Abstract

The purpose of research that researchers do is to determine the effect of facilities and infrastructure on the effectiveness of employees in the Office of Population Control and Family Planning Sumedang District and to determine the relationship between facilities and infrastructure with the effectiveness of employees in the Office of Population and Family Planning Sumedang District. The method used in this study is a quantitative research method which is used in research based on positivism philosophy with the aim to test the hypothesis that has been set. In this study researchers used inferential descriptive data analysis techniques describe or describe the data that has been collected as is by making conclusions that apply to the public. The sampling technique used in this study is the technique of proportional stratified random sampling, with a population of 36 people then the researchers used the Slovin formula to obtain the sample to 26 respondents. Based on the results of the study, research can illustrate that the procurement of facilities and infrastructure carried out by the Department of Population and Family Planning Sumedang District has reached 69.42% and the numbers are categorized Good, as well as with the effectiveness of employees of the Office of Population Control and Family Planning Sumedang District reached 70.77% and the numbers are categorized Good. The relationship of facilities and infrastructure with the effectiveness of employees of the Office of Population Control and Family Planning Sumedang District with a correlation coefficient of 0.993 is in the category very strong. While the influence of facilities and infrastructure to the effectiveness of employees of the Office of Population Control and Family Planning Sumedang District reached 98.6% of the rest of 1 .4% influenced by other factors not investigated by researchers called the epsilon factor.

Abstract

Kebijakan desentralisasi di Indonesia melahirkan otonomi daerah. Sejak bergulir UU Nomor 22 Tahun 1999 tentang Pemerintahan Daerah yang dilaksanakan mulai tahun 2001 telah banyak menelorkan berbagai kemajuan di beberapa daerah. Namun demikian, kinerja otonomi daerah secara nasional belum memenuhi harapan beberapa pihak. Rendahnya kinerja otonomi daerah di Indonesia dipicu oleh: (1) masih banyaknya masalah strategis yang menelikung pelaksanaan otonomi daerah mulai dari banyaknya tuntutan pemekaran daerah, banyaknya perundang-undangan yang mereduksi kewenangan daerah, sampai kriminalisasi kebijakan; (2) belum proporsionalnya peran pemerintah pusat, provinsi, dan kabupaten/ kota dalam pelaksanaan otonomi daerah. Untuk mengatasi hal tersebut ada beberapa implikasi kebijakan dan program yang wajib dikembangkan oleh pemerintah pusat mulai dari desentralisasi fiskal yang proporsional; memfasilitasi dan memberdayakan Daerah (kepala daerah dan aparatur pemerintah daerah) untuk mengelola anggaran (uang) secara akuntabel dan prudent; membuat sistem monitoring, evaluasi, dan pengawasan serta mengimplementasikannya secara akuntabel dalam pengelolaan keuangan daerah dan kinerja Daerah sehingga manajemen pemerintahan daerah terbebas dari KKN.

Abstract

Development Agenda Agenda for bureaucratic reform is one thing that gets special attention for the government. The Special Ministry that discusses bureaucratic matters, namely the Ministry of Empowerment of the State Apparatus and Bureaucratic Reform (PERMENPAN-RB). In the framework of carrying out the mandate of bureaucratic reform, Buah Dua Subdistrict, Sumedang Regency, approved in the Strategic Plan, Buah Dua Subdistrict (2014-2018: 2), was agreed to provide direction and reference for all components of the sub-district government, community and business world in order to realize their ideals and the objectives of the sub-district government are in accordance with the vision and mission as well as the direction of development that directs the policies of the Sumedang district government. Targeting is taken using the Sampling Technique, where the object is the District Head and Stakeholders with an interest in public service bureaucratic reform in Buahdua District. Based on the results of the study found the implementation of bureaucratic reform in the Buahdua sub-district has not been implemented very well, in fact the budget support for infrastructure to improve public services is very low, there is still something related to service information, Assessment To appreciate the vision and mission of the Buahdua sub-district. The obstacle that symbolizes bureaucratic reform, namely the organizational culture in Buahdua Subdistrict is still not conducive due to the involvement of the authorities, there is no proper honor for sukwan / award recipients who are very helpful in the process of public service, and every standard and complete SOP unit for the type services in their fields. Strategies to overcome obstacles to the implementation of bureaucratic reform in the Upper Buahdua Subdistrict, namely the DPRD must support proper respect for high performing religious workers by allocating to the APBD, Must provide space to the community through musrenbang, aspirations, must use service media.

Abstract

This study is focused on obtaining a picture of the effect of MGMP empowerment on teacher performance in Kabupaten Ciamis conducted at 32 MGMP. The research approach used quantitative approach with explanatory survey method of correlation technique and regression test. Research data collected through questionnaire. The results show that (1) score of items with total score of empowerment MGMP has positive relationship this indicates that the implementation of MGMP activity in Kabupaten Ciamis has reached ideal; (2) score of item with total score of teacher performance have positive correlation, thus the performance of teacher following MGMP empowerment in Kabupaten Ciamis has reached ideal; (3) The empowerment of MGMP has a strong influence on teacher performance with contribution of 24.21% while the remaining 75.79% is determined by other variables. The result of the analysis shows that the regression line is Y = 59,394 + 0,725X. This shows that if there is no increase of MGMP empowerment variable value, the teacher's performance value is 59,394, and each addition of one MGMP empowerment score will give teacher performance score increase of 0.725. The probability value of 0.000 is smaller than 0.05. It can be concluded that significant regression coefficients, or MGMP empowerment really have a significant effect on teacher performance.

Abstract

This research is motivated by the lack of effectiveness in the use of grants Livestock and Fisheries of West Bandung regency. The problem is assumed to be affected by not optimal supervision conducted by the Department of Animal Husbandry and Fishery West Bandung regency. Based on these problems, we propose the problem: "How much influence the effectiveness of supervision of the use of Grants Livestock and Fisheries in West Bandung regency". The theory is used to analyze the research is the theory of the supervision of Terry in the Brantas (2009: 195) states that the measurement of the supervision includes direct supervision, indirect supervision and monitoring by exception. As for measuring the effectiveness of the use theory of Duncan in Steers (1994: 16) that penapaian, integration and adaptation. Based on the theory that theory, the hypothesis is: "The magnitude Influence Usage Monitoring the Effectiveness of Grant Ranch and Livestock in West Bandung regency determined by direct supervision, indirect supervision and monitoring by exception". The method used in this research is an explanatory survey with data collection through library research and field studies through observation, interviews and questionnaires. The sampling technique used for the research was probability sampling, in particular the simple random sampling method. The design of hypothesis testing to test the influence of independent variables and the dependent variable using the method of Spearman correlation analysis. The results showed the effect of supervision of the Effectiveness of Using Grants Livestock and Fisheries in West Bandung regency is determined by the dimensions of the implementation of direct supervision, indirect supervision and monitoring by exception.

Abstract

Research in Cimalaka District, Sumedang Regency, To obtain an assessment of work in the Cimalaka District Office, Sumedang Regency, To obtain information about motivation by working together in the Cimalaka District Office, Sumedang Regency, to be enjoyed. working in the Cimalaka District Office of Sumedang Regency. Participating in this study were all Cimalaka District Sumedang District employees who gathered 35 employees. In this study the authors used a saturated sample technique, because the study sample was relatively small at 35 people, so that all studies were sampled. Motivation in Cimalaka Subdistrict, Sumedang Regency has not run well seen in the respondents' answers on average by 51.80%. Employee work productivity in Cimalaka Sub-District, Sumedang Regency has not yet achieved good results because the research reached an average of 52.79%. The correlation between motivation and employee productivity in Cimalaka Sub-District, Sumedang District, the coefficient value is 0.94 depending on the category of very strong and significant related to the strong relationship between Motivation and employee workforce in Cimalaka Sub-district, Sumedang District. The influence of motivation on employee productivity in Cimalaka District reached 88.36%. the remaining 11.64% is influenced by other factors such as the quality factor of Human Resources (HR), internal communication, supervision and leadership and others.

Abstract

This study aims to obtain a description of the implementation of the policy of levy permit levies (HO) in Sub Cisarua Sumedang District. The research method used is qualitative with descriptive approach. The research informants consist of Camat, Kasi Pelayanan Umum, Staf PNS pada Seksi Pelayanan Umum, Staf Non PNS pada Seksi Pelayanan Umum, entrepreneur (obligatory retribution), Kepala Desa Bantarmara dan Kepala Desa Cimara. Data collection techniques were conducted through literature studies and field studies consisting of interviews, observation and documentation. Data analysis is done by data reduction, data presentation, conclusion and composite. The result of this research is that implementation of policy of levy permit permit (HO) in Kecamatan Cisarua: Firstly, supported by communication factor, that is good socialization, clear division of authority, officers consistently apply rules and technical regulations in accordance with higher rules. But there are also communication factors that hinder the socialization has not touched the public awareness and the lack of commitment of the division of authority. Second, supported by the resource factor, namely: Employees are adequate, information how to implement the policy is adequate, compliance information on the regulatory staff is adequate, employees work based on letters of duty, and facilities are adequate. But there are also resource factors that hinder the information from the district level in the form of oral information, can not be used as a basis. Third, supported by disposition factors, namely: Employees support the success of policy implementation, employees are the most capable personnel to perform tasks, civil servants do not receive incentives because it is attached to the main task and function, while for non-civil servants available monthly incentives. Fourth, supported by bureaucratic structure factors, namely: Available SOP, there is distribution of the implementation of responsibility to the Section of Public Service.

Abstract

This study aims to obtain objective data and information regarding employee development, constraints in employee development,and efforts to overcome employee development obstacles in the Sumedang Regency Archive and Library Office. Teh method used is a qualitative research method (naturalistic setting) with descriptive type. The sampling technique used was purvosive sampling with 5 (five) research informants. Data collection techniques through primary data collection techniques such as observation and interviews, secondary data collectin techniques such as library studies and documentation. In analyzing the data used the Hasibuan model’s with the steps: Data education, Data presentation, Conclusion drawing/verification, and Triangulation.Based on the results of the study concluded that the Development of Employees in the Arcive and Library Office of the Sumedang District is still not optimal, because the development method benchmarks on aspects of quality and quantity of employee work are still low, the level of employee discipline is still lacking, effectiviness and efficiency of employee work that is still less, and still not meeting the determined targets. There are efforts to overcome these obstacles by identifying learning objectives, establishing appropriate methods, determining implementation and support

Abstract

This study aims to find out, get objective data and information about the economic empowerment of cooperatives and small and medium businesses (UKM) in the District of Tanjungsari Sumedang Regency. In this case the researcher traced through the Economic Empowerment Model. The method used in the preparation of this report is a qualitative method (naturalistic setting) with descriptive type. Determination of targets is taken by using purposive sampling technique where the object is implementing the policy with certain considerations. Samples used in this study were 5 people, namely the Sub-District Chief, Head of Program and Finance, Head of Governance Section, Head of Community and Village Empowerment Section, Head of Development Section, and the community. Data collection techniques through primary data collection techniques such as observation and interviews, secondary data collection techniques such as literature studies and documentation. The data processing procedures used are the Miles and Huberman model with steps: data reduction, data presentation, concentration drawing / verification and triangulation. Based on the results of the study it was concluded that the economic empowerment of cooperatives and community SMEs in Tanjungsari Subdistrict, Sumedang Regency is said to be quite optimal, this can be seen from several obstacles, namely the community's understanding that is still lacking in understanding about the cooperatives and SMEs and the lack of employee socialization to the community. Efforts to overcome obstacles, namely employees can provide understanding to the community about the use of cooperatives and SMEs, and employees must further increase their socialization activities well, the objectives of the cooperative program and community SMEs must be realized properly, namely by improving the performance and quality of products to be marketed and the government in providing motivation to the community regarding cooperatives and community SMEs conducting counseling, meetings, deliberation and sharing / sharing with the community.

Abstract

This study aims: to find out the service quality of the PDAM apparatus of the Sumedang Utara Subdistrict Branch of the Sumedang District, to find out what factors influence the service quality of the PDAM of the Sumedang Utara Subdistrict of the Sumedang District, to find out how to improve the service quality of the PDAM of the Sumedang Utara Subdistrict of the Sumedang District. The research method used in this research is analytical descriptive. The sampling technique used is purposive sampling. With research informants: Head of Branch, Head of General Section, Head of Public Relations, Head of Production, Employee Implementation. The Data Collection Techniques were carried out, namely the study of literature and field studies consisting of observations, interviews, and documents. While the Data Processing Procedure in this study, namely Data Reduction, Data Display, Data Conclusion Drawing / Verification, and Triangulation. Based on the results of the study concluded that the service quality of the Tirta Medal PDAM North Sumedang Branch of Sumedang Regency: Physical evidence (tangibles), good appearance of the officers / apparatus in serving customers, comfort of the place to perform services. Reliability, the accuracy of officers in serving, has clear service standards. Responsiveness, responding to every customer / applicant who wants to get service, officers / apparatus perform services quickly and accurately. Guarantee (assurance), officers provide timely guarantees in service, guarantee costs in service, guarantee legality in service. Empathy (emphaty), prioritizing the interests of customers / applicants, officers serving with a friendly attitude and courtesy.
