Abstract

The Indo-Pacific region, as the fastest-growing and economically significant area in the world, is increasingly becoming a focal point of geopolitical tensions, particularly with the emergence of the AUKUS alliance. The introduction of nuclear-powered submarines by Australia under AUKUS presents a profound threat to the stability and security of the Indo-Pacific, challenging existing treaties like the Southeast Asia Nuclear Weapon Free Zone (SEANWFZ) and potentially igniting an arms race. Understanding these dynamics is critical for shaping policies that can mitigate the risks of escalating military conflicts and ensure regional stability. The primary objective of this study is to critically analyze the security implications of the AUKUS alliance on the Indo-Pacific region, with a particular focus on how the introduction of nuclear-powered submarines by Australia could undermine regional treaties and provoke an arms race. This study employs a qualitative research approach, specifically using the method of a literature review. The data sources for this study consist of secondary data, including academic journal articles, books, governmental and non-governmental reports, and policy briefs. Data collection was conducted by systematically searching for relevant literature using keywords such as "AUKUS," "Indo-Pacific security," "military alliances," and "geopolitical threats." The literature was then reviewed and categorized based on its thematic relevance to the study. For data analysis, a thematic analysis method was used to identify and interpret patterns within the literature. The research results show: the impact of defense spending in the Indo-Pacific can be influenced by changes in regional dynamics caused by the AUKUS agreement. Countries can change their defense budgets based on their assessment of security threats in the region and changes in the balance of power. Countries can provide funding to enhance their cybersecurity capabilities, which could include investing in cyber defense measures to protect critical military infrastructure and networks. Investments in capital and technology and equipment are part of defense expenditure. CAUCUS can enhance economic cooperation and integration between participating countries and open new opportunities for trade, investment, and technology transfer in the Indo-Pacific region. This could impact the economic landscape resulting from defense partnerships.

Abstract

The Age-Friendly City Policy in Madiun City aims to improve the quality of life for the elderly by providing friendly and easy access to open spaces and public buildings. However, challenges in implementation may include appropriate infrastructure management and effective international policies to ensure the availability and availability of services that meet the needs of the city's aging population. This research aims to bridge the perception gap and provide concrete recommendations for improving Madiun's elderly-friendly infrastructure. This research is a development evaluation with a mixed approach (mixed method). The research sample includes various parties, starting from the Madiun City government, which is involved in planning and implementing development for the elderly in Pangongangan Village, the city center, who are users and beneficiaries of these facilities. The data analysis method in this research consists of quantitative and qualitative analysis. Based on the analysis, the majority of the construction of open space facilities and public service buildings in Madiun City is in accordance with development needs, according to the perception of the government and older people. Both parties were satisfied with the development results, especially on items of high essential and performance. However, there needs to be more perception between older people and the government regarding items considered necessary. This shows the need for synchronization between government perceptions and the needs felt by elderly people in developing elderly-friendly infrastructure.

Abstract

The fraud control system is an assessment of the risk of irregularities which is a proactive process that aims to identify and overcome organizational vulnerabilities due to conditions carried out by internal and external parties to the organization. The purpose of this research is to determine the effectiveness of the newly formed Fraud Control System regulations with the integration of Fraud Hexagon to formulate effective fraud prevention and detection procedures. This study is based on empirical literature collected and interpreted from the Fraud Control System and Fraud Hexagon to formulate effective fraud prevention and detection procedures at BPKP and KemenPAN RB. The result is that BPKP and KemenPAN RB must start a joint assessment rather than working separately, because the two anti-fraud frameworks complement each other, so they must be assessed coherently to allow for a check and balance mechanism. BPKP and KemenPAN RB must also design a fraud prevention and detection framework at the national level so that the assessment also includes top level leadership. It is hoped that the implications of the research can help Indonesia to perfect a more holistic fraud control mechanism so that the effectiveness of the Fraud Control System is even better.

Abstract

The purposes of this research to investigate how the UK's decision to engage militarily against ISIL, under Operation Shader, aligns with the principles of neoclassical realism. This research employs a qualitative methodology. The qualitative descriptive approach employed is one of data analysis. This approach is not limited to the presentation of numerical or statistical data. Instead, it focuses on the interpretation and description of the phenomenon under investigation, employing a narrative format. This approach prioritizes the collection of empirical evidence derived from observational studies, interviews, and the analysis of various documents. The results are how UK and US continues to defend itself against ISIL's presence and movements and seeks new strategies to drive them out of the international system.

Abstract

The process and strategy to prevent children from dropping out of school has been carried out systematically in Indonesia. However, when it comes to the strategy for children returning to school still have difficulties, as well as several obstacles and dilemmas to requites the right strategy. The purpose of this study is to examined the strategies of eradicating out-of-school children and the best practices of alternative schools to provide inclusive and free education  Qualitative methods were chosen in the research process, primary data collection was carried out through in-depth interviews and focus group discussions (FGD) with 28 informants, includes policy makers, principals, teachers and students. The data was analyzed using thematic analysis. The findings show that a strong decentralized policy is needed to eradicating OOSC. Furthermore, alternative school plays a role in providing open classes for OOSC with unique characteristics. Good practices of OOSC handling and prevention strategies by alternative school can strengthen the roadmap of OOSC governance and handling strategies at the district level. The implication of this study is that the government, academics, society, and the media need to works together so it can enabling children who have dropped out of school to return to school with awareness.

Abstract

Media in the learning process is an important component as a delivery of material, so that media must be packaged creatively and follow the development of the times. However, in reality, teachers have not utilized technological advances optimally in utilizing learning media in the classroom. The objectives of this study are 1) to develop learning media based on the articulate storyline 3 application on the content of art and culture lessons, 2) to describe the feasibility of learning media based on the articulate storyline 3 application on the content of art and culture lessons, 3) to describe the practicality of learning media based on the articulate storyline 3 application on the content of art and culture lessons, 4) to describe the effectiveness of learning media based on the articulate storyline 3 application on the content of art and culture lessons. The development research method uses the ADDIE development model using five stages, namely: analysis, design, development, implementation and evaluation. The subjects of this study were grade III students of SDN Tegalrejo 01. Data collection instruments used questionnaires, test questions, observations and interviews. The results of the study showed that the study had gone through 5 stages, namely analysis, design, development, implementation and evaluation. Based on the results of the study on the feasibility of learning media based on the articulate storyline 3 application on the content of SBdP lessons, it obtained an assessment from media experts of 96.67%, an assessment from material experts of 94% and an assessment from language experts of 90%. The results of practicality obtained from teacher assessments were 90.9% and student assessments were 91.28%. The results of effectiveness were obtained from pretest and posttest assessments. The pretest assessment obtained a percentage of 52 and the posttest assessment obtained a percentage of 94. Based on the results of these assessments, the learning media was considered feasible, practical, and effective to be used as learning media in the classroom.

Abstract

This study aims to analyze the influence of budget planning, human resource competency, and budget implementation on budget absorption performance in the Special Criminal Offenses Prosecutor's Office. This type of research is mixed research, and the population in this study consists of the Finance Division employees in the Special Criminal Offenses Prosecutor's Office, totaling 65 employees. The sampling technique used in this study is the total sampling technique from the population members, known as a census or saturation sampling. Therefore, the sample size used in this study is all 65 employees of the population. The data collection technique used in this study is by distributing questionnaires to the 65 employees of the Finance Division in the Special Criminal Offenses Prosecutor's Office and conducting interviews with 5 employees consisting of the Commitment Maker Official (PPK), Head of Treasury Subdivision, Head of Accounting and Reporting Subdivision, Expenditure Treasurer (BP), and Assistant Expenditure Treasurer (BPP) as respondents to strengthen the research results. Data analysis technique using SmartPLS program version 3.0. The results of the study indicate that budget planning has a positive and significant effect on budget absorption performance. Human resource competency has a positive and significant effect on budget absorption performance. Therefore, the involvement of government officials with good competencies in their work will affect the resulting absorption. Budget implementation has a positive and significant effect on budget absorption performance, meaning that the better the budget implementation, the better the budget absorption performance.

Abstract

Pembatasan aktivitas sosial yang diterapkan selama pandemi Covid-19, meskipun berdampak positif terhadap kesehatan masyarakat, turut menyebabkan disrupsi ekonomi yang signifikan. Pemerintah berupaya menekan inflasi melalui program subsidi seperti Warung Tekan Inflasi. Namun, penelitian menunjukkan adanya gap antara pencapaian dan proses pelaksanaannya, menandakan adanya potensi patologis dalam implementasi. Penelitian ini menganalisis potensi patologis dalam implementasi Program Warung Tekan Inflasi di Kota Madiun dan menganalisis langkah-langkah yang diambil oleh Pemerintah Kota Madiun dalam menangani potensi patologis tersebut untuk mengurangi risiko ketidaktepatan sasaran kebijakan. Penelitian ini merupakan penelitian studi kasus yang bertujuan untuk menganalisis potensi patologis dalam implementasi program Warung Tekan Inflasi. Penelitian ini dilakukan di Kota Madiun. Dalam penelitian ini, penentuan informan dilakukan melalui teknik purposive sampling dengan menerapkan kriteria-kriteria yang sesuai dengan kebutuhan penelitian. Subjek penelitian yaitu Pemerintah Kota Madiun yang memiliki otoritas dalam pelaksanaan program Warung Tekan Inflasi; Dinas Perdagangan Kota Madiun Kota Madiun sejumlah 3 (tiga) orang; Bagian Perekonomian dan Kesra Kota Madiun sejumlah 2 (dua) orang;  12 (dua belas) orang dari sektor tradisional; 1 (satu) orang dari Perumda Aneka Usaha; 1 (satu) orang dari Bulog Madiun. Teknik analisis data menggunakan model analisis interaktif.  Peneliti mengidentifikasi potensi patologis dalam Program Warung Tekan Inflasi Kota Madiun, seperti penjualan barang sembako subsidi di atas HET dan pembelian ulang untuk dijual kembali. Pemerintah merespons dengan menerbitkan aturan resmi, memperkuat pengawasan pedagang, menerapkan sistem pengaduan, dan menetapkan batasan jumlah pembelian serta prosedur evaluasi rekapitulasi penjualan. Penelitian ini memberikan kontribusi penting dalam pemahaman terhadap potensi patologis dalam implementasi kebijakan subsidi.

Abstract

Historically, women have confronted formidable barriers to political participation, entrenched by patriarchal norms. Despite the ratification of the Nineteenth Amendment in the United States, which granted women voting rights, substantive representation remains elusive. This study investigates the persistent gender gap in political representation, focusing on the 113th congressional elections. Employing liberal feminist theory and democratic principles, it aims to elucidate the urgency of addressing women's underrepresentation in legislative bodies. Through literature review and quantitative analysis of electoral data, this research seeks to uncover the impact of electoral systems on women's political engagement. Results reveal stark contrasts between countries like the US and Rwanda, emphasizing the critical role of electoral mechanisms in fostering gender parity. By illuminating these disparities, this study underscores the imperative for policy interventions to ensure equitable political participation for women, thereby advancing democratic ideals and societal progress.

Although the manuscript had been formally accepted for publication, it still required minor revisions during the post-acceptance editing stage.
