMEs) has an important role in local economic development because it is able to reflect the independence and progress of a region. This study aims to obtain objective data and information regarding the empowerment of MSMEs in Sumedang Regency. The method used is qualitative with a descriptive approach. Informants are determined through purposive sampling techniques, consisting of the Head of the UMKM Division, functional positions, implementing staff, and UMKM actors. Data collection techniques include literature studies, observations, interviews, documentation, and triangulation. Data analysis is carried out through the process of reduction, presentation, and drawing conclusions. The results of the study indicate that the empowerment of MSMEs in Sumedang Regency has been going quite well. However, there are still several obstacles such as the lack of special training for personnel, inequality in the distribution of capital assistance and business protection, lack of knowledge of MSME actors, and weak communication and cooperation between related agencies and business actors. To overcome these obstacles, training and mentoring are needed to increase the capacity of MSME actors, expand access to market information and regulations, and establish regular communication forums to strengthen synergy between agencies and MSME actors. Based on these findings, it is recommended that special training be conducted for service personnel to improve professionalism, equalize assistance and business protection, and strengthen communication between the service and MSME actors. By empowering MSMEs, it is hoped that the local economy in Sumedang Regency can be developed.

Abstract

The implementation of the Building Village Index policy needs to be carried out to measure the status of progress and independence of a village. This study aims to find out the extent to which the Implementation of the Building Village Index (IDM) Policy at the Sumedang Regency Community and Village Empowerment Office has been implemented. The research method used in the research is the Qualitative Research method. The sampling technique used is Purposive Sampling. The informants in this study are the Head of Village Government, Functional Position of Policy Analyst, Young Expert in the Field of P2LKD, Policy Analyst in the Field of Village Government, and Implementer of the Village Government Sector. The data collection techniques used are literature studies and field studies consisting of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the research, data analysis was carried out and it was concluded that the implementation of the Building Village Index (IDM) Policy at the Sumedang Regency Community and Village Empowerment Office has been implemented quite well, but there are several shortcomings. This can be seen from several factors such as lack of village understanding, limited human resources in monitoring, evaluation, and socialization, villages not listening to the information conveyed, there are still villages that are not aware of the importance of community input, and budget limitations. Based on the results of the research, there are several suggestions, including the need for a more effective communication strategy between DPMD and villages in conveying information, evaluation and adjustment of the number of implementers by DPMD by considering the area handled, and improving the quality and availability of facilities and infrastructure.

Where study This based on philosophy postpositivism , which is used For research on conditions object natural , where researcher act As a key instrument , data collection techniques are carried out in a way triangulation ( combination ), data analysis is inductive , and results study qualitative more emphasize meaning  from on generalization . The technique used intaking sample is with using purposive sampling, namely taking sample based on needs . Then sample taken in study This that is as many as 4 people.Informant in study This are the implementers who are considered own authority , information , and involved in communication organization in the disaster management agency disaster area regency sumedang .Based on results research , can researcher describe that communication organization in the disaster management agency disaster area regency sumedang can rated good , but Still there is problem about flow communication up , down , and horizontal communication . Obstacles found covering lack of facilities and infrastructure , control technique communication is not optimal, and constraint physical . For overcome obstacle said , BPBD carried out effort like improvement facility communication , training skills communication , and improvement system internal coordination . Research This confirm that communication effective organization very important For support BPBD performance in countermeasures disaster in a way fast , precise , and coordinated.
