Abstract

This paper discusses about education policy with a focus on international school (RSBI). This is one of innovation in education policy aimed at improving the quality of education in Order to accelerate internationally competitive. In Permendagri 78/ 2009 on the Implementation of the International School of Elementary and Secondary Education level, SBI/RSBI have been constructed with a set of standards in the implementation of international education. The standard has a target to achieve hat quality education. However, since 2003, Law 20/2003 on National Education System has become a public discourse polemic. In fact, the embodiment of the spirit of "quality education for all" highly determined by the breadth of the issue of public access to education.

Abstract

The purpose of the policy is the establishment of new autonomous regions to facilitate the implementation of quality public services. The emergence of a new autonomous region is expected to improve the way local government more effective. This study reveals the impact of the establishment of few autonomous regions, South Minahasa regency on the quality of public services, particularly the population of administrative services. Implementations of the policy formation of autonomous regions have an impact on the quality of administrative service population. Some of the factors the lead to less than optimal public service facilities and infrastructure are less adequate human resources that have not worked in a professional, institutional aspects are still too weak aspects of the limited budget. On the community side, the lack of awareness of the importance of ID cards and the lack of public knowledge makes people participate less in performance improvement of administrative services population.

Abstract

The firs purpose of the research is to analyze the sustainable development policies and public participation to the Green Open Space's shifting function in Malang. The second is to analysis the factors that binder the policy implementation process. This paper shows that public participation in the sustainable development policies is less than optimal. Some factors that impede the policy implementation are 1) inadequate provision of GOS both in quantity and quality; 2) many weakness in the institution who manage the GOS; 3) the weak role of the stakeholders; 4) the use of open land for GOS function is not optimal yet. Some of the recommendation of this research include the need to revise UU No.24/1992; to develop guidelines for the implementation of GOS's management; to improve the campaign about the importance of GOS through "green cities movement"; to develop incentive and disincentive mechanism for increase private participation in the GOS management; and to develop GOS's pilot projects in the Malang City.

Abstract

Artikel ini adalah kajian evaluasi mengenai kapabilitas pemerintah daerah Bantul menangani bencana gempa. Tujuan utama adalah untuk mengerahkan semua sumber daya yang ada untuk mencapai tujuan organisasi yang berkaitan dengan melindungi dan menguangi kerentanan masyarakat terhadap bencana. Pemahaman teori berbasis sumber daya (resource based theory.RBT) dapat membantu organisasi mengidentifikasi sumber daya yang dimiliki organisasi untuk mencapai tujuannya. RBT menggunakan perspektif dari kapabilitas orgaisasi untuk menentukan sumber daya apa saja yang diperlukan untuk mencapai tujuan utamanya.

Abstract

This article discusses the implementation of Asean-China Fre Trade Area (ACFTA) and its consequences for the Indonesia economy. This article argues that its approval a decade ago, the Indonesian government showed sign of being unprepared to implement ACFTA. Data used in this article show that with the coming into force of ACFTA early 2011, a number of economic sectors have experienced negative growth, leading to the lay off of many workers in many sectors of the economy. To deal with this problem, the authors argue that local government and others stakeholders should be involve in effort to support Small-Scale and Medium Enterprise (SMEs) in strengthening their competitiveness. Doing so, requires local government to rescind various policies on SMEs considered inimical to their operation and adopt more business friendly e policies to support them.

Abstract

This study attempts to identify the various of the traditional market, which have suffered from marginalization caused by rapid expansion and penetration of modern supermarkets and other large retailers. As a way out, this recommends various protection strategies, which are based on provisions of the constitution and legislation and/or enacting new ones. Providing legal protection to sources of livelihood is common practice in many developed nations, where weak players are shielded from foreign player, and is also evident in other sectors and institutional aspects of the broader economy. The study recommends certain models of traditional markets development, which makes it a source of reference for various parties, market manager, government, local universities, and others.

Abstract

This present a critical assessment of the political economy that underlie food policy and rice import in Indonesia. State-centric behavior and rent-seeking practices are important determinants of food policy formulation in Indonesia. The study analyzes the importation of rice by the Indonesian government. Study result show that rice policy is based on three main point which are: relationship between farmer's term of trade (NTP), ruse production and distribution; and political power in policy formulation.

Abstract

This study elucidates on strength of social capital in civil society with respect to effort to preserve public space for natural disaster refugees in light of the deterioration of the ability of the state to accomplish civil rights obligation. The analysis began with a study on the characteristics of a failed state. The state can be categorized as failed state if it fulfills three characteristics which are: 1) the negligence in fulfilling civil rights obligations; 2) the disposition of aggressive behaviors; and 3) the intensification of democracy deficit. On the basis of the failed state paradigm, this o the study subsequently moved toward to the focal point, which was that was divided into three parts. The first part examined the paradigm of basic essence in the national constitution and legislation on disasters, relating to public welfare. The second parts discussed the phenomenon of Mt. Merapi's eruption including the chronology of event which in part was responsible for the large number of refugees. The third pat elaborated on the best practice, which where adopted by Posko Mandiri Kadiosoka, as a forum that was established to deal with relief and assistance and service originally intended to fulfill basic rights of refugees. The erosion of social capital capacity in the long term, coupled with and decline in the role of the state as the basic rights handling disasters has seriously limited the independence of civil society in Posko Mandiri Kadiosoko.

Abstract

This paper attempts to assess various initiatives tailored toward strengthening bureaucratic reform at the local level. Some of the problems which characterize local bureaucracies include low professionalism, domineering influence of local government beads and politicians on key positions in the local bureaucracy. Though not new, the issue is still not accorded the attention it deserves. With respect to relations of the local government heads bureaucracy, there has emerged a tendency of diluting the bureaucratic culture, which has a become more common in the wake of the implementation of government policy in Act No. 32/ 2004 on local government, which allows direct election of local government heads. Professional bureaucracy emphasizes the importance of legal-rational system of meritocracy. Consistency of merit system should promote fair competition for all. However, the intervention of the local government executives in appointing career members of the local bureaucracy who assume structural position, has hampered efforts at improving the professionalism ideal. Worse still, incumbent local government heads have undermined the neutrality of the local bureaucracy by filling important positions with handpicked political supporters. To that end, bureaucracy in many regions is increasingly being filled with bureaucrats who share affiliations with local government heads. Inevitably, cleavages in the bureaucracy have emerged as fractions are formed that support and appose the incumbent local government head. Consequently, discrimination in treatment occurs within the bureaucracy, which culminates into the promotion and demotion of personnel on the basic of affiliation rather than merit and capability. Enhancing professionalism in the bureaucracy calls for effort to ensure that high ranking officials in the bureaucracy be free from intervention from political pressure groups or politicians officials.
