Abstract

The focus of this paper is to examine the political strategy of Muhammad Ikhsan Darwis in winning the 2024 Legislative Election in Electoral District I of Kupang City, using the 4P political marketing theory by Niffenger: Product, Promotion, Price, and Place. In terms of Product, Ikhsan’s public image is shaped by his clean, caring, and inclusive personal character, as well as his active involvement in various socio-religious organizations such as HIPMI, NU, KKSS, and PPIA, which reinforce his appeal among young voters. His Promotion strategy was realized through campaign tools (APK) that were presented in a simple yet strategic manner, reflecting a courteous and down-to-earth personality. For Price, he implemented both economic and psychological pricing strategies by managing campaign funds efficiently and strengthening his reputation through his educational background and organizational experience. Lastly, in the Place dimension, Ikhsan adopted an inclusive and spiritual approach, leveraging strong grassroots support from communities like KKSS and the Bugis ethnic group. These four strategies were successfully executed, leading to Muhammad Ikhsan Darwis’s election as a legislative candidate representing the Golkar Party in Electoral District I of Kupang City.

Abstract

This study aims to analyze the implementation of mangrove rehabilitation policies after Cyclone Seroja in West Oesapa Village, Kupang City, using Merilee S. Grindle's policy implementation theory and the principles of good governance. Mangrove rehabilitation is a crucial step in the recovery of coastal ecosystems affected by disasters, but in practice it often faces various obstacles, both in terms of institutions, coordination between actors, and community participation. This study uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with nine informants consisting of representatives of government agencies (DLHK, BKSDA), field supervisors, NGO administrators, RT heads, and local communities. Data analysis was carried out by referring to two main variables of Grindle's theory, namely policy content and implementation context, which were then combined with governance principles such as coordination, participation, transparency, effectiveness, and accountability. The results of the study indicate that the implementation of the mangrove rehabilitation policy in West Oesapa does not fully reflect the principles of good governance. Coordination between actors is not optimal, community participation is still passive, and post-implementation monitoring mechanisms have not been implemented. The dominance of technical implementers and minimal community involvement in planning are major obstacles to achieving program sustainability. Therefore, strengthening collaborative governance and community empowerment is needed to ensure effective and sustainable mangrove rehabilitation.

Abstract

This study examines the solidity of the National Mandate Party (PAN) in Merangin Regency during the 2024 Simultaneous Local Elections, which unfolded amid notable political dynamics and differing preferences between the party’s central and regional structures. Party solidity is analyzed using Firman Noor’s theory of party solidity, focusing on procedural leadership represented by two key indicators: decision-making mechanisms and the role of charismatic leadership. The study aims to understand how these indicators influence PAN Merangin’s organizational stability throughout the process of determining political support. Using a qualitative case study approach, data were collected through in-depth interviews, documentation, and media reports, then analyzed using the Miles and Huberman interactive model consisting of data reduction, data display, and conclusion drawing. The findings reveal that although PAN Merangin formally implemented decision-making procedures according to the party’s statutes (AD/ART), the practice remained dominated by top-down communication from the central board (DPP), limiting regional participation in strategic political decisions. Meanwhile, the charismatic leadership of the PAN Merangin Chairman played a crucial role in maintaining organizational cohesion, reducing internal tensions, and ensuring cadre loyalty to central decisions. These results suggest the need to strengthen two-way structural communication and enhance the capacity of local party leaders to reinforce party solidity in future political contests.

Abstract

This study aims to analyze variations in flood inundation heights in Medan City through 2024 using a quantitative approach based on Geographic Information Systems (GIS). The data used include field surveys, flood hazard maps, rainfall data, land use, and regional topography. The results show that flood heights vary between 0 and 100 cm, with distribution influenced by a combination of rainfall intensity, land use changes, drainage capacity, and topographic characteristics. The northern area of ​​the city has the highest flood heights and risk, driven by low elevation, inadequate drainage systems, and proximity to the coast and major rivers. This study emphasizes the importance of drainage management, river normalization, and spatial utilization control as effective and sustainable flood mitigation measures in Medan City. The findings of this study recommend improvements to the drainage system, river normalization, spatial utilization control, and the use of spatial data as a basis for more effective and sustainable flood mitigation planning in Medan City.

Abstract

This study was motivated by the fact that teachers' learning strategies are very important for improving student motivation, understanding, and learning effectiveness. The purpose of this study was to identify the learning approaches used by teachers, the challenges faced, and how these approaches were applied to students in the 10th grade Geography class at SMAN 6 Malang. This study uses a descriptive qualitative methodology that collects data through interviews, observations, and documentation. Furthermore, the data were analyzed through the steps of reduction, presentation, and conclusion drawing. The research information consisted of geography teachers, 10th grade students, and other related parties. The results showed that expository and inquiry strategies were the most effective learning strategies used by teachers to help students learn. Unresponsive students, negative peer influence, and the habit of sleeping in class are some of the obstacles in the learning process. Students' ability to systematically and coherently organize and convey conclusions demonstrates the impact of applying learning strategies. According to this study, teachers must continue to improve their skills through learning training. Students are also expected to be more focused and active during the teaching and learning process.

Abstract

The implementation of e-government is one of the local government's strategies in improving the quality of public services and realizing Good Governance. This study aims to analyze the implementation of e-government through the Tangerang LIVE Application as an effort to improve Good Governance in the Tangerang City Government. The research method used is a qualitative literature study approach through the search and analysis of various literature sources in the form of books, scientific journals, and official government documents related to e-government, the Tangerang LIVE Application, and the principles of Good Governance. This research analysis uses the Good Governance principles framework according to the United Nations Development Programme (UNDP), which includes transparency, participation, responsiveness, effectiveness and efficiency, and accountability. The results of the study indicate that the implementation of the Tangerang LIVE Application contributes positively to increasing public information disclosure, expanding public participation, accelerating government responses to public complaints, increasing the effectiveness and efficiency of public services, and strengthening the accountability of local government performance. However, there are several obstacles to achieving Good Governance through the Tangerang Live application and these obstacles become an evaluation of the Tangerang City government to innovate through e-government that supports the improvement of Good Governance in the Tangerang City Government. This study recommends strengthening digital literacy, improving institutional coordination, and sustainable system development to ensure optimal and inclusive e-government implementation.
