Abstract

The paper examines the perception of the exixtence of Sultan Ground in Srigading village, Bantul, Yogyakarta Special Region (DIY) province. This study show that existence of Sultan Ground in the village is fully recognized and acknowledged by the local community. They acknowledge that the land in their villages is not private land or government land (country), but belongs to the Sultan. Local people control the land with the status of land use right, which means that they can use the Sultan Ground for various purposes, such as agriculture/ livestock, economic activity, tourism, and settlements. Public recognitions of the Sultan Ground’s is in line with the rule of law. In that regards, DIY Province has special land arrangements, which are different from those in the land law that applies nationally.

Abstract

Pesantren are widely spread in Indonesia reaching to the most remote areas, hence have the potential to empower people’s economy. Pesantren are involved in fostering self sufficiency among its members as well as the general society, which makes them a potential capital for empowering people’s economy. Using the integrity and capacity to mobilize resources. Pesantren are an important source in effort to increase community production and productivity. The study focused on two Pesantren Nurul Fajri of pesantren and Kholidiyah of pesantren located in Hulu Sungai Utara Regency, as example to evaluate the interchange and interactive between Islamic institutes / school and society. Society benefit from the existence of pesantren through various services and products of its business unit which contribute to solving their economic problems, contribute to community capital through the nurturing and promoting of cooperatives and employment. In addition, in the context capacity development, pesantren education contributes to community rejuvenation and society development, instill values and norm of hardworking, diligence, commitment, which vital for harmonious human existence, self actualization, and development.

Abstract

The existence of social capital is really important in development because social capital plays a role to achieve sustainability development. It also applies in community development process. Community development strategy can be implemented through empowering the institution and civil society organizations. Those are form of social capital that develops in society. Bali province government has been adapting the existence of social capital through the empowerment of Pakraman village. Pakraman Village is an indigenous community that is formed on the socio-religious bound. The most common way to empower society is based on the establishment of village credit institutions (Lembaga Pengkreditan Desa: LPD) One of the LPD that shows its existence in the midst of intense competition with other financial institution is LPD Pakraman Batuaji Kawan Village in Tabanan, Bali Province. Thus, this paper is aimed to elaborate the contribution of social capital in management of LPD Pakraman Batuaji Kawan Village. The research methodology that had been used in this paper was qualitative descriptive with case study approach. Meanwhile, data collection techniques that had been used in this research were interview, observation and documentation. The result of this research show that social capital has a positive role in supporting the management of LPD such as the planning and budgeting activities, personnel recruitment process, the lending process, the process of resolving non performing loans, the process of supervision and accountability. Based on these result, the adoption of social capital in the process of community empowerment plays significance role in maintaining the community empowerment's program.

Abstract

Tulisan ini merupakan pembahasan dari sebagian hasil penelitian tentang penerapan nilai-nilai demokratis dalam pelayanan publik. Nilai-nilai demokratis terdiri dari nilai inklusivitas(pelibatan), nilai transparansi, nilai akuntabilitas, dan nilai integritas. Pembahasan dilakukan dengan membuat analisa penerapan salah satu nilai demokrasi yaitu integritas dalam pelayanan publik di Kantor Imigrasi Bandung. Penelitian ini merupakan penelitian dengan menggunakan metode campuran kuantitatif dan kualitatif (mix method). Dengan desain penelitian menggunakan studi kasus, analisa yang diterapkan dalam penelitian ini analisis eksploratori sekuensial (sequential exploratory). Studi kasus dalam penelitian ini adalah Kantor Imigrasi Bandung yang merupakan salah satu contoh best practice dalam kinerja pelayanan publiknya. Penelitian ini bertujuan untuk membuktikan apakah organisasi publik yang memiliki kinerja yang baik dalam pemberian pelayanan publiknya juga menerapkan nilai demokrasi yaitu integritas. Hasil temuan dari penelitian ini adalah bahwa Kantor Imigrasi Bandung belum sepenuhnya mene­rapkan nilai nilai integritas dalam pelayanan publik.

Abstract

This is paper aims to describe the completion of local autonomy based on local culture system in West Sumatera and Bali Province. Beside that, this paper also tries to find out the role of state which depicts state autonomy in implementation of government functions at lowest level, such as nagari in West Sumatera and Desa Pakraman in Bali. Although the local culture system could be applied in local autonomy, yet the modern government system which is introduced by state has affected local culture system at the lowest level. In this context, state autonomy has been involved in fusing local culture system into modern government system so that performing of local democracy declines.

Abstract

The mandate of article 18 Law 32/2004 is about the authority given to regency government by local government in managing the shoreline and resources contained, but it has to be suitable with local characteristic which one third away from province government authority area. This kinds of decentralization demands on not only an equipped government, but also government responsiveness in managing the shoreline based on justice and sustainability values for those local stakeholders whom in charge. But the obstacles were appeared such as lack of personnel, minimum budget, and poor equipment and document (P3D) in implementing shoreline decentralization. This paper explores the role taken by local politics that surely appeared in shoreline management. Refers to the results of field study that had be done in 2005 and 2007 based on qualitative research method, this paper show the comparative study between two regencies in the eastern island in Indonesia, Pangkajene Island and Konawe. Comparison between these two regencies offers three important reviews on shoreline management. It did not only reveal a contrast outlook and experience at management mechanism in shoreline, but also highlighted the varied managements and obstacles which can be very much enriching of shoreline has been triggered and increased patterns of management and important roles for local stakeholders in dealing with new obstacles in shoreline management.

Abstract

This paper discusses decentralization and its impact on the environment. It states that decentralization has emerged environmental degradation. Since decentralization took place, illegal logging, illegal mining and many other natural resources exploitation had occurred worse than ever before. Local elites (political, bureaucracies, and industries) together with the local community engage to exploit the natural resources for increase their prosperity. This is pushed for four reason: 1) legacy from the New Order period that earn money though easy way; 2) return for their campaign fund for the elected official such governor or regent; 3) patron client relationship between the elected official and their supporters which is the former give that material resources (licenses, contract, etc) and the later give their loyalties; and 4) revenge for poverty that the have ever around as marginalized local people in New Order period. To figure out this problem, the writers argue for four alternatives: 1) enhance the legal consciousness and raise the awareness for preserve the environment; 2) increase in controlling mechanism and give strict sanction for disobediences; and involve the third parties (NGO, both local and international) for overcoming the environmental crisis.

Abstract

This research underline the strategies to manage the environment based on gender equity perspective and is qualitative in nature. Data were gathered by interviews and focused group discussions. This research produces a model of environmental management based on gender equity perspectives, called GEBEM (Gender Equity Based Environmental Management). It is intended specifically to be a strategic guidance for managing the environment of the Laweyan area by enhancing equal opportunities for both men and women to participate in and control the environmental management of the area.

Abstract

This paper discusses empowerment program for coastal communities in Cilincing district, North Jakarta. Basically, the program has bees relatively successful in developing coastal communities's entrepreneurship. This can be seen from the estabilishment of cooperatives and small scale enterprises in that area. But, this paper underlines that grant allocation for the fisherman is still limited. Otherwise, the merchants received the most amount of grant allocation. In other word, bias on delivering program has occurred. Furthermore, target location for this program has not been equal yet.It was concentrated on few villages only low understanding for loan scheme also became crucial problem for the program. This has pushed for bad credit in a lot of amount.

Abstract

The civil servant lecturer professional behavior model was designed based on the social cognitive theory of Bandura (1991,1989,2001) theory of planned behavior (Ajzen, 1988,2005), moral development stages of Kohlberg and ethical decision making model (Jones, 1991; Weber and Gillespie, 1998). The Structural equation analysis result show a fit and goodness of the model with the empirical data i.e; Chi square is only 14,384, probability equal to 0,421, RMSEA is 0,009, GFI is 0,990, AFGI is 0,969, and CMIN/DF is 1,027. The model and empirical data explain that professional behavior of civil servant lecturer in Indonesia at This time is determined by interaction dynamics of: 1) personal factor, i.e. intention to behave professionally, occupational commitment, and organizational commitment; and 2) situational factor, i.e lecturer's response to organizational design. Only around 9,57% of respondents have been successful to demonstrate professional behavior and able to reach "engage in moral behavior"
