Adabi: Journal of Public Administration and Business is an international journal published by Sekolah Tinggi Ilmu Administrasi Adabiah Padang. This journal discusses and raises various issues related to admininstration and business both theoretically and practically, while also raises the issue of research in business and administration such as: curriculum, media and learning model, instruments for evaluation in business and administration, learning development for business and administration, and action researches. Articles will be published if they were scientifically valuables, providing new knowledge and useful for the community of business and administration. This journal is published twice a year, published in June and December.

Abstract

This article examines multiple elements that impact the outcome of decentralization in the context of local governance. The success of decentralization is heavily contingent upon the robustness of regional institutions, the political dynamics at play, and the unique attributes of the country undertaking the reform, as indicated by a comprehensive analysis of existing literature. Efficient decentralization necessitates well-defined institutional procedures, political solid and civil determination, enhancement of capabilities, and democratic governance. Nevertheless, notable obstacles include the possibility of heightened corruption, involvement from local politics, and discrepancies between the legal framework and real-world implementation. Hence, meticulous planning, contextual adaptations, and vigilant supervision are vital to guarantee accountability and effectiveness in executing decentralization. A literature review conducted with consistent and suitable methodological approaches is a form of qualitative research, specifically within the realm of literature study. This is employed inductively to prevent the emergence of more inquiries. The rationale behind undertaking qualitative research lies in its inherent exploratory nature. A comprehensive analysis is conducted in the part dedicated to the relevant literature or literature review. The research findings indicate that decentralization is an intricate and thorough approach whose effectiveness heavily relies on each nation's social, political, and economic circumstances. Robust and responsible local institutions guarantee high-quality public services and mitigate corruption. Decentralization strategies necessitate customization to suit the unique circumstances of each country since a uniform strategy will not be effective universally. The local political dynamics heavily influence the success of decentralization. The effects of decentralization can be influenced by cultural identities and ideological differences, which can affect community trust and involvement and potentially lead to exclusion and instability. Implementing decentralization frequently encounters substantial obstacles, such as the possibility of heightened corruption and political instability.

Abstract

This study examines the correlation between decentralization and community engagement in local government administration in Indonesia. This study examines the impact of decentralization measures enacted during the reform era on the extent of community involvement in local decision-making processes. The data originates from surveys and interviews conducted with diverse stakeholders in many locations in Indonesia. The research findings indicate that decentralization has facilitated community engagement in local government administration. However, various barriers hinder broader and more efficient participation.

Abstract

The purpose of this study is to describe the implementation of public service innovations carried out by Disdukcapil Pasaman Regency. This type of research is qualitative by describing the form of implementation of public service innovation by Disdukcapil Pasaman Regency. Innovation is the creation and implementation of new processes, products, services and methods that can produce quality improvements that are effective and efficient. However, innovation can also be in the form of expansion or improvement of existing services, so as to create better service than before. Public Service Innovation is an increase in population administration services by making these services accessible anywhere and anytime by the public.

Abstract

This article analyzes the effect of decentralization on the well-being of local communities by studying existing literature. Decentralization is the process of transferring power and control from the central government to local governments. Its goal is to enhance local autonomy, improve public services, and promote community engagement. This study examines the several types of decentralization, including administrative, fiscal, and political, and how they affect local governance. The study findings indicate that the effectiveness of decentralization is closely linked to the caliber of governance, local administrative and budgetary capabilities, and the dedication of central and local governments to empowering communities. This article also emphasizes that the appropriate implementation of decentralization can improve economic growth, social welfare, and community engagement. However, if not effectively managed, decentralization can worsen regional inequality.

Abstract

In Indonesia, Pancasila, the state ideology, is the foundation for national unity and identity. However, the principles of Pancasila face significant challenges from radicalist threats that seek to undermine its core values. This research aims to explore the key radicalist threats facing Pancasila, evaluate the effectiveness of current public administration strategies in addressing radicalism, and propose innovative approaches and policy recommendations to strengthen public administration strategies for defending Pancasila. Utilizing qualitative research methods, this study draws upon Social Identity Theory, Policy Implementation Theory, and Diffusion of Innovations Theory to analyze the multifaceted nature of radicalist threats and inform evidence-based policy decisions. Secondary data sources, including government reports, academic literature, and media sources, are employed to gain insights into radicalism's origins, manifestations, and impacts on Indonesian society. The results show how radicalist ideas are complicated and rooted in group identities. They also show how hard it can be to implement policies because of bureaucracy. Finally, they show how new ideas such as community engagement programs, educational reforms, and technological interventions might be able to effectively fight radicalism. By understanding these challenges and opportunities, policymakers can devise targeted interventions to safeguard Pancasila against radicalist threats, promoting democracy, social justice, and unity.

Abstract

Performance in the context of work refers to the outcome attained by an individual when carrying out assigned activities. It is influenced by factors such as skill, experience, dedication, and adherence to deadlines, all to achieve organizational objectives. Performance can be assessed by evaluating the level of quality, the amount of output produced, and the adherence to deadlines: collaboration and mutual assistance. The employee's performance aligns with the assigned tasks. Quantity refers to the specific amount that needs to be attained or generated, such as the quantity of rupiah, units, or completed activity cycles. Timeliness refers to the extent to which an action is finished according to the intended timeframe, considering the synchronization with other outcomes and the time availability for different tasks. Researchers employ qualitative research methodologies. This study uses a descriptive research approach, which involves conducting research to provide an unbiased and factual depiction of a given scenario. This strategy is employed to resolve or address the challenges encountered in the present scenario, specifically the factors under investigation. The research findings indicate that employee performance is characterized by high quality and quantity of work, adherence to well-defined targets, and adherence to work standards or primary responsibilities of each employee. Additionally, the task is evenly allocated among all staff members. The execution was timely and efficient, and the teams collaborated substantially. Communication is excellent, and there is a mutual contribution from all parties involved. The identified obstacles encompass insufficient infrastructure and personnel. Efforts to surmount these barriers involve strategizing the acquisition of laptops and computers with upgraded specs, offering training, and fostering expertise, particularly in technology utilization. This approach aims to enhance the performance of ASN.

Abstract

The Indonesian government persistently advocates for advancing social forestry initiatives as a component of economic equalization and forest conservation strategies. At the local level, particularly within Lima Puluh Kota Regency, the execution of this policy encounters various challenges. The substantial achievements in the area designated for social forestry do not correspond with the community's preparedness and engagement in managing the permits that have been allocated. This research aims to elucidate the community's readiness and involvement in the stewardship of social forestry post-permit acquisition. This investigation's adopted methodological framework is qualitative and centered around case studies. Data analysis will incorporate triangulation techniques to enhance the validity of the findings. The study's findings reveal that the community's readiness and participation following permit acquisition in Lima Puluh Kota Regency is notably insufficient, influenced by internal and external factors. Internal factors encompass a deficiency in knowledge and comprehension, economic constraints, and limitations within local institutions. External factors comprise inadequate budget allocations from the government, non-governmental organizations, and donor agencies, restricted market access and infrastructure, the predominance of local elites, and reliance on external support.

Abstract

Hate speech has become a disturbing social reality. Mistakes in translating the meaning of freedom of opinion become disputes that have legal consequences for the perpetrators. This research aims to determine the factors that cause the emergence and efforts to overcome hate speech. This research uses a qualitative approach and case study method. This research was analyzed using the Melvin Defleur model of individual differences theory which consists of three concepts, namely, selective exposure, selective perception and selective retention. Each other when they are exposed to the mass media. This can happen due to psychological differences, ways of thinking, influence of the surrounding environment, attitudes, values, religion, beliefs and so on. There is the influence of psychological elements that interact with exposure to mass media and produce effects. In this way, there is a strong link between media messages and the response of each individual. In efforts to overcome perpetrators who carry out hate speech on social media, there is a need for education for social media users and more equitable socialization. Because the socialization carried out by the government is currently still limited to certain groups, so those who are not affected by this socialization do not understand that there are ethics that must be understood when using social media so as not to be affected by the ITE Law. There are two ways that can be taken in carrying out socialization, namely socializing the importance of good social media, and it is also important to socialize the ITE Law (Electronic Transaction Interaction) as a guide for social media users so that they do not deal with legal problems.
