Abstract

The focus of this research is due to the not yet good implementation process of Regional Regulation Number 13 of 2019 concerning the Village Consultative Body in Sumedang Regency. This study aims to find out and analyze the Implementation of Regional Regulation Number 13 of 2019, the inhibiting factors for the Implementation of Regional Regulation Number 13 of 2019 and the efforts that have been made by the Community and Village Empowerment Service in implementing Regional Regulation Number 13 of 2019 concerning the Consultative Council and Villages of Sumedang Regency. The method used in the preparation of this research is a qualitative. The sample technique used is purposive sampling. The research informants were: the Head, and Pemdes Policy Analyst at PMD Service, Sumedang Regency, totaling 2 people. Meanwhile, in analyzing the data, the Miles and Huberman models were used with the steps: data reduction, data presentation, drawing conclusions and triangulation techniques. Based on the results of research on the implementation of Regional Regulation No. 13 of 2019 concerning Village Consultative Councils at the Community and Village Empowerment Service of Sumedang Regency, it can be seen from each dimension and indicator have been well implemented but not optimal. It is hoped that with the Implementation of Regional Regulation Number 13 of 2019 that in implementing a policy there must be clarity of policy standards and objectives, fulfillment of needed resources, strong coordination both between individuals in an organization and with other agencies, good implementer position, and environmental conditions that affects it.

Abstract

Good competence comes from qualified human resources. The high and low quality of human resources will also have an impact on the level of productivity and the level of participation in the world of work. To meet organizational expectations, competent human resources are needed. But in addition to achieving goals, the process of achieving those goals is no less important. Therefore, the work done must remain based on values that are in accordance with the organization. This study aims to determine the competence of employees of the Sumedang Regency General Election Commission Office. The targets in this study were 30 employees of the Sumedang Regency General Election Commission Office while the research informants were 3 employees of the Sumedang Regency General Election Commission Office. The sampling technique used to determine research informants used purposive sampling techniques. Data collection was carried out using literature studies and field studies. For data analysis using data reduction, data presentation, and conclusions. The results showed that the competence of employees of the Sumedang Regency General Election Commission Office has met the criteria for employee competency characteristics, but the level of employee competence can be said to be quite good. Employees have understood and fulfilled organizational goals, duties and functions, and standard operating procedures but there are still employees whose confidence level is not high and some employees have not been included in trainings. This causes a lack of employee initiative in the solutions taken to solve the problems faced at work.

Abstract

The purpose of this research is to identify the elements that influence the work stress of Sumedang Regency Bawaslu members monitoring the election stages. Qualitative research was employed. Purposive sampling was used, with commissioners, staff, and technical implementers included. Data reduction, data presentation, data presentation, conclusion drawing/verification, and triangulation are all data collection procedures. The study's findings indicate that, from an environmental standpoint, it has little influence because, as implementing agencies, the RI Bawaslu and the Provincial Bawaslu have foreseen the timetable of operations and the budget. From an organizational standpoint, it is highly influential in terms of the workload and tasks that each member has, and it's just that each member already has work resilience due to previous election experience. From a personal standpoint, influence is a sign of individual characteristics, as Bawaslu interacts with a variety of groups, including political organizations, contestants, and the general public. The research findings are expected to strengthen monitoring on social media, facilities and infrastructure, and office layout so that members are more comfortable at work and there are activities that can sustain job resilience

Abstract

This study aims to find out, to obtain objective data and information regarding ASN through the Sumedang Simpati Academy (SSA) at the Civil Service Agency and Human Resource Development in Sumedang Regency. The method used in this research is a qualitative research method with a descriptive type. The technique of determining the formal research is purposive sampling. With research informants, namely the Head of the Apparatus Competency Development Sector, the Head Of The Sub-Sector Of Managerial Competency Development, the Head Of The Planning And Evaluation Sub-Sector Of Apparatus Competency Development, the Head Of The Sub-Sector Of Technical And Functional Competency Development, and Staff. Data collection techniques used are library research and field studies which consist of observation, interviews and documentation. While the data processing procedures in this study are data reduction, data display, and data conclusion drawing/verification. The final results of this study conclude that the ASN through the Sumedang Sympathy Academy (SSA) at the Sumedang Regency Personnel and Human Resource Development Agency is already good enough in providing services to the (ASN).

Abstract

This article is the result of research on the implementation of the medical rehabilitation program at the Sumedang District Office of the National Narcotics Agency (BNNK), including the obstacles in implementation, and efforts to overcome these obstacles. The implementation of this program is analyzed through four logical model elements from McDavid et al., namely: inputs, components, implementation activities, and outputs. A qualitative approach is the method used in this study with data sources obtained through interviews, literature studies and field studies. The findings from the study were that the implementation of the medical rehabilitation program at the Sumedang BNNK office had been carried out in accordance with the provisions stipulated in a structured implementation flow through the establishment of an Integrated Assessment Team made by the Sumedang BNNK. However, in practice this program experienced several obstacles so that its implementation was seen as not optimal, including the unavailability of separate counseling rooms from other rooms, the difficulty of adjusting the time between officers and clients in the process of medical rehabilitation activities, and the inadequate quality of staff resources, especially those who support activities medical rehabilitation. In overcoming these obstacles several efforts have been made, including submitting a proposal to create a separate counseling room that can maintain the privacy of the client, increasing communication between officers with both the client and the client's family in determining and adjusting the time, as well as providing training or competency exams for officers. who are not certified.

Abstract

This study aims to find out the reform of the basic medical services, barriers and measures taken to overcome obstacles in the implementation of the reform of the basic medical services at the health center Pamulihan Sumedang District. The method used is a qualitative research method. Data collection procedures used by the author is using the procedure of interview, observation, documentation and equipped with literature studies. Based on the survey results revealed that, the implementation of the reform of the basic medical service has not been implemented properly, the fact of budgetary support for infrastructure improvement of public services is very low, problems related to information services, assessment of competence has not been implemented fully for the staff. Barriers faced, namely the organizational culture is not conducive, each unit of service has not had a standard SOP. Efforts are being made, which makes the service flow chart and implement informed through public media complaints as the evaluation of the performance of services

Abstract

This study aimed to analyze the influence of organizational culture on employee behavior in improving employee performance at the Dinas Kehutanan dan Perkebunan Kabupaten Sumedang. The method of research is descriptive analysis. The study population were employees of the Dinas Kehutanan dan Perkebunan Kabupaten Sumedang as many as 115 people. Sampling by using cluster random sampling. Survey respondents as many as 53 people. Data collected by documentation study and field study through observation, interviews and questionnaires, as well as data analysis techniques using path analysis model (path analysis). The results showed that organizational culture and a positive significant effect on the behavior of employees in improving the performance of staff at the Dinas Kehutanan dan Perkebunan Kabupaten Sumedang, amounting to 74,04%. Meanwhile, outside the influence of organizational culture and employee behavior amounted to 25,96%, that other factors not examined.

Abstract

Regional autonomy is a concept that can provide repair changes in the order of life in the community. There are some things that the purpose of the concept of local autonomy with respect to the change of the State structure centralized-hierarchical, to the State dezentralization politically, namely consolidation and support the process of democratization, impulse and motorcycle competition and rapid economic development, the reduction of urbanization, the fulfillment of social satisfaction, Cultural and religious affinity between the bureaucracy and the public, as well as the efficiency and effectiveness of public services. Public service is part of the activities that can be felt by the whole community in its survival. Services are basically a set of processes activities that take place regularly and continuously covering the whole of human life in society.

Abstract

E-government is the central information system of governance, with the system integration of data and information can be quickly managed and administered. So that the administration would be considered better. However, in the implementation of new e-government development in the central government only, while the real root of the central government, the village government to district technology is still unspoiled. So should the implementation of an integrated information system was also built scaled village and district administration. Cisarua subdistrict located in Sumedang trying to build an information system related teintegrasi land. The background of the problem, namely the cadastral data in each village have not been archived properly so hard on the monitor by the district. Therefore this research is to integrate the data of land in each village in the district of Sumedang Cisarua. The end result, which made a land administration information system based websites.

Abstract

Class is one managerial activities are very important in an institution of higher learning. This is due to these activities involve interaction between faculty and students of academic institutions as well as the external environment. Lecturing activities manually in this case only face to face between lecturers and students already felt not very effective because there is always a factor that resulted bored lazy student to be actively involved. By using a virtual office system in this case using a computer and network media in the communication of the course such as using social networking media, classroom techniques and methods google drive or drive one expected the boundary between students and lecturers can be minimized so that effective communication can be achieved with good. Effective communication can improve management in lectures, in this case associated with low management, middle management and top management.
