Abstract

Indonesia has implemented the Individual Learning Account system under the name Kartu Prakerja, or Pre-Employment Card, to support workforce development. This study examines its effectiveness by comparing it with South Korea’s Naeil Baeum Card (Tomorrow Learning Card). Despite its role in improving skills, Indonesia’s Individual Learning Account system faces challenges in funding sustainability, eligibility control, participant engagement, and training relevance. Additionally, financial support is provided at a fixed amount, regardless of training type. Using comparative policy and fishbone analysis, this study identifies key differences and best practices from South Korea. The findings highlight that South Korea’s co-funding model, employer contributions, and flexible training mechanisms create a more sustainable system. In contrast, Indonesia’s government-funded model faces financial constraints. This study recommends funding diversification, enhanced eligibility verification, an income-based co-payment system, training-specific financial support, and improved fund validity to enhance Indonesia’s Individual Learning Account system.

Abstract

This study examines the influence of information clarity and government digital engagement on the digital resilience of urban communities, using the case study of the Jendela Pontianak Integrasi (JEPIN) platform. The research employs a quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM) with WarpPLS 7.0, involving 100 respondents from the city of Pontianak. The results indicate that information clarity (β = 0.49; p < 0.001) and government digital engagement (β = 0.37; p < 0.001) have a positive and significant effect on digital resilience. The model demonstrates strong reliability (Composite Reliability: 0.847–0.914; Cronbach’s Alpha: 0.772–0.882), good validity (factor loading > 0.5; AVE > 0.5), and a high level of model fit (GoF = 0.569). The R² value of 0.517 shows that the model explains 51.7% of the variance in digital resilience, while the Q² value of 0.524 indicates predictive relevance. These findings underscore the importance of transparent information and active government engagement in enhancing citizens’ adaptability, problem-solving capacity, and critical digital literacy within the smart city ecosystem.

Abstract

This research analyze the use of the Soft System Methodology (SSM) method in designing tax policies for Micro, Small and Medium Enterprises (MSMEs). Integrating the SSM approach with tax policy analysis, this research aims to investigate the complex dynamics that influence the development of MSMEs. By considering diverse stakeholder perspectives, this research identifies the needs, interests, and constraints involved in formulating effective tax policies for the MSME sector. The result is that increasing MSME tax compliance requires targeted education to improve awareness and understanding of tax obligations. Simplifying tax administration and balancing sanctions with supportive measures can encourage compliance without pushing MSMEs further into informality. Effective policies should combine fair enforcement with incentives and opportunities for correction to foster a compliant and growth-oriented environment for MSMEs.

Abstract

International trade plays an important role in Indonesia's economy, with protectionism and free trade being the two main approaches in the country's trade policy. Protectionism, which aims to protect domestic industries by restricting imports, is often challenged in the face of the need to integrate global markets. In contrast, free trade seeks to open markets without barriers, which can accelerate economic growth and improve international relations. This research aims to explore the impact of protectionism and free trade policies on the Indonesian economy and provide recommendations for the government. The research uses a qualitative approach through a literature study that involves analyzing economic theories, Indonesian export-import data, as well as policies implemented by the government. The results show that while protectionism provides protection for domestic products, it can limit innovation and reduce the competitiveness of Indonesian industries in the global market. On the other hand, free trade opens up wider market opportunities, but can affect local industries, especially MSMEs, which find it difficult to compete with imported products. In conclusion, it is important for Indonesia to balance these two policies by optimizing support for the domestic sector and strengthening international trade policies. The recommendation for the government is to strengthen policies that support the competitiveness of local industries without hindering global market integration.

Abstract

The rapid growth of digital payment systems has significantly influenced consumer behavior, particularly among Generation Z, who readily adopt cashless transactions. This study examines the adoption and usage of QRIS (Quick Response Code Indonesian Standard) as a payment method at the Vocational Education Program, Universitas Indonesia (Vokasi UI) canteen. Using a descriptive research design, data were collected from 145 respondents through a structured survey with Stratified Random Sampling to ensure representativeness. The findings reveal that 98% of respondents actively use QRIS, and 100% expressed confidence in understanding its functionality. Users rated QRIS as practical and reliable (100%) and secure (98%), reflecting strong trust and perceived effectiveness. Furthermore, 84% found QRIS highly convenient, and 88% considered it more economical than other payment options. Merchant communication also played a role, with 68% acknowledging promotional efforts by vendors. These results suggest that QRIS effectively facilitates seamless digital payments and improves the payment experience within an educational environment. However, as the study focused on a single institution, further research is needed across diverse populations to validate these findings.
