Abstract

This study aims to examine the relationship between decentralization and the effectiveness of regional government in Indonesia through a qualitative approach with a literature study method. Decentralization implemented after the reform through regional autonomy policies has given broad authority to regional governments to regulate their own household affairs. Although it is expected to improve the quality of public services and locally-based development, its implementation shows mixed results. This study analyzes various scientific sources in the form of journals, academic books, policy reports, and regulations to identify patterns of success and challenges in the implementation of regional autonomy. The results of the study show that the effectiveness of regional government is greatly influenced by institutional capacity, human resource competence, regional head leadership, community participation, and the ongoing monitoring system. Some regions are able to utilize autonomy to innovate governance, but most still face structural and cultural obstacles. In addition, fiscal dependence on the central government and weak coordination between institutions are obstacles to achieving effectiveness. Therefore, strengthening regional capacity and implementing an asymmetric decentralization model are important to realize effective, accountable, and participatory governance in the era of regional autonomy.

Abstract

This study aims to critically analyze and evaluate the implementation of Indonesia’s Law No. 3 of 2014 on Industry as a strategic policy instrument for national industrial development. Utilizing a qualitative research design with a document analysis method, the study assesses the law's effectiveness, efficiency, relevance, and sustainability in addressing pressing structural challenges particularly early deindustrialization, declining manufacturing competitiveness, and the persistently low added value of domestic industrial output. Although Law No. 3 of 2014 provides a robust normative and legal framework, its practical implementation has encountered significant constraints. These include weak inter-agency coordination, limited institutional capacity at the subnational level, insufficient policy alignment across sectors, and minimal integration of small and medium-sized enterprises (SMEs) into the national industrial ecosystem. Using Dunn’s (2003) public policy evaluation framework, the study finds that the law has yet to foster an inclusive, adaptive, and innovation-driven industrial environment. Moreover, policy outcomes remain fragmented and inconsistent with long-term industrialization goals. To address these gaps, the study recommends enhancing policy implementation through stronger cross-sectoral integration, capacity-building for regional industrial governance, increased investment in research and development, and the protection of strategic industries vital to national resilience. These efforts are essential to lift Indonesia out of the deindustrialization trap and position it toward achieving sustainable, high-value industrial transformation.

Abstract

As an archipelagic nation, Indonesia is highly vulnerable to natural disasters, both geological and hydrometeorological, making the need for post-disaster policies particularly urgent. Post-disaster rehabilitation and reconstruction go beyond rebuilding physical infrastructure; they also encompass social, economic, and psychological recovery, as well as aspects of sustainable development. However, in practice, post-disaster policies are often mired in project-based political interests, with funding allocation, aid distribution, and prioritization of recovery areas influenced by electoral agendas and political patronage. This shifts policy orientation from meeting the needs of survivors to elite legitimacy, potentially leading to unfair distribution of benefits and marginalization of vulnerable groups. Furthermore, private sector involvement in the reconstruction process is often tainted by short-term economic interests that neglect the humanitarian dimension. Bureaucratic fragmentation, overlapping authority, and weak coordination mechanisms further undermine the effectiveness of recovery policies. These conditions demonstrate that post-disaster policies are not a neutral space, but rather a political arena rife with competing interests. Therefore, principles of good governance such as transparency, accountability, public participation, and independent oversight must be foundational to implementation. This research uses a qualitative approach with a literature review method to examine the dynamics of project politics and public interest in post-disaster policies. The literature analysis allows for the identification of patterns of policy distortion as well as opportunities for governance reform. Thus, this study seeks to provide theoretical and practical contributions to formulating more equitable, inclusive, and sustainable post-disaster policies.

Abstract

This study aims to analyze the practice of political feminization in village government, focusing on the role of women in male-dominated local politics and the challenges they face in confronting patriarchal structures. Although women's participation in village governance is increasing, entrenched patriarchal structures remain limited space for women to make significant political decisions. In this context, political feminization contributes to a shift in policy priorities and a more inclusive and collaborative leadership style. However, the main challenge women face are the cultural and systemic barriers that limit their access to power. Although gender quotas and affirmative policies provide opportunities for women, their effectiveness is highly dependent on women's ability to leverage their positions in local political structures. The study concludes that to achieve deeper gender equality, structural changes in social norms are needed, as well as increased educational and economic access for women. The feminization of local politics is not only about numerical representation, but also about empowering women in the process of making policies that are more responsive to their needs.
