Abstract

This study identifies critical factors in the capacity building of electronic government (e-government) in Sragen municipality, Indonesia. Sragen is a small city renowned as a pioneer in the implementation of e-government initiatives among other local governments. by conducted in-depth interview as well as observation thus the data was categorized and interpreted for fur-ther being discussed for the result. Results of the study showed that using an institutional ap-proach in e-government capacity building Sragen municipality succeeded in improving the quality and value of the relationship between government institutions and citizens; identified institutional factors that are crucial for successful e-government capacity building that include policies, organizational structure, and participatory public management.

Abstract

This research aimed at identifying the barriers to the implementation of bureaucratic reform, exploring the factors that cause these obstacles and offering some solutions to improve licens-ing administration services, this research applied the descriptive-qualitative approach using the case study design. Techniques of collecting data included interview, observation, and documen-tation. Instruments in this research, added the researcher himself (key device), an informant who was selected based on purposive sampling technique. Data analysis was based on "interactive models," including data collection, condensation, data presentation, and verifica-tion and concluding. The results showed that bureaucratic reform obstacles in licensing ser-vices, among others include, red tape and understaffing, while the internal environment in the bureaucracy and the various service user behavioral characteristics, were identified as critical barriers to bureaucratic reform. To that end, this research recommends conducting bureaucra-cy reform in all aspects, both internal to change bureaucracy itself) and external (induce changes in the characteristics of service user behavior).

Abstract

This study is a public relations inquiry that aims to describe the use of social media by govern-ment public relations to bridge the digital divide that affects people with social welfare prob-lems. The research, unlike most public relations studies that by and large, focus on organiza-tional image, reputation, communication crisis, and transparency, uses the digital divide per-spective. The research uses Grunig and Hunt Public Relations model and Melvin De Fleur com-munication model perspectives to examine the communication processes that occur through government public relations social media. The research uses a qualitative descriptive approach to assess the communication conducted by informants. The results showed that government pub-lic relations communication through social media has not been fully able to bridge the digital divide, especially in rural areas. The digital divide creates three relates problems that affect the effectiveness of government communication with people that experience social welfare problem. Firstly, pattern of communication involves opinion leaders. Secondly, most feedback occurs in-directly while ideally, it should be direct. Thirdly, the flow of information takes place in either one or two steps, in contrast with the ideal, which should be in one step.

Abstract

Public infrastructure is very important for tourism and cultural activities in Yogyakarta as one of the largest tourist cities in Indonesia. The purpose of this study is to determine the public value of three public investment projects in Yogyakarta, including, Flyover, Jalan 0 Km, and Grahatama Library. Flyover represents infrastructure projects in the form of roads, zero KM represents one of Yogyakarta's biggest tourist destination icons, and Grahatama Library represents a difficult development project. This study uses the cost-effectiveness analysis of each project using qualitative methods through interviews and secondary data analysis of three research sites. This method is used to be able to analyze the publicity value of various types of infrastructure projects in Yogyakarta and how their implications are for the economy. The results show that the construction of the three projects has the potential to produce results that will improve community welfare and increase income distribution, implying that the project values investment costs. Thus, despite the fact that in connection with the cost of the Grahatama library project, far exceeds the short economic value it generates, in the long run, the existence of libraries by increasing public access to knowledge will contribute to regional development.

Abstract

The purpose of the study is to assess the financial condition of 18 districts and 9 municipals in West Java Province. Assessing the financial condition was based on a 10 (ten) point financial ratio model developed by Kenneth Brown. Data on financial ratios for the 2013-2016 period was obtained from audited financial reports published by the west java provincial supreme auditor. Analysis of financial ratios was based on descriptive statistics and conducting Independent t-Test analysis. Research results showed that both district and municipal governments in West Java Province have a good financial condition. However, the performance of financial condition score for district governments shows a downward trend. In general, there is significant difference in the financial condition of district governments and municipal governments. In general, municipal governments showed better financial condition than district governments.

Abstract

Many studies on Public Service Motivation (PSM) were conducted extensively in the developed countries, including US and Western Europe. In addition, some research on PSM has been conducted in Eastern Asia, all which affirm the positive role that plays in in shaping the public sector. That said, studies on PSM in developing countries, including Indonesia is still limited. This is despite the fact that previous research associate PSM with improving public sector performance. The objective of this study is to investigate the relationship between public service motivation, organizational commitment, and individual performance in Magelang Municipality, which is one of the high performing local govern,ents in Indonesia. The data was drawn from 70 government employees in 3 Magelang Municipality sub-district Offices. Meanhwile, to to test the research hypothesises. Structural Equation Modelling (SEM) was used. Resulst of the study validated the previous research findings that indicate positive influence of PSM on organizational commitment and individual performance. The result of this study has a practical implication for human resource development policy in Indonesian public sector. To that end, Public managers should take into account PSM in their managerial practices as it influences employee performance.

Abstract

The purpose of this research was to analyze organizational performance improvement strategies in the Center for Testing the Implementation of New Fisheries Products (BBP2HP). The research was conducted using AHP (Analytical Hierarchy Process) method with Expert Choice software to analyze the structure and the main strategy alternatives. The analysis was based on primary data obtained through interviews with 11 experts. Research results showed that human resource development policy was the most crucial strategy in improving BBP2HP organizational performance with training and development as an integral part of the strategy. The results also showed that the factor of leadership was of most importance in ensuring that the strategy of improving organizational performance. In that regard, leadership qualities of BBP2HP head was identified as the most critical and influential actor in improving BBP2HP organizational performance Meanwhile, providing excellent services was identified as the top priority that BBP2HP must pursue in improving its organizational performance as public service unit. The implications of this study are public organizations should implement training and development in accordance with the needs of the organization; and the pivotal role that leadership plays in the strategic management of the organization in empowering and directing organizational resources towards achieving organizational goals in as effective and efficient a manner.

Abstract

Accommodation and Food Service is an  industry that is unevenly distributed across Special Region of Yogyakarta (DIY) (especially Kulon Progo). This research aims to: 1) identify key  industries with the  potential to support  tourism industry development,  2) identify the tourism development strategies and programs  needed to support sccommodation and food service Industry. The research used secondary data, which were analyzed using Klassen Typology and LQ Analysis. Research results show that : 1) Sleman District and Yogyakarta City are the leaders in the development of accommodation and food service industries, while , Kulon Progo, Bantul, and Gunungkidul are laggards in that respect. LQ Analysis results indicated that Bantul and Yogyakarta regions are leaders in the accommodation and food service sector, while Gunungkidul is promising and Sleman has good prospects, but Kulon Progo is an underperformer in the sector; 2)  the development of Accommodation and Food Service industry has high potential hence need government attention.  This is reflected in the contribution which the setor makes toward local government economy in terms of value of economic activities and employment generation. During 2013-2017, the industry contributed 10.12% of GRDP on average, and employed 13.87% of total workforce on average in the same period.
