Abstract

Research Problem: India's vaccine diplomacy during the Covid-19 pandemic has not only emerged as a significant tool of soft power but also involves moral and ethical dimensions closely tied to religious values and public policy. In the midst of a global crisis, the interaction between India’s vaccine diplomacy and the religious and public policy frameworks of recipient nations requires deeper exploration. Research purposes: This article aims to analyze the role of India’s vaccine diplomacy in relation to public policy and religious values in recipient countries, examining how India’s global health initiatives influence moral and ethical perceptions of vaccine distribution, fairness, and international solidarity. Research methods: The study employs policy analysis through a comprehensive literature review, focusing on the relationship between vaccine diplomacy, public policy, and responses from religious communities in the recipient countries. It also explores the ethical and spiritual dimensions of India’s health diplomacy approach and its impact on public health policies. Results and Discussion: The findings reveal that India’s vaccine diplomacy, through initiatives like "Vaccine Maitri," not only strengthens political ties with neighboring and global countries but also interacts with religious value systems, influencing public acceptance of vaccines. Moral values such as solidarity and justice, integral to many religious traditions, reinforce positive responses to the vaccine initiatives. Additionally, in some nations, religious communities have played a significant role in promoting vaccine acceptance by framing the health response in moral terms. Research Implications and Contributions: This research highlights the importance of integrating religious values into public health policy, particularly in global health contexts. Vaccine diplomacy rooted in moral solidarity and universal ethical principles, aligned with religious values, has the potential to enhance international cooperation and reduce vaccine hesitancy. Thus, this study contributes to understanding how religion and public policy can collaborate effectively in addressing global health challenges.

Abstract

Research Problem: The article addresses China’s concerns regarding the expansion of U.S. influence in Asia, particularly focusing on Afghanistan's strategic importance in the geopolitical competition between the two powers. The U.S. military presence and Afghanistan’s religiously influenced governance pose a significant challenge for China, which must navigate both political and religious dynamics to secure its interests in the region. This research investigates how these factors shape China’s foreign policy and its interactions with Afghanistan. Research purposes: The study aims to explore how China’s foreign policy towards Afghanistan has evolved in response to the geopolitical and religious landscape influenced by U.S. actions. Specifically, it examines China’s strategic calculations regarding Afghanistan’s religious governance and how this affects its efforts to engage with Afghan political actors, such as the Taliban, while maintaining its broader geopolitical and economic goals, including the Belt and Road Initiative. Research methods: The research employs a historical and analytical approach, drawing on data from 2011 to 2019 to examine China's foreign policy shifts in response to U.S. actions in Afghanistan. The study relies on secondary sources, including policy papers, academic works, and governmental reports, to assess China’s evolving role and strategies concerning the religiously influenced political structures in Afghanistan. Results and Discussion: The findings show that China’s foreign policy towards Afghanistan is significantly influenced by its concerns over U.S. military presence and alliances in the region. China’s engagement with Afghanistan has been shaped by the need to navigate the religious-political dynamics, particularly with the rise of religiously motivated actors such as the Taliban. China’s strategic responses include strengthening diplomatic ties, economic investments, and engaging with both Afghan religious and political leaders to secure its geopolitical interests. The article discusses how China's secular approach to governance contrasts with Afghanistan’s religious influences, affecting its foreign policy strategies. Research Implications and Contributions: This study contributes to the broader understanding of how religion, politics, and governance intersect in Afghanistan’s international relations, particularly with China. It provides insights into how China adapts its foreign policy to account for religiously motivated governance, while also pursuing its geopolitical goals in the region. The research offers valuable perspectives for policymakers and scholars on the interplay between religion, governance, and foreign policy in a strategically significant context like Afghanistan.

Abstract

Research Problem: The intersection of religion, civil society, and public policy is an increasingly relevant area of study, particularly in the context of environmental degradation. In Bangladesh, the impacts of climate change, industrialization, and globalization have created significant environmental challenges. These challenges necessitate a critical examination of the role of civil society, including religious organizations, in addressing environmental issues. The key question is: How effectively is civil society, in conjunction with religious institutions, contributing to the environmental movement and influencing policy reform in Bangladesh? Research purposes: This paper aims to explore the role of civil society, including the influence of religious organizations, in the environmental movement in Bangladesh. It seeks to understand how civil society organizations engage in advocacy, lobbying, stakeholder pressure, environmental impact assessments, and grassroots mobilization. The goal is to evaluate how these efforts shape public policy on environmental governance in a religious and sociopolitical context. Research methods: : This study uses a qualitative, review-based approach, relying on secondary data from existing literature, media reports, and policy documents. It critically examines the involvement of civil society organizations in the environmental movement, with a focus on how religious values and institutions intersect with public policy efforts in Bangladesh’s environmental governance. Results and Discussion: The findings suggest that civil society organizations, including those with religious affiliations, play an important role in influencing environmental policy in Bangladesh. Through advocacy, lobbying, and public mobilization, these organizations have brought attention to critical environmental issues, facilitating public participation in environmental governance. However, challenges remain, including political biases and limited resources, which affect their ability to fully shape policy. Religious organizations have also been shown to contribute moral and ethical dimensions to environmental activism, aligning their values with sustainable development goals. Research Implications and Contributions: The research underscores the importance of integrating religious organizations into the broader framework of civil society engagement in environmental governance. It highlights how religious values can complement public policy efforts, contributing to a more holistic approach to sustainable development. The paper provides recommendations for policymakers to strengthen collaboration between civil society, religious institutions, and government bodies to make environmental policy more effective and inclusive, aligning with the journal’s scope of exploring the intersection of religion and public policy.

Abstract

Research Problem: Land disputes between the public and various stakeholders frequently arise in Indonesia, often due to limited public trust in the Complete Systematic Land Registration Program (PTSL). This distrust results in low participation in PTSL, affecting land security and legal ownership. Research purposes: This study aims to analyze how religious institutions and values can help optimize PTSL to provide stronger legal guarantees for land ownership while supporting the legal protection of land rights within the community. Research methods: A qualitative approach with descriptive-analytical methods was applied to explore the relationship between PTSL implementation, public trust, and religious influence on land registration. Results and Discussion: The findings indicate that the implementation of PTSL has been effective in promoting land certification, which strengthens legal protection in compliance with existing laws. Moreover, the involvement of religious institutions has been shown to foster public trust by aligning PTSL with community values rooted in faith, making the program more widely accepted. Research Implications and Contributions: The research highlights the importance of religious institutions in enhancing public trust in government programs like PTSL. By integrating community beliefs into the implementation of PTSL, the program not only functions as a mechanism for legal protection but also aligns with ethical and religious principles. This study provides a conceptual foundation for the government to incorporate religious and community values into policy implementation, ultimately enhancing legal certainty and protection of land rights.

Abstract

Research Problem: The rights and responsibilities of women in Islam have often been misunderstood, particularly in the international context. Predominant narratives from Western societies frequently depict Muslim women as oppressed and lacking gender equality. This study investigates a fundamental question: has Islamic teaching contributed to the social welfare of Muslim women by granting them equitable rights and responsibilities? Research Purposes: This research aims to evaluate how Islamic teachings have influenced the social and economic well-being of Muslim women, emphasizing their rights and responsibilities. It also explores the role of religion-based policies in promoting social justice for Muslim women. Research Methods: An exploratory, inductive, and analytical approach was employed to examine Islamic teachings using primary sources, including the Qur'an and Sunnah, alongside case studies of policies and social practices affecting Muslim women’s rights. A life-cycle approach was adopted to provide a holistic view of women’s status at various stages of their lives. Results and Discussion: Findings indicate that Islam has granted significant rights and freedoms to Muslim women, such as access to education, employment, and legal protection—rights they did not enjoy prior to the revelation of the Qur'an. However, the implementation of these rights in policy and practice continues to face challenges, including social stigma and varying interpretations of religious laws. Islamic principles emphasizing social justice have demonstrably contributed to the improved welfare of Muslim women in public policy contexts. Research Implications and Contributions: This study contributes to academic discourse by exploring the intersection of religious teachings and social justice. It opens avenues for further research into how religion-based policies can be adapted to support women’s rights. These findings are particularly relevant for policymakers, activists, and scholars working on gender equality and social justice in religious contexts.

Abstract

Research Problem: Women’s activism through social media in South Asia, particularly in Sri Lanka and Afghanistan, is shaped by a complex interplay of religion, public policy, and socio-political contexts. While social media offers opportunities for empowerment and advocacy, its role remains contested due to societal barriers, political constraints, and religious influences. Research Purposes: This study aims to explore the dynamics of women’s online activism in Sri Lanka and Afghanistan, examining how socio-economic, political, and religious factors influence their digital engagement. It seeks to identify key challenges and highlight the comparative impact of social media on women’s advocacy in these two countries. Research Methods: The study employs a qualitative approach, using content analysis of secondary data, including reports, academic studies, and media articles. Comparative analysis is applied to evaluate the socio-political and religious factors shaping women’s digital activism in Sri Lanka and Afghanistan. Results and Discussion: In Sri Lanka, women benefit from higher literacy rates and a relatively open societal structure, enabling them to use social media effectively for addressing issues like corruption and economic mismanagement. However, ethnic and religious divisions limit cohesive activism. In Afghanistan, women demonstrate resilience by leveraging platforms like Facebook and WhatsApp despite facing severe socio-religious constraints and the Taliban’s repressive policies. The analysis underscores the critical role of social media as both a tool for advocacy and a contested space for control and suppression. Research Implications and Contributions: The study highlights the necessity of addressing structural barriers to enhance women’s digital participation. Regional collaboration, improved digital literacy, and international advocacy are recommended to amplify women’s voices in both countries. The findings contribute to the broader discourse on the intersection of religion, public policy, and digital activism, providing insights for policymakers and activists working toward inclusive social progress.

Abstract

Research Problem: The religious teachings of ancestors, commonly referred to as "beliefs" in Indonesia, have existed since ancient times but face a dilemmatic position in the context of officially recognized religions. These local belief systems often encounter discrimination and marginalization, despite their coexistence with recognized religions. The tension between local beliefs and state-recognized religions highlights the ongoing challenges of religious tolerance and inclusivity in Indonesia. Research Purposes: This study aims to examine the existence and recognition of local religions within the framework of Indonesia’s official religious policies. It seeks to explore how local beliefs coexist with state-recognized religions and to understand the impact of legal recognition on reducing discrimination against adherents of these belief systems. Research Methods: The research employs qualitative methods to analyze the historical, sociocultural, and legal dynamics affecting local religions in Indonesia. It draws from case studies, legal documentation, and interviews to provide an in-depth understanding of the issue. Results and Discussion: The findings reveal that adherents of local religions often experience discrimination, stemming from their exclusion from official religious recognition. The Constitutional Court's decision No. 97/PUU-XIV/2016 marked a significant turning point, granting legal acknowledgment to local belief systems and addressing some aspects of discrimination. Despite these advances, tensions remain, but official religions generally promote tolerance and foster coexistence among diverse communities. Research Implications and Contributions: This study highlights the importance of fostering tolerance and inclusivity in multicultural societies. It contributes to understanding the challenges faced by local belief systems in Indonesia and underscores the need for policy and societal efforts to strengthen religious harmony. The findings also provide a foundation for further research on the interplay between legal recognition, religious diversity, and social cohesion.

Abstract

Research Problem: Islamic ideas on rulership and governance are disseminated through various textual traditions, among which the mirrors for princes genre holds a prominent place. These texts, serving as manuals for rulers and future leaders, encapsulate a blend of ethical, spiritual, and practical guidance. However, there is a lack of clarity regarding the nature of this genre, particularly its integration of religious and political dimensions, as well as its significance in shaping Islamic thought on governance. Research Purposes: This study aims to explore the historical and cultural development of the mirrors for princes genre, analyze its content to uncover insights into Islamic rulership, and challenge the notion that this genre is quasi-secular by highlighting its intrinsic connection to Islamic principles. Research Methods: The research employs a qualitative approach, drawing on a comprehensive review of primary and secondary sources within the mirrors for princes tradition. Historical analysis and textual interpretation are utilized to examine the themes, structures, and intended purposes of these works across different Islamic contexts. Results and Discussion: The study reveals that mirrors for princes are deeply embedded in Islamic ethical and political thought, offering rulers guidance that intertwines religious obligations with administrative responsibilities. These texts emphasize the ruler's role as a moral and spiritual guide, as well as a political leader. The research demonstrates the diversity of traditions that contributed to the genre and highlights its adaptability across time and regions in the Islamic world. Research Implications and Contributions: This study contributes to a deeper understanding of Islamic political and ethical thought, emphasizing the mirrors for princes genre as a vital source of historical insights into governance. It challenges secular interpretations by illustrating the genre's rootedness in Islamic values and its role in shaping the ideals of rulership. The findings provide a foundation for further research into the interplay between religion and politics in Islamic history and offer valuable perspectives for comparative studies in governance and leadership.
